NEWS briefly SLAUGHTER ENCOURAGES RESIDENTS TO FOLLOW IDPH COVID-19 MITIGATION GUIDANCE CHICAGO – To help prevent a surge in COVID-19 cases during the upcoming holiday season, state Rep. Justin Slaughter, D-Chicago, is reminding local residents to follow the Illinois Department of Public Health’s (IDPH) most recent guidelines on how to safely celebrate this holiday amidst the COVID-19 pandemic.

“While we have made tremendous progress in getting people vaccinated and reducing the number of new cases, we cannot afford to lower our guard now,” said Slaughter. “I know that this has been a frustrating time for many, but we must continue to do what we can to keep ourselves and our loved ones safe. I’ll be following the recommendations of our health experts, and I encourage others to do the same.”

IDPH recently released updated guidance for families and individuals to celebrate safely this holiday season during the ongoing COVID-19 pandemic. Illinoisans are encouraged to keep gatherings small and ensure adequate ventilation indoors, while unvaccinated travelers are encouraged to get tested before and after traveling. Travelers are encouraged to use private vehicles, and masks are required when traveling on mass transit and public transit. GOV. PRITZKER SIGNS THE REIMAGINING ELECTRIC VEHICLES IN ILLINOIS ACT ROCKFORD— Building on Illinois’ role as a leading state in the burgeoning electric vehicle (EV) manufacturing industry, Governor JB Pritzker today signed the Reimagining Electric Vehicles in Illinois Act into law, incentivizing EV production across Illinois. The new incentives benefit the state’s entire EV ecosystem, by helping to build facilities, train Illinois graduates, and create thousands of jobs. This is a major step towards one of the administration’s bold benchmarks: putting one million electric vehicles on the road by 2030.

Following the state’s historic Climate and Equitable Jobs Act, the Reimagining Electric Vehicles in Illinois Act (REV) sets out to make Illinois a hub for EV and auto battery production. More specifically, the legislation includes tax credits for income tax withholding, training costs, tax exemptions, and investment credits, as well as allowing local jurisdictions to abate property taxes for EV projects. EVs include vehicles exclusively powered by electricity and include electric cars and motorcycles.

Crucially, the legislation prioritizes underserved communities and communities impacted by energy transitions.

The credits range from 75 percent to 100 percent of income tax withheld for creating new jobs or 25 percent to 50 percent for retained employees, depending on various factors such as company location.

Additional enhancements include a 20 percent price preference for EVs built in Illinois for state procurements and the creation of an EV Permitting Task Force to ensure permits for EV projects are streamlined.

The legislation not only helps promote new business in Illinois but creates pathways to opportunity for historically underserved communities. REV incentivizes employers to locate new facilities in communities that have been historically left out of investment and prioritizes equity through vendor diversity reporting, diverse hiring plans, and workforce diversity reporting.

Chicago native Denise Woods reminisced about growing up and spending Sunday afternoon with her mom and sister. They sit around the table and would imitate the people who were at church service. They would laugh, talk and they would become the people. It was the start of Woods’ journey to becoming a dialect and voice coach.

Woods’ journey would take her to New York City where she was part of the New York City Opera. That experience developed her ear for music and rhythm. A whole new language of music opened up to her. She was able to listen to people and “do” them right on the spot.

She attended New York City High School for the Performing Arts and the Juliard School. She also worked in the drama department at Juliard. “It was because I had this incredible ear that had developed way back at the table on Sunday afternoons with my mom and my sister,” she said.

Woods spent eight years at Juliard and 12 years at the California Institute of the Arts, in the speech department.

She became known for her expertise as someone who could speak in different dialects and accents from different parts of the country. She has worked with Taye Diggs on his Jamaican accent in “How Stella Got Her Groove Back,” and Jeffrey Wright on his Dominican accent in John Singleton’s “Shaft.”

Woods worked with the actors on Netflix’s “The Harder They Fall” on their dialects. For Idris Elba’s character, there was a compilation of different sounds as he was a nomad. The dialect is meant to reflect not knowing quite where the character is from.

