ontinuous divisive rhetoric in the U.S associated with terrorism and broad labeling of Islam and Muslims as a terrorist group or religion is causing a population of people to rise up and demonstrate on levels reminiscent of the Jim Crow South.

Recently, a reported attack on a Muslim mother and daughter in the West Rogers Park neighborhood resulted in a coalition of organizations banding together to fight against racism and violence.

Siham Zahdan and Suzanne Damra, reported being verbally and physically attacked by a woman from their neighborhood on Thursday, August 12, 2016.

The attacker allegedly spit on and verbally harassed the women while they were walking to their vehicle.

There was video of the incident and it shows the attacker shouting obscenities and slurs at the women, calling them “ISIS.” The woman that allegedly attacked them was physically violent, kicking their car and damaging the side view mirrors. > SEE MORE PAGE 2

32,000 People Eligible to Claim Uncashed Rebates Checks SPRINGFIELD –Sprint will pay $2.3 million and provide the names of 32,000 customers who did not cash rebate checks sent to them between 2003 and 2011, Illinois State Treasurer Michael Frerichs and Sprint said recently. The agreement resolves disputed claims in ongoing litigation, and there has been no finding of wrongdoing on the part of Sprint.

The out-of-court settlement means Frerichs’ office can begin to locate individuals so that they can claim their check. These rebates typically were used as an incentive to purchase a data plan, product or service.

“Rebates are used to encourage individuals to purchase a product or service. Too many times, however, that hook becomes a dizzying maze that seems to shield a payment rather than fulfill a promise,” Frerichs said.

to the state treasury so they can be returned to their owner.

Sprint had available to it the names of individuals who qualified for, but did not cash, the rebate checks. The settlement calls for Sprint to provide these names to the treasurer’s office. The names will be included in the state treasurer’s unclaimed property database, which can be searched at the treasurer’s office or www.illinoistreasurer.gov/ICASH. The treasurer’s office never charges a fee to search or collect unclaimed property.

The Illinois treasurer’s office is the custodian of unclaimed property including lost bank accounts, insurance policy proceeds, and forgotten safe deposit boxes. Items are surrendered after private entities have been unable to locate the owners after five years.

The treasurer’s office uses audits to confirm compliance with Illinois’ unclaimed property laws. When an audit determines a company is in violation of the unclaimed property act, Frerichs seeks a reasonable solution. Litigation is pursued as a last resort.

U.S. Senator Dick Durbin (D-IL) and Illinois Attorney General Lisa Madigan recently called on the U.S. Department of Education to improve protections and benefits for student borrowers by strengthening student loan servicing. They also called for the passage of legislation that would allow current federal borrowers to refinance their loans at lower interest rates and allow private borrowers to refinance into federal loans.

Student loan debt has tripled over the last decade with more than 40 million borrowers owing about $1.2 trillion on their student loans.

State Senator Jacqueline Y. Collins (D-Chicago 16th) recently announced the signing into law of legislation allowing foreign-born victims of torture or human-trafficking to become eligible for Temporary Assistance for Needy Families (TANF) and food stamps (SNAP) while waiting on the federal government to process their asylum applications. The process to obtain a visa to remain legally in the U.S. can take months or even years for these individuals, and while they wait, they are not authorized to work or access federal benefits. Collins worked with the Heartland Alliance, EverThrive Illinois, the Illinois Coalition for Immigrant and Refugee Rights and the Office of Attorney General Lisa Madigan to draft and pass the legislation, which the governor signed recently. Cook County Assessor Joseph Berrios recently announced that his office returned to communities more than $6.1 million this month in funds recovered by the Assessor’s Office Erroneous Exemptions Unit. This brings the total amount collected to $18.6M since a 2013 law allowed the Cook County Assessor’s Office (CCAO) to pursue such funds. The total includes $9.9 million recovered in the past year-and-a-half alone. All investigations and collections are completed at no cost to taxpayers.

App Seeks to Harness Overbilling by Contractors (NewsUSA) - That contractors routinely overbill governments at the expense of taxpayers may come as no surprise. That these overbillings likely total hundreds of billions of dollars should shock and infuriate us all.

Consider the example involving the city of New York and its contractor called SAIC. In 2000, New York City contracted SAIC for a project called CityTime, an employee time management system budgeted at $73 million. After flagrant overbilling and kickbacks, the total project cost had ballooned to over $600 million. In 2005, an SAIC whistleblower alerted authorities about this massive overbilling. This led to a criminal fraud charge, and, in March of this year, SAIC (now called Leidos) admitted wrongdoing and agreed to a settlement of over half a billion dollars.

