NEWS briefly NEW SCHOOLYARD UNVEILED AT HORACE MANN ELEMENTARY Chicago Public Schools CEO Pedro Martinez joined Horace Mann Elementary Interim Principal Karon Marie Purkett at the opening of a new ‘Space to Grow’ Schoolyard. Our Space to Grow partnership transforms Chicago schoolyards into beautiful and functional spaces to play, learn, garden, and enjoy the outdoors.

The updated green space at the South Shore school features areas for physical activity, including a turf field, jogging track, basketball, and play equipment for all ages. The schoolyard also incorporates features that capture a significant amount of rainfall, resulting in less neighborhood flooding.

“The new state-of-the-art playground equipment is the perfect space for students to balance the parts of their school day spent inside the classroom,” said Interim Principal Purkett. “The new basketball courts and track are amazing resources for our budding athletes. The gardens tie everything together and will be an awesome way to incorporate nature into what our students are learning.”

School officials and partners, including those from the Healthy Schools Campaign, referenced research that confirms school facilities can significantly impact student learning, behavior, and health.

Chicago Public Schools and its partners at Space to Grow and Openlands are currently planning to overhaul 30 schoolyards by 2022.

Capital funding partners The Metropolitan Water Reclamation District of Greater Chicago and the Chicago Department of Water Management made this investment in Horace Mann. This is the 27th schoolyard in the district that has been transformed thanks to partnerships.

“You all come and do amazing work with our students, it always exciting to have you engage. Some of the content that you all bring is just amazing,” Mason told the students.

First year University of Chicago students participated in a day-long event as part of their orientation. The goal of Engage Chicago is to show students the importance of learning and contributing to the South Side as well as the City of Chicago as a whole.

The 2,200 students were placed in small groups and interacted with 70 community leaders which included elected officials, principals and nonprofit directors.

“At the UChicago, we encourage our students to think of the City as an extension of their campus and we hope ‘Engage’ gave them, most of whom aren’t originally from here, an opportunity to understand a few of the ways that Chicagoans are working to strengthen their communities.

As an urban research institution, the University is in a unique position to connect our students to meaningful ways to learn

from, thoughtfully engage with, and contribute to their new city and we’re excited that so many incoming students got a chance to take that first step through this event,” Shaz Rasul, our executive director of Education Partnerships and our interim director of the University Community Service Center, said in a statement.

Alaina Harkness, executive director of Current, and Bennie Currie, principal of MBC Financial Strategies, were in another room with the first-year students talking about the community and answering the students’ questions.

Harkness is a Hyde Park resident, which means the students are her new neighbors.

Current, Chicago’s nonprofit innovation hub, works with the University of Chicago and the Argonne National Laboratory to help build water innovation in the city.

“For newcomers to Chicago, our lake and our rivers are not always something they are aware of before they come and they’re just these incredible resources.

I am always excited to talk to students about water and get them excited to the potential to do career and volunteering work to help water stewardship,” she said.

Harkness hoped the students she spoke with were inspired to take action and do a water stewardship project and are that their curiosity is sparked and provoked to understand the city’s water challenges.

dent orientation because he does different things in the Hyde Park community. One of those things is recruiting people to activate the blocks. Currie wanted to get the students while their minds are fresh to understand what it is going on.

“Based on the fact that they asked for my business card and based on some of the questions, I think it helped them to get acclimated to life in Hyde Park. I think we helped them to feel comfortable. This is something that is really benefitting their experience,” he said.

Chinara Wyke and Sage Martinez are two first year students who participated in Engage Chicago. Wyke is from Houston, Texas and Martinez is from Albuquerque, New Mexico.

Wyke liked being able to talk to so many different people who interact with the community during the first week of orientation. It also was a surprise to the people that were able to criticize the University, and that as students there are ways to improve the University in the next four years.

“I think a big part of that is recognizing, as students we have a responsibility to give back to the community and to give back to Chicago itself. We’re in a place of privilege being accepted to this school and I think that it’s really important that we recognize that and we do something good for the world in general,” Martinez said.

Black Girls Dance Premieres ‘Mary’ Black Girls Dance®, which empowers young women of color to pursue professional dance, presents the world premiere of “Mary,” a holiday “dansical” choreographed, written, and directed by Founder Erin Barnett. The performance takes place at 7 p.m. Sunday, Dec. 19, at the Reva and David Logan Center for the Arts, 915 E. 60th Street, Chicago.