“What I do is I go and find samples of the people, the actual people who sound like they are from this particular region.

You identify the region, and you identify the racial and cultural specifics of the region,” she said.

Woods said there are very distinct specificities in how people sound. Once she identifies the region, then she identifies their race, because it influences where their heritage is from. Then, the education level is considered.

“Say you grew up in Georgia but you went to college in Boston, that’s going to affect the way you speak. Once you move out of your 90-mile radius, you’re going to start sounding like the people you’re around,” she said.

Woods gathers all of these samples, then she uses the International Phonetic Alphabet, which is a symbolic system that has a notation for every sound of speech, not a letter. When Woods hears people speak, she phonetically transcribes what they are saying. A lot of Woods’ clients know the IPA from their drama school training. She teaches the sound and rhythm, as well as where the voice is placed, in the back of the throat or in the nose. It makes a distinct difference.

Woods always wondered whose

standard was being upheld to what was considered good speech. “Good speech is when you can be understood, clearly understood. It doesn’t mean you have to sound like anybody other than yourself,” she said.

Woods likes to transform an actor’s speech, when it is nothing like the character’s speech they are portraying.

She starts where they are and moves to where the character is.

Woods wrote the book, “The Power of Voice,” to share her narrative. She started to write it as a one woman show.

She decided to write it as a book, and wanted to invite her friends to share their narratives. All of the stories relate to voice, how triumphs and traumas impacted people’s voice. It is crafted so people can be inspired and empowered, with how-to tools at the end of every chapter. It is part memoir, part anecdotal, part prescriptive.

Woods is the recipient of the Backstage Magazine’s Backstage Vanguard Award for Exceptional Achievement in Arts and Communications.

“What I like most about what I do is that I appeal to people who feel marginalized or disenfranchised, that can be for a myriad of reasons. It can be simply because they’re shy. I really want to reach out to young girls and young boys at a very young age and empower them, as well, to be able to stand up for what you believe in, stand up for your truth,” she said.

New Leaf Illinois celebrates one year CHICAGO – New Leaf Illinois, a five-year pilot program developed by the Illinois Equal Justice Foundation (IEJF) that offers free cannabis expungement legal services and consultation through a network of 20 legal aid and advocacy organizations throughout the state, is celebrating its one-year anniversary. Since launching in November 2020 with state funding, more than 1,300 people have registered for services, so Illinois residents with prior cannabis arrests or convictions can take the first step to clear their records.

Among those who have utilized New Leaf ’s expungement services is Christopher from Springfield. Christopher worked with Land of Lincoln Legal Aid, a member of the New Leaf network, to clear his decades-old cannabis conviction. Like others who pursue cannabis expungement, Christopher knew a clean record could make it easier to seek employment and with other aspects of his life.

“I felt like I was being singled out from others because I had a felony conviction,” Christopher said. “I just got my felony expunged this summer. Now I’m working, I’m providing for my family, so I’m happy. The sky’s the limit now.”

There are thousands more in Illinois who are eligible for cannabis expungement, but whose records won’t be cleared automatically. The Sentencing Policy Advisory Council estimated there are approximately 34,000 people in the state who must file an individual motion to vacate and expunge in the county where www.citizennewspapergroup.com

their record exists.

“There is a lot of confusion right now because some records are being cleared automatically and others are not,” said Beth Johnson, an attorney and Project Manager for New Leaf Illinois with the Illinois Equal Justice Foundation. “Some people will have their police record automatically expunged, but will still need help to have their court records cleared. The bottom line, for those who are confused about whether their complete cannabis record has already been cleared or not, New Leaf Illinois can help you evaluate your specific case.”

There are many benefits to cannabis expungement: people can apply for jobs without worrying about background checks, and expungement can remove barriers to higher education and housing. New Leaf has also made it a priority to extend services to disproportionately impacted Black and LatinX communities.

Legal aid organizations within the New Leaf Illinois network provide free services in every region in Illinois when a person is eligible for relief.

