The Woodlawn Central Master Plan was created as a part of a 2060 Plan by J. Byron Brazier. The plan was approved by the City of Chicago Department of Planning and Development. Brazier took some time to speak with the Citizen Newspaper and give an update on the progress of the plan.

CHICAGO—Governor JB Pritzker joined U.S. Department of Labor Acting Secretary Julie Su and regional stakeholders for the USDOL’s Employment and Training Administration (ETA) Vision 2030 Conference: Investing in America’s Workforce.

The plenary session, “Setting the Vision,” involved discussion of current workforce development landscapes by industry leaders, workers, and private and public sector partners.

During the session, the Governor remarked on Illinois’ workforce and apprenticeship accomplishments. He highlighted the administration’s passing of the Climate and Equitable Jobs Act and Reimagining Energy and Vehicles Act, which have created thousands of jobs across Illinois. Governor Pritzker also emphasized the workforce development programs launched during his administration as well as the downstate manufacturing training academies.

“President Biden is ‘Investing in America’ to build new roads and bridges, to make sure that clean drinking water flows from every faucet and high-speech, reliable, affordable internet reaches every home, and to protect our climate so every child breathes clean air,” said Acting Labor Secretary Julie Su. “And this isn’t just an opportunity to build new infrastructure. It’s an opportunity to create good-paying, union jobs, whenever possible. That requires investing in ETA’s mission to strengthen our workforce system.”

The ETA Regional Convenings across the nation followed a theme of “Expanding Access to Quality Jobs and Ensuring Job Equity,” and focused on creating a national dialogue on the workforce system, fostering partnerships to address the present and future workforce needs, and scaling successful practices by providing a platform for engagement between federal, state, and local entities.

REP. ROBIN KELLY CELEBRATES 40 STATES EXTENDING MEDICAID POSTPARTUM COVERAGE

WASHINGTON, DC – Congresswoman Robin Kelly (IL-02) celebrated the approval of Missouri’s plan to offer a full year of Medicaid coverage after pregnancy by the Centers for Medicare and Medicaid Services. Missouri is the 40th state to extend such coverage from 60 days to a full year postpartum.

Congresswoman Robin Kelly has been working to combat the maternal mortality crisis, particularly among Black women, for nearly her entire tenure in Congress. Rep. Kelly initially secured the inclusion of the Medicaid postpartum extension option in the American Rescue Plan - and secured the permanent option in December 2022. Rep. Kelly’s home state of Illinois was the first to implement the extension. Rep. Kelly’s proposed CARE For Moms Act requires every state to implement the one-year extension.

Rep. Kelly has led numerous bipartisan legislative initiatives supporting maternal health care that have been signed into law including the Maternal Health Quality Improvement Act, the PREEMIE Act, and the Preventing Maternal Deaths Act. Congresswoman Kelly is the Chair of Congressional Black Caucus Health Braintrust, Co-Chair of the bipartisan Maternity Care Caucus, and Co-Chair of the Caucus on Black Women and Girls.

HYDE PARK SCHOOL OF DANCE CELEBRATES 30 YEARS WITH THE NUTCRACKERDECEMBER 8–10 AT MANDEL HALL Celebrating 30 years of training, performance, and community, Hyde Park School of Dance brings together fans of ballet, modern, and hip hop with its annual presentation of Tchaikovsky’s The Nutcracker. Performances are December 8–10 at Mandel Hall on the University of Chicago campus, 1131 E. 57th Street, Chicago.

The performance, featuring more than 200 dancers, is staged

by HPSD Founding Artistic Director August Tye, longtime ballet mistress for Lyric Opera of Chicago, along with 11 choreographers.

HPSD takes a spin on the classic show with a narrated production throughout the 75 minutes, while adding genres such as tap and acro dance. Also special to this production is a breakdance battle to showcase the range of dance genres the school offers while sending a message of peace—instead of battling with swords, mice and soldiers tap into the power of hip hop to work out their differences through creative self-expression. The cast includes weekly students and members of the school’s pre-professional Studio Company.

