Black HIV Infections Cut Almost In Half In Illinois SPRINGFIELD – From 2000 to 2015, the rate of HIV infection among blacks decreased by 46 percent.

However, as new HIV infections in Illinois plateaued in 2015, for every 100,000 black people in the state, 40 were still diagnosed with HIV (compared to 3.6 per 100,000 among whites) and more troubling, among young black gay men. Of the 224 deaths from HIV/ AIDS in Illinois in 2015, 140 were among blacks. > “While we have made great strides in reducing HIV infection in Illinois, African Americans continue to be disproportionately impacted by HIV/AIDS,” said IDPH Director Nirav D. Shah, M.D., J.D. “Echoing this year’s theme, ‘Stay the Course, the Fight is Not Over!’ Illinois will continue working with communities around the state to eliminate these disparities and encourage people to get educated, get involved, get tested, and get treated.”

Fourth Ward Alderman, Sophia King, recently hosted a community meeting to discuss the plans and concerns for the conversion of the former Shiloh Baptist Church building, located at 4840 S. Dorchester in Kenwood, to be converted into hi-end housing units.

This project has been in the works for about four years now, according to Robert Kirk, the architect on the project. Kirk spoke at the meeting and presented his detailed plan for construction and how he will preserve the historical structure.

“The framework of the building will stay the same. Access to the building will be from Dorchester and halfway down the building there will be access to a parking garage which will be in the basement level,” said Kirk.

There will be 24 parking spaces to serve the thirteen units so street parking will be unaffected by the new residents. Street parking during and after construction has been a major concern to people who live in the area and feel parking is already limited, according to Kirk.

The Commission on Chicago Landmarks became involved in the project when a demolition permit for the building was filed. There was an immediately hold placed on the permit until it could be reviewed, according to a representative from the Commission on Chicago Landmarks.

“We did some analysis on the exterior walls and found out that

that there was such a major deterioration in them that they do have to be taken out so that kicked us into a completely different category and Landmarks got involved,” said Kirk.

In December, after receiving notice that portions of the structure were in dangerously poor conditions Landmarks approved the partial demolition of the exterior walls, according to a representative from the Commission on Chicago Landmarks.

“Landmarks is really concerned with trying to preserve, because we are in a historic neighborhood, as much as we can on the look of the building. The arches will be preserved and rebuilt. We are going to try and reuse the existing brick that we take down during demolition. We are working directly with landmarks to come to an agreement that we are going to try and preserve the building as much as possible,” said Kirk.

Several neighborhood residents in attendance wanted to know exactly how long this project was going to take but unfortunately, there was no clear answer from Kirk.

Because there is such an emphasis on preservation, demolition could take up to three months. Workers must carefully remove all of the existing stone from the exterior and gently stack it to make sure it is safe and can be reused. When that is complete, construction can begin and is estimated to take about ten months, according to Kirk.

Alderman King did the mental math to provide a hypothetical timeline stating, “It sounds like it will be at least a year and a half.”

Kirk stated that they are ready to go and demolition will start any day, as long as the weather cooperates.

Can Bronzeville’s Rich Black History Be Preserved In New Developments?

By: Katherine Newman For nearly a century Bronzeville has been regarded as the Black Metropolis of Chicago. The neighborhood was home to roughly 300,000 black people from 1920 to 1950 and was the epicenter of African American culture and business in Chicago during that time, according to WTTW Chicago Public Media series DuSable to Obama: Chicago’s Black Metropolis.

There are two key factors that contributed to the high concentration of black people in Bronzeville during this time. One being the great migration, a span of time between 1916 and 1970 where approximately seven million African Americans moved from southern states to the north, and the second being racially restrictive housing covenants which prohibit the purchase or lease of housing in certain areas by a particular group of people, usually African Americans, according to the Encyclopedia of Chicago.

Sherry Williams, founder, and president of the Bronzeville Historical Society remembers her parents and grandparents telling stories of the great migration when they came to Chicago from Mississippi and settled in Bronzeville.

