• Illinois Poet Laureate Angela Jackson, the fifth Illinois Poet Laureate, received the Excellence in Arts Award. She joins the list of prestigious authors, including Carl Sandburg and Gwendolyn Brooks.

• Apostolic Church of God Pastor Dr. Byron Brazier received the Excellence in Community Service Award. He established The Network of Woodlawn in Chicago to foster transformation through education, public safety and economic development.

Music lover brings live music events to communities Continued from page 1

Murphy-Webb founded the South Side Jazz Coalition six years ago to bring back the South Shore Jazz Festival. In the 1970s, she would attend saxophonist Von Freeman’s jam sessions. Before Freeman passed away, he told Murphy-Webb to carry the torch. The live music venues on the South side of Chicago from that era are gone. “We don’t have a venue that’s dedicated to live music on the South Side,” Murphy-Webb said.

Murphy-Webb, who is a retired teacher and a retired police officer, wanted to start small after learning that planning a whole festival was a huge undertaking. The South Side Jazz Coalition hosts pop-up live music events. She has seen a need for more venues. Jazzin’ on the Steps is just one of the events the organization hosts. There were 400 people who attended the event.

The South Side Jazz Coalition brings music to communities, wanting people to experience music close to home. Murphy-Webb is working with Chicago State University to do a one-day festival. She also wants to keep doing the pop-up music events. When it comes to the void of live cultural events on the South side, Murphy-Webb said it is all about investment and getting local politicians involved.

Murphy-Webb approached her local Alderman about hosting live events in the community. The Alderman was less than receptive said Murphy- Webb. It hasn’t stopped Murphy-Webb from carrying on with her music to bring live music and cultural events to the South side.

“We have to be arts agitators in our own wards to make people know this is what we want. We have to make investors come into our wards. We don’t have

these venues because we don’t ask for them, we don’t press for them, we don’t beg for them,” she said. “Just like we don’t have sit-down restaurants. We don’t say to our Aldermen, do not put a beauty supply store there, there’s a person that has an application, they want to put a restaurant there.”

Murphy-Webb wants residents in South side communities to have the same ability to walk to coffee shops and restaurants that people on the North and near North sides have.

Murphy-Webb and the Global Girls, Inc. founder Marvinetta Penn started the South Side Arts Collaborative to reach more people and have their voices heard more. It will bring South Side arts organizations together to bring more events to the community.

During COVID-19, South Side Jazz Coalition did host programs and events online, but the most popular programs are the ones that are done outside. Murphy-Webb believes it is time to host live music events again.

It is very important to her that the legacy of the music of the South side is kept, and the history is kept for future generations. Murphy-Webb, with the South Side Jazz Coalition, will host a South Side Legacy series featuring the Songbirds, Sasha Daltons and Charlotte Foster.

For the South Side Jazz Coalition events, Murphy-Webb wants people to come out and support. She also wants them to call their local politicians and tell them that they want live music events and festivals in their neighborhoods.

Applications Open for Chicago Public Schools Seniors to Join Innovative Teaching Prep Program CPS will also provide additional financial support through stipends of at least $1,500 for students who participate in the full eight-week Teach Chicago

Applications are open for Chicago Public Schools’ (CPS) Teach Chicago Tomorrow program, a structured pathway for CPS graduates who want to return to the District as educators. CPS hires approximately 140 CPS graduates as teachers each year, and through Teach Chicago Tomorrow the District has set a long-term goal to triple the number of CPS grads hired annually to more than 500.

These hirings will also be crucial in reflecting the needs and representations of our communities.

Teach Chicago Tomorrow, established in 2020, is a partnership between CPS, City Colleges of Chicago (CCC), and Illinois State University (ISU). It offers two structured pathway programs for aspiring CPS teachers, each a roadmap that makes becoming a teacher more accessible, predictable, and affordable.

The Teach Chicago Tomorrow Pathways Partnership track combines the resources of the three partner institutions, who have created a structure to guide CPS graduates in enrolling in college and completing their degree program; earning a teaching credential in specific teaching specialties; and starting their CPS career.

The full-time coursework takes place in Chicago, at CCC and at ISU satellite facilities.

Scholars first earn an associate degree at City Colleges of Chicago and then earn their bachelor’s degree by completing the second two years of college as an Illinois State University student. After undertaking a year-long student teaching experience within CPS schools and earning their Illinois teaching license, students will have priority for job placement at CPS schools.

The Emerging Educators Program is an alterna-

tive option for students needing more time to complete college. Students take classes at CCC, part-time or full-time, to complete their associate degree and then transfer to Illinois State University or any other fouryear institution of their choosing to complete their education degree program.

CPS will also provide additional financial support through stipends of at least $1,500 for students who participate in the full eight-week Teach Chicago Tomorrow summer bridge program for CPS graduates heading into their first year of college.

Students eligible for the program must: w Have a passion for education and teaching. w Be a CPS graduate from the class of 2021 or 2022.

Minimum of 2.5 GPA for admission (and must maintain 3.0 throughout college enrollment). w Minimum score of 21 on the ACT or SAT of 540 in English and 530 in Math. w Alternatively, students may enroll in a summer bootcamp to achieve college-readiness.

The final application deadline is Friday, April 15.

