NEW REPORT: PATIENTS PAY THE PRICE WITH PROLIFERATION OF SUBSTANDARD HEALTH PLANS A new report published by 30 patient organizations shows the significant risks patients face when they enroll in non-compliant and substandard health insurance products, and details ways state and federal lawmakers can help protect these vulnerable consumers. The report, “Under-Covered: How ‘Insurance-Like’ Products Are Leaving Patients Exposed,” issued by a coalition representing millions of people with pre-existing conditions, details eight different types of “non-compliant plans” that do not adhere to Affordable Care Act (ACA) consumer protections like coverage for pre-existing conditions, elimination of annual and lifetime coverage limits, and coverage for essential health benefits. The plans have proliferated in recent years, and in many cases, are marketed to consumers who don’t fully understand what they’re purchasing. As a result, patients are often vulnerable to exorbitant medical bills. This report serves as a warning to consumers to avoid these plans – and a call to action to lawmakers.

EEOC CONDEMNS VIOLENCE AGAINST ASIAN AMERICANS AND PACIFIC ISLANDERS IN THE UNITED STATES The U.S. Equal Employment Opportunity Commission (EEOC) unanimously approved a resolution condemning the recent violence, harassment, and acts of bias against Asian Americans and Pacific Islanders in the United States. The resolution reaffirms the Commission’s commitment to combat all forms of harassment and discrimination against members of AAPI communities, and to ensure equal opportunity, inclusion, and dignity for all in the workplace. “The Commission condemns the recent violence and discrimination against AAPI persons in the strongest possible terms,” said EEOC Chair Charlotte A. Burrows. “Hatred, xenophobia, and racism violate our nation’s core principles. The Commission stands in solidarity with the victims, their families, and AAPI communities across the nation, and we pledge to work together to address harassment, bias, and discrimination in the workplace.” The EEOC advances equal opportunity in the workplace by enforcing federal laws prohibiting employment discrimination.
Chicagoan’s Mourn the Loss of Rev. Dr. Helen Carry On Thursday, April 8, 2021, our beloved teacher, former Executive Minister and spiritual mother, the Reverend Dr. Helen Ward Carry, made her transition. We lovingly hold her up in prayer as we release her into the grace, peace, and harmony of God’s presence. “Little children, let us love, not in word or speech, but in truth and action.” 1 John 3:18 (NRSV) Referred to as the Teacher of Teachers and a Living Legend of the New Thought Christian Community, Rev. Dr. Helen Carry was drawn to Christ Unity Temple in 1970 where Rev. Dr. Johnnie Colemon was senior minister. By 1974, Rev. Dr. Carry developed and directed the Johnnie Colemon Institute (JCI), while assisting with the creation of church systems that are still being successfully implemented decades later. The Johnnie Colemon Institute remains the teaching arm of Christ Universal Temple (CUT). It was Rev. Dr. Carry’s proven dedication to the study of Truth Principles and divine appointment that prompted Rev. Colemon to assign Rev. Carry as her assistant in 1976. Rev. Carry was later ordained as a Universal Foundation for Better Living (UFBL) minister in 1980 and became an assistant minister at Christ Universal Temple. In 1982, Rev. Colemon sent Rev. Carry to Miami to train and

assist the Rev. Mary Tumpkin with the development of the new church, Universal Truth Center. Rev. Dr. Helen Carry was an iconic spiritual teacher, leader, and mentor. She taught the importance of mastering your subject matter and always being in divine order. Rev. Carry taught through her classroom and more importantly, through her example and commitment, how a minister should serve humanity. She not only taught standards of excellence, she planted the
seed within each person she met. Rev. Carry’s teachings and leadership is sewn into the tapestry of CUT and UFBL. “Everything I experienced prepared me for my work with Johnnie who brought me into her vision of an institution that devoted itself to teaching spiritual principles of better living based on the teachings Jesus lived and taught.” Rev. Dr. Helen Ward Carry. On behalf of the entire Christ Universal Temple Family, thank you for saying yes to God. Your “yes” was a blessing that enabled countless numbers of us to learn to live better. Thank you for overcoming the daily challenges of a complex industry, and still dedicating yourself to achieving the mission, vision, and purpose of Christ Universal Temple. Thank you for the guidance you gave us as we were learning to grow. Thank you for knowing in your heart that what you accomplish in school is worth it all and then some. Thank you for giving people the confidence and courage to follow their dreams. Those of us who sat at your feet are all the better for it and the world is a better place because of you. Words do not accurately capture your strength, tenacity, heart, or greatness. You taught us well and we will continue to demonstrate the love and commitment you modeled.
Alderman to run for Illinois Secretary of State Continued from page 1 BY TIA CAROL JONES
Pat Dowell, alderman of the third ward, has announced that she is running for Illinois Secretary of State, a role held by Jesse White since 1999. “As a committed public servant, helping people has always been my top priority,” she said, adding, that she would build on White’s legacy to take the office into a new era, which includes greater customer service, increased efficiency and innovative technology. “The next secretary of state must be a leader, a manager and most importantly, a dedicated public servant,” said Dowell. Dowell has been the alderman of third ward, which consists of Roosevelt Road north, to 57th street south, west to Union, and east to King Drive and Lake Shore Drive. She was first elected as alderman in 2007. Prior to that, she served as a city planner and deputy commissioner for neighborhood planning for the city of Chicago. She was also the executive director of Public Allies Chicago, Near West Side Community Development Corporation, and Mid-South Planning and Development Commission. Dowell said the secretary of state has
to be able to serve a diverse group of people in the same way she has approached her role as chair of the Chicago City Council Budget Committee. “I work with diverse communities, and people with different perspectives and needs to pass a $12.8 billion budget that works for every community in Chicago. My goal for this office is to provide the residents of Illinois with the best customer service possible,” she said. Dowell said that she will not use the office of secretary of state as a personal stepping stone to advance her career, adding, that she has made a pledge not to seek an office higher than secretary of state. “I have dedicated my life as a public servant to helping serve the people’s interest, as alderman, that has meant the constituents of my ward and the residents of the city of Chicago. As secretary of state, that will be all the people in the state of Illinois, from Cook County to Christian County,” she said. Dowell said the secretary of state’s office has made vast improvements during White’s leadership. While she said the lines are shorter and service is faster, there is more that can be done, she continued. One idea Dowell has is to issue multi-year license plate stickers. She said it would

