MAYOR LIGHTFOOT ANNOUNCES $12.5 MILLION IN TRANSPORTATION COST RELIEF

Mayor Lori E. Lightfoot announced Chicago Moves, a financial assistance program aimed at providing financial relief for Chicago residents struggling with transportation expenses, making Chicago the first and largest major city in the country to do so. Chicago Moves aims to help combat spiking costs of gas and rising inflation by providing $12.5 million in relief funding for disadvantaged Chicagoans. The program will be comprised of $7.5 million earmarked for $150 physical prepaid cards eligible for redemption at local Chicago gas stations as well as $5 million earmarked for $50 prepaid cards eligible for use on public transit.

Chicago Moves comes at a critical moment in recent history for Chicago and the nation. Over the past several months, domestic and international pressures have forced the cost of gas to record highs.

To make this program possible, the City has partnered with Fifth Third Bank and Onbe, a market-leading corporate disbursements fintech.

Up to 50,000 physical prepaid cards of $150 will be distributed to eligible residents via a lottery system. These cards will be valid for one year after receipt and may only be spent on the cost of fuel at gas stations located within Chicago. Applications are limited to one per household.

Beginning in May, cards will be distributed in five successive monthly waves of 10,000 residents.

To be eligible for these cards, applicants must: Be residents of Chicago Be at least 18 years old Have a current and valid City sticker with correct mailing information for their vehicle Have a household income at or below 140% of the Area Median Income for Chicago (available here) The City will also distribute or add value to 100,000 cards for use on public transit in the amount of $50 each. These cards will not only help ease the burden of record-high gas prices but will help advance clean transportation by offering weeks of free public transit access to thousands of commuting Chicagoans. Of these 100,000 transit cards, 75,000 will be distributed based on geographic data, prioritizing high CTA-utilizing residents in low-income neighborhoods. An additional 25,000 transit cards will be distributed citywide.

Mother and Roseland Resident continue to offer young people a safe place Continued from page 1

Latiker thought she would spend her days after getting her youngest off to college, going fishing with her husband.

“There was another power that said, ‘OK, you have this opportunity to help young people,’” Latiker said.

Latiker, with the encouragement of her mother, decided to help her daughter’s friends, ages 13-15. She thought she knew the nine boys and girls, but she had no idea.

She invited them into her living room and sat down and listened to them.

Next thing Latiker knew, there were kids she never met were showing up at her door. In the span of three months, there were 75 young people in Latiker’s house.

That was in 2003. She hasn’t closed her door to young people since then.

At 46 years old, Latiker discovered her passion and founded Kids Off the Block. The non-profit organization offers homework help and mentoring, as well as other activities. The goal is to promote personal and social growth, educational achievement and good health with a holistic approach providing a positive environment for the young people it serves.

Latiker turned her dining room into a computer lab, using money from selling a television to purchase computers.

“Those young people didn’t know who I was, I was a stranger in their community. They had enough courage to come to my house and ask for help. What do you do? You open the door, and that’s what I did,” she said.

Latiker’s work with the Kids Off the Block had to pivot during COVID-19. Latiker and her husband took a van and put food in it. They started taking food to the

young people they would normally help. The organization, at one point, was taking 600 meals a day across the city, and they were traveling more than 300 miles a day. It was something Latiker knew she had to do because the need was so great.

Kids Off the Block works on violence prevention and has expanded to work on getting young people vaccinated.

Latiker said what young people need above everything else is “us.” She remembers needing adults when she was a young person. She recalls a woman in the neighborhood named Ms. Jones who made sure Latiker was OK. “If we had 100,000 Ms. Joneses in our neighborhoods it would be so cool, because young people need that. The doors are closed to them,” she said.

Latiker acknowledged that while young people are the victims and perpetrators of violence, adults in neighborhoods have to get to know the young people in their neighborhoods.

Latiker wrote the book, “Kids Off the Block, to inspire others and to show if she could do it, others could, too. The work is hard, but it is worth it. She wanted people to see up close what it could take to make a difference in their community.