“Mary” is a modern twist on the traditional Black Nativity told through ballet, hip hop, tap, and contemporary dance. The first act focuses on the struggles of a typical teenage girl searching for her purpose in life. She is visited by an angel (ballerina) and learns she will conceive and bring forth a child who will be the Savior. Mary turns to her mother and close circle of friends for support, similar to today’s teenagers.

The second half includes Christmas songs such as “Mary, Did You Know’” and holiday favorites like “Joy to the World.”

The cast of 20 dancer-actors includes Chicago Academy for the Arts senior Arayah Lyte as Mary; Academy alumnus and second-year Juilliard student Isaiah Day as Joseph; dancers from Chicago Contemporary Dance Theatre, Konquer Dance Company (Orland Park, Ill.) and Asia’s Dance Factory (Gary, Ind.); and Black Girls Dance students. President Preckwinkle Announces $75M ERA 2 will provide assistance with rent, utilities, nd other housing expenses for residents in suburban Cook County BY: CREATIVE MARKETING ASSOCIATES

Aguilar, the Cook County Bureau of Economic Development, and the Housing Authority of Cook County announced another round of Emergency Rental Assistance (ERA 2) to support residents of suburban Cook County who are at risk of experiencing homelessness or housing instability due to the pandemic.

The program will dedicate an additional $75M, funded through the American Rescue Plan, to provide emergency rental assistance to both tenants and landlords, with prioritization prefer-

ence given to suburban Cook County’s most vulnerable residents.

“This is a crucial extension of our Emergency Rental Assistance Program, which has provided aid to nearly 8,000 tenants and landlords during this difficult time. It was a top priority for the County to continue this program and make critical improvements, such as covering relocation, security deposits, and other housing-related expenses that our residents so desperately need,” said Cook County Board President Toni Preckwinkle.

Designed to prevent and relieve housing instability for suburban Cook County renters and landlords who have experienced financial hardships due to the COVID-19 pandemic, ERA 2 can help with up to 18

months of rental assistance.

The program will cover past and current utility expenses, or other related housing expenses including relocation costs, security deposits, processing fees, and temporary housing solutions.

To qualify for assistance under ERA 2, applicants must live in suburban Cook County and rent their place of residence.

They must have a current or future obligation to pay rent, utilities, and/or other housing-related expenses and have a household annual income at or below established requirements (ranging from $52,200 for single-person households up to $98,450 for eight-person households). Additionally, applicants must have proof of financial hardship during

the COVID-19 pandemic such as losing income, working fewer hours, being furloughed, needing to stay home because of risk of infection or to care for a child, or incurring significant costs during COVID-19.

Landlords and tenants in suburban Cook Country who wish to apply for ERA 2 funding can do so by visiting Cook County Covid-19 Emergency Rental Assistance (https://www. cookcountyil.gov/rent-help).

Rush (IL-1st), along with Republican Representatives Brad Wenstrup (OH-2nd) and Trey Hollingsworth (IN-9th), cointroduced legislation to encourage the development of new medical devices used to treat and/or manage individuals diagnosed with end-stage renal disease (ESRD), commonly referred to as kidney failure. Currently, there are approximately 400,000 Medicare beneficiaries with ESRD, representing 1% of the Medicare population. However, ESRD patients account for approximately 7% of all Medicare spending. Rep. Davis said, “I strongly support research and development federal policies that would foster innovation for our Medicare beneficiaries living with kidney failure.”

According to the National Institutes of Health (NIH), when a patient has kidney disease, their kidneys have become damaged.

Some of the factors that increase the risk of kidney damage include diseases, such as: diabetes; high blood pressure; blocked coronary arteries; and other ancillary health issues. Kidney disease is the 9th leading cause of death in the United States.

Struggling with depression: “You know all those episodes where [Darla] was depressed — I’ve struggled with that my whole life but it was never something I would talk about or express to anyone.