“When my family migrated to Chicago in 1942, they lived in Bronzeville, mostly because of the restrictive covenants. Illinois had state statutes that prevented blacks from moving outside of certain communities,” said Williams.

Through her work, Williams has been able to interview many people who had stories similar to her family’s. Of the many people she has spoken to about the history of Bronzeville, she noticed that they all have one thing in common.

“Through the thousands of interviews I’ve done with individuals on how their families came here, all of them had one thing in common, all of them had skills and they worked very hard. They were all coming here profoundly talented and profoundly driven by the will to take care of themselves and their families,” said Williams.

With the end of the racially restricted housing in 1948, many upper and middle-class families moved away from Bronzeville to different parts of the city, according to the WTTW Chicago Public Media series DuSable to Obama: Chicago’s Black Metropolis.

Today Bronzeville is attempting to rebuild the strong economy that left with the middle class in 1948. Several development projects are currently underway in the neighborhood. Third Ward Alderman, Pat Dowell, represents Bronzeville and says that she has been focused on preserving and amplifying the legacy and accomplishments of past and present residents of Bronzeville through these new projects.

One of her goals is to make sure that African American builders are included in the process.

“Something that we are trying to promote is African American builders in the community. There will be other builders, there are a lot of vacant lands and the capacity for developing homes in Chicago is great. But our focus is to try and get African American builders,” said Dowell.

community needs to be raised, this means adding more upscale housing options in addition to maintaining the public and affordable housing that already exists in the area.

“In order to move the needle in this community to be able to attract the retail that people would like to see and the new pedestrian focused and locally owned businesses to the Bronzeville community, we have to increase the population in the community and increase the income in the community. There is already a very rich supply of public, low income, and affordable housing in Bronzeville and what we are missing is the moremarket-rate housing,” said Dowell.

The third point she makes is that she wants to see black-owned business thrive in Bronzeville.

“We are focusing on African American businesses in the community because those businesses bring jobs and this is part of the legacy of Bronzeville where African American businesses thrived and grew,” said Dowell.

Like the Alderman, Jackson has a positive attitude about the changes coming to the neighborhood and thinks that Bronzeville will be able to maintain it’s strong African American history and culture.

“I believe Bronzeville has its place in history, not only in the hundred years past, but even one hundred years going forward. I still see Bronzeville as being a centerpiece for many blacks who continue to move in and about the city. That position I think will not change and it will still be called home by many blacks in years to come,” said Williams.

Cook County Board Approves Four Tax Incentives Designed to Support Economic Growth

Chicago native Thomas J. Burrell, the founder of Burrell Communications, is known for his revolutionary contributions to television advertising.

His ideas forever changed the way that blacks were represented in marketing campaigns and how they were reached through major advertising campaigns.

Burrell was inducted into the American Advertising Federation Hall of Fame in 2004 and in 2017, he became the first African American to be added to The One Club Creative Hall of Fame.

Burrell operated on the thought that “Black people are not dark-skinned white people,” according to his biography from The One Club Creative Hall of Fame, it was this mantra that guided him to reshape television advertisement to better represent African American realities.

As his clients, Burrell was able to convince both Coca-Cola and McDonalds to change the way they created their television ads to be more culturally relevant for black consumers.

Burrell’s ideas about advertising laid the foundation for the diverse and successful advertising campaigns we see today. Year after year, advertising has continued to become more inclusive in mainstream media. Also, now more than ever, advertisers are being held accountable for their poor representations of minority groups.

Jenn M. Jackson is a Ph.D. candidate in politics at the University of Chicago focusing on black politics and researching racial group threats. She remembers the good and the bad ads across many decades of marketing campaigns.

“I’m thinking of older ads, like original soap ads that portrayed black children as inherently dirty and then they use the soap and all of a sudden they’re white children and they are clean. I think back to that and how you still see a representation of that today,” Jackson said.

She connected the old soap ads to a recent ad

campaign by Dove body wash that showed a young black woman in a brown shirt and then she took off her shirt and there was a young white woman in a white shirt standing in her place. The ad was reminiscent of those original soap ads that associated blackness with being dirty, she said.