“For seven years, fraudsters working on CityTime had a field day at the city’s

expense,” said Manhattan U.S. Attorney Preet Bharara. “Today, the people of New York City have more than a half billion reasons to celebrate, and corporations that deal with the city have more than a half billion reasons to do so honestly.”

This profit-over-principle approach is even more disturbing when it exploits essential government services. Such was the case when Hewlett Packard overbilled New York City $163 million on an overhaul of the city’s 911 emergencycommunications system. SBA Launches New Website for America’s Small Businesses and Entrepreneurs (Black PR Wire) WASHINGTON, D.C.— SBA has launched certify.sba.gov, a new website to further streamline and improve the application processes for small businesses and entrepreneurs seeking to do business with the federal government.

“SBA is committed to being as nimble and agile as the small businesses we serve. In addition to LINC our “Start Up in a Day Initiative” and “Small Business Tech Coalition”, the launch of certify.sba.gov is another way SBA is leveraging the power of technology for Americans. This new website first focuses on closing market gaps for women entrepreneurs in the federal marketplace by featuring the Women-Owned Small Business (WOSB) Program as we work toward breaking federal contracting goals for a second year in fiscal year 2016,” said SBA Administrator Maria Contreras-Sweet.

With this website, SBA’s contracting application and certification process for women-owned small businesses is now completely accessible online and easier than ever to complete. Women contractors can now easily manage the certification process, including Third Party Certifications as

part of the WOSB Federal Contract Program.

According to SBA South Florida District Director Francisco “Pancho” Marrero, the state of Florida currently has almost five thousand women-owned small business firms registered for federal government contracting. “There are 4,889 firms registered, and of those 3,472 are designated as WOSB or ED-WOSB in the SBA’s contracting program.”

“This new SBA website has modernized the certification process for our WOSB Program by adding a plethora of online resources and presentations to assist with streamlining the self-certification process,” he added.

The new website will eventually serve additional SBA contracting programs, including the 8(a) Business Development Program, the HUBZone Program, and others. The site will allow several forms to be filled out electronically, reducing the burden of printing, scanning, and uploading. As additional certifications like the 8(a) Business Development Program are moved into the new system, documents uploaded for one program may be reused for another.

The site also has a tool called “Am I Eligible?” which allows a small business to answer approximately fifteen questions and to determine if the Women-Owned Small Business Federal Contract Program, the HUBZone Program, and/or the 8(a) Business Development Program are a good fit for their business.

“Small businesses often get too little credit for their work as our nation’s leading job-creators, generating nearly two out of three net new jobs in our economy,” Contreras-Sweet added. “Last fiscal year the federal government awarded its highest percentage of contracting dollars to small businesses in the history of the United States, totaling more than $90 billion. Those resources supported more than half a million jobs in communities across this country. When these federal dollars churn in local communities, they create a multiplier effect that strengthens the local tax base and leads to better government services and better schools. Cybersecurity Researchers Design A Chip That Checks For Sabotage PRNewswire-USNewswire/ -- With the outsourcing of microchip design and fabrication a worldwide, $350 billion business, bad actors along the supply chain have many opportunities to install malicious circuitry in chips. These “Trojan horses” look harmless, but can allow attackers to sabotage healthcare devices; public infrastructure; and financial, military, or government electronics.

Siddharth Garg, an assistant professor of electrical and computer engineering at the NYU Tandon School of Engineering, and fellow researchers are developing a unique solution: a chip with both an embedded module that proves that its calculations are correct and an external module that validates the first module’s proofs.

While software viruses are easy to spot and fix with downloadable patches, deliberately inserted hardware defects are invisible and act surreptitiously. For example, a secretly inserted “back door” function could allow attackers to alter or take over a device or system at a specific time. Garg’s configuration, an example of an approach called “verifiable computing” (VC), keeps tabs on a chip’s performance and can spot telltale signs of Trojans.

The ability to verify has become vital in an electronics age without trust: Gone are the days when a company could design, prototype, and manufacture its own chips. Manufacturing costs are now so high that designs are sent to offshore foundries, where security cannot always be assured.

But under the system proposed by Garg and his colleagues, the verifying processor can be fabricated separately from the chip. “Employing an external verification unit made by a trusted fabricator means that I can go to an untrusted foundry to produce a chip that has not only the circuitry-performing computations, but also a module that presents proofs of correctness,” said Garg.

The chip designer then turns to a trusted foundry to build a separate, less complex module: an ASIC (application-specific integrated circuit), whose sole job is to validate the proofs of correctness generated by the internal module of the untrusted chip.

