NLRB EXTENDS TIME FOR SUBMITTING COMMENTS ON PROPOSED RULE CONCERNING STUDENTS The National Labor Relations Board (NLRB) has extended the time for submitting comments on its proposed rule concerning the definition of “employee” under Section 2(3) of the National Labor Relations Act (NLRA). The proposed rule would exempt from the NLRB’s jurisdiction undergraduate and graduate students who perform services for financial compensation in connection with their studies. The original notice of proposed rulemaking was published at 84 FR 49691. The submission window will remain open and interested parties may now file comments on or before Monday, December 16, 2019. Comments replying to the comments submitted during the initial comment period must be received by the Board on or before Monday, December 30, 2019.

The additional time will allow parties the opportunity to respond to a technical correction within the NPRM’s Regulatory Flexibility Act analysis.

The correction was posted to the Federal Register recently. Public comments are invited on all aspects of the proposed rule and should be submitted either electronically to www.regulations.gov, or by mail or hand-delivery to Roxanne Rothschild, Executive Secretary, National Labor Relations Board, 1015 Half Street S.E., Washington, D.C. 20570-0001.

HARPER SPOTLIGHTS PROGRAM TO REPAY OVERDUE TAXES State Rep. Sonya Harper, D-Chicago, is spotlighting an Illinois Department of Revenue (IDOR) tax amnesty program that is offering local taxpayers the opportunity to eliminate delinquent taxes that may be owed to the state without penalty.

The Harper-backed law, Senate Bill 689, created the IDOR’s Tax Amnesty Program to give consumers and businesses the chance to pay back taxes without penalties and interest. To be eligible for the program, the tax liability must have occurred between July 1, 2011 and June 30, 2018 and a taxpayer must pay their entire outstanding tax liability from the period covered by the amnesty. Additional information on liabilities that qualify for amnesty and payment options can be found at tax.illinois.gov.

“Anyone who owes overdue taxes to the State of Illinois should use this opportunity to pay back what they owe without interest or penalties,” Harper said.

“I encourage any local taxpayer who may have a tax debt to check their eligibility and take advantage of the Tax Amnesty Program.”

Chicago TREND and the Chicago Community Loan Fund (CCLF) recently hosted a press conference to announce a $5 million investment from Fifth Third Bank that will be used to finance commercial development in Chicago. Together, Chicago TREND and CCLF will distribute the $5 million investment as loans to help fund small businesses and to help community projects thrive.

Chicago TREND is a social enterprise that finances and accelerates strategic commercial developments in emerging neighborhoods.

The Chicago Community Loan Fund is a federally certified Community Development Financial Institution.

The first project that will receive funding from the new investment is the Lillian Marcie Center for the Performing Arts which is currently being planned for development in an existing building on 4343 S. Cottage Grove Ave. in Bronzeville.

Members of the Lillian Marcie Center development team include Keith and Aaron Giles,

Mike Wordlaw, and Harry Lennix who will be responsible for running the theatre’s first year of operations and curating programming.

The building that will become the Lillian Marcie Center for the Performing Arts was originally built in 1925 and the development team plans to transform the structure into a modern theatre complex that will feature a 350-seat multi-level performance stage, a 100seat boutique theatre, rehearsal space, dressing rooms, offices, indoor and outdoor gathering spaces, a refreshment area, and a rooftop deck.

Lennix, who is a Chicago-born television, film, and stage performer, remembers having opportunities to experience performance art on the south side while he was growing up and his goal for the Lillian Marcie Center for the Performing Arts is to rebuild those opportunities in Bronzeville.

“It struck me that when I was a young man growing up in Chicago, I had a number of robust artistic places I could go to apply my trade,” said Lennix. “It seemed to me that perhaps there was a way to build something that could be managed and could be a home and a repository for a number of organiza-

tions that have been doing great work for a number of decades.”

Once complete, the Lillian Marcie Center for the Performing Arts will act as a resource and a new home for many performing arts organizations that have already been operating in the community, according to Lennix.

“I want to be very clear that we will be managers of the building but that’s just a black box. The box is going to be filled up with materials from a number of organizations,” said Lennix.