New N’COBRA Study Finds Genetic Damage from Historical Racism Linked to Poor Health and Transgenerational Trauma in Black Americans CHICAGO (November 18, 2021) When the wounds are caused by generations of racism, it takes a group like the National Coalition of Blacks for Reparations in America (N’COBRA) to do the necessary deep cleaning. Since 1987, N’COBRA has been the leading mass coalition dedicated to obtaining Reparations for African descendants in America. Most recently, their work has been recognized by the MacArthur Foundation for their cutting-edge efforts.

Congresswoman Sheila Jackson Lee (D-TX) is the lead House sponsor for H.R. 40, legislation that would put the issue of Reparations on the agenda of the full House of Representatives for the first time since its introduction in 1989.

Currently, 200 members favor passage, 218 votes are needed. The House must hold a floor vote on H.R. 40 by November 18. The Congresswoman has long supported Reparations.

Now, N’COBRA is releasing its 2021 report “The Harm Is to Our Genes: Transgenerational Epigenetic Inheritance and Systemic Racism in America.”

The research team was headed by Dr. Joan Kaufman of Kennedy Krieger Institute at Johns Hopkins Medical Institutions. On November 16, the report’s findings were introduced at a national press conference in Washington, D.C. Congressman Danny Davis (D-IL) was in attendance. Long critical of health care inequities and the effect on his constituents, Davis says on his website, “America has to change its attitude, change its approach, and acknowledge what its history has been.”

Citing current scientific research, the seven-section report persuasively documents the ongoing impact of historical trauma, starting with the TransAtlantic Slave “Trade”, and includes racial segregation, mass incarceration, police brutality, and economic exploitation.

These, and other harms, reveal that “ancestral adversities can negatively impact descendants across multiple generations through epigenetic (chemical) changes in the DNA.” “These findings demand that every conversation about the health inequities and health problems confronting Black Americans include historical trauma and its effects. You must accept that systemic racism is the reason bad health has existed for generations for those of African descent,” says Kamm Howard, N’COBRA national co-chair. National Co-Chair N’COBRA to occur in future generations, if the report’s recommendations are not adopted. “Our report emphatically attests that if the Black community is ever going to heal from the consequences of systemic racism, in addition to established medical protocols, we must not hesitate, but be inclusive of African-centered health and wellness modalities,” explains Lisa Davis, N’COBRA Health Commission co-chair.

A United Nations report released earlier this year concluded, “Racism is embedded in the structures of our society.”

Health disparities are often overlooked.

Howard further breaks down the importance of the report, noting that: 1) Historical trauma is present not past; 2) Historical trauma is group trauma; 3) Historical trauma is multi-generational; and 4) Health challenges of future generations are guaranteed. The report also includes several important policy recommendations that will bring relief to Black Americans, namely: Eliminate Structural Racism and Decolonize Health Disparities, Build Black Wealth,

Fix the Criminal Justice System, Fast Track Police Reform, and Strengthen Voting Rights Legislation. “People of African descent demand repair and the immediate enactment of all their human rights and equal status inside the United States,” says Dr. Onaje Muid, N’COBRA Health Commission co-chair.

Howard continues, “These findings make our demand for Reparations even more urgent. Resources must be targeted to address the multitude of harms in addition to the health challenges detailed in this report. H.R. 40 must pass!” H.R. 40 would establish a 15-member commission to study the effects of slavery and discriminatory policies against Black Americans and recommend appropriate remedies, including Reparations.

Concluding, Howard says, “Legislation proposed in the Chicago City Council and Illinois State Legislature, if passed, would strengthen our political and policy platform in support of a Transgenerational Epigenetic Injury Research Center, that is so urgently needed in Chicago. In addition, we are calling on the City to fund the Transgenerational Epigenetic Awareness Campaign Proposal submitted during their budget talks. The evidence is here that the need is now.”

Cook County Treasurer Maria Pappas has opened a satellite office at Saint Sabina Church as part of her Black Houses Matter homeownership preservation program.