Garg said that this arrangement provides a safety net for the

chip maker and the end user. “Under the current system, I can get a chip back from a foundry with an embedded Trojan. It might not show up during post-fabrication testing, so I’ll send it to the customer,” said Garg. “But two years down the line it could begin misbehaving. The nice thing about our solution is that I don’t have to trust the chip because every time I give it a new input, it produces the output and the proofs of correctness, and the external module lets me continuously validate those proofs.”

An added advantage is that the chip built by the external foundry is smaller, faster, and more power-efficient than the trusted ASIC, sometimes by orders of magnitude. The VC setup can therefore potentially reduce the time, energy, and chip area needed to generate proofs.

“For certain types of computations, it can even outperform the alternative: performing the computation directly on a trusted chip,” Garg said.

The researchers next plan to investigate techniques to reduce both the overhead that generating and verifying proofs imposes on a system and the bandwidth required between the prover and verifier chips. “And because with hardware, the proof is always in the pudding, we plan to prototype our ideas with real silicon chips,” said Garg.

To pursue the promise of verifiable ASICs, Garg, abhi shelat* of the University of Virginia, Rosario Gennaro of the City University of New York, Mariana Raykova of Yale University, and Michael Taylor of the University of California, San Diego, will share a fiveyear National Science Foundation Large Grant of $3 million.

Verifiable ASICS by Riad S. Wahby of Stanford University, Max Howald of The Cooper Union, Garg, shelat, and Michael Walfish of the NYU Courant Institute of Mathematical Sciences, earned a Distinguished Student Paper Award at the IEEE Symposium on Security and Privacy, one of the leading global conferences for computer security research, held in May in Oakland, California.

The authors were supported by grants from the NSF, the Air Force Office of Scientific Research, the Office of Naval Research, a Microsoft Faculty Fellowship, and a Google Faculty Research Award.

Local Chicago Businessmen hosts tournament for inner city youth QBG Foundation and it’s parent company The Chicago Citizen Newspaper Group have partnered with the ABT organization to announce their 1st Annual Chicago Inner City Team Chess Tournament to be held at the Headquarters of the QBG Foundation. This event will serve as an introductory to encourage the game of chess as a positive outlook for inner city youth. Research shows that the continued participation in the game of chess can improve learning, thinking, analytical power and decision making.

The team chess tournament will take place on Saturday, September 24 at the QBG foundation’s office located on 806 East 78th Street, in the Chatham community. Teams of 4 can register for a special rate of $125.00 before September 17 and onsite registration for teams will cost $150.00 at site. Each team will be allowed to have one (1) alternate player in case a regular member can not play. Each team must have an average rating under 2200. Registration opens at 9:00 a.m. and

Child-Star Dr. Danielle Spencer-David to be Honored with Smithsonian Exhibit Best known for her acting antics as bratty little sister “Dee” on the television series “What’s Happening!!” Dr. Danielle SpencerDavid will soon be accepting a new role: That of a Smithsonian Institution inductee.

Dr. Spencer-David will be a part of the inaugural class of the Smithsonian Institute’s National Museum of African American History and Culture (NMAAHC) and will be honored at a reception on September 17, 2016 with a permanent exhibit in the Washington, DC installation.

LIHEAP, PIPP applications available for seniors, people with disabilities beginning September 1

SPRINGFIELD – The Illinois Department of Commerce & Economic Opportunity’s Office of Energy Assistance announced today that the Low Income Home Energy Assistance Program (LIHEAP) will begin accepting applications for winter heating assistance for seniors and people with disabilities beginning September 1, 2016.

LIHEAP and the Percentage of Income Payment Plan (PIPP) program are funded as part of the stopgap funding plan signed into law by Governor Rauner.

LIHEAP is a state and federally funded energy assistance program for low-income families, in which heating bill payments are made on behalf of households. Applications are processed through a network of 35 local administering agencies around

the state. These agencies will begin accepting applications on a first-come, first-served basis from the elderly and people with disabilities starting on September 1, 2016.

Clients must bring all required documentation when applying for assistance including: Proof of gross income from all household members for the 30-day income period beginning with the date of the application.

A copy of their current heat and electric bills issued within the last 30 days (if they pay for their energy directly).

A copy of their rental agreement (if they are renting) showing that utilities are included, the monthly rental amount and landlord contact information.

Proof of Social Security numbers for all household members.

Proof that their household received Temporary Assistance for Needy Families (TANF); Aid to the Aged, Blind, or Disabled

Regional September Adopta-Beach Cleanup Slated for Sept 17

What: September Adopt-a-Beach is the largest annual day of action for the Great Lakes. Thousands of volunteers cleanup beaches around the Great Lakes while collecting valuable data used by researchers. The results: cleaner beaches and data on pollution sources that can be used to develop solutions to pollution problems.