While the investment from Fifth Third Bank and support from the Chicago Community Loan Fund and Chicago TREND are significant checkpoints in the development of the Lillian Marcie Center for the Performing Arts, there is still more work to be done and more money that needs to be raised.

“We expect this project to take two years to develop and we are just at step one. The loan to get that building is not going to be enough to develop that building,” said Lennix. “We’ll need the help of the City and Alderman Sophia King has already expressed her desire to help us.”

STDs Continue to Rise in the U.S. Combined cases of syphilis, gonorrhea, and chlamydia reached an all-time high in the United States in 2018, according to the annual Sexually Transmitted Disease Surveillance Report released by the Centers for Disease Control and Prevention (CDC).

Sexually transmitted diseases (STDs) can have severe health consequences. Among the most tragic are newborn deaths related to congenital syphilis, which increased 22 percent from 2017 to 2018 (from 77 to 94 deaths).

The recent report shows that from 2017 to 2018, there were increases in the three most commonly reported STDs: l There were more than 115,000 syphilis cases. l The number of primary and secondary syphilis cases – the most infectious stages of syphilis – increased 14 percent to more than 35,000 cases, the highest number reported since 1991. l Among newborns, syphilis cases increased 40 percent to more than 1,300 cases. l Gonorrhea increased 5 percent to more than 580,000 cases – also the highest number reported since 1991. l Chlamydia increased 3 percent to more than 1.7 million cases – the most ever reported to CDC. “STDs can come at a high cost

for babies and other vulnerable populations,” said Jonathan Mermin, M.D., M.P.H., director of CDC’s National Center for HIV/ AIDS, Viral Hepatitis, STD, and TB Prevention. “Curbing STDs will improve the overall health of the nation and prevent infertility, HIV, and infant deaths.”

Antibiotics can cure syphilis, gonorrhea, and chlamydia.

However, left untreated, STDs can be transmitted to others and produce adverse health outcomes such as infertility, ectopic pregnancy, and increased HIV risk.

Congenital syphilis – syphilis passed from a mother to her baby during pregnancy – can lead to miscarriage, stillbirth, newborn death, and severe lifelong physical and neurological problems.

Syphilis in newborns is a tragic consequence of the growing STD epidemic The 40 percent increase in congenital syphilis cases continues a dangerous trend seen in recent years. Although most states reported at least one case of congenital syphilis, five states – Texas, California, Florida, Arizona, and Louisiana – accounted for 70 percent of cases in the U.S. Early prenatal care and STD testing are essential with each pregnancy to safeguard mothers and their babies from the dangers

of syphilis. CDC recommends syphilis testing for all pregnant women the first time they see a healthcare provider about their pregnancy. Women who are vulnerable for acquiring or who live in high-prevalence areas should be tested again early in the third trimester and at delivery.

“There are tools available to prevent every case of congenital syphilis,” said Gail Bolan, M.D., director of CDC’s Division of STD Prevention. “Testing is simple and can help women to protect their babies from syphilis – a preventable disease that can have irreversible consequences.”

The national rise in congenital syphilis parallels increases in syphilis among women of reproductive age. From 2017 to 2018, syphilis cases increased 36 percent among women of childbearing age. Addressing rising syphilis incidence is critical to prevent congenital syphilis.

Women can protect themselves by practicing safer sex, being tested for syphilis by a health care provider, and if infected, seeking treatment immediately and asking her partner to get tested and treated to avoid reinfection.

Multiple factors drive the continued increase in STDs Data suggest that multiple factors are contributing to

the overall increase in STDs, including: l Drug use, poverty, stigma, and unstable housing, which can reduce access to STD prevention and care l Decreased condom use among vulnerable groups, including young people and gay and bisexual men l Cuts to STD programs at the state and local level – in recent years, more than half of local programs have experienced budget cuts, resulting in clinic closures, reduced screening, staff loss, and reduced patient follow-up and linkage to care services Urgent action needed to break the cycle of STD increases The U.S. Department of Health and Human Services, which includes CDC, is developing a Sexually Transmitted Infections (STI) Federal Action Plan (STI Plan) to address and reverse the nation’s STD epidemic. The STI Plan is being developed by partners across the federal government, with input from a wide array of stakeholders, and will be released in 2020. See www.hhs. gov/STI for more information.

