SPEAKER WELCH CONGRATULATES LEADER FLOWERS ON ACS AWARD Springfield, Ill. – House Speaker Emanuel “Chris” Welch is recognizing deputy majority leader, State Representative Mary Flowers, for receiving the National Distinguished Advocacy Award from the American Cancer Society Action Network.

“Leader Flowers is the quintessential elected representative. She is well-convicted in her values and leads with determination that is only matched by her kind heart,” said Speaker Welch.

“Most importantly, she knows how marginalized communities can be better served by government.

This is particularly the case when it comes to access to health care.”

During her more than 30 years in the General Assembly, Leader Flowers has advanced efforts to improve disadvantaged communities’ access to health care. In 2021, Flowers continued these efforts by sponsoring House Bill 1779, which will require health insurance policies and managed care plans to include coverage for biomarker testing for diagnosis, treatment, or ongoing monitoring of an individual’s condition. Biomarkers are defined as characteristics that are objectively measured and evaluated as an indicator of normal biological processes. Biomarker testing is used to examine blood or tissue to find cancer and other complications.

The American Cancer Society awarded Leader Flowers the National Distinguished Advocacy Award, the highest award for elected officials who help lead the fight against cancer. With House Bill 1779 becoming law, Illinois became the first state in the nation to have covered biomarker testing for insured individuals.

For so long, there was a lack of representation across the culinary industry. With Theaster Gates’ commitment to uplifting Black and Brown entrepreneurs in the arts across the board, it has been very important for him to create, make and activate space, especially at the Retreat Currency Café.

The latest activation at Retreat Currency Café includes Chef Jazer Syed of Collective Ventures and Pour Souls.

Retreat was already outfitted with a bar and a kitchen.

Since it opened the Retreat was meant to be a place where chefs could do residencies. It is a place where patrons could get coffee, tea, food or cocktails, to uplift people in the hospitality industry and enabling them to grow their business.

Those in residence have the opportunity to collaborate with other residents. The aim is to give people who live on the South Side access to quality food and beverage.

“At the Retreat, we are consistently looking for culinary artists and entrepreneurs who are passionate about their craft, dedicated to experimentation and excited by collaboration.

Each resident was selected after partnering with the Rebuild Foundation on a number of programs and demonstrating a strong connection to or rapport with our community.

Chef Jazer Syed has 10 years of culinary experience and cultural knowledge. His knowledge comes from growing up with parents for different nationalities, the Filipino food and Indian food that has been instilled in him. His culinary experience covers the French technique, French Canadian food, Macanese, Japanese food from all the chefs who taught him throughout his career.

Syed liked what Rebuild was doing, bringing in artists and professionals and giving them opportunities. He is a big proponent of giving people of color a voice and supporting equity.

“Someone giving me a chance to use my voice and spread my food and show what I’ve been working on, how can I not get behind that. It sounds like a dream come true,” Syed said.

Syed is ready to show his skills and his food to the people of Washington Park and Hyde Park with the collaboration at the Retreat Currency Exchange Café.

ferings and the Thursday night happy hour. The goal is not to be the focal point but to be an equal piece of something that is great but that doesn’t exist anywhere else.

“There’s something cool about creating spaces where we, not just as the service provider and purveyor, but also as a customer. There’s something about building spaces for us that are particularly calming and super exciting for me,” Williams said.

Williams is also looking forward to being around the crowd Gates and the people at the Rebuild naturally and inherently attract. He wants to

meet people where they are, and be an additional element to a really great spot.

“We get to see a nice mixture of people that is to me more natural and more real and more indicative of the city as a whole. Creativity comes much more naturally and much more easily when you’re in an environment where you’re just more comfortable, where your guest are comfortable, when the space is comfortable, everything just jives and vibes better,” he said.

Initial Allocation of 2021 Emergency Rental Assistance is 100 Percent Disbursed Springfield – Governor JB Pritzker today announced that $505 million of the initial tranche of Illinois’ 2021 emergency rental assistance from the federal government has been distributed, as Illinois leads the nation in getting this funding out the door faster than any other state. More than 57,000 households have now received assistance through the Illinois Rental Payment Program (ILRPP).

With Illinois’ initial 2021 allocation of rental relief funds fully paid out, IHDA will open a new round of assistance funded by a separate federal bill on Monday, Nov. 8.

According to the latest report from the U.S. Department of the Treasury, Illinois is a national leader in providing critical emergency rental assistance to vulnerable households. Illinois leads all other states in disbursing this initial emergency rental assistance with 84 percent of all funds allocated to the State as well as directly to other municipalities, and now in the hands of eligible renters and landlords as they regain their financial footing. This compares to the national rate of just 23 percent of federal dollars making it into the hands of renters and landlords in September. The deadline for states to disburse 65 percent of the money they received under the first batch of funding was Thursday, Sept. 30.