bring more upfront revenue into the state, adding, it would also be safer and more convenient for residents, especially seniors. Dowell said as secretary of state, she would also work on improving literacy programs. She said she’d partner existing programs with community groups and local agencies to provide basic literacy, increase language access and computer literacy. Dowell said the office would also assist small business owners in obtaining the proper licenses. “Let us find innovative ways at the secretary of state to assist these businesses, so that they can save money and reach their full potential as assets to their community and to our state,” she stated. Dowell said she is running for secretary of state because she knows what good government can do and what impact it can make in people’s lives. “In this postCOVID world, we’re going to have to re-learn how to make government work better for everyone,” she said. Dowell added, she delivers for the constituents in the 3rd Ward, and that is what she will do as secretary of state. “I will work hard for you, and I will make serving you my priority,” she said.

Ranking of the 100 Best Value Online Colleges & Universities for 2021 College Consensus (https://www.collegeconsensus.com/), a college rating website that aggregates publisher rankings and student reviews, has published their ranking of the Best Value Online Colleges and Universities for 2021 at https://www.collegeconsensus.com/ rankings/best-value-online-colleges/. This is an excellent time for online education, but not all online programs are created equal. Many online schools cater to different needs or constituents, such as working adults. And many schools hide fees making it difficult for prospective students to obtain a real cost assessment. That is why College Consensus created a ranking of the Best Value Online Colleges and Universities to help students identify reputable schools with real value. To qualify for the Best Value Online Colleges and Universities ranking, institutions must have a Consensus Score, offer at least 3 bachelor’s degree or bachelor’s completion programs in an online or hybrid format, and be affordable. Schools are ranked according to their out-of-state tuition and fees. The top three schools in the Best Value Online Colleges and Universities ranking for 2021 are (1) Eastern Illinois University, (2) University of North Dakota, and (3) Fitchburg State University. Next in the 50 top ranked schools are (in ranking order): Westfield State University