South Side Tap Dancer To Receive $25,000 Grant From 3Arts

3Arts, a Chicago-based nonprofit organization, will soon give 10 Chicago artists $25,000 each in unrestricted grants during the 12th Annual 3Arts Awards Celebration.

The event will take place on Nov. 4 at the Museum of Contemporary Art and among the artists receiving awards that night, Jumaane Taylor, a professional tap dance artist, will be one of five African American artists to accept the award.

Growing up on the south side of Chicago in Hyde Park and in the south suburbs, Taylor feels lucky to have been exposed to tap dance at a young age and said that he instantly felt passionate about tap dance as an art form. He went to primary school in the Hyde Park area and attended Kenwood Academy briefly before transferring to Sammy Dyer School of the Theatre where he was connected with teachers and peers who helped him hone his craft.

“My mom had me and my sisters at a school called the Sammy Dyer

School of the Theater. They had me doing tap dancing and acrobatics but I would say really, as soon as I started tap dancing at the Sammy Dyer School, I was pretty addicted to the art form. I started tap dancing at seven years old and by 10, just three years in, I was pretty serious about tap dancing,” said Taylor.

During that time, Taylor did everything he could to learn how to tap dance to the best of his ability.

His perseverance led to several notable accolades including receiving a Chicago Dancemakers Forum 2017 Lab Artist Award, performing at the Museum of Contemporary Art and the Jazz Institute of Chicago, creating his own tap dance production, and becoming a tap dance teacher at several institutions including the Sammy Dyer School of the Theatre and the Chicago College of Performing Arts at Roosevelt University.

“Teaching has played a big role for me as far as being able to make a living tap dancing in Chicago and that kind of all expanded about five years

ago,” said Taylor. “These teaching opportunities that I have were kind of unknown as far as tap dancing is concerned, a tap dancer teaching in a ballet school, a tap dancer teaching in a modern dance-based school, or even a tap dancer teaching at Roosevelt University without a degree for the musical theater majors was unknown to me so it’s just been a blessing,” said Taylor.

The $25,000 that Taylor is receiving from 3Arts is unrestricted and he said that being awarded this grant means that it’s time for him to start creating. He plans on using the money to collaborate with other artists, host tap dance performances, create original artwork, and overall, just uplift tap dance as an art form in Chicago and increase people’s exposure to tap dance.

“When I see that $25,000, I’m thinking that I just gotta get to work, I gotta do some things and I have to create,” said Taylor. “I’m looking forward to going to work and seeing who’s willing to accept more from this art form.”

Marketers Should Show More Respect for the Black Consumer, According to a Report

The influence of African American consumers is extensive.

Driven by their tech affinity, passion for sharing experiences, and powered by their omnichannel thirst for information and recommendations, the nation’s 48 million Black Americans are now just approaching their peak earning years, according to the Nielsen report, “It’s in the Bag: Black Consumers’ Path to Purchase.”

The report noted that African Americans are adopting and adapting media and technology in their shopping journey to fit their unique needs and culture. African Americans love the latest trends.

The 50-page report suggests that marketers should be aware that African Americans demand that product information and feedback opportunities integrate across multiple media channels.

African Americans are more likely than the total population to agree that advertising provides meaningful information on most platforms.

However, companies that advertise directly to Blacks have decreased their investments.

Advertising dollars targeted to Black consumers declined by $1 billion between 2017 and 2018, according to the Nielson report.

Nearly 40 percent of Black consumers say they are the first among their friends to try new products and services, surpassing the total population by 29 percent.

making decisions, we abundantly are going to use recommendations as our first line of research,” Cheryl Grace, Nielsen’s Senior Vice President of U.S. Strategic Community Alliances and Consumer Engagement, told NNPA Newswire.

“African Americans rely on recommendations, and that’s interesting,” Grace stated.

The report’s authors said Black Americans are 48 million strong, with nearly 25 million being millennial age or younger as of 2018.

