NEWS briefly BUCKNER MEASURE INCREASING ACCOUNTABILITY FOR ELECTED CHICAGO SCHOOL BOARD SIGNED INTO LAW A measure to strengthen the upcoming elected school board for the Chicago Public Schools (CPS), sponsored by state Rep. Kam Buckner, D-Chicago, was recently signed into law by Gov. JB Pritzker.

“For far too long, students and parents in Chicago had a school system that was not only unelected, but unaccountable,” Buckner said. “As Chicago prepares to transition from a school system controlled by political insiders to one elected by the people, it is paramount that we ensure that CPS enters a new era of accountability and transparency.”

Buckner sponsored Senate Bill 1784 to strengthen the elected school board law for CPS that was enacted earlier this year. SB 1784 requires CPS to commission an independent financial review with a report due to the General Assembly, Illinois State Board of Education, and other stakeholders by Oct. 2022. The measure also clarifies that Chicago school board members will serve without a salary or benefits.

Additionally, the law institutes a moratorium on school closures effective immediately and lasting until elected school board members take office.

JESSE WHITE EXTENDS DRIVER’S LICENSE AND ID CARD EXPIRATION DATES UNTIL MARCH 31, 2022 Illinois Secretary of State Jesse White announced that expiration dates for driver’s licenses and ID cards have been extended an additional three months – from Jan. 1, 2022, to March 31, 2022. This extension does not apply to commercial driver’s licenses (CDL) and CDL learner’s permits. White noted this will be the final extension.

“During the pandemic, my office has continued to serve the public, including face-to-face transactions, in a safe and responsible manner,” said White. “This extension is necessary as my office continues to address the heavy customer volume caused by the COVID-19 pandemic through expanded online services and the introduction of appointments at select Driver Services facilities.”

Public Act 102-678 authorizes the Secretary of State’s office to extend driver’s license and ID card expiration dates to March 31, 2022.

Throughout the pandemic, White’s office has launched a diversified effort to address the heavy customer demand at facilities caused by the ongoing pandemic by requiring appointments at select facilities and expanding online services. These efforts include: Requiring appointments at select Driver Services facilities for behind-the-wheel road tests, REAL IDs, standard driver’s licenses and ID cards. Customers may visit ilsos.gov for a list of participating facilities, as well as to schedule an appointment. New appointment slots will be available each day at ilsos.gov.

Expanding remote renewal for driver’s license and ID card holders. Since fall, the office has been mailing letters to eligible customers with expired driver’s licenses and ID cards requiring them to renew online, by phone or by mail. The office estimates that this will eliminate the need for approximately 1 million people to visit a facility.

Urging the public to consider using online services at ilsos.gov instead of visiting a facility for transactions such as purchasing license plate stickers, obtaining a duplicate driver’s license or ID card, and renewing driver’s licenses and ID cards, including REAL IDs, for those who are eligible.

As a reminder, the U.S. Department of Homeland Security has extended the federal REAL ID deadline to May 3, 2023.

Healthcare has been one of her number one priorities, and she has sponsored and co-sponsored bills, like Senate Bill 1846 and House Bill 158.

Q. What made you decide to run for elected office?

A. Initially, I didn’t run for State Senate.

In 2003, I was appointed to fill a position.

Margaret Smith was the Senator of the 3rd District before me. Though I didn’t initially run for Senate, being raised in the projects on the South Side of Chicago, gave me a front seat to the various injustices that occur based off what color skin you have, and what ZIP code you were born into. I knew from a young age that I could not sit back and watch such injustices occur, and I made it my life’s mission to do what I could to help bring justice to these unjust systems.

Q. Can you talk about the 3rd District, what communities it includes and some of its specific needs?

A. The 3rd District includes this communities: Cook County, Chicago, Armour Square, Bridgeport, Bronzeville, Chicago Lawn, Douglas, Englewood, Fuller Park, Gage Park, McKinley Park, Near North Side, New City, Washington Park, West Englewood and Woodlawn.

The last two years have been especially challenging for the communities in the 3rd District as we’ve dealt with a lot of violence, civil unrest, hospital closure threats, and the COVID-19 struggles, like everyone else.

I advocated against the closure of Mercy Hospital for months, and I’m glad that a resolution was reached. Still, my communities need to recovery from all the losses

from the COVID-19. They need increased access to affordable healthcare, and just overall investment in safer and more economically thriving neighborhoods.

Q. A bill you sponsored in the Illinois Senate, Healthy Kids, is now a public act.

What is it and how will it help the state’s children?

