Secretary of State Alexi Giannoulias is now offering over 130 languages on the office’s website to help ensure that Illinoisans whose primary language is not English can access critical information and resources in their preferred language.

“Language should never serve as a barrier to attaining equal access to essential government services,” Giannoulias said. “Since Day One, I’ve been focused on modernizing the office and by utilizing technology, we’ve made our website fully available to those who understand one of more than 130 of the world’s languages.”

Users can choose any available language to perform any task offered on the website, including renewing a driver’s license or obtaining a vehicle sticker.

Powered by Google Translate, the website enhancements are one part of Giannoulias’ multi-pronged approach to modernizing the office and will ensure accessibility to the increased number of services offered under Giannoulias’ Skip-the-Line and Do-it-Online programs.

Beginning in September of last year, the office’s Skip-the-Line program launched appointment scheduling to shorten lines and wait times at the state’s busiest DMVs and implemented “Senior-Only” walk-in facilities for older Illinoisans who may encounter difficulty while attempting to schedule an appointment. The Do-itOnline program built on the success of the Skip-the-Line program, making more services readily accessible online.

You Matter Summit Aims To Enlighten People About the Impact of Long-Term Prison Sentences

The You Matter Summit, hosted by the Darren B. Easterling Center for Restorative Practices, in partnership with the Field Foundation of Illinois and Illinois Humanities, will highlight the consequences extended prison stays have on those who are incarcerated, their families and the community.

Lisa D. Daniels founded the Darren B. Easterling Center for Restorative Practices (The Center) with the goal to develop trauma-informed solutions to support communities of color that are impacted by mass incarceration and violent crime. Daniels named The Center after her son, Darren B. Easterling, who was a victim of gun violence, with the hope to change the narrative surrounding his legacy, along with the legacy of young men like him, to one that shines a light on hope, promise and love.

Dr. Kathryn Bocanegra, assistant professor at the University of Illinois at Chicago Jane Addams College of Social Work, will moderate a panel that includes people who are formerly incarcerated, a journalist and author who has written about the carceral system, as well as a mental health professional, as they discuss the impact of long-term prison sentences. Daniels will be moderating a panel of formerly incarcerated individuals who will share their story and experiences.

Daniels said she created the summit as an extension of The Center’s You Matter program. The program helps to heal the trauma for men of color who have served long-term prison sentences. Fifty individuals who served 10 years or more were interviewed about their experience, family and intimate partner relationships and their re-entry experience as part of a needs assessment. From that, the content was used for an audio project with the goal of sharing the humanity of the experience of those who have been incarcerated. As someone who works on the Illinois Prisoner Review Board, Daniels is in direct contact with people who have experienced long-term prison sentences, and she has seen the impact firsthand.

Daniels talked to Bocanegra about the idea to host the summit and share the stories of the formerly incarcerated individuals. The hope is that people will see the humanity of those who have experienced long-term prison sentences.

“The way that Lisa approaches her work is really through a multi-layered, multipronged effort around supporting individuals who have been impacted in systems change,” Bocanegra said. She added that the summit is to promote systems change and create connections based on the shared humanity of everyone involved.

The week the summit will take place is recognized as National Second Chance Week and National Crime Victim’s Rights Week. Organizations across the country acknowledge the re-entry experience of those who have been incarcerated and those who have experienced violent crime or who have lost a loved one to violent crime. While Daniels doesn’t think the recognition of these two things was done on purpose, she thinks it is worth noting.

“These two categories of people who are often separated by systems, and purposefully so, more often than not to further system agendas, are actually recognized on a national level at the same time and I think it’s important to note that because studies show that individuals who have caused harm, who have caused enough harm to be incarcerated for something they’ve done, have often been harmed themselves,” she said.

One of the things the You Matter program sets out to do is help individuals, at the minimum, scratch the surface of the harm they’ve experienced prior to incarceration. That harm can include dysfunctional homes and unaddressed adverse childhood experiences. Daniels said all of those can play a role in shaping a human who has caused harm, and those things go unaddressed in the carceral system. She added, the carceral experience can add another layer of trauma to them.

Daniels believes that by sharing the perspective of those in the social justice space with those who might not agree with that perspective, it can implement change. Bocanegra said that by having media involved in the conversation around the experiences of incarcerated and formerly incarcerated people, it can help people understand the system those individuals have to navigate and where people can support them in developing more comprehensive and more humanistic narratives. This acknowledgement of the experiences and humanity of those who are incarcerated and formerly incarcerated is at the center of Daniel’s work.

