IBHE NAMES EDUCATION VETERAN GINGER OSTRO AS EXECUTIVE DIRECTOR The Illinois Board of Higher Education named veteran education administrator Ginger Ostro as its new Executive Director. Ostro brings deep experience in Illinois education to the role, most recently serving as the Interim Chief Financial Officer and Vice President of Financial Operations at Chicago State University. IBHE also named Stephanie Bernoteit as Deputy Executive Director. Bernoteit most recently served as the agency’s Deputy Director for Academic Affairs.

“We are thrilled with the new leadership team the Board has put in place and are confident that Ginger and Stephanie will build on Governor Pritzker’s record investments in higher education in Illinois,” said Deputy Governor for Education Jesse Ruiz. “After years of cuts to our higher education system, we look forward to continuing to work closely with the IBHE to rebuild our colleges and universities and ensure students from all backgrounds have access to the education they deserve.”

COOK COUNTY URGES RESIDENTS AND PET OWNERS TO TAKE PRECAUTIONS TO AVOID COYOTE ENCOUNTERS More than 1,500 coyotes reside throughout Cook County. While they are very unlikely to attack humans, it is important to take precautions to ensure the safety of residents and their pets. Cook County’s Animal and Rabies Control offers the following tips: ● Do not leave food outdoors for your pet. That can be a welcome invitation for coyotes. ● Walk dogs on a short leash and always be aware of your surroundings. ● If letting a dog out in the yard, especially a small dog, always supervise the animal. Coyotes can easily climb a fence and snatch your pet in seconds. ● Switch up your routine. Coyotes are smart and can learn your schedule. If you always let Fido out or take him for a walk at a certain time, coyotes will learn that and be ready at that time. ● If you see a coyote, make loud noises, jump around and bang on garbage cans or whatever else is around. They should fear humans – it’ll keep residents and their pets safe.

CNN TO PAY $76 MILLION IN BACKPAY As part of a settlement signed recently, CNN has agreed to pay $76 million in backpay, the largest monetary remedy in the history of the National Labor Relations Board.

The dispute originated in 2003 when CNN terminated a contract with Team Video Services (TVS), a company that had been providing CNN video services in Washington, D.C., and New York City. After terminating the contract, CNN hired new employees to perform the same work without recognizing or bargaining with the two unions that had represented the TVS employees. CNN sought to operate as a nonunion workplace and conveyed to the workers that their prior employment with TVS and union affiliation disqualified them from employment.

After a lengthy hearing in 2008, an administrative law judge found that CNN’s actions violated the National Labor Relations Act and that CNN was a successor to, and joint employer with, TVS. In 2014, the National Labor Relations Board agreed and ordered CNN to bargain with the unions and provide backpay. Later, in 2017, a panel of the D.C. Circuit Court of Appeals, including Chief Judge Merrick Garland and then-Judge Brett Kavanaugh, adopted the majority of the Board’s findings, and enforced the Board’s order that CNN cease and desist from refusing to recognize and bargain with the unions. However, the court remanded the Board’s joint employer finding for further clarification, along with the issue of backpay for further consideration by the Board. After the case was remanded, the parties agreed to resolve their dispute through the Board’s Alternative Dispute Resolution program. Since then, numerous Board staff have worked with all concerned parties to reach the recent settlement.

There are 77 communities in Chicago including Englewood on the South Side where five aldermen represent it at City Hall.

The predominately black populated community is represented by Ald. Roderick Sawyer (6th), Ald. Raymond Lopez (15th), Ald. Stephanie Coleman (16th), Ald. David Moore (17th), and Ald. Jeanette Taylor (20th).

For the last 20 years, crime, unemployment and low, economic development have plagued the community and two aldermen question whether that’s due to overrepresentation.

“I think five aldermen representing any community is way too many. I think one or two would be more feasible,” said Taylor. “It does not make sense that the ward remap, which takes place every 10 years, is based on density and not geographically and it’s an unfair process.”

While the ward remap occurs this year and follows the U.S. Census, Taylor said historically, the ward remap hasn’t worked. Moreover, she added all five alderman have different visions for their wards.

“When you have too many ‘cooks in the kitchen’ it’s never going to work.

We need to change the way things are done to determine wards in Chicago and that starts with a conversation with our state legislators,” said Taylor.

Two of the biggest issues facing Englewood today are a lack of economic development and affordable housing, contends Taylor.

“There’s too much vacant space in Englewood from empty lots and boarded up businesses to dilapidated houses, and all that space breeds crime,” she

explained. With the addition of new developments, crime in Englewood would be reduced “dramatically,” she said.

