NEWS briefly SOUTHEAST CALUMET HEIGHTS HOMEOWNERS ASSOCIATION TO HOST WINTER WONDERLAND Vaccination and toy giveaway set for Dec. 18 People who want to get vaccinated can do so at Winter Wonderland Christmas Toy Giveaway from 11 a.m. to 4 p.m. Saturday, Dec. 18, at Compassion Baptist Church, located at 2650 E. 95th St. All vaccinations for children and adults from Pfizer and Moderna will be available. Masks are required for this event.

Free turkeys will be given to the first 100 people who get vaccinated. People also will be given a $50 gift card for the first and second Pfizer and Moderna vaccinations. There will be an ice skating rink, game truck, food truck and free haircuts.

This event is sponsored by the Southeast Calumet Heights Homeowners Association, Phalanx Family Services, in partnership with Compassion Baptist Church.

This is the fourth event hosted by the Southeast Calumet Heights Association, Phalanx Family Services and Compassion Baptist Church. The events are part of the Chicago Vaccine Project, a targeted vaccine program designed to reach individuals and communities that have been most impacted by the COVID-19 pandemic.

GOV. PRITZKER ANNOUNCES $42 MILLION WATER ASSISTANCE PROGRAM ​CHICAGO — Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced a new program available to assist low-income Illinois families experiencing economic hardship. A new water billing assistance program, the Low-Income Household Water Assistance Program (LIHWAP), provides $42 million in shut-off avoidance for residents unable to pay their water and sewer bills.

The new water billing assistance program builds on $327 million in emergency assistance launched earlier this year for low-income families facing difficulty with paying their utility bill and other essential household bills. Residents in need of financial support can visit www.helpillinoisfamilies.com for more information on how to apply for water and other assistance this season.

LIHWAP recognizes the immense economic toll that the COVID-19 pandemic has taken on residents statewide. Households are finding it difficult to keep up with their utility bills, including water and sewer bills.

For customers of the regulated water utilities, nearly 20% of households are paying late fees and five percent are shut off or in immediate danger of being shut off.

New LIHWAP funds are being made available to low-income families who are facing disconnection, those who have already been shut off, or those currently facing arrearages of $250 or more.

LIHWAP was authorized in this year’s State budget, supported with funds via the American Rescue Plan Act (ARPA) and the Consolidated Appropriations Act. Additionally, the Governor signed and state lawmakers passed two pieces of legislation, P.A. 102-0262 and P.A. 102-0613, authorizing two future permanent state-funded water assistance programs that will grant families relief on arrearages and to help prevent more families from facing shutoffs.

Bally’s Eyes Two Locations For Chicago Casino Continued from page 1

Bally’s Corporation has two of three proposals for a Chicago casino license.

One location is at the McCormick Place Truck Marshalling Yard, in Bronzeville, the other is in River West at the site of the Chicago Tribune printing center.

Bally’s already owns and manages a casino in Illinois in Rock Island, Bally’s Quad Cities. There are 16 properties, as well as iGaming, bingo, sports betting, and free-to-play games.

Bally’s views the opportunity to hold the license for a Chicago casino as the chance to plant their flag and build from scratch.

Christopher Jewett, Director of Corporate Development for Bally’s Corporation, said Bally’s is committed to spend a minimum of $1.6 billion to build a resort destination and make it a flagship. Each site is set to have similar amenities. Those amenities include 3,300 to 3,400 slot machines and 175 table games. The hotel will have a first phase of a 100 room all-suite hotels and an add-on of approximately 100 rooms, spa, and meeting space. The hotel 20,000 square foot exhibition hall will be split between a Chicago Sports Museum, and a curated museum.

One unique aspect of the resort casino proposal will be a Food Hall, with two spaces curated by local chefs, which will give them an opportunity to showcase their talents. There also will be a 3,000 to 4,000 seat entertainment venue, a nightclub/lounge, and rooftop space.

With the Tribune site, the proposal includes access to the Riverwalk. With the McCormick site, it includes a bridge for people to walk to Lake Michigan. When Bally’s came in to look at the prospects of coming to Chicago, it casted a wide net.

“To build an operation of this size, you need somewhere upwards of 15 or 20 acres, at a minimum. In Chicago, that’s very hard to find all in one aggregate piece of land, or even parcels that you need to pull together,” Jewett said.

There were around 20 sites Bally’s looked at and narrowed it down to the McCormick site and the Tribune site as the two best. With the Tribune site, Bally’s would control. The McCormick site would be controlled by the Metropolitan Pier and Exposition Authority. Bally’s would have to negotiate a long-term agreement. “We believe both sites are extremely viable and there’s a massive economic upside for both,” Jewett said.