The difference between the original soap advertisements and the recent Dove campaign is how the company reacted to the allegations of poor racial representation. Dove listened to their audience and removed the offensive ad from circulation, Jackson added.

“I do think now when we see images that misrepresent black people in advertising we actually see them being held accountable to a much larger extent than we did previously. We see young people taking to Twitter saying that ‘you’ve gotta remove that’ and Dove said ‘you’re right’ and they removed the ad and issued an apology and it’s gone. I think that those kinds of efforts are important,” she stated.

Social media has served as a revolutionary part in adapting the world of advertising to connect with more black consumers. People who were not seeing themselves represented or products they actually use in mainstream advertisements have taken to platforms like Youtube, Etsy, and Instagram to find what they are looking for. The internet has also become a successful way for black entrepreneurs to build their brands and launch advertising campaigns that will reach their intended markets.

“I have to believe that it’s coming from this concerted effort for black people who went outside of traditional advertising roots and used things like Youtube or Vine or Twitter or Facebook to start building campaigns for their own products and then eventually these corporations took note and said you know that’s actually working for them and maybe we should take notice,” said Jackson.

In 2004 Burrell retired as CEO, but still serves as chairman emeritus of Burrell Communications, according to his Bloomberg executive profile.

Cook County Commissioners recently approved four proposals from President Toni Preckwinkle’s Bureau of Economic Development (BED) that will provide tax incentives to businesses in Cook County.

The incentives, which will either create new or save existing jobs, were approved in the following communities: Bridgeview (two), Dolton and Wheeling. As a result of redevelopment activities, these incentives should support the creation of an estimated 43 new private sector full-time jobs, retain an estimated 86 full-time jobs and support 40 construction jobs.

“The companies receiving these incentives have demonstrated their commitment to our communities and residents,” Preckwinkle said. “I’m pleased that we are able to use our tax incentive tools to either keep or expand businesses in Cook County.”

President Preckwinkle Urges Washington to Change Policy on ICE Arrests in Courthouses

Cook County Board President Toni Preckwinkle recently called on the Trump administration and members of Congress to advocate against civil immigration arrests in courthouses, which pose a threat to public safety.

Last month, the Trump administration issued new guidance directing immigration officers to make civil arrests in courthouses and claimed it would improve public safety. And recently, a recipient of Deferred Action for Childhood Arrivals (DACA) protections was wrongfully detained at the Cook County courthouse in Skokie, Illinoiswhen he appeared for a minor traffic violation.

“I was disheartened last week to see the temporary and wrongful detention of a DREAMer — a rule-abiding beneficiary of the Deferred Action for Childhood Arrivals order,” Preckwinkle said. “Christian Gomez Garcia, who came to the U.S. as a small child nearly 25 years ago and has been a DACA recipient since 2012, was subjected to detention that began with an arrest at the Skokie courthouse.”

Such detentions intimidate immigrants from engaging with the criminal justice system, which Cook County has an obligation to maintain for the benefit of all residents. By increasing civil immigration enforcement in courthouses, the Trump administration could discourage immigrants from cooperating as witnesses, appearing for trial or engaging with local law enforcement.

“Furthermore, I am concerned that the Trump administration’s new shift in policy — to prioritize courthouse arrests — could threaten public safety by discouraging individuals from engaging with the criminal justice system, from serving as witnesses to showing up, as did Christian, to a court date for a minor traffic violation,” Preckwinkle said. “We are all safer when everyone in Cook County feels comfortable using our court system and believes in justice.”

IEMA Encourages People to Prepare for Earthquakes

Some of the largest earthquakes ever recorded in North America rocked the mostly rural central U.S. between December 1811 and February 1812, including parts of southern Illinois. The strongest earthquakes in this series were estimated to be around magnitude 8.0, and were felt as far away as the East Coast.

Currently, this multi-state region is heavily populated and highly developed.

A similar earthquake now would cause widespread devastation to buildings, utilities, roads, bridges and other infrastructure, as well as result in many injuries and deaths.