The five Englewood aldermen sponsored a Jan. 14 town hall meeting at Kennedy-King College to hear and answer concerns from the community.

Coleman, who was elected last year as the youngest, black female alderman at age 30, organized the first-time town hall meeting.

“We were all sitting around during a break from a budget meeting and I suggested we all get together for a community meeting and my colleagues were in full support,” recalled Coleman nicknamed the ‘Daughter of Englewood’ after growing up there.

“I agree with Ald. Taylor that housing and economic development are key issues facing Englewood and until it is addressed, neighborhood improvements will be slow coming.”

But regardless of how many aldermen represent Englewood, which Coleman described as a “community of love,” she added that as long as all leaders “work cohesively together, things can get done because we have some great leaders.”

López, who agreed with Taylor’s assertion that there are too many aldermen, said the greatest challenge he sees facing Englewood today is the steady population decline.

“Finding drivers to rebuild our community as a whole (is needed) and that includes finding new jobs to bring into the community,” explained Lopez. “Right now, as it stands, if our population keeps decreasing, we’re going to wind up like certain stretches on the West Side where there’s nobody left in the neighborhood, and we can’t have that in a neighborhood like Greater Englewood.”

According to census data, Engle-

wood has a population of 26,121 and the boundaries of West Englewood are Garfield Blvd to the north, Racine Avenue to the east, the CSX and Norfolk Southern RR tracks to the west, and the Belt Railway of Chicago to the south.

Joining the aldermen at the town hall meeting to talk about Mayor Lori Lightfoot’s plan to boost economic development in underserved communities was Maurice Cox, commissioner for the city’s Planning and Development Department. Cox discussed the mayor’s newly created INVEST South/West initiative that he said would leverage resources from public, private and nonprofit sectors to revitalize commercial corridors in 10, economically challenged neighborhoods. Those neighborhoods are Englewood, Roseland, South Chicago, Auburn Gresham, South Shore, New City, Humboldt Park, Austin, North Lawndale, and Quad Communities.

The mayor told the Citizen that the program is geared towards “reversing decades of disinvestment on Chicago’s South and West Sides.”

More than 500 people, mostly Englewood residents, attended the town hall meeting where aldermen discussed their vision for improving the quality of life in Englewood.

Susan Wade, 50, attended the meeting with her mother, and said they both lived in Beverly on the Southwest Side for 22 years before moving to Englewood.

“What Englewood needs is more amenities like a sit-down restaurant, grocery stores and places that matter to the community,” said Wade. “And we don’t need another liquor store or beauty supply store. It seems like when a business shuts down, it is replaced by one of these stores and neither one is good for the community in my opinion.”

ponents on a wide range of workplace topics.

According to a press release, the FDIC employs a diverse and highly skilled workforce, enabling the agency to carry out its mandate of maintaining stability and public confidence in the nation’s financial system by insuring deposits, examining financial institutions for safety and soundness, and resolving failed banks.

Initiative to host kick-off events for community engagement

INVEST South/West will host kick-off events in South Shore and Roseland this month.

In October, Mayor Lori Lightfoot launched the INVEST South/West initiative as a way to revitalize 10 neighborhoods on the South and West sides by providing resources.

The initiative will leverage $250,000 in existing business development and infrastructure funding from the Department of Planning and Development, as well as Tax Increment Financing, Neighborhood Opportunity Fund programs and the Small Business Improvement Fund.

Neighborhoods included in the initiative are Auburn-Gresham, North Lawndale, Austin, Englewood, Humboldt Park, Quad Communities, New City, Roseland, South Shore and South Chicago.

According to Chicago Department of Planning and Development Deputy Commissioner Peter Strazzabosco, the neighborhoods were chosen because of their existing assets – buildings and streetscapes, transportation resources, business activity, community partners and potential for growth.

“These targeted areas will each serve as a foundation for strategic, public and private investments and prioritized community improvements,” he said.

A kick-off event took place in Englewood in December 2019, as well as one in Austin earlier in January 2020.

The events are open to the public. Those who are interested in the future of the South and West sides are encouraged to attend. During the events, attendees will learn more about the initiative, through presentations.

“Participants will have opportunities to provide formal input and feedback involving community goals and needs through interactive activities involving a variety of planning and development issues and subjects,” Strazzabosco said.

There will also be local entertainment, refreshments and family-friendly activities.

Strazzabosco said city staff are working with local stakeholders to prioritize neighborhood goals that will be implemented during the next three years.

“The kick-off meetings are part of the community engagement process, especially in terms of the specific geographies that provide the most potential for improvements that will benefit the entire area, as well as what those improvements should be,” he said.