In each community, Bally’s went in and listened. It met with local community groups and leaders to understand what it would mean to have the property in their area. It also listened to what Mayor Lori Lightfoot and the City wanted, as far as

diversity, equity and inclusion, which the company has set as a high priority. Bally’s has met with the Chicago Urban League, the Chicago Minority Supplier Development Council and Illinois Black Chamber of Commerce.

Bally’s hosted two turkey drives, partnered with Black Men United and gave away more than 600 turkeys and household items and personal protective equipment.

“The biggest goal the City has is to provide generational wealth, that is front and center in our bid, in the way we’ve crafted our proposal and the goals we’ve set,” Jewett said.

The Chicago Community Builders Collective is a collective of nine construction firms that are either minori-

ty-owned or women-owned. Those firms will operate the venture to build the property. Twenty-five percent of the property will be owned by minorities or women.

There is a plan that a piece of the minority investment group will be crowdfunded. With its loyalty program, Bally’s plan for Chicago is Community Rewards, which will be tied to spending it in the community. For Bally’s it diversifies the offering where people can use their points and it gives businesses an opportunity for exposure.

On Thursday, Dec. 16ht, Bally’s will present its proposal to the public. The event will take place from 1p.m. to 8 p.m. at the Isadore and Sadie Dorin Theater at the UIC, 725 W. Roosevelt Road.

Mirrors & Misconceptions Series At The Stony Island Arts Bank

Will Close the “Toward Common Cause” Exhibition at the Arts Bank with Culminating Poetry Reading, Gallery Talk December 17th and 18th CHICAGO – Rebuild Foundation, the arts, education and cultural development organization founded by artist Theaster Gates, and Court Theatre, the professional theatre of the University of Chicago, are partnering to present Mirrors & Misconceptions, a two-day activation at the Stony Island Arts Bank featuring poetry readings, gallery talks, collage activities, extended exhibition hours and more beginning December 17, 2021. This special series of events will mark the last weekend that the multi-site “Toward Common Cause” exhibition, a collaborative presentation in partnership with the Smart Museum of Art, is on view at the Stony Island Arts Bank.

Mirrors & Misconceptions is a special series programmed during the full moon and designed to explore Black identity by pairing the visual art of Fred Wilson’s Murano Glass sculpture, Act V. Scene II Exeunt Omnes—the final stage direction in Shakespeare’s Othello—with Court Theatre’s production of The Tragedy of Othello, the Moor of Venice to build conversation and community while exploring themes on how Blackness is othered and perceived.

On December 17th, Rebuild Foundation and Court Theatre will host a live poetry reading inspired by Black lives, misconceptions, mirrors and the moon. Featured poets will include Runako Jahi, Tarnynon Onumonu, rebecca brown, Reginald Rice, and Raych Jackson . On December 18th, the two organizations will host a gallery talk and collage activity, which will encourage participants to explore the themes of Blackness through visual art. Both events will be hosted by Smart Museum Educator and Court Theatre Teaching Artist, Nicole Bond.

In celebration of the “Toward Common Cause” exhibition and its last weekend at the Stony Island Arts Bank, Rebuild Foundation will extend their gallery hours, opening the exhibition and space to the public from 12 - 6 PM from December 17th to December 19th.

City Colleges of Chicago establishes the Timuel D. Black scholarship CHICAGO — As the city of Chicago continues to reflect on the life and legacy of Timuel D. Black, City Colleges of Chicago will establish the Timuel D. Black Scholars Program for adult learners. Scholarships will be awarded to adult learners based on current and/or past civic and community engagement who have aspirations to drive change in their communities.

“Dr. Black was a scholar, a leader and an icon who inspired generations to become activists and change agents in their communities. With this scholarship, we hope to fulfill the promise that embodies Dr. Black’s legacy by emboldening others to follow in his footsteps,” said Juan Salgado, Chancellor of City Colleges of Chicago.

The City Colleges of Chicago will award select students on an annual basis to receive a scholarship to attend any of the seven City Colleges. The scholarship, housed at the City Colleges of Chicago

Foundation, includes tuition, books and fees. Scholars will have the opportunity to engage in leadership development experiences to enhance their ability to positively impact Chicago communities. In addition, scholars can submit project requests to fund civic projects geared at solving, impacting, and highlighting issues central to Dr. Timuel Black’s life and work.