For others, Latiker advises people to start where they are, not to label young Black people, and to be bold enough to talk to young people.

“We have got to realize that we are either part of it, that’s silence, or we are part of it, we’re involved. What are we?,” she said.

Latiker believes it will take mass collaboration and a citywide safety net to end the city’s gun violence. Impacting people’s lives starts from the bottom up.

Gordon-Booth, House Democrats Team up with Senate Democrats to Begin Rollout of Public Safety Priorities SPRINGFIELD, Ill. – On April 1, after thorough engagement with a wide range of stakeholders including law enforcement and victim advocacy groups, state Rep. Jehan Gordon-Booth, D-Peoria, and members of the House Democratic Public Safety Working Group joined their colleagues in the Senate to begin proposing solutions to address public safety issues across the state. Leader Gordon-Booth joined state Sens. Robert Peters, D-Chicago, and Celina Villanueva, D-Chicago, to propose bills that focus on supporting victims and supporting community involvement in public safety.

“In recent weeks, I have led a diverse public safety working group focused on engaging safety stakeholders and introducing real legislative solutions this session,” Gordon-Booth said. “We understand that we need to immediately address the safety concerns facing families and businesses, as well as support long-term, comprehensive plans that target the root causes of violence. On Friday, April 1, Gordon-Booth joined Peters to unveil a plan (House Bill 4736) that strengthens witness protection programs and creates a statewide anonymous tip hotline. The measure would devote greater investment toward funding assistance for emergency or temporary living costs, moving

costs, security deposits, mental health care and lost wage assistance.

Gordon-Booth also rolled out an expansion (House Bill 1360) of her proposal to utilize trained behavioral health professionals in conjunction with law enforcement in Peoria.

Her amendment expands the pilot program to East St. Louis, Springfield and Waukegan, and would aim to connect behavioral health services with violence survivors to help reduce use of force, crime rates and recidivism.

The joint announcement by House and Senate Democrats kicks off a series of bills being considered by members of both chambers to provide immediate and holistic solutions to public safety. The range of topics the House Democratic Public Safety Working Group is considering includes law enforcement support with recruitment and retention, community investment, crime-solving technology and car theft and highway safety.

“Our constituents deserve safer streets,” state Rep. Dave Vella, D-Rockford, said. “The old ways don’t work anymore.

We must take a balanced approach to keep our streets safe.

We must hold criminals accountable and we must invest in rehabilitation, to stop recidivism. We must also reinvest in smart policing by bringing more men and women into the ranks of our police forces and giving them the tools they need to find the right person for the right crime.”

Gov. Pritzker Applauds Nation-Leading Legislation to Strengthen Illinois’ Response to Military Sexual Violence SPRINGFIELD – In a nation-leading effort to protect survivors of military sexual violence and hold perpetrators accountable, the Illinois National Guard worked closely with State Senate Assistant Majority Leader Tony Munoz (D-Chicago) and State Representative Stephanie Kifowit (D-Aurora) to introduce legislation that will strengthen the state’s response to military sexual violence.

SB 257 will extend the authority of military protection orders beyond military locations, ensuring survivors receive their full protection no matter where they are and that perpetrators can be held accountable for violations. The legislation also provides survivors with additional employment protections as they recover.

“Here in Illinois, we stand with survivors and are committed to ensuring our laws provide justice,” said Governor JB Pritzker. “With this bill, our state will lead the nation in keeping survivors of military sexual assault safe and ensuring they receive compassion and support as they recover. I applaud Leader Munoz and Representative Kifowit for putting this legislation forward and I urge the General Assembly to take it up as soon as possible.”

Military protection orders are issued by military tribunals to protect survivors of military sexual or domestic violence from the alleged perpetrator of that violence by restricting the alleged perpetrator’s contact with the survivor.