The improvements could include new businesses or services that are needed in the area, what public amenities should be added or enhanced, or what destabilizing factors should be reduced or eliminated.

The Department of Planning and Development also opened up an application round for Neighborhood Opportunity Fund grants on Monday, Jan. 20. Existing businesses, entrepreneurs and others can submit proposals for projects that serve neighborhood needs and goals. Those projects can be up to $250,000.

The application process for the grant will close on Saturday, Feb. 29. An information session will take place from 10 a.m. to noon Thursday, Feb. 6, at Kehrein Center for the Arts, 5628 W. Washington Blvd. To apply, visit https://nof.datamade.us/apply.

Illinois Medicaid now covering transgender therapy

Springfield – The Illinois Medicaid program now covers medical procedures for people transitioning from one gender to another.

The Department of Healthcare and Family Services, the state’s primary Medicaid agency, published new administrative rules that spell out the types of “gender-affirming” services covered and the conditions under which the program will reimburse providers for those services. The rules became effective Dec. 23.

The department announced in April that it would develop such a policy. Previously, Illinois specifically excluded what had been referred to as “transsexual surgery” from Medicaid coverage.

The procedures are available to people diagnosed with gender dysphoria, a recognized condition in which people experience distress or discomfort because the gender they were assigned at birth does not match the gender with which they identify.

Researchers say it occurs in only a small percentage of all individuals.

Under Illinois’ new policy, coverage is available to people over age 21, although it can be provided to some people younger than 21 if it’s determined to be medically necessary.

Procedures covered include genital surgery as well as breast or chest sur-

gery. To qualify for genital surgery, a patient must submit letters from two qualified medical practitioners, including the patient’s primary care provider, who have each examined the patient independently.

Non-genital surgery requires only one letter from the primary care provider or a gender-related care physician.

To qualify for genital surgery, patients first must undergo hormone therapy, unless they are medically unable to do so. They also must have lived for at least the past 12 months in the gender role to which they are transitioning.

According to the advocacy group Movement Advancement Project, 20 states, including Illinois, and the District of Columbia now cover gender affirmation procedures in their Medicaid programs. Nine states explicitly exclude that coverage. The others have no specific policy.

Essence named her one of “50 Women Who are Changing the World” and she received a Matrix Award in 2006 from New York Women in Communications. In 2014, the American Advertising Federation honored her with a Diversity Achievement Award for her contributions as an Industry Influential and she received The Pantheon Award from the 4A’s MAIP program. Recently, she was featured on Adweek’s list of “11 Inspiring Women Who Have Broken Down Advertising’s Most Persistent Barriers.”

After nearly 30 years of communications management and leadership, McCann went back to the books, earning an M.S. in Learning and Organizational Change from Northwestern University.

She worked as an executive coach and organizational change consultant before rejoining Burnett in fall 2012. Currently, she is an adjunct lecturer in the MSLOC program, teaching a course on organizational design. McCann has also served as a Corporate Director of Tribune Publishing.

She lives in Chicago with her husband, Kevin, and children, Ella and Alexander.

EdTech Studio, Wonder Media, Produces Emergency Preparedness Animation Series The EdTech animation studio founded by Terry Thoren, the former CEO of the company that incubated Rugrats and The Simpsons, has rolled out yet another mission-driven series using animated stories to engage children.

The series is titled “Rocket Rules;” and was developed with the Hero In You Foundation to teach emergency preparedness and safety awareness to children ages 3-9.

Based on research which shows that children will mimic the behaviors of an animated character before they listen to an adult, the series features Rocket the Safety Spokesdog who delivers tough subjects in a kidfriendly way.

Wonder Media produced the

concept and series for The Hero in You Foundation and they have teamed up with fire departments, law enforcement agencies, school districts, afterschool programs, community centers, museums and libraries to distribute the safety resources.

One of the videos is hosted by Los Angeles Dodger and NLCS MVP Justin Turner who also appears in TV public service announcements.

The program has been endorsed by the Federal Emergency Management Agency’s former director, James Lee Witt.

Aligned with the National Health Education Standards for K-5th graders, Rocket Rules teaches safety awareness with topics that range

include talent attorney Nina Shaw; celeb hairstylist Kim Kimble; filmmaker/author Nelson George, producer Nina Yang Bongiovi and more.

LIVING 4 Ways to Ease Jet Lag and Make the Time Change Transition a Cinch (StatePoint) While visiting a new place is exciting and fun, it’s often no match for jetlag. Here are four ways to make the most of your trip and avoid grogginess and lost sleep.