Originally from Alabama, Dr. Timuel Black attended Burke Elementary and DuSable High School in Chicago. Dr. Black was 23 years old when Pearl Harbor was bombed which led him to serve during World War II. He would return from the war and attend Roosevelt University, later receiving a master’s degree from the University of Chicago.

In 1960, Dr. Black worked with Dr. Martin Luther King Jr. when he came to Chicago to protest housing issues for West Side residents. Dr. Black would go on to help organize thousands of

Chicagoans to join the historic March on Washington with Dr. King.

After serving as a Chicago Public Schools teacher, Dr. Black was appointed dean of Wright College in 1969; and held several other roles at City Colleges over the next twenty years, including vice president for academic affairs at Olive-Harvey College, director and chairperson of community affairs, and a professor at Loop College which changed its name to Harold Washington College, in part due to Dr. Black’s influence and advocacy, retiring in 1989.

Dr. Black was instrumental in helping elect Chicago’s first Black Mayor, Harold Washington and the first Black woman elected as a U.S. Senator, Carol Mosely Braun. Later he consulted with then, community organizer, Barack Obama about running for the U.S. Presidency.

Casten Applauds Biden’s Executive Order to Further Net Zero Emissions Goals “I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change.”

U.S. Congressman Sean Casten (IL-06) recently released the following statement after President Biden issued his Executive Order to reduce federal emissions, decrease PFAS exposure, and build a climate and sustainable-focused workforce. Specifically, it directs the federal government to leverage its portfolio of 300,000 buildings, fleet of 600,000 cars and trucks, and annual purchasing power of $650 billion to transition federal infrastructure to vehicles and buildings powered by carbon pollution-free electricity: “I’m glad to see President Biden continue to show leadership on reducing our federal government’s emissions footprint by issuing this transformational Executive Order. His commitment to a carbon free future will be essential to ensuring the private sector and other nations follow suit,” said Rep. Casten.

The Executive Order will reduce the Federal Government’s greenhouse gas emissions by 65 percent by 2030, and mandates a net-zero emissions building portfolio by 2045, including a 50 percent emissions reduction by 2032.

“The Executive Order builds on my provisions in the National Defense Authorization Act to drastically reduce emissions across the entire federal government. I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change,” said Rep. Casten.

Representative Sean Casten (IL-06) worked hand in hand with the Council on Environmental Quality to ensure the Executive Order involved a whole-of government effort to tackle the climate crisis in a way that creates well-paying jobs, grows industries, and makes the country more economically competitive.

Importantly, the Executive Order also directed the federal government to orient its procurement and operations efforts in line with climate and safety principles, including prioritizing the purchase of sustainable products, such as products without added perfluoroalkyl or polyfluoroalkyl substances. On December 6, 2021, Rep. Casten joined over 30 Democratic Members of the House of Representatives urging the Executive Order to end unnecessary exposures to these toxic forever chemicals.

Slaughter Encourages Renters and Property Owners to Apply for Rental Assistance To ensure that Illinois families can afford to stay in their rental properties during the upcoming months amidst the pandemic, state Rep. Justin Slaughter, DChicago, is encouraging local families and individuals to apply for the latest round of rental assistance from the state.

“Although much progress has been made in combatting COVID-19 during these past months, it’s no secret that we are still in the midst of a global pandemic,” said Slaughter. “Folks are still reeling from the massive shock to the economy that the pandemic delivered, and I firmly believe that it’s critical that they get the resources they need.”

On Dec.6, the Illinois Housing Development Authority (IHDA) opened its latest round of funding for its rental assistance grant program, which provides recipients with up $25,000 in funding to address overdue payments. Slaughter and IHDA are encouraging landlords and tenants to apply for this grant. Not only are developers of color underrepresented in the real estate industry, but they also lack access to the capital and resources necessary to advance much-needed affordable housing projects to help their communities. According to a 2019 report from the Urban Land Institute, a nonprofit research and education organization for real estate and land use experts, 5% of its U.S. members are Black and 82% are white, though Blacks represent more than 13% of the U.S. population. This disparity translates into a lack of diversity at the project development level that can subsequently exclude developers of color from working on meaningful and lucrative housing deals as cities expand.

NAACP’s ‘COVID. KNOW MORE’ initiative continues to stand as Black America’s best defense With the onset of the winter months, still another variant and infections again on the rise, evidence abounds that COVID-19 isn’t finished plaguing us yet, and normalcy’s still a long way off BALTIMORE — This month, the nation marked a foreboding, record death toll: More than 5,230,000 deaths worldwide as a result of COVID-19. It’s a sad, painful and tragic milestone that signals the obvious: The coronavirus pandemic—here in the U.S. as well as around the globe—is far from over, and simply isn’t going away anytime soon.