“It was important for me then, and it is important for me today, to give people opportunities to have their humanity acknowledged through the sharing of their very human stories. What we’ll find, oftentimes, is that we’re not too much different than the people we judge and criticize, if we just knew more about who they were,” Daniels said.

Illinois State Treasurer Michael Frerichs Champions Plan to Create Investment Pool for Nonprofit Organizations

CHICAGO – Illinois State Treasurer Michael Frerichs is calling on lawmakers to support his initiative to create a new investment pool enabling nonprofit organizations to invest together in higher-interest portfolios and generate additional funds for their good works.

“The Illinois Funds investment pool is known for being safe, liquid, and competitive, and it has a strong track record of benefiting municipalities, educational institutions, and other governmental bodies,” Frerichs said. “Nonprofit organizations work hard to fulfill their missions to improve the lives of others, and they deserve to have the chance to benefit from pooled investments, too.”

“This plan would provide a new investment opportunity for local food pantries, youth and community centers, homeless shelters, and other groups that make our communities better places to live,” he added. “By pooling resources together, nonprofit organizations would have greater investing leverage.”

Frerichs’ proposal is advancing through the Illinois General Assembly in two bills, Senate Bill 3157, sponsored by Sen. Adriane Johnson, and House Bill 4908, sponsored by Rep. Mark Walker.

“The new program would be a powerful and flexible tool to help nonprofits achieve financial growth without making immense sacrifices,” said Senator Johnson (D-Buffalo Grove). “We are taking positive steps to pool assets and funds – maximizing the ability to invest in high-quality, short-term solutions to best serve the community.”

“The Treasurer and his team have proven they can successfully invest state funds and produce solid returns for our state,” said Representative Walker (D-Arlington Heights). “I believe allowing nonprofits to share in that success is good policy.”

If Frerichs’ plan becomes law, the nonprofit investment pool would be structured in the same way as the Illinois Public Treasur-

er’s Investment Pool – also known as the Illinois Funds. The Illinois Funds allows units of government to invest their funds safely while benefiting from the economies of scale available through a pooled investment fund portfolio that exceeds $19 billion. The pool invests in liquid, high-quality short-term investments.

During 2023, the Treasurer’s Office made $979 million in investment earnings for the Illinois Funds.

Established in 1975, the Illinois Funds consists of about 1,500 participants, including city, county and township governments; school districts, community colleges and universities; park districts; and other units of government.

SB3157 and HB4908 are designed to meet an existing need among nonprofit organizations. Many of them have accumulated enough funds to benefit from investing in higher-interest portfolios, as opposed to lower-interest certificates of deposit (CDs) or savings accounts, yet they don’t have enough funds to be accepted as clients at larger banks.

Frerichs’ initiative would provide hundreds of Illinois nonprofits with the opportunity to make safe, liquid and competitive investments. The nonprofit organizations would combine their investable assets in a pooled fund to earn greater returns – and at a much lower cost than they would by investing on their own.

The Illinois Funds has earned Fitch’s highest rating (AAAmmf), a rating based on Fitch’s analysis of the pool’s credit quality, maturity, diversification, and management. The rating demonstrates that the fund has an extremely strong capacity to maintain principal stability and limit exposure to losses due to interest rate and/or credit risk. The

CHICAGO — Governor JB Pritzker signed an Executive Order to create a framework for financing and expanding access to new and transformative therapies and drugs, like the recently approved gene therapies for Sickle Cell Disease. New financing arrangements are necessary to ensure equitable access to novel and transformative therapies and drugs, and ultimately improve health outcomes for Illinois residents.

The executive order tasks the Illinois Department of Healthcare and Family Services (HFS) with leading the state’s effort to establish payment models and financial structures that support access to new sickle cell disease treatments and other new high cost drugs and treatment within the Illinois Medicaid program, and creates the Advisory Council on Financing and Access to Sickle Cell Disease Treatment and Other High-Cost Drugs and Treatment to provide HFS with input as the Department develops innovative and sustainable financing models. The Council will deliver a set of recommendations by Dec. 31, 2024.

“Historically we’ve seen breakthrough

treatments end up out of reach for everyday Americans — strictly because of their cost,” said Governor JB Pritzker. “My goal is to make emerging and transformative gene and cell therapy treatments affordable and available to all Illinoisans who need them. If we can narrow the affordability gap, those who are suffering from these diseases won’t have to wait a generation before they can access these groundbreaking cures.”