A. Senate Bill 1846 would require restaurants to serve non-sweet beverages as the default option for kids’ meals. This means that water, sparkling water, unsweetened flavored water, unsweetened low-fat or non-fat milk, or up to 8 ounces of 100% fruit or vegetable juice as the beverages that automatically come in packaged children’s meals. House Bill 3490 amends the Illinois Food, Drug and Cosmetic Act to specify that if a restaurant includes milk as a default beverage in a kid’s meal, it must be dairy milk and contain no more than 130 calories per container or serving.

Parents would still have the choice to ask for other types of beverages, like soda or lemonade, if they wish. Some children as young as eight have detectable early warning signs of heart disease, and the prevalence of type 2 diabetes in children is increasing and disproportionately affects children of color. While parents are primarily responsible for feeding their children healthfully, they cannot always prepare meals at home. Restaurants and communities should support parents’ efforts to feed their children well and one easy place to start is by offering healthy beverages as the default option for children’s meals.

Q. You sponsored a bill to improve access to healthcare for low income and uninsured residents. It is now a law. How does a law like this help when it comes to health disparities, quality of life and the life expectancy gap? Also, is there more that can be done for the Black community in Chicago and the State of Illinois when

it comes to healthcare?

A. House Bill 158, A.K.A. the health care pillar of the Legislative Black Caucus Agenda to eradicate racism in the State of Illinois. While this legislation addressed many areas, including healthcare access, maternal mortality, implicit bias, and more, we knew it was also important to address mental health and substance abuse treatment. This package was extremely necessary for various reasons. For one, there is a prevalence of health deserts in Black communities. The health care providers that are located within these neighborhoods tend to offer lower-quality care. Worse than that, essential safety nets such as Mercy Hospital were facing closure in the midst of a global pandemic. These statistics didn’t sit right with me, and I am so glad that we were able to pass legislation to address these issues. I know they won’t be fixed overnight, but they are a great start to solving some of our state’s institutional racism. And I hope that House Bill 158 will inspire a plethora of additional health care reform. Until statistics like these no longer exist, there is always something more we can do.

Q. It’s the end of the year. What would you say was your signature legislation this year? What are you working on for next year?

A. House Bill 158 was by far one of my proudest measures to date. It took nearly a year in the making between research, hearings, meetings, etc. to become a law! This is something that hasn’t really been done before, as it was a part of the Legislative Black Caucus Agenda to eradicate racism in our state. I am immensely proud of all the work my colleagues, staff and other stakeholders put in to make these life changing measures a reality. The legislation for next year is still in the works, but my priorities will remain on increasing access to healthcare, increasing public safety, creating economic opportunities, and fighting for equality.

Gov. Pritzker Signs Legislation to Further Protect Reproductive Rights SPRINGFIELD – Building on efforts to make Illinois a national leader in safeguarding reproductive rights, Governor JB Pritzker signed House Bill 370, repealing the harmful Parental Notification Act (PNA). Rescinding the PNA ensures that while a pregnant minor can choose to involve a family member or legal guardian in their decision to have or not have an abortion, vulnerable youth – such as victims of rape, incest, and domestic abuse – are not compelled to do so under the law.

“With reproductive rights under attack across the nation, Illinois is once again establishing itself as a leader in ensuring access to healthcare services,” said Governor JB Pritzker.

“This repeal was essential, because it was the most vulnerable pregnant minors who were punished by this law: victims of rape and physical abuse in unsafe homes. I thank Representative Anna Moeller, Senator Elgie Sims and the lawmakers and advocates who have fiercely fought to repeal this law and keep vulnerable young people safe. I’m proud that Illinois continues to be a national leader in protecting reproductive rights.”

The Parental Notification Act of 1995 required doctors to notify a pregnant minor’s parent within 48 hours prior to an abortion procedure. This obstruction harmed the state’s most vulnerable youth, including victims of rape and domestic abuse, by preventing young people from accessing all of their healthcare options without fear.

“While several states are denying women access to reproductive health care, Illinois has again stepped forward to protect that right,” said State Senator Elgie R. Sims (D-Chicago). “Current law causes harm by placing barriers to care for young women in unsafe family situations. Personal decisions about reproductive health care will now rightfully be up to individuals and their health care providers.”

“After years of work, the Youth Health and Safety Act successfully repeals the last anti-abortion law on the books in Illinois,” said Speaker Emanuel “Chris” Welch (D-Hillside).

“With the Governor’s signature, we are ensuring that every-

one, regardless of age, has bodily autonomy and can choose who they involve in their most private and personal health decisions. I want to congratulate Reps. Anna Moeller and Kelly Cassidy for their tenacious advocacy, working alongside organizations like Planned Parenthood, ACLU and many more to ensure Illinois sends the very clear message that we will always protect the right to safe reproductive health care.”