As Americans begin to ponder once again the safety of gathering with friends, families and loved ones for the holidays, infections once more are on the rise in multiple states. Although the Delta and Lambda variants are showing signs of a steady decline, the new and highly transmissible Omicron variant is emerging across the Atlantic as a cause for concern, and has now arrived in the U.S. Misinformation about the virus and the efficacy of the vaccines, coming from professional athletes and entertainment celebrities alike continues to be recklessly spread, and health professionals are issuing dire warnings about more spikes in cases looming this winter as people will likely choose to socialize indoors, with fewer following mask guidance in confined spaces.

For African Americans, who place a high value on their traditional seasonal gatherings, the potential threat of contracting COVID-19 is even greater. Though the majority of eligible Black adults have been fully vaccinated (62 percent) and the numbers of children now being vaccinated also continues a consistent rise, reliable, credible information is still the primary battleground.

Deep in the trenches still fighting this fight is the NAACP, which through its ‘COVID.KNOW MORE’ national initiative has been tirelessly working to deliver resources, timely research and data specific to the Black community that can be found nowhere else.

“The specter of the COVID-19 pandemic has plagued our nation and the world for 20 long months now, but all of its devastating effects, whether health wise or economic, disproportionately impact our Black community,” states Derrick Johnson, NAACP president & CEO. “Trust the science, and trust the data. As we’ve worked hard to move African Americans toward a phase of recovery, our research shows that the concerns of experts are justified about the coming winter months.

“Worries about the Delta variant are on the decline, but other

variants like Omicron are on the horizon and have now officially landed in the United States. Overall cases are ticking up across the nation. Some 777,000 people have now died and this has clearly become a pandemic of the unvaccinated,” President Johnson adds.

Among the latest facts: Proprietary research commissioned by the NAACP reveals that reports of breakthrough cases and side-effects persist as concerns among the unvaccinated, fueling their continued uncertainty and making them less likely to

remain unvaccinated or accept the available booster shot (amid debates about its necessity). African Americans further remain divided in their mistrust of media influencers and celebrities, with most trusting no one to provide reliable COVID-19 information other than the NAACP, the CDC, physicians or local leaders. Most further believe that life will not return to any semblance of pre-pandemic normalcy until at least 2022. “‘COVID.KNOW MORE’ was conceived and launched to provide Black Americans with comprehensive, relevant data and resources about all things COVID-19, intent upon powering Black America’s journey through the crisis toward recovery,” Johnson continues. “Thanks to ‘COVID.KNOW MORE’ individuals, families and communities of color have access to the most current, well-researched, expert-vetted facts they need to make the best choices for their wellbeing. We’re proud of the work that we’re doing for our people to help inform their decision making, and that work will continue undaunted. The NAACP will stay this course.”

The NAACP’s ‘COVID.KNOW MORE’ builds upon the wealth of information it has served up since May to the African American community, while emphasizing the pandemic’s potential long term implications and systemic disparities.

Peanut Butter Saltine Candy Yield: 45 pieces Nonstick cooking spray (butter flavor) 1 1/2 3/4 1 2 1/2 1/2

sleeve (4 ounces) regular saltine crackers cup butter cup creamy peanut butter cup granulated sugar cups milk chocolate chips cup peanut butter chips cup rough chopped, dry roasted peanuts

Preheat oven to 400 F. Line 10-by-15-by-1-inch pan with aluminum foil. Spray foil with nonstick cooking spray then lay saltines flat in single layer on prepared pan. Set aside.

In heavy duty, 1-quart saucepan over medium heat, combine butter, peanut butter and sugar. Stir constantly until butter and sugar are melted, bringing mixture to boil. Boil 3 minutes, stirring frequently. Pour cooked mixture over saltines and bake 5 minutes.

Remove from oven and sprinkle chocolate chips over saltines. Let cool 3 minutes then spread melted chocolate completely over saltines.

Sprinkle peanut butter chips evenly over chocolate. Return pan to oven 1 minute to soften chips. Pull pointed tines of fork through softened peanut butter chips to partially cover chocolate. Sprinkle chopped peanuts on top, gently pressing into candy.

Let cool on rack about 15 minutes then place in freezer 3 minutes. Remove from freezer and break into pieces. Store in airtight container.