Sickle cell disease is a group of lifelong, inherited blood disorders that affect more than 5,000 Illinois residents. Sickle cell disease disproportionately affects people of color, particularly Black Americans. Sickle cell disease affects an estimated one in every 365 Black Americans and one in every 16,300 Latino Americans.

More than 40% of the Illinois residents who have been diagnosed with sickle cell disease are enrolled in Medicaid for their health insurance coverage, and nearly half of Illinois Medicaid customers with sickle cell disease have a severe form of the disease.

“As one of the largest sickle cell programs in Illinois, we know the cost of managing pediatric sickle cell disease is substantial and can be overwhelming for a family with limited resources,” said Kelly Guglielmi, interim CEO, La Rabida Children’s Hospital.

The U.S. Food and Drug Administration (FDA) in December approved two milestone gene therapy treatments for the treatment and potential cure of sickle cell disease, as well as several other new cell and gene therapies.

Illinois also submitted a letter of intent to participate in a new Cell and Gene Therapy (CGT) Access Model that the federal Centers for Medicare & Medicaid Services (CMS) Innovation Center is launching. The initial focus of the federal CGT Access Model will be sickle cell disease. Federal CMS will negotiate outcome-based agreements that also include up-front supplemental drug rebates.

Despite the cause of sickle cell disease being known for nearly 70 years, racial discrimination within the health care system has meant a historic lack of resources has been dedicated to supporting research and treatment. As a result, a limited number of health care providers have expertise in comprehensively managing sickle cell disease, and individuals living with the disease often encounter geographic and cost barriers to accessing care, further exacerbating the existing inequities in the health care system that disproportionately affect people of color.

Sickle cell disease symptoms can appear in children as early as 5 months of age, and those diagnosed with sickle cell disease have a life expectancy that’s over 20 years shorter than the general population. Individuals with sickle cell disease are also at higher risk for asthma, chronic pain and fatigue, depression, acute chest syndrome, stroke, and organ damage and failure.

The cost of managing sickle cell disease over a person’s lifetime is immense, with an estimated lifetime cost of $1.26 million to $2.1 million in health care expenses overall, of which patients on average contribute between $34,000 to $53,000 in out-of-pocket expenses.

Under the leadership of HFS, the new Advisory Council will complete a comprehensive review of innovative approaches establishing sustainable payment models and financing structures for high-cost drugs and treatments, with a strong focus on value- and outcome-based models. The Advisory Council will then make recommendations to HFS on payment and financing options that could be adopted in

Federal CMS will also monitor, reconcile and evaluate the financial and clinical outcomes tied to outcome-based agreements on behalf of states, and provide federal funding for implementation and expanded access by increasing sickle cell disease specialists and behavioral health providers.

Earlier this month, federal CMS approved a state plan amendment that allows the state of Illinois to negotiate outcomes-based supplemental rebate agreements with drug manufacturers for selected prescription drugs for Medicaid beneficiaries. Under these agreements, HFS and drug manufacturers will agree on patient specific health outcome benchmarks, the methods for evaluating those outcomes, and the rebates that will be provided to the State if those benchmarks are not achieved. With this federal approval, the Illinois Medicaid program is well positioned to implement financing solutions that focus on the health and wellbeing of Illinois Medicaid customers while promoting long-term financial sustainability.

“I appreciate the governor’s action to direct greater resources and expand access to sickle cell disease treatments in Illinois,” said Assistant Majority Leader Camille Y. Lilly (D-Chicago). “This is an issue that disproportionately affects Black communities, and the sooner we act the sooner we can help to make a positive difference in the lives of many who don’t know where to turn because of the high costs of treatment.”

This year’s report, reveals that dementia caregivers report difficulties in navigating dementia care within the U.S. health care system. Caregivers also report the stresses of caregiving. The new report estimates that nearly 7 million people age 65 and older in the U.S. are living with Alzheimer’s dementia, with the cost of care for these individuals this year projected to reach $360 billion — a $15 billion increase from a year ago. This does not include unpaid care provided by family caregivers and friends. Last year in Illinois there were 311,000 dementia family caregivers, providing 480,000,000 hours of unpaid care valued at $9,840,000,000.

We surveyed dementia caregivers and health care workers to develop this year’s special report: Mapping a Better Future for Dementia Care Navigation. The report provides a look into dementia care navigation, which is defined as support to people living with dementia and their caregivers to overcome barriers that impact care and health outcomes.