SIMMONS LEADS MEASURE TO INCREASE MENTAL HEALTH SUPPORT FOR STUDENTS

Efforts to empower students and provide them with greater access to the resources they need, State Senator Mike Simmons (D-Chicago) initiated and passed a measure, Senate Bill 4028, that will require Illinois elementary and high schools to discuss how and where to find access to mental health treatment.

“Our children have been through constant stress the last two years,” said Simmons. “Their sacrifices from the pandemic have exacerbated the growing mental health crisis among our state’s youth.”

The measure also will create a Student Mental Health Council that will include 6 youth from across Illinois, and 3 community-based mental health providers, including one that will be LGBTQ-led, one led by a person of color, and one woman-led, bringing underrepresented communities to the table to evaluate gaps in existing mental health services and to recommend systemic improvements so our youth feel empowered and supported by mental health providers.

The Student Mental Health Council will also identify gaps in mental health services and treatment for youth and identify ways to destigmatize getting help when needed. The council would meet quarterly and be comprised of community-based organizations that are doing mental health focused work for youth.

The measure originated from a people’s legislative council that Simmons held with a group of community members in 2021.

“This bill will send a message to our youth that they are loved and their mental and emotional health matters,” said Simmons.

Senate Bill4028 passed the Senate and moves to the House for further consideration.

MARTWICK SPONSORED MEASURE TO RESTORE EMISSIONS STATION IN CHICAGO ADVANCES A plan will be presented this fall to replace dismantled vehicle emissions inspection stations in Chicago after a measure supported by State Senator Robert Martwick (D-Chicago) passed the Senate Friday.

“This legislation will help restore a badly needed service in Chicago and in the northwest suburbs,” Martwick said. “People shouldn’t have to drive for miles and wait in long lines in order to meet this requirement for their vehicles.”

Senate Bill 1234 as amended would require the Illinois Environmental Protection Agency to submit a written report to the General Assembly by Oct. 1 2022, which would include a plan to replace the dismantled emissions inspection stations within the City of Chicago. The plan would help establish a pilot program or permanent replacement program as well as a timeline to implement the plan.

The measure is designed to address the lack of available vehicle emissions testing stations in Chicago following the closure of four stations in 2016. Test sites in Bucktown and Harwood Heights were closed leaving the City of Chicago without a testing station. Two suburban facilities in Elk Grove Village and Tinley Park were also closed.

“The closure of these stations in 2016 created a burden for our residents, and I’m glad that we are going to create a plan that will make emissions testing more convenient for the residents of Chicago and the near suburbs,” Martwick said.

Senate Bill 1234 passed the Senate Friday.

JOYCE-SUPPORTED TAX CREDIT FOR CLASSROOM SUPPLIES PASSES SENATE

State Senator Patrick Joyce (D-Essex) supported legislation that will increase the tax credit to teachers and other school staff who purchase classroom materials at public or private Illinois schools to $300.

“Educators deserve a break on the costs of classroom supplies” said Joyce. “This legislation will address the long-held practice of educators purchasing classroom supplies out of their own pocket.”

Senate Bill 1143 allows for a tax credit in the amount paid by the educator or other school staff like teacher aids or school counselors for classroom materials up to $300 beginning in taxable year 2023. In current law, the maximum credit allowed is $250.

“Educators always want what is best for the kids, allowing for an additional write off just makes sense,” Joyce said. “Educators invest in our children’s future, so we should invest in educators.”

At the highest reported amount in record, teachers spent an average of $750 on school supplies out of pocket during the 2020-2021 school year. Approximately 30% of teachers spent $1,000 or more on school supplies. Purchases often include professional development books, office supplies, tissues, art supplies, snacks for students who might not have enough food at home and clothing.

SB 1143 was approved by the Senate Thursday and will now head to the House for further consideration.

Rep. Davis, Sen. Durbin, and Rep. Schneider Champion Bill to Help Illinois Recover from the Pandemic

by Waiving Interest on Federal Unemployment Loans Representative Danny K. Davis (D-IL) joined with Senator Dick Durbin (D-IL) and Representative Brad Schneider (D-IL) to champion the Continued Waiver of Interest on State Unemployment Loans during the Pandemic Act. This legislation would extend the waiver of interest payments on federal unemployment loans during the pandemic to help Illinois and other states financially as they support their constituents and respond to the dual economic and health crises.

Congress has waved the interest on unemployment loans three times during the pandemic. Multiple state comptrollers – led by Illinois State Comptroller Susana Mendoza – raised the need for the federal government to extend the waiver on the interest on these loans since the country is still grappling with the pandemic and since states continue to cope with the financial consequences of these dual crises.

Indeed, the National Association of State Workforce Agencies supports a continued moratorium on interest accrual and payments because, if required to pay the interest, states will be forced to either increase employer unemployment taxes or divert state resources that could be used for economic recovery. The business community also supports the waiver extension. The increased unemployment resulted from the pandemic, not from the normal functioning of the labor market or the actions of employers.

Given that the pandemic continues, Illinois and other states continue to need financial relief to improve their recovery. The bill would extend the period of interest-free loans from September 6, 2021, to September 30, 2022. The provision is set up to be contiguous with the date of the lapse of the interest-free waiver, meaning there would be no gap in the relief to states. It would operate retroactively as if the interest-free nature had never expired. A further extension of the waiver on unemployment loan interest will improve state and business recovery in many states.