“The Nutcracker 2023 marks our 30th Anniversary,” said Tye. “Last year was our first in-person show since before the pandemic, and that palpable energy and excitement is carrying over. In fact, we had a record turnout for this year’s auditions, and

HARRIS’ NEW LAW SUPPORTS ILLINOIS’ FARMERS AND SMALL BUSINESSES

SPRINGFIELD – A measure that preserves insurance choices for rural farmers in Illinois is now law, thanks to State Senator Napoleon Harris, III. Harris’ initiative – which was signed into law Friday – modernizes coverage requirements for farm mutual insurance companies to allow them to adapt to changes in the insurance marketplace and continue to provide coverage to farmers across Illinois.

“Illinois’ farmers drive our economy,” said Harris (D-Harvey). “It is important that we update the state’s provisions to allow these community insurance companies to keep their doors open and preserve choice in the insurance marketplace.”

Farm mutual insurance companies typically started off as small community-based organizations, but over time many have grown and began to offer insurance to more members in more diverse communities. Currently, there are 44 farm mutual companies that provide more than 50,000 policy holders with insurance coverage.

Harris, who started his legislative career as the Senate’s Agriculture Committee Chair, is now leading the Senate Insurance Committee. In this role, he saw the need to update this law to ensure farm mutual insurance companies have options while securing reinsurance contracts from larger insurance entities.

If action was not taken by Harris, the remaining farm mutual companies in Illinois could have been cut in half and thousands of farmers would be forced to find different insurance coverage. Proponents of this new law believe this will allow the insurance marketplace to correct itself and set appropriate coverage options and pricing for farm mutual insurance companies and its policy holders.

Previously, Illinois was only one of five states that had not updated the law.

“If the state had not acted swiftly, we would have been eliminating choices for our smaller insurance companies and specifically for a large amount of farmers in our state,” said Harris. “We instituted this change for five years to provide small business owners with the support to provide farmers with suitable coverage. We will reevaluate in a few years to ensure we are, in fact, providing our agribusiness sector with the resources to continue to grow and be successful in Illinois.”

Senate Bill 765 passed the General Assembly with bipartisan support and goes into effect immediately.

JOYCE-BACKED LAW TO PROTECT FARMERS, FARM MUTUAL INSURANCE COMPANIES

SPRINGFIELD – State Senator Patrick Joyce supported a new law signed Friday that will strengthen regulations for farm mutual insurance companies.

“Our farm mutual insurance companies need to have access to reinsurance in order to keep them up and running effectively,” said Joyce (D-Essex).

“This new law takes policyholders into consideration because they could also be at risk if catastrophe strikes.”

Prior to this new law, the Illinois Department of Insurance required unlimited catastrophic aggregate reinsurance coverage. Currently, only one company offers contracts that meet the DOI’s requirements, and as a result, many farm mutual insurance companies struggle to find reinsurance coverage.

Farm mutual insurance companies will now be required to have and maintain adequate catastrophic reinsurance rather than unlimited catastrophic reinsurance. This change ensures farm mutual insurance companies and their policyholders can continue to be protected from financial losses in the event of a natural disaster or other costly incident.

“This legislation strikes the right balance between protecting policyholders and ensuring the financial health of farm mutual companies,” said Joyce.

Senate Bill 765 was signed Friday and takes effect immediately.

ATTORNEY GENERAL RAOUL REACHES OVER $1 MILLION SETTLEMENT WITH MANUFACTURING COMPANY OVER USE OF NO-POACH AGREEMENTS “We will not tolerate companies collaborating to take advantage of workers, and my office is committed to enforcing laws that protect workers’ rights and access to fair wages and opportunities to better provide for their families.”

Chicago – Attorney General Kwame Raoul announced a settlement with Colony Display LLC (Colony) that resolves allegations Colony entered into no-poach agreements and engaged in wage fixing with three staffing agencies. The settlement requires Colony to pay more than $1 million to compensate temporary workers who were impacted by the unlawful activity.

“Illinois workers ultimately pay when employers collude to keep wages down. I am pleased that this settlement includes compensation for workers who were impacted by unlawful activity that limited wages and job opportunities,” Raoul said.

“We will not tolerate companies collaborating to take advantage of workers, and my office is committed to enforcing laws that protect workers’ rights and access to fair wages and opportunities to better provide for their families.”