Similar to a civilian protection order, a violation of the order could result in criminal charges and is enforceable by military law enforcement. However, a military protection order’s authority ends at the gate of a military installation and does not apply to military reservists or National Guard members who are not on federal military orders.

Senate Bill 257 will allow military legal authorities to file military protection orders with Illinois courts and will, under state law, give those orders the same authority as a civilian protection order issued by a circuit court within Illinois. The language will also give local and state police the authority to enforce the military protection order within Illinois.

legislation that will help the military fight sexual and domestic violence within its ranks and protect its Soldiers, Airmen, Marines and Sailors who serve within Illinois,” said Senate Assistant Majority Leader Tony Munoz (D-Chicago). “This legislation will also help facilitate communication between the military and civilian law enforcement and help both protect our service members.”

“I am a proud U.S. Marine Corps veteran, and as a woman who has served, I am also acutely aware of the struggles the military has faced addressing sexual assault and sexual harassment within its ranks,” said State Representative Stephanie Kifowit (D-Aurora). “This legislation gives both the military and the state another tool to combat this problem.

“I believe this legislation will become a national model for other states to adopt,” said Major General Neely. “I’m proud to work with the Governor and our State Legislature to introduce legislation that will help us address sexual assault and sexual harassment within the U.S. military and the Illinois National Guard and more effectively protect our service members.”

The legislation also extends Victims’ Economic Security and Safety Act (VESSA) protections to victims of military sexual violence.

Under VESSA, employees who are victims of violence or who have family or household members who are victims of violence to take up to 12 weeks of unpaid leave per any 12-month period to seek medical help, legal assistance, counseling, safety planning, and other assistance.

The amendment also prohibits employers from discriminating against employees who are victims of violence or who have family or household members who are victims of violence.

The proposed change to state law was identified by the Governor’s Office and a working group within the Illinois National Guard chaired by Major General Rich Neely, the Adjutant General of Illinois and Commander of the Illinois National Guard.

SIMS, SENATE DEMOCRATS UNVEIL TAX RELIEF PLAN FOR ILLINOIS FAMILIES

Illinois State Senator Elgie R. Sims, Jr. (D-Chicago) joined several other Senate Democratic Caucus members to unveil a $1.8 billion relief plan that suspends state taxes on groceries, gas, back-to-school shopping and delivers tax refund checks to taxpayers statewide.

“When budget negotiations began this spring, I vowed to move Illinois toward fiscal stability,” Sims said. “By working with other budget leaders and taking a responsible approach, I am proud to say that we’ve put Illinois on a path to fiscal success and are now able to return taxpayers’ their hard earned money.”

The plan, outlined Friday, seeks to address inflation and the rising prices at the pump. The plan will suspend the 1% state grocery tax and the state’s portion of the gas tax increase for six months. Parents will see additional relief with a suspension of the state sales tax on clothing, shoes and school supplies from Aug. 5 to Aug. 14 as they go back-to-school shopping.

The relief plan would directly deliver refund checks valued at $100 per person and $50 per child to state taxpayers making $250,000 individually or $200 for joint taxpayers up to $500,000 – sending money to 97% of taxpayers. A household of four would see a $300 check. Taxpayers could also see an additional $300 property tax relief check – a proposal mirrored after Governor JB Pritzker’s budget proposal.

“The pandemic recession has taken a major financial toll on families across the state,” Sims said. “Our plan allows taxpayers the relief they need to help them address the higher prices families are facing. With the Pay it Forward Plan, we’re going to drive down skyrocketing gas and grocery costs and give people some needed relief.”

The comprehensive proposal also includes expanded economic aid for lower-income workers and increased tax credits for teachers and volunteer first responders. Senator Sims is working with his colleagues to vote on the measure – Senate Bill 1150 – Prior to April 8th adjournment.

SENATOR JONES MEASURES TO CHANGE SPEEDING IN PARKS THE SAME FINE AS A SCHOOL ZONE To keep children safe from reckless drivers, State Senator Emil Jones III (D-Chicago) passed legislation to make speeding in park zones an equivalent punishment to speeding in school zones.