Recognizing the earthquake risk in Illinois, the Illinois Emergency Management Agency (IEMA) and local emergency management agencies will promote earthquake preparedness throughout February.

“In addition to the New Madrid Seismic Zone, where the 1811-12 quakes occurred, southern Illinois is also adjacent to the Wabash Valley Seismic Zone,” said IEMA Interim Director Jennifer Ricker. “We can’t predict when the next devastating earthquake in this region will happen, but we can help people learn how to protect themselves and reduce damage to their homes.”

Ricker said people need to remember to “Drop, Cover and Hold On” when they feel the ground shaking: “Drop” down to the floor, take “Cover” under a sturdy desk, table or other furniture, and “Hold On” to the furniture item and be prepared to move with it until the shaking ends.

Activist Kina Collins leaves Pritzker campaign, joins Sameena Mustafa for Congress CHICAGO – On the day that tapes were released of Democratic gubernatorial candidate J.B. Pritzker speaking about African American leaders, Kina Collins announced her resignation from his campaign. “Character,” she explained, “is not what you do when the whole world is watching, character is what you do when no one is watching.”

Days later, Collins joined the campaign of progressive Democrat Sameena Mustafa, who is challenging Congressman Mike Quigley in the Democratic Primary in the 5th Congressional district.

Creme of Nature Marks Black History Month By Celebrating the Beauty of Natural Hair Leading hair care brand Creme of Nature joins Americans across the country celebrating the accomplishments of Black people in beauty and the arts, sciences, business, law, technology, medicine, sports and beyond. Ten years since the release of the movie “The Great Debaters,” a film that led to the revival of the forensics program at Wiley College, the movie’s director and star, two-time Oscar-winner Denzel Washington, was honored by the school for his contributions toward raising awareness around the world of the value of debate education.

On the same night that Washington was honored, the HBCU Debate League inducted Professor Tolson, posthumously, and legendary Houston debate coach Dr. Thomas Freeman, who trained Washington for his role in the movie, into its newly established Debate Hall of Fame.

“The Great Debaters” chronicles the history of Wiley’s debate teams in the early to mid-1900s under the mentoring and coaching of Tolson.

After the film’s release, Washington made a $1 million gift to Wiley to fund the re-launching of the College’s debate program.

Since the rebirth of the program, which is officially known as the Melvin B. Tolson/Denzel Washington Forensics Society, the team has earned more than 3,000 awards and has twice won the Overall Sweepstakes Championship and the Individual Events Sweepstakes Championship of the Pi Kappa Delta National Comprehensive Tournament, a prestigious debate competition that Tolson’s teams were not allowed to take part in.

Last fall, Wiley College formed the HBCU Speech and Debate League thanks to a grant from the Charles Koch Foundation. To date, 18 schools, including Tennessee State University, Howard University, Rust College, Prairie View A & M University, Jackson State University, and Xavier University, have joined the league.

DODGE CRITICIZED FOR USING KING VOICEOVER IN SUPER BOWL AD

By Lauren Victoria Burke (NNPA Newswire Contributor) There were ads with Morgan Freeman rapping and ads with babies from around the world and fast cars with singer Steven Tyler. There were ads with medieval themes, magic and song.

Then there was the ad using the words and voice of Dr. Martin Luther King, Jr. to sell Dodge Ram sell trucks.

“Everybody can be great,” Dr. King said in a speech in 1968, two months before he was murdered. “You only need a heart full of grace; soul generated by love.”

The advertisement featured images of football players, cowboys, U.S. troops and first responders as a backdrop to King’s voiceover. The advertisement ended with an image of a soldier, a Dodge truck, and the words “Built to Serve.”

The commercial for Dodge trucks provoked protest on social media shortly after it aired from many Super Bowl LII viewers. It also induced a reaction tweet from the The King Center and Bernice King, the daughter of the late civil rights leader.

April 4, 2018 was the 50th anniversary of the assassination of Dr. Martin Luther King, Jr. in Memphis, Tennessee, at the hands of James Earl Ray. “The worst commercials are those that use icons like Martin Luther King Jr to sell things like a Dodge Ram truck,” tweeted Boston Globe Deputy Bureau Chief Matt Viser. He wasn’t the only one who noticed.