To ensure lasting change, the bill also creates the Youth Health and Safety Advisory Working Group to identify laws and policies that impact parenting and pregnant youth under the age of 18. Under the purview of the Illinois Department of Public Health (IDPH), the group will focus on reproductive safety for pregnant and parenting youth as well as preventing human trafficking. The working group will discuss topics around consent to medical care, treatment, pregnancy and post-pregnancy, and healthcare provisions. The Governor will appoint four members with at least two members under the age of 18. The advisory group is required to present a report and any recommendations by July 1, 2023.

This legislation builds upon the administration’s commitment to ensure all residents have access to basic health care and family planning with the freedom to make their own choices.

In 2019, Illinois established in state law a fundamental right to reproductive healthcare, including abortion and maternity care, through the Reproductive Health Act. In July of 2021, Illinois became the second state in the Midwest to require birth control be available through a pharmacist, without a doctor’s visit.

Amid a wave of legislation and court action across the nation restricting a woman’s right to choose, more out-of-state patients are now traveling to Illinois to receive reproductive care. According to the most recent data from the Illinois Department of Public Health, 7,534 nonresidents received abortions in Illinois in 2019, compared with 2,970 in 2014 and 5,528 in 2017.

HB 370 is effective January 1, 2024.

Treasurer Frerichs Returns $90,000 to Shriners Hospitals for Children CHICAGO – Illinois State Treasurer Michael Frerichs announced the return of more than $90,000 to Shriners Hospitals for Children in Chicago.

The proceeds were turned over to the Illinois Treasurer’s Unclaimed Property Program from the estate of Army veteran Ernest Ulrich, who named the non-profit as a beneficiary. Ulrich passed away in 1999.

“We are proud to carry out the final wishes of Mr. Ulrich,” Frerichs said. “He left his entire estate to several nonprofits that were special to him and it brings us great joy to return these unclaimed funds to Shriners Hospitals for Children on behalf of Mr. Ulrich during the holiday season.”

Ernest F. Ulrich died in Chicago on Dec. 21, 1999. He was 85 years old.

The U.S. Army Veteran served in World War II and earned the Purple Heart for wounds suffered in France in 1944. He fought in Normandy and the Ardennes and earned a Silver Battle Star. His rank was First Sergeant.

Back in Chicago after his deployment, Ulrich worked as a stationary engineer

maintaining boilers. He never married.

He had a will, but his final wishes were never executed for unknown reasons.

The Treasurer’s Office has successfully returned the monetary gifts to The Salvation Army, Little Brothers Friends of the Elderly, The Chicago Lighthouse for People Who Are Blind, Goodwill Industries of Metro Chicago and Shriners Hospitals for Children on behalf of the Ulrich estate.

“Our children’s hospital is thrilled to be part of the happy ending of this amazing story about a late WWII hero who worked a blue-collar job for decades and managed to leave behind more than a million dollars for charity in Chicago,” Mr. Winter said.

Winter said the $90,000 gift can cover

the cost of two patients receiving spine rods to surgically correct scoliosis and other surgical procedures to help orthopedic patients from across the Midwest have healthy, full lives whatever their condition or physical differences.

An estimated one-in-four people in Illinois find unclaimed property and the average claim is $1,000. Since 2015, $1.3 billion in unclaimed property has been returned, the most that has been returned in the program’s 58-year history. To find out if you have unclaimed property, visit www.illinoistreasurer.gov/ICASH. Unclaimed property refers to money or accounts within financial institutions or companies in which there has been no activity for several years and the legal owner has not responded to inquiries by the business. In Illinois, the state treasurer is tasked with safeguarding unclaimed property, such as unpaid life insurance benefits, forgotten bank accounts and unused rebate cards.

Because unclaimed property is reported to the treasurer’s office twice a year, it is recommended individuals check the database every six months.

POLITICAL Affairs Illinois Senate Majority Leader Lightford announces Jan. 1 increase in minimum wage Illinois Senate Majority Leader Kimberly A. Lightford (D-Maywood), is excited to announce the new $12 per hour minimum wage in Illinois is starting Jan. 1, 2022.

“Even before the pandemic, many working families were struggling,” Lightford, chief sponsor of the 2019 law raising the minimum wage, said.

“This increase won’t solve all of their problems, but it will surely help.”

Public Act 101-1 was signed into law in 2019, putting the state on the path to a $15 per hour minimum wage by 2025. So far, there have been three increases to the minimum wage.