Partnering with Father Michael Pfleger, Saint Sabina’s senior pastor, Pappas’ goal is to get properties off the Tax Sale list by helping homeowners search for $72 million in available property tax refunds going back 20 years and $43 million in missing exemptions going back four years.

“This is a great partnership with Saint Sabina and Father Pfleger, who is committed to improving the well-being of the community,” Pappas said. “This satellite office will play a key role in the expanded outreach efforts of my office into majority-Black communities and their places of worship. An outsized share of homes on the Tax Sale list are in these communities and I’m committed to doing my part to shrink the list and help homeowners create generational wealth.”

Since Pappas started Black Houses Matter in March 2020, the Treasurer’s Office has returned almost 54,000 overpayments and missing exemptions totaling $87 million to the Black community.

Expert tips for managing asthma and allergies during the holidays

(BPT) - What's in those delicious holiday cookies?

How come it's hard to breathe while decking the halls?

Is that adorable puppy in the big red bow causing you to have a big red nose?

"The holiday season is full of fun festivities and beloved traditions, many of which present unique challenges to people with allergies or asthma," explained Dr. Mark Corbett, president of the American College of Allergy, Asthma and Immunology (ACAAI). "Fortunately, with a thoughtful mindset and proactive approach, you can enjoy a season full of merriment and good cheer."

Corbett and the experts at ACAAI share tips for managing asthma and allergy triggers throughout the winter holidays: Don't let achoos interrupt celebrations Indoor allergens are often invisible. When rotating holiday decor in your home, make sure to wipe down items to remove triggers like dust and mold. Additionally, whether you're decorating for Hanukkah or Christmas, opt for allergy- and asthma-friendly decorations to set the holiday mood. Try battery-operated flameless candles rather than traditional candles which produce smoke and can cause an asthma flare.

While you can take steps to limit allergy and asthma triggers in your own home, you have less control when traveling. Whether it's an afternoon celebration or weeklong escape, plan ahead by bringing everything you need, including allergy medicine and asthma inhalers. Some people opt to travel with their own allergy-proof pillow or pillow case and other personal items to ensure comfort if staying overnight.

Plan a paws-itively fun holiday Whether it's cozy snuggles, playing games or capturing a special picture, pets can help make holidays bright.

However, when pets are around, dander is a concern.

Even if pets spend much of their time outdoors, they may be inside more as t emperatures drop, and this means increased dander throughout your home.

To help with pet allergies, try to keep your pets only in certain rooms rather than giving them access to the whole home. It can be especially effective to keep them out of bedrooms to facilitate better sleep. If you're staying at someone else's home with a pet, close the door to the room where you're sleeping. You should also be mindful of limiting how much you pet your cat or dog, and when you do, wash your hands immediately afterward.

Food allergies don't bring good cheer

If you or a loved one has a food allergy, it's important to remain vigilant in asking about ingredients before trying foods. Never assume that just because you cook something without certain ingredients, other people will do the same. People with severe allergies might be sensitive to even trace amounts of certain foods, so it's important to ask. When in doubt, pass on a treat with unknown ingredients. And always carry two epinephrine auto injectors in case of an emergency.

When visiting someone's home for a gathering, make sure they are aware of your allergy so they can plan accordingly. To ease the ask, offer to bring a dish to share that you know is safe to eat. That way if options are limited, you know there is something you can enjoy. And remember, if you are hosting an event in your home, extend kindness by asking if any of your guests have allergies so you can prepare a thoughtful menu.

It's the most sniffle-filled time of the year In addition to the ongoing pandemic, the holiday season aligns with respiratory illness season. If you have asthma, it's particularly important to wash your hands regularly. The best way to eliminate germs is to wash your hands with soap and water for at least 20 seconds. If you haven't already, get a COVID vaccination and your annual flu vaccination. It's OK to get them at the same time, according to the Centers for Disease Control and Prevention. If you've been invited to other people's homes, you may want to ask in advance if they are vaccinated against COVID. Some people choose to wear masks indoors and at private gatherings, so continue to do this if it makes you more comfortable.