“So, Ram Truck appropriated Martin Luther King Jr. and used an all white cast + 1 token black to sell trucks to Trump supporters as if we’re back in the 1950s. #SuperBowl,” stated Lucy Amato on Twitter.

“Using a “Martin Luther King” speech and completely taking it OUT OF CONTEXT for a truck commercial is a disgrace,” another Twitter user reacted in a typical statement.

Super Bowl advertisements have become an annual obsession as the expensive and targeted marketing to a huge audience has become a place where products are debuted for the first time. Super Bowl ads have also become an annual time to analyze and study the many marketing strategy, as well as the “hits and misses” of the ads seen during the game.

Rent vs. own: Which is right for you?

(BPT) - If you’re thinking of buying your first home, you’ve probably wrestled with the decision to rent or own your home - and for good reason.

Owning a home is a big commitment.

With it comes a lot of responsibility and a long-term financial relationship.

But which is right for you? To answer that, let’s lean into the facts.

The improving housing market Good news! Since the depths of the recession, the housing market has made a heroic comeback. That can be attributed to a number of factors, including a drop in unemployment and a stronger economy.

But as the housing market has recovered, it has experienced some growing pains.

With a sharp increase in demand, housing supplies are being strained. This means, among other things, that prices are going up.

For families and individuals still recovering financially, finding affordable housing options can be difficult. This applies to home sales and rentals.

Making the decision With rental and sales markets heading toward record highs, the decision falls back to what is best for you.

Specifically, what is financially feasible.

Let’s look at the basic numbers. According to the U.S. Census Bureau, the median gross rent paid from 2012 to 2016 was $949 monthly.

Compare that with the median selected monthly owner costs with a mortgage, which was $1,491 over the same time period.

Then there are utilities. The median monthly electricity cost for renters in 2015 was

$82, with owners paying $117. For piped gas, the median amount renters pay monthly is $42, while owners pay $58.

For renters, it is wise to carry renter’s insurance. Some landlords will also charge maintenance and other fees. Utility costs will also vary depending on the quality of the structure and materials used as well as size of the rental space.

Homeowners will pay property taxes, insurance and an estimated $500 annually for routine maintenance, according to the Census Bureau.

The benefits of homeownership At a glance, it may seem that renting is the lower cost option. But there are certain benefits to homeownership that may offset the additional regular costs. According to the Tax Policy Center, the primary benefit to owning a home is imputed rental income.

Simply put, making a monthly payment on a home that you own is like paying rent to yourself.

While that money is not taxed, it comes with another benefit potential tax deductions.

When you file your federal taxes, you may be able to deduct a

portion of the mortgage interest you pay. Talk to a tax professional for more information on the expenses you can deduct and the limits for those deductions.

Beyond the numbers Homeownership provides a variety of benefits beyond the numbers. For many

people, a home is the largest investment they will ever make. The upgrades, work and care put into the home that you own can add value to your investment.

It also adds a sense of pride knowing that it is yours.

SPIRITUALLY SPEAKING: HE WHO IS WITHOUT, SHOUT!

Faith Columnist Special to the NNPA News Wire from The Dallas Weekly My pastor preached on this Sunday and although the subject is not new as this column isn’t either, I thought some might need reassurance, as I certainly did. Do you have an addiction, a weakness, something you are aware of but just cannot shake on your own? It may be a secret, your secret, something you dare not reveal for it goes the complete opposite of who you believe yourself to be and counter to the person whom you are truly trying to become. 2 Corinthians 12:7-9 says, “To keep me from becoming conceited, there was given me a thorn in my flesh, a messenger from Satan to torment me. Three times I pleaded with the Lord to take it away from me. But He said to me ‘My grace is sufficient for you, for my power is made perfect in weakness.’ Therefore I will boast all the more gladly about my weaknesses, so that Christ’s power may rest on me.” If I’m the only one shouting right now, it’s okay. I know many of you are shouting silently, internally, privately.