The new report estimates that 6.9 million people age 65 and older in the U.S. are living with Alzheimer’s dementia, including 250,600 in Illinois.

• In 2023, 11.5 million family and other caregivers of people living with Alzheimer’s or other dementias provided an estimated 18.4 billion hours of unpaid help. That averages out to nearly 31 hours of care per caregiver per week.

• Caregivers are stressed. Coordinating care is stressful. Navigating health care is difficult, as is finding resources and support caregivers need.

• Dementia caregivers would find navigation services helpful. Caregivers identified services they need: a 24/7 helpline, help coordinating care and communication between different specialists and help in understanding their care recipient’s condition.

• The majority of health care workers surveyed (60%) believe that the U.S. health care system is not effectively helping patients and their families navigate dementia care.

This report affirms the importance of the work the Alzheimer’s Association is doing across the country to ensure people get access to dementia care support services — in addition to access to treatments.

Los Bulls Celebrate the Latiné Community

The Bulls celebrate Latiné fans from across Chicago and beyond and help tell their impactful stories. Through their commitment to celebrating and empowering Latiné fans and the intersection of art, culture and community, the Bulls have partnered with several local artists and community programs throughout the season to design art across Chicago that honors Latiné culture.

“This season, the Bulls partnered with four Latiné artists on creative projects including three murals and one basketball court. Murals and public art quickly become part of the fabric of a community, which is why we continue to lend our time and resources to facilitate creative expression, particularly for local youth, and to reflect the rich heritage of Chicago’s Latiné community,” said Adrienne Scherenzel, vice president of community engagement at the Chicago Bulls. “We look forward to continuing our celebration of the Latiné community with our Los Bulls theme night and Watch Party.”

Celebrating Culture and Community Through Art

Throughout the 2023-24 season, the Bulls have installed four pieces of large-scale public art in partnership with Latiné artists.

Mural with Yolllicalli Arts Program and Mario Mena in Pilsen: Designed and painted by students of the Yollocalli Arts Program, the Bulls celebrated the completion of a mural. Working with Yollocalli’s summer Street Art program of 15 students, the Bulls prompted the youth to design a mural that represents both Bulls and Latiné Culture. The students created a design that spans three sides of a house in Pilsen across from the National Museum of Mexican Art. The mural serves as the first stop in museum-led mural tours and depicts Bulls as powerful spirit guides, seamlessly merging the realms of the living and the

afterlife.

Basketball Court at the Miracle Center by Liz Flores in Belmont Cragin: The Bulls and The Miracle Center (TMC), a female- and Latiné-owned and operated community center that empowers youth through the expression of art and performance, partnered with Latiné painter and muralist Liz Flores, Connors Sports and All-Star Press to unveil a new basketball court on the Northwest side of Chicago in the Belmont Cragin neighborhood. Flores designed TMC’s court with art that is culturally reflective of the center and Bulls Latiné communities.

Mural at Infinity High School by Sentrock and Students: For the third year of the program and second year in partnership with United Airlines, the Bulls partnered with Infinity High School art students to develop a mural for their school painted by local Latiné artist Sentrock. Sentrock and students spent several weeks together collaborating on art that reflects the student’s community, creativity and culture.

The night continued with Chicago-based violinist Brenden Perez, accompanied by Mario Hernandez and Sebastian Oseguera, performing the National Anthem followed by a halftime performance by Ballet Folkorico de Chicago. A nod to the Latiné community, the team will wear league-provided “noches ene be a” warm-ups.

For the second season, the Bulls will showcase art throughout the arena that was developed in partnership with Bulls Design Advisor, Don C and Infinity High School students as part of a year-round STEAM (science, technology, engineering and mathematics) program, curated in collaboration with United Airlines. With eight months until the November 2024 elections, the poll shows that Black women have top concerns about a broad range of issues, but the top issues for Black women voters are inflation, the cost of living and affordable housing.

“These critical issues impact Black women’s everyday lives. Black women want economically thriving, education-rich, healthy, and safe communities. Our poll shows that cost, not the economy, drives Black women’s issue priorities. This is in our face every day when we go to the grocery store, put gas in our tanks, and pay our rent and mortgages,” said Glynda C. Carr, President & CEO of Higher Heights Leadership Fund. These issues should be the focus of Congress, our elected leaders, and candidates vying for our votes this November.”