“I’m proud that Illinois has given out more of our rental assistance to help vulnerable renters and their landlords than any other state. We are first in the nation at putting those dollars to work to support our state’s residents,” said Governor JB Pritzker. “In purely dollars and cents: We’ve now delivered over half a billion dollars in rent to landlords on behalf of struggling tenants in communities across this state. If your workplace closes or you need to stay home to care family, the last thing you should have to worry about is keeping a roof over your head. While the need is still great, I’m proud that we’re continuing to do more than any other state in the nation to keep people in their homes.”

“We know that housing is a right and that the pandemic has threatened that right in unprecedented ways. Since the earliest days of the pandemic, we have met this crisis head-on to alleviate the stress caused by COVID-19,” said Lt. Governor Juliana Stratton. “Renters in 99 of Illinois’ 102 counties have gotten assistance thus far because we were, and continue to be, committed to supporting them. We acted quickly to prevent massive disruption to the lives and wellbeing of Illinoisans by getting aid to the residents who need it the most.”

ILRPP builds on the state’s comprehensive rental assis-

tance programs launched by the Pritzker administration in 2020. The current statewide program provides up to $25,000 in emergency rental assistance to cover up to 15 months of past due rent and up to three months of future rent payments for tenants suffering a financial hardship related to the COVID-19 pandemic. Grant payments were made directly to the landlord on behalf of the tenant as long as the landlord agreed to forgo an eviction.

IDHS is pleased to complement and advance IHDA’s efforts through an equity, community-based strategy that engages trusted community-based messengers to work in neighborhoods across the state to help families and individuals in need of rental and other types of supports.

IDHS has already deployed $34M to 11,500 households throughout Illinois,” said IDHS Secretary Grace Hou. IHDA received 89,122 ILRPP applications from renters and landlords across Illinois. The department has reviewed all completed applications, approved more than 57,000 applications and paid out $505 million on behalf of renters experiencing pandemic-related hardships.

The program is far reaching, with renters in 99 of Illinois’ 102 counties assisted with ILRPP funds. Approximately 50 percent of the 57,013 approved applications to date have assisted households who have been unemployed for more than 90 days, and 64 percent of approvals have assisted very-low-income households to keep vulnerable tenants in their homes. The program has provided an average of $9,090 per household.

This initial funding for ILRPP was provided through the federal Consolidated Appropriations Act of 2021, passed in December 2020. Additional rounds of assistance, for both renters and homeowners, will be funded from the American Rescue Plan Act of 2021, signed into law in March 2021. In addition to the new ILRPP application period opening November 8, IDHS is currently accepting applications for rental assistance. Households looking for assistance should contact an IDHS Service Provider Agency to ask about rental assistance. Provider Agencies will help determine eligibility and assist with the application process. A list of Provider Agencies, as well as organizations offering assistance with utility bills, free legal aid and additional services can be found: www.illinoisrentalassistance.org.

Chicago Theatre Week marks its 10th year Chicago – Chicago Theatre Week (#CTW22), an annual celebration of the rich tradition of theatre-going in Chicago during which visitors and residents can access value-priced tickets, returns for its 10th year and will take place Thursday-Sunday, Feb. 17-27.

Chicago Theatre Week is back in-person after a quieter and mostly online 2021 theatre scene during the COVID-19 pandemic. Chicago Theatre Week, spanning a week and two full weekends, is heading into its 10th year. As a program of the League of Chicago Theatres, in partnership with Choose Chicago, more than 100 theatre productions are expected to participate in neighborhoods throughout the city and suburbs.

The value-priced CTW tickets will be $30, $15, or less. Tickets will go on sale and

a list of participating productions will be available online at 10 a.m. CST on Tuesday, Jan. 11, at ChicagoTheatreWeek.com.

In a typical year, more than 100 participating productions offer value-priced tickets to 600+ individual performances during Chicago Theatre Week. The program continues to bring in new audiences to area theatres with an average of 2/3 of attendees visiting their chosen theatre for the first time.

POLITICAL Affairs Cook County Treasurer Maria Pappas to share government transparency and social equity initiatives at real estate and tax conference in the Dominican Republic Cook County Treasurer Maria Pappas will discuss how

advancements in the Treasurer’s Office have increased transparency and efficiency while promoting social equity during a conference next week in the Dominican Republic.

The Inter-American Conference on Cadastre and Property Registry will bring together experts in the public and private sectors to discuss land registry systems and challenges governments face as a result of the COVID-19 pandemic and climate change. #ConfCat21 will take place Nov. 2 - 4 in Santa Domingo. It is organized by the Dominican Property Registry National Administration, the National School of the Judiciary of the Dominican Republic, the Organization of American States and the World Bank.