What does the Illinois Treasurer do? An interview with State Treasurer Michael Frerichs BY JERRY NOWICKI Capitol News Illinois jnowicki@capitolnewsillinois.com
Springfield – What role does the treasurer play in state government? It depends on the state, but in Illinois, the treasurer’s role differs greatly from the state comptroller, who handles the check-writing as the state’s chief fiscal officer. The treasurer, on the other hand, serves as the chief investment and banking officer in Illinois. According to the Illinois Constitution, “The Treasurer, in accordance with law, shall be responsible for the safekeeping and investment of monies and securities deposited with him, and for their disbursement upon order of the Comptroller.” The current treasurer is Michael Frerichs, who first was elected in 2014 as a Champaign Democrat,
defeating Republican Tom Cross by less than 0.5 percent of the vote. He gained reelection in 2018 by nearly 20 percent of the vote. In a podcast interview with Capitol News Illinois, Frerichs explained his role in state government. “I’m in charge of investing the state’s money. And that right now is somewhere around $17 billion,” he said. “We also help local units of government and smaller units of government invest in a pooled fund. And that’s about $7 billion right now. And then we also help families save for themselves, whether that be for college expenses, or for their retirement through a few different programs.” While the treasurer does the investing, where he can put the money is largely regulated by state law as written by the Illinois General Assembly. “So in general, the General Assembly does not like risk,” Frerichs said.
“They don’t want me investing in the stock market, they don’t want me investing in gold or baseball cards, they want things that carry little risk, and also maintain liquidity.” Frerichs issued a news release recently noting he was the first treasurer since Republican Judy Baar Topinka, who held the office from 1994 to 2007, to earn more than $1 billion in investment earnings on state funds. That was largely due to the fact that Frerichs, like Topinka, served more than one term, unlike all of the other state treasurers since 1977. The treasurer noted he has pursued changes in the General Assembly allowing him to invest in secure public sector bonds, such as those issued by school districts. He also lobbied for a change allowing the office to invest in highly rated corporate bonds, such as those issued by Caterpillar, Deere & Co. and Pfizer. www.citizennewspapergroup.com
Frerichs also noted the difference between the state’s roughly $42 billion General Revenue Fund and the hundreds of other state funds which produce most of the capital that he is charged with investing. The budget negotiations covered by the media each year are largely centered on the General Revenue Fund, which goes to things like schools, pensions and state agencies. That fund contains the money that lawmakers have the most discretion to spend, and it’s also the fund with a $5.7 billion backlog of unpaid bills. But there are many other funds the state oversees, many of which are statutorily assigned for spending in certain areas. “But in effect, it’s like we have over 700 different checking accounts,” Frerichs said. “And those different accounts are used for specific purposes. So (the public) often are confused
when they hear the state has billions of dollars in unpaid bills. And yet, I’m investing about $15-$17 billion. Most of that money grows in other accounts outside of the General Revenue Fund.” The other funds, Frerichs said, often have dedicated purposes that prevent them from being used for regular state government operations, unless the General Assembly passes legislation to “sweep” those funds or to borrow from them. Frerichs discussed the state’s investments, his office’s efforts to return unclaimed property to Illinoisans, a program he oversees that helps people save for retirement, and whether he plans to run for reelection in 2022 for the latest edition of CapitolCast, a regular podcast of Capitol News Illinois. Help Wanted: Why Women Should Consider Careers in Manufacturing
An assembly associate at the AGCO Jackson, MN facility begins building a hydraulic pump that will allow the machinery’s operator to control its movement.
Women represent a vast, untapped talent pool for the manufacturing industry. In 2016, women made up 47 percent of the American labor force, but only 29 percent of the manufacturing workforce, according to a survey conducted by The Manufacturing Institute, APICS and Deloitte. “Many women don’t realize the possibilities for personal and professional satisfaction and a stable career in the manufacturing industry,” says Julie Davis, Association of Equipment Manufacturing director of workforce development. “Women who need to reposition their post COVID-19 careers should step forward into manufacturing.” Reasons for women to consider a career in manufacturing include: - Financial: Wages for women in manufacturing tend to exceed those paid in traditional female-filled positions. - Educational: Money is available from many businesses for retraining women for manufacturing jobs. Given
the job losses many women have experienced in industries hurt by the ongoing coronavirus pandemic, such as the restaurant, hospitality, and other service industries, the manufacturing industry offers an opportunity to learn new skills and embark on a new and sustainable career path. - Practical. Many manufacturing jobs that used to demand more in terms of size and strength no longer apply; the adoption of technology means new, high-tech jobs that level the playing field for male and female employees. - Inclusive. The manufacturing industry is committed to diversity and inclusion. For example, safety equipment is now available in women’s sizes to reflect the changing demographics of the industry and desire to reach out to women about the benefits of manufacturing careers. Apprenticeship programs are available across the United States to help women enter the manufacturing industry and to provide solidarity and support with other wom-

en professionals in the field. The Association of Equipment Manufacturers (AEM), an organization dedicated to supporting North America’s manufacturers of construction and agricultural equipment, offers four tips for women who want to explore careers in manufacturing: - Look locally. Investigate which manufacturing facilities are located in your area, and check out their job listings and training opportunities. - Look nationally. Get support for your job search by connecting with the National Center for Women’s Equity in Apprenticeship and Employment. - Look for help. A local job center may have leads on jobs and training, and also may be able to provide child care, housing, or other support for women while they participate in training programs. - Look online. AEM offers an online toolkit at www.aem.org/workforce-solutions#toolkit for more information about the potential for success in a manufacturing career.

LIVING Bring More Music Into Your Home (StatePoint) Music is a mood booster and can help promote mental health. This past year has been particularly challenging, inspiring many people to reap the many benefits of bringing more music into their homes. Here is how you can too: • Be your own DJ: Music can instantaneously cause us to experience anything from joy to nostalgia to relaxation to inspiration, making it a pretty potent mood regulator. Whether you need a high-tempo blast of motivation to finish household tasks or something soothing to wind down after a stressful day, you can be your own DJ and tailor a playlist to your needs at the moment. (And if it means piping speakers into bathrooms, laundry rooms or other unusual spaces of your home, so be it!) • Learn to play: Whether you’re a novice or an accomplished musician, playing a musical instrument is good for the mind, body and soul. Not only does a daily practice routine give you something to look forward to each day, but the adoption of a new skill can boost self-esteem. To explore the joy of learning to play, consider a Casio keyboard. Forty years of musical instrument expertise is evident in the brand’s keyboards and digital pianos, which inspire students, educators, and performers around the world every day. Certain models even feature tools for new learners of all ages, and their lineup of portable musical keyboards make it possible to practice on-the-go. • Build community: It’s easier than ever to tap into a musical community online, and doing so can help beat the social isolation of social distancing. Sites like Bandcamp give performers