In 2020, Raoul’s office filed a lawsuit against three staffing agencies – Elite Staffing Inc., Metro Staff Inc., and Midway Staffing Inc. – and Colony. Raoul alleged the staffing agencies formed an unlawful agreement to refuse to solicit or hire each other’s employees (commonly known as “no-poach” agreements), and to fix the wages paid to employees. Colony allegedly facilitated the unlawful agreements by act-

MCA Chicago announces Resonance Spring Performance Series CHICAGO—Each spring the MCA presents a series of performances that are shaped by a curatorial theme reflecting our contemporary moment.

The 2024 series, which takes place from March 28 through May 12, focuses on the theme of “resonance” through works by four artists who explore the physicality of sound and voice: Anna Martine Whitehead, Samita Sinha, Laura Ortman, and 7NMS | Marjani Forté-Saunders and Everett Saunders.

Together, the artists and their respective pieces form voices expressing the present power of protest.

Resonance is organized by Tara Aisha Willis, Former Curator in Performance, with Laura Paige Resonance Programming Anna Martine Whitehead FORCE! An opera in three acts March 28–30, 7:30 pm Edlis Neeson Theater FORCE! is a sprawling, surrealist opera from artist Anna Martine Whitehead that blends experimental dance with the sounds of gospel, folk, pop, and contemporary experimental jazz. Opening upon a group of Black women and femmes as they realize they must enter a prison to escape the rapidly deteriorating society outside, FORCE! uses silence, sound, and rhythm to question who truly has control over how their time is spent.

Samita Sinha Tremor April 18–20, 7:30 pm Edlis Neeson Theater Artist and composer Samita Sinha’s latest performance work, Tremor, is born from Sinha’s practice of decomposing, distilling, and transforming Indian vocal traditions through the body, employing sound as a vessel that harnesses and liberates energy. Performed in relationship to a live sonic environment created by composer Ash Fure, and within a set designed by architect Sunil Bald, Sinha is joined on stage each night by a rotating cast of sound- and movement-based collaborators.

Live Music: Laura Ortman April 26–27, 7:30 pm Edlis Neeson Theater Violinist and composer Laura Ortman (White Mountain Apache) performs at the MCA for two evenings of live, multimedia concerts. Black Girls Golf Elevates Diverse Women in Golf at

This Year’s Executive Member Retreat LAPORTE, Ind., PRNewswire -- When diverse female professionals are brought together in sisterhood, amazing things happen. Just ask any of the women who attended this year’s Black Girls Golf Executive Member Retreat.

The chilly October weather did little to diminish the spirit of those in attendance, who braved the elements to sharpen their skills on and off the golf course.

Through the long weekend, members participated in golf clinics, panel discussions, and networking events. Each event fostered opportunity for the diverse group of women to connect over navigating the complex experience of being a female professional.

Though their varied experiences stem from a variety of

industries and environments, their shared identities as women of color and golf enthusiasts provided them with a significant commonality: the understanding of the work and support required to achieve more diversity and inclusion in the golf industry, and beyond.

1 can (14 ounces) light coconut milk 1 can (14 ounces) chickpeas, drained and rinsed 1/2 cup Florida Orange juice chopped cilantro (optional) In medium saucepan over medium high, heat olive oil until it shimmers.

Add onions, bell pepper, carrots and salt; cook until onions are translucent, 5-7 minutes.

Add garlic and cardamom; cook

1-2 minutes, or until garlic is fragrant. Do not brown.

Add vegetable broth, coconut milk and chickpeas; bring to simmer.

Decrease heat to low and cook until carrots are tender, about 10 minutes.

Add orange juice, remove from heat and stir. Taste and adjust seasoning as desired.

Serve garnished with cilantro, if desired.

There is an urgent need for greater investments in these programs, as U.S. children and youth try to recover academically and socially from the pandemic.

Studies show there aren’t nearly enough afterschool and summer learning programs.

For every child in an afterschool program, four more are waiting to get in. Some 24.7 million U.S. children not in an afterschool program would be enrolled if a program were available to them. Additionally, there are significant inequities, with unmet demand for afterschool programs significantly higher among Latino and Black children than children overall.

Each year, “Lights On Afterschool” celebrates the achievements of afterschool students and draws attention to the need for more afterschool programs. A million people are participating in more than 8,000 “Lights On Afterschool” events around the country this fall.