Pappas’ presentation, “On the Frontier of the Property Tax System,” details changes made in the past two decades in her office that have improved efficiency, convenience and transparency while reducing costs to taxpayers.

The advancements have enabled the office to undertake studies on the property tax system and better assist property owners. Since the start of Pappas’ Black and Latino Houses Matter program in the early days of the pandemic, the Treasurer’s Office has returned more than $120 million in refunds to communities with majority Black and Latino populations.

“I welcome the invitation to speak and look forwarding to exchanging information about processes that benefit property owners, in addition to discussing the critical issues local governments face today,” Pappas said.

Pappas’ invitation is the most recent one extended by officials in other countries who are interested in learning about the progress made at the Cook County Treasurer’s Office. Earlier this month, she addressed a global forum in Seville, Spain, that was attended by officials from 19 countries.

Reflecting on the impact of our commitment in Chicago

Last October, I was honored to share the stage with Mayor Lightfoot and We Rise Together, representing JPMorgan Chase as the bank announced a $600 million commitment to increase homeownership for 3,000 Black, Latino and Hispanic families in Chicago.

This announcement was part of a larger, five-year $30 billion national commitment the company made to advance racial equity. To be a part of such important work was a professional and personal highlight for me, having grown up in the Chicagoland area and witnessing first-hand the inequities for people of color in the community.

I was fortunate -- raised in a middle-class family with parents who moved to the area to provide a better life for their children. Although we had resources and support, it didn’t change the fact that I was always viewed a certain way because of the color of my skin.

My father taught me early on that I needed to work twice as hard and leave no doubt when competing – win so convincingly that the results don’t need to go to a photo finish.

He also taught me the unfortunate realities around dealing with law enforcement and the racial biases that we’re still coming to terms with as a country. Equipped with this knowledge, I went to college and pursued a career in banking – and still dealt with discrimination along the way.

But I grew up seeing people who look just like me on the South and West sides of Chicago who didn’t

have that support growing up. They continue to face generational barriers to building wealth and stability without sufficient tools and support to help them along the way.

That’s what our commitment seeks to change, by focusing on expanding opportunities for Black, Hispanic and Latino people in key areas that help build wealth in areas like homeownership, affordable housing, small business growth, financial health, and access to banking. It is why we recently created the role of Community Home Lending Advisor to help more customers achieve the goal of homeownership. A new team of 10 now serve as experts in hyper-local housing assistance and down payment assistance programs in underserved areas of Chicago.

It is why we doubled our homebuyer grant to $5,000 to help customers with upfront costs of buying a new home — available in 412 majority Black census tracts in the Chicago area.

It is why earlier this year we opened our community inspired branch in the South Shore neighborhood to offer free financial health resources

like skills training, small business pop-ups, and fintech innovation.

It is why we recently hired five Community Managers in neighborhoods like Stony Island, Chatham and Brighton Park to engage the community, increase awareness of available resources, and help connect local residents with financial health tools, products and services.

It is why we piloted a nationwide program in Chicago to help entrepreneurs in historically underserved areas access coaching, technical assistance and capital. Chase small business consultants will provide over 1,500 Black and Brown-owned small businesses with 1:1 mentorship and digital education to help grow their businesses.

It is why in June, JPMorgan Chase announced a new $150 million, five-year commitment in philanthropic capital and low-cost loans to Chicago’s South and West sides. That brings our total business and philanthropic investments toward Black, www.citizennewspapergroup.com

Latino, Hispanic and other underserved communities in Chicago to $800 million by the end of 2025.

These and other steps reflect our commitment to investing in Chicago and working with local officials, community partners and others in the community to help address structural economic and racial disparities in lending, including helping more people achieve affordable, sustainable homeownership.

It has been inspiring to see this work play out over the past year work that so many of my colleagues are passionate. I’ve been overwhelmed by the response from our community partners, non-profits, public officials, and other businesses wanting to get involved. But we need to keep pushing and know that the hard work is ahead of us to get Chicago to where we all know it needs to be.

This means investing in our employees, building larger coalitions, and working with policymakers to tailor

programs that help Black, Latino and Hispanic people across the economic spectrum build wealth.

It touches me personally to think about the journey that we have been on from 2020 in the wake of George Floyd’s murder, because for too many of us this is deeply personal. The country came together and stood up – across racial lines – to protest.

I marched with my children with thousands of others in my community and felt emotional thinking about my grandmother marching in Mississippi for the right to vote in the 1960s. It underscores that the fight for racial equity continues, but it also says that we’re making progress. I am proud to be a part of a company that recognizes this and uses its resources and expertise to continue this work and help close the racial wealth gap. To work alongside a team of people who live and breathe this effort to help drive inclusive economic growth in our community and others like it, is a reason for hope.