On not showing her emotions: “You know how when you’re really good at coping and pushing through it can be good and bad. Maybe normalizing things that should not be normalized because you’re just pushing through. I was not someone that was ever emotional or cried openly— or was so expressive emotionally. Property reassessments released for South Chicago Township Residential and commercial properties in South Chicago show robust growth The Cook County Assessor’s Office released initial assessments of residential and commercial properties in the township of South Chicago. This is the fifth of eight townships in the City of Chicago to be reassessed in 2021 under the leadership of Assessor Fritz Kaegi, who took office after Chicago’s last reassessment in 2018.

“We’ve seen similar, surprisingly robust real estate trends in South Chicago that we’ve seen in other areas of the city,” said Assessor Kaegi. “In some areas, home values are rising significantly, though others have plateaued. Despite the pandemic, downtown rents have increased since 2018, driving some commercial property values higher while others still see ongoing economic effects from the pandemic. This is especially true for some retail properties.”

Increases in assessments reflect a strong market. Assessments, under Illinois law, should reflect overall market values. The first step to ensuring property owners pay only their fair share of property taxes—without needing to file appeals to correct inaccurate assessments—is to make sure assessments of all property types accurately reflect the real estate market.

Changes in assessed value in South Chicago Township The following chart represents the increase in total assessed value in residential and commercial properties in South Chicago Township.

Note: Percentage increases and total increases are for all properties in that category. Assessment increases or decreases to individual properties vary, depending on each property’s location and characteristics.

How assessments relate to property taxes An increase in a property’s assessment does not lead to the same increase in an individual property’s tax bill. A property’s share of taxes depends on reassessments throughout all of Chicago, from homes in Chatham and Jefferson Park to commercial properties in Little Village and the Loop.

Property reassessments are ongoing for Chicago’s remaining six townships. If the growth in assessed values throughout Chicago outpaces the growth of the assessed value of an individual property in South Chicago Township, that individual property’s share of property taxes could shrink despite its increase in property value.

Property assessments in Chicago are used to apportion taxing district levies, which pay for services such as schools, parks, libraries, and pensions. The Assessor does not set levies or tax rates. In addition, increases in assessments do not necessarily increase the revenue received by taxing districts.

At the end of the 2018 reassessment cycle, 22% of South Chicago Township’s total assessed value was residential, with the other 78% comprised non-residential and commercial multi-family properties.

The 2021 initial reassessed values have shifted this to 15% residential, and 85% non-residential and commercial multi-family properties.

These percentages may change at the final stage of assessment after appeals are processed by the Assessor’s Office and by the Board of Review.

The 2021 assessments will affect the second installment property tax bill issued in late 2022.

Residential assessments l In 2020, median sale prices of single-family homes in South Chicago Township were about $420,000 for single-family homes and $280,000 for condos. l In its assessment models, the Assessor’s Office estimated most single-family homes have a 2021 market value between $280,000 and $420,000 and most condo values were between $250,000 and $350,000. Estimates depend on the individual property’s location and characteristics.

The assessments for single-family homes met all three International Association of Assessing Officer standards for high-quality assessments.

Third-party reporting, including a 2017 report in the Chicago Tribune, showed that the previous reassessments of the City of Chicago resulted in overassessment of some lower-value homes while higher-value homes typically were underassessed.

Commercial assessments Hotels and retail properties are among the sectors with the largest declines since the onset of COVID, whereas rents in multi-family apartments, grocery stores, industrial buildings, and data centers have been stable or experienced positive growth since the onset of COVID. In the Assessor’s Office 2021 models: Market rents for apartments in South Chicago range from $650 to $4550 a month. o Market vacancy is between 7 and 16%. o Market values are estimated from $39k to $648k per unit.

A report from the International Association of Assessing Officers stated that commercial properties in Chicago were underassessed in 2018, which may have shifted some of the property tax burden from commercial properties to residential properties. The 2021 reassessments reflect current market data and commercial property’s share of the market.

South Chicago Township is bordered by Lake Michigan on the east and Pershing Road on the southern border. On its western border, it follows the Stevenson Expressway and the Chicago River to its most northern point at Wacker Drive.

Appealing property assessments If the property characteristics listed on an assessment notice are incorrect, or if the estimated market value of a property is significantly more than what it could sell for in the current real estate market, property owners should file an appeal.

Property owners are encouraged to use the Assessor’s Office’s new, award-winning online system to file their appeals.