You know some things in the Bible reverberate over and over again and we still don’t get it. I don’t mean to infer that we don’t understand the words because most of us do. The point is we do not or cannot incorporate what we’re reading into our daily lives.

In this passage Paul lets us know that there is indeed a reason to accept our shortcomings and deal with our flaws and faults with a basic understanding that in doing so, God will invariably show up and then proceed to show out. It is through our warts that God demonstrates to us and the world that He is Lord. Can you imagine experiencing the “perfect power” of the Lord? Apparently it’s as easy as looking in the mirror and making an honest assessment of who you really are and who you should be striving to become. To put it into proper perspective, you are who you are only in relationship to God. And don’t forget to take your imperfections with you. If you know and accept yourself to be a child of God, then you must attempt to be an example of God’s Word and His work. The only

thing standing in your way is admitting to yourself, you can’t go it alone. You and I need help and that help comes only from one source. It’s the perfect source and comes with consequences. The consequences begin with recognizing that there is divine purpose in your particular set of weaknesses. I know that’s hard to believe, but it is true.

Dare I say most of us would reject the notion that sinful could be anything more than just sinful. The text however says it is our duty to understand through spiritual recognition that God chooses your problems to show off His righteousness through you by doing miraculous things. When you get a hand from the Lord to overcome your addictions, your passions, your vanity, your shortcomings, you get so much more than you bargained for.

According to this part of the bible, you also get Christ’s power to work with. Isn’t that something? No wonder Paul continues by saying, “That is why, for Christ’s sake I delight in weaknesses, in insults, in hardships, in persecutions, in difficulties. For when I am weak, then I am strong.”

By itself, you might wonder how Paul comes up with this conclusion. But when taken in the context of the entire passage, isn’t it true that out of many impossible situations and circumstances, God rescued you? How many testimonies do you need to hear before you give God the praise He deserves? Or is it that you can testify on your own about frailties that have become strengths to be relied upon and give you wisdom to share? All I’m saying is stop fighting yourself. Stop denying your insecurities. Accept them and give them too, over to the Lord. Then step back and watch God do His thing with your life. He’ll do things you never could. Then watch Him revel in those who see His divine work through you. It’s that let go and let God thing again.

Paul just reminds us that even on your worst day, it’s not about you. If you just remember it’s all about Him; not your good, your bad and your ugly.

I DIE DAILY Have you ever been in the headspace where you thought to yourself, “Is this all that life has for me?”

If you have or even if you are there right now, you may be ready to get more out of yourself than you ever thought possible?

God has given you a gift

and that gift is His greatness.

However, in order to access it, we must think in alignment with Him and remember, “As we think in the heart, so are we” Proverbs 23:7. One of the ways we think in alignment is by refusing to justify or rationalize our poor decisions. Don’t make excuses make improvements.

Change your mind and open up new possibilities to new experiences. Release the situations that no longer serve you, so that you can get into the situations that are meant to bless you.

Paul wrote to the church in Rome, “Do not be conformed to this world, but be transformed by the renewing of your mind, so that you may prove what is the good, acceptable, and perfect will of God.” The way we think becomes the process by which we handle ideas and create patterns in our life. Your thoughts become words and your words become actions.

Accordingly, if you want to change your actions, begin by changing the way you think and speak. These subtle habits form the foundation upon which you build the new you. Paul’s insights remind us that we must die daily. What old ways of thinking and being do you need to die to?

What unproductive relationships is it time to change your thinking on so that you can be free to live more creatively?

What old habits and behaviors have outlived their usefulness to you? What thoughts are you holding that are producing undesirable experiences in your life?

What are you willing to release in order to live out of the gifts God has given you? Repetition is a convincing argument.

Dying daily to the irrelevant and unproductive gives us license to live more fully into the new. New wine calls for new wine skins.

After releasing, we must diligently guard our hearts because this becomes the wellspring of our many issues. God placed His greatness inside of you because you can be trusted to do something great with it. Set your priorities in God then think your thoughts after him.