However, they are already dominating industries from music to fashion, and many others.

African Americans also are creating apps and digital spaces to serve their own unique needs when the opportunity demands it, according to the report.

“In a world bombarded by constant new media options and technologies, companies that want African American consumers’ dollars must understand what most influences these consumers

and how they influence others on their path to purchase,” Grace stated.

“Developing authentic strategies that evolve from listening to Black consumers’ needs and demands is not only the best way — but the only way — for brands to realize the powerful growth opportunity ahead.”

“African Americans have a $1.3 trillion annual buying power, and we watch 15 hours or more every week of traditional television,” Grace stated.

“You can reach 92 percent of African Americans in any given week on the radio. When you look at radio, and you compare the consumption habits of how much time we’re spending across these platforms, you’ll see that the advertising spent with African American-focused media doesn’t necessarily add up,” Grace noted.

Part of that problem is the lack of diversity at advertising agencies, she stated.

“There needs to be more people of color in those firms,” Grace stated.

Perhaps a more diverse and inclusive workforce would enable marketers to better appreciate that African American interests are not monolithic. They encompass everything from good food, great music and the latest fashion trends to healthcare and the environment.

While climate change and protecting the environment is more vital than ever, African Americans typically are forgotten in the conversation. “African American shoppers are increasingly passionate about their environment, including buying local,” the report’s authors noted.

When asked, “how important is it to buy local” in multiple food categories, African American consumers named produce as the most important

category for local sourcing.

Sixty-one percent said it was extremely or very important, followed by bakery and prepared foods at 56 percent, eggs at 55 percent, and dairy at 52 percent.

Understanding the environmental and safety concerns of Black consumers can help marketers understand what matters most to African Americans consumers in making decisions along their shopper journey, the report’s authors said.

The top 3 environmental/food safety concerns among Black consumers are: “Pesticide/ herbicide use in food production” (76 percent), “Antibiotic use in animal production” (71 percent), and “Rising prices due to trade tariffs” (68 percent – 21 percent higher than the total population).

The report concluded that the African American path to purchase is social and circular, with the transaction being a critical step in the process before consumers express their passionate feedback about their experience, be it positive or negative.

“Brick and mortar stores, online retailers and service providers should each strive to provide an experience that not only satisfies Black consumers, but creates buzzworthy raves that will quickly be passed on to friends, family and virtual networks in their discovery, awareness, and decision making processes,” the authors wrote.

“Developing strategies to connect with African American consumers, and assuring that their culture is understood and respected, as well as assuring that their expectations are exceeded, will provide far-reaching influence and growth throughout all consumers for many years to come in the evolving American mainstream,” Grace stated.

Real Estate Investors Benefit as Competition Eases Hard Money Lending Terms

In the wake of the housing crash that shook the U.S. economy in the mid- to late 2000s, real estate investors had few borrowing options as financial institutions severely tightened lending practices. According to Nathan Trunfio, president of Lending for Pennsylvania-based Direct Lending Partners (DLP), this led to the rise of so-called hard money lending, where those willing to make real estate loans could demand returns of 15-20 percent and four to five points.

As a result of the bursting of the housing bubble, there were a lot of properties that needed to be foreclosed on, Trunfio said.

“They were foreclosed on, but people were still in them or banks were holding them on their books and they needed to find a way to dispose of them,” he continued.

This created opportunities for investors to buy low, Trunfio explained. Many of these properties needed to be renovated and banks did not have the infrastructure to handle the renovations themselves. “Real estate investors needed a source of capital,” he said, “so they would turn to hard money loans, which were largely based on the value of the asset.”

Although the term “hard money lending” is still in common use, this lending practice has evolved to show a softer side. Trunfio notes that for many years a hard money loan was viewed as a “bad news loan,” one associated with some sort of “distressed situation where someone needs to pull equity out of a property.” These loans, he continued, typically reflected “some type of turmoil or big need that isn’t necessarily going to result in a good situation.”

In the current lending

environment, Trunfio said, people are looking to utilize a loan for the purpose of “navigating a business plan on a piece of real estate.”