Over 40% of Black women (say that they are more likely to vote for a candidate who is “pro-reproductive freedom” (more than 35% who say it would not make a difference.) This finding holds true across age, education, and political party.

the country and the upcoming elections. Over three-quarters of Black women voters describe their vote as powerful (76%), but 29% of Black women voters believe their voter power is decreasing as we get closer to the November 2024 election.

Heading into the 2024 elections, Black women voters are most worried about inflation, the cost of living and affordable housing. Despite public safety and gun violence rising to the top as a general concern for the country, Black women voters are most personally worried about how economic issues are impacting their families and communities. That said, racial profiling by police is a top non-economic concern.

Though Black women voters clearly feel the increase in Black elected representation, there is a persistent feeling of underrepresentation that can decrease morale. Despite the fact that 58% of Black women voters believe they are underrepresented in political power, most are still hopefully optimistic about the representational power they do have. Nearly 81% of Black women voters believe that Black women elected officials have the power to effect change in their communities.

Generational divide among Black women could impact their political participation. Voters age 18-49 are less trusting of institutions in general – they are less likely to feel they have political power, less likely to trust the Democratic Party will make a difference in their lives, and less likely to trust the media and news sources they see.

NAREB PREPARES MEMBERS FOR MAJOR CHANGES TO HOME SALES AGENT COMMISSIONS AFTER LAWSUIT SETTLEMENT

WASHINGTON, DC — Representing the interests of more than 100,000 Black real estate professionals, the National Association of Real Estate Brokers (NAREB) announced that it is preparing member agents and brokers for a new environment created by a lawsuit settlement that will significantly alter the compensation of agents on home sales in the United States.

NAREB, whose members are called Realtists, is a trade association that mainly represents African American real estate professionals and advocates for Black homeownership.

Last week, the National Association of Realtors (N.A.R.) settled a Missouri lawsuit challenging the decades-old system requiring the agents of home sellers to split the commission on sales with the agents of home buyers. Most commissions range between five and six percent of home sale prices. Under the settlement, home sellers and their agents can no longer outline compensation for agents representing buyers within their MLS listings. They can, however, negotiate outside of the official listing.

NAREB President Dr. Courtney Johnson Rose acknowledged that many NAREB members may be affected by the commission changes because the majority are usually buyer’s agents.

“NAREB recognizes that this settlement, if approved by the judge, will bring dramatic changes to our industry,” Dr. Rose said. “Our members often represent Black families and individuals who struggle to raise money for the down payments needed to purchase homes due to decades of discrimination and a lack of generation wealth. Paying the commission for their agent will be an

added burden. NAREB will help our members navigate these changes and continue to create avenues for them to thrive and help Black consumers achieve the dream of home ownership.”

NAREB is taking several steps, including:

Ø Appointing a special task force that will study the projected impact of the settlement on its members, as well as the Black community. The task force will recommend how the organization can best assist its members and prevent the settlement from limiting the growth of Black homeownership. The task force will include J. Rene Walker, Texas Broker of Record for Compass Real Estate; Donnell Spivey, Exit Spivey Professional Realty Co.; Furtesha Woods, Broker, Owner - Woods Realty; Irving Cham, District Vice President, Coldwell Banker (Anywhere); Muriel Williams-Thompson, Broker/Owner, Town and Country Realty; and Julia Lashley Israel, Head of Inclusion and Belonging – Keller Williams Realty International.

Ø Developing a Realtist Toolkit for NAREB members that will include the most relevant information and access to resources that can assist them.

Ø Scaling up the NAREB Black Developer Academy, which was launched this year. The academy will provide technical assistance, training, and education to members who want to become real estate developers. This can provide additional revenue avenues while helping increase the housing inventory in communities of color.

Ø Leveraging the 100-city NAREB Building Black Wealth Tour and the NAREB National Building Black Wealth Day on April 13 to strengthen the connection between our members and the communities that they

serve. While we educate Black consumers on purchasing homes and building wealth, our members will also explain the services and value they can bring to our communities.

“With NAREB at their side, our agents and brokers will flourish and impact communities like we have for the past 77 years. Our organization was founded at the peak of housing discrimination; our members have always had to be resilient as we fought for and continue to fight for democracy in housing,” Dr. Rose said, noting the training and educational courses the organization provides at various conferences throughout the year.

“NAREB is prepared to lead in this changing environment and ensure that our members, Realtists, are strong and remain valuable assets in communities,” she said. “NAREB is committed to the advancement of Black real estate professionals, increasing Black home ownership and our enduring pursuit for Democracy in Housing.”