“Parents should have the peace of mind that when their student is at school or at the park playing or running around with friends that they’re safe from reckless drivers,” Jones said. “When children are outside, drivers must be cautious and careful behind the wheel.” House Bill 5328 would make speeding in a park zone the same as speeding in a school zone. Additionally, it clarifies that school zone speed limits apply to local, county and state roadways.

“Please drive safely and responsibly when you are driving around schools or parks,” Jones said. “Keeping our kids safe from reckless drivers is commonsense.”

House Bill 5328 passed the Senate and will move to the governor’s office for further action.

MARTWICK STANDS IN SUPPORT OF PUBLIC SAFETY PACKAGE THAT ADDRESSES LAW ENFORCEMENT NEEDS A legislative package intending to provide greater support for law enforcement agencies ranging from mental health support, to hiring and retaining officers and the purchase of body cameras was unveiled at a press conference Monday with strong support from State Senator Robert Martwick (D-Chicago).

“I am proud to join my colleagues in support of this legislative package to show that we are working to address the practical concerns of law enforcement agencies across the state,” Martwick said. “From clarifying when officers can use body cameras to getting more support for mental health issues in jails and helping local agencies recruit more highly qualified officers, Illinois is continuing to show up for our hardworking officers.”

House Bill 3863 creates the Law Enforcement Recruitment and Retention Fund to help law enforcement agencies hire and retain qualified law enforcement officers. House Bill 3893 would extend the Jan. 1, 2023 sunset date for allowing officers to use a device to record a conversation during an investigation.

House Bill 4364 would create the Mental Health and Substance Use Prevention Fund to allow the Department of Human Services to fund grants to offer mental health and substance use prevention to people who are incarcerated and individuals in county jails or people who have been recently discharged.

To address disparities in pay across the justice system, House Bill 4228 would require that County Sheriffs are paid 80% of the salary of a State’s Attorney.

House Bill 4608 would allow body camera grant funds to be used for data storage costs. It would also allow officers to flag video if they believe it may have evidentiary value. The measure also clarifies when an officer does not have to have a camera turned on, such as in training or only in the presence of other officers.

Martwick joined the Illinois Sheriff’s Association, the Fraternal Order of Police Labor Council, the Illinois Association of Chiefs of Police and the Illinois State Police to express support for the package. He plans to work with his colleagues in the Senate to advance the package before the scheduled April 8 adjournment.

CDPH Warns Chicagoans Not to Serve or Eat Potentially Contaminated Raw Oysters from Canada

The Chicago Department of Public Health (CDPH) is recommending that Chicagoans not eat raw oysters from a specific area in British Columbia, Canada, after they were linked to an outbreak of norovirus.

The FDA has also issued an advisory to restaurants and retailers not to serve or sell potentially contaminated raw oysters and has confirmed that potentially contaminated raw oysters were distributed to restaurants and retailers in 13 states, including Illinois .

Restaurants and retailers should not serve raw oysters harvested from the BC 14-8 or 14-15 regions within Baynes Sound, British Columbia, Canada. Oysters should be disposed of by throwing them in the garbage or returning to their distributor for destruction.

Norovirus is a highly contagious virus that can cause diarrhea, vomiting, nausea, stomach pain, and fever. Symptoms usually start 12 to 48 hours after eating contaminated food and resolve within 1 to 3 days.

Young children, older adults, and people with compromised immune systems are at higher risk of severe illness. For more information about Norovirus, go to the CDC website here.

To protect yourself and others from norovirus: Wash your hands thoroughly with soap and water often.

Carefully wash fruits and vegetables before preparing and eating them.

Cook oysters and other shellfish thoroughly before eating them.

Do not prepare food or care for others when you are sick, and for at least two days after symptoms stop.

Clean and disinfect contaminated surfaces with a bleach-based household cleaner.

Wash contaminated laundry thoroughly.