Who: New and returning volunteers are needed for the September Adopt-a-Beach event. Participants around the Great Lakes come from all walks of life, including individuals, families, schools, businesses and community groups.

Toyota Helps Teenagers Imagine a New Possible WASHINGTON – Imagine the joy created by helping youth realize their dreams. As part of its sponsorship of the National Association of Black Journalists (NABJ) Convention, Toyota donated $10,000 to the Manifest Your Destiny Foundation (MYD); a non-profit organization aimed at providing underserved youth with a path to success.

Established by award-winning actor and New York Times best-seller author Hill Harper, MYD brings together young men of color from Baltimore and Washington, D.C. for its annual Summer Empowerment Academy, a weeklong program of mentoring and academic enrichment designed to

decrease the high school dropout rate in communities of color. Additionally, Toyota invited Harper to participate in a conversation at NABJ on communitybuilding and environmental sustainability, moderated

If you wonder why more kids than ever before are complaining about back and neck pain -- and you should be, what with classes starting up again -- a likely reason is that they’re weighed down by backpacks crammed with everything from textbooks to laptops to musical instruments.

Consider this: “The federal Consumer Product Safety Commission calculated that carrying a 12-pound backpack to and from school and lifting it 10 times a day for an entire school year puts a cumulative load on youngsters’ bodies of 21,600 pounds,” The New York Times reported, “or the equivalent of six mid-sized cars.”

No wonder experts warn that kids are putting themselves at risk of even more serious conditions like stress fractures in the back, inflammation of growth cartilage and nerve damage in the neck and shoulders.

“Over time, the heavy weight of a backpack can cause an unnatural alignment of the spine as students are forced to offset the pressure by arching the back or bending forward at the hips,” said Sherry McAllister, DC, executive vice president of the not-for-profit Foundation for Chiropractic Progress, adding that students who are already prone to slouching may experience further pain from sitting at a desk for prolonged periods.

Tips to Beat Wardrobe Wars When Back-to-School Shopping for Kids

(StatePoint) It’s no secret that kids have strong opinions when it comes to style and that their tastes are always evolving. With 38 percent of parents spending between $100 to $249 per child on back­to­school clothing, according to statistics from online retailer zulily, par­ ents and kids alike should feel confident in their purchases.

“It’s never a good feeling to buy your child new clothes, only to find a favorite color, pattern or style has changed,” says Shawn Redman, senior buyer and kids’ fashion expert for zulily.com. “This back­to­school season, our ‘Kids’ Trend Report’ uncovered that now, more than ever, it’s important to involve kids in the shopping process to lessen potential power struggles and inspire smiles on the first day of school.”

Redman recommends planning ahead to avoid stress. Start by cleaning out your kids’ closets so you can see what still fits and create an accurate checklist of needed items. Then, look for the best deals to help you stay within budget. Online retailers like zulily.com can be a go­to destination to discov­ er great deals on back­to­school shopping, including a variety of shoes, apparel, acces­ sories and school supplies. Daily, the site fea­ tures a new assortment of unique looks at great prices.

To help parents shop for kids, zulily is offering key survey findings from kids ages five to 12, in its inaugural “Kids’ Trend Report.”

• Girls go against gender norms while embracing the combination of comfort and style, with their top look being athletic (40

percent), followed by boho (33 percent). Boys, however, are looking to a more adult­influ­ enced approach for fashion inspiration, prefer­ ring city chic (48 percent) and preppy (33 per­ cent) for their back­to­school wardrobe.

• The classic, yet cool, color of blue is the top choice among all kids (26 per­ cent). However, for girls, pink (29 percent) and purple (25 percent) reign supreme. Boys still prefer blue (42 percent), with red (15 percent) and black (12 percent) coming in as second and third choices.

• Sorry Mom, girls say you are not their number one style icon. While many moms use their own style as the main source of inspi­ ration when shopping for their kids (38 per­ cent), girls are more likely to turn to friends (41 percent) first for inspiration, then to Mom (26 percent), followed closely by television (22 per­ cent). Boys continue to go with the flow and fre­ quently turn to parents for style inspiration first (38 percent), followed closely by friends (34 percent), with television being the smallest source of their style inspiration (14 percent).

• Style inspiration isn’t the only thing moms and daughters may not see eye­ to­eye on, with 36 percent of moms admitting to disagreeing on clothing choices with their daughters. To beat the wardrobe wars, a majority of moms (58 percent) recommend giv­ ing their children choices and letting them ulti­ mately pick their own outfits.

“The back­to­school season is a perfect opportunity to inspire kids to express their individuality and boost their confidence,” says Redman.