Minimum wage workers are being encouraged to keep a close eye on their paychecks in the new year to ensure all time worked in 2022 reflects the new $12 per hour minimum wage.

In Chicago, the minimum wage is already $15 per hour for employers that have 21 or more employees. It’s $14 per hour for smaller businesses.

The new law maintains provisions for employers to count gratuities to offset wages for workers, such as food servers, who regularly earn tips.

Tipped employees may be paid 60% of the hourly minimum wage.

However, these workers must still earn the minimum wage after receiving tips or the employer will make up the difference.

Workers under 18 years old who work fewer than 650 hours in a year will earn a minimum wage of $9.25 per hour beginning Jan. 1. The youth minimum wage rate will gradually rise to $13 per hour by 2025.

“Every year, the minimum wage goes up, and every year, employees need to check their paychecks after Jan. 1,” Lightford said. “Some employers may make honest mistakes, but don’t be afraid to report it if they don’t increase your pay.”

All employers in Illinois are required to post the “Your Rights Under Illinois Employment Laws” where notices to employees are regularly posted. State Senator Patrick Joyce Reminds Illinois Drivers About Extended Driver's license and ID Card Expiration Dates State Senator Patrick Joyce (D-Essex) is reminding Illinois drivers they will now have an additional three months to renew their licenses.

“It’s important to take as many steps to slow the spread of COVID-19 as we can,” Joyce said. “There’s no rush to get to a facility, since expiration dates have been extended and services are still available online.”

Secretary of State Jesse White’s office announced Friday that expiration dates for driver’s licenses and ID cards has been extended an additional three months to March 31, 2022. However, the new expiration date does not apply to commercial driver’s licenses. The extension comes as secretary of state offices across Illinois continue to get caught up following COVID-19-related closures to their daily operations.

To cut down on long lines and wait times, Joyce encourages people to take advantage of the secretary of state’s online services at ilsos.gov. These services include: • Renewing a vehicle registration; • Applying for a vehicle title and registration; • Obtaining a duplicate driver’s license or ID card; • Obtaining a driving record abstract; • Renewing a standard driver’s license with the Safe Driver Renewal program.

Joyce is also reminding residents the U.S. Department of Homeland Security has extended the federal REAL ID deadline to May 3, 2023.

Current Illinois driver’s licenses or ID cards will continue to be accepted at airports, military bases and secure federal facilities.

TIMUEL BLACK Timuel Black, beloved historian and civil rights leader, passed away at 102 years old on Oct. 13, 2021.

He was a member of the DuSable High School Alumni Coalition.

He was the driving force behind the landmark designation of the school. Along the way, he helped to establish the Teachers Committee for Quality Education, the Congress of Racial Equality and the United Packinghouse Workers of America.

In 1960, he worked with Dr. Martin Luther King, Jr., when the civil rights leader came to the city to protest housing issues for poor residents living on Chicago’s West Side. Black also helped organize a contingent of 2,000 Chicagoans that would attend the historic March on Washington.

For many years, Black was a professor of social sciences at the City Colleges of Chicago and was Vice President of Academic Affairs at Olive Harvey College in 1972. He taught courses at his alma mater Roosevelt University and lectured at DePaul University and Columbia College.

In addition to his work in activism, he had a long history in politics. He’s ran for public office several times, including Chicago’s 4th Ward Alderman, State Senator of the 22nd district, and State Representative of the 22nd district.

Black was also instrumental in the election of the late Mayor Harold Washington, the first African American Mayor of Chicago.

Additionally, he served as a mentor to former President Barack Obama.

In 1991 Obama he sought out the advice of Black when he wanted to get involved in activism.

COVID-19 VARIANTS Delta and Omicron are the latest variants of COVID-19 that are raising concerns. People are being encouraged to get the COVID-19 vaccines and also get the booster shot, a third dose of either Moderna or Pfizer are available.

VERDICTS Derrick Chauvin, former Minneapolis Policeman who kneeled on the neck of George Floyd which lead to his death. Floyd was the 46-yearold Black man accused of passing off counterfeit money to a grocery clerk. Chauvin was found guilty of the murder and sentenced to 22 ½ years in prison. As of press time, Chauvin plead guilty to violating George Floyd’s civil rights in federal court.

Travis McMichael, Greg McMichael and William ‘Roddie’ Bryan were found guilty in the murder of Ahmaud Arbery in Glynn County Georgia. Arbery, a 25-year Black man who was allegedly accused of burglary and theft after entering a newly constructed home while out jogging. The three are set to be sentenced on Jan. 7, 2021.

Challenge yourself to take up a new athletic endeavor this winter.