“I call it soft money,” Trunfio notes, “because the approach that is taken is a combination of the analysis of the strength of a real estate investor and the asset. We are in the business of providing short-term bridge loans to experienced real estate investors.”

Asked why a borrower would seek one of DLP’s bridge loans as opposed to a more traditional loan from a bank, credit union or other lending institution, Trunfio says there are a number of reasons. “The main reason,” he notes, “is that nowadays banks have credit policies that are too tight. They can’t move quickly enough, and they won’t lend on an asset that needs renovation, or that needs a tenant, or something along those lines.”

Trunfio notes that DLP works with a wide array of investors from singular individuals and small teams to organizations of 20-50 people. “Our loans are to real estate investors – I call them serial investors – who invest in real estate as a way to make their money, whether it’s a primary or secondary focus.”

For about the last 10 years, Trunfio said, more and more institutional investors have begun to recognize that there are many financially savvy borrowers with sound investment plans. This has led to increased lending competition which allows investors to find loans requiring 8-12 percent interest and one to three points, as opposed to tougher terms in the immediate wake of the crash.

“Hard money has evolved into opportunistic money for real estate investors,” said Trunfio, “which helps the economy in a number of ways by providing more housing where there is currently a housing shortage.”

Forever stamp honors Esteemed Journalist Gwen Ifill With 2020 rapidly approaching, the U.S. Postal Service recently revealed several of the new Forever stamps and others to be issued next year.

Since 1847, the Postal Service stamp program has celebrated the people, events and cultural milestones unique to the history of the United States.

“These miniature works of art offer something for everyone interested in American history and culture,” said U.S. Postal Service Stamp Services Acting Executive Director William Gicker.

“From notable figures such as golf legend Arnold Palmer and esteemed journalist Gwen Ifill to the cultural phenomenon of hip hop to a celebration of the great outdoors, this program is wide-ranging and adds to the history of our great nation as recorded through the U.S. stamp program.”

The 43rd stamp in the Black Heritage series honors Gwen Ifill (1955–2016), one of America’s most esteemed journalists. The stamp features a photo of Ifill taken in 2008 by photographer Robert Severi. Among the first African Americans to hold prominent positions in both broadcast and print journalism, Ifill was a B:10” trailblazer in the profession. Art director Derry Noyes designed T:10” the stamp.

According to hotel occupancy reports generated by Smith Travel Research, leisure room demand (rooms consumed) has grown 14% in the past three years, with the majority of this growth generated from visitors outside of Chicago’s traditional market of nine neighboring states. This growth trend has continued in 2019 as leisure room demand (rooms consumed) is up 4.7% for the first eight months of the year.

Black News Channel (BNC) TV Launches in America

In a joint teleconference broadcast live from the Four Season’s Hotel in New York’s Financial District, the Black News Channel (BNC) and the National Newspaper Publishers Association recently announced the official launch date and time for the nation’s first 24-hour, 7-days a week allnews TV channel that will focus on African American news.

The new channel promises to inform, educate, and empower nearly 50 million African Americans now living in the United States.

The potential for the network appears almost limitless.

BNC will immediately have the potential to reach 33 million households daily in all the major media markets across the nation.

Combined with the millions of readers who consume information from NNPA’s Black-owned newspapers and media companies each week, the BNC could quickly become the top destination for all who want to consume African American news on TV and on mobile devices.

BNC, which officially launches at 6 a.m. on Friday, November 15, 2019, has agreements with Charter Communications, Comcast and DISH TV. The network already has commitments for carriage in major African American hubs like Atlanta, New York City, Chicago, New Orleans, Houston, Philadelphia, Detroit, Washington, DC, Baltimore and Los Angeles.

Tallahassee, Florida, houses BNC’s headquarters, and the network will have news bureaus around the country, including Washington, D.C. and New York City.

Former Republican U.S. Congressman J.C. Watts is chairman of BNC, which is backed financially by business mogul and Jacksonville Jaguars owner Shad Khan.

“This platform will create a venue for the African American community to have a dialogue to talk about news, education and cultural things,” stated Watts, who added that the network has been in the planning stage for many years.
