NEW LAWS BY COLLINS SIMPLIFY TEACHING LICENSURE, FIGHT CHRONIC ABSENCES Under two new education provisions by State Senator Jacqueline Collins, qualified individuals working toward their teaching credentials will have a smoother path to obtaining them, and schools will review chronic absence data to find ways of fighting truancy.

Senate Bill 3536, sponsored by Senator Collins, would allow educators who lack a Professional Educator License but already possess similar credentials to participate in a licensure program while they continue to teach in a community-based program.

House 5771 provides that schools receiving Preschool for All or Preschool for All Expansion funds will collect and review their chronic absence data and determine how schools can help families overcome the reasons their students are absent. The first public report on those findings will be scheduled for 2020.

The governor signed both measures into law recently. They both take effect July 1, 2019.

US FOOD AND DRUG ADMINISTRATION (FDA) CLEARS NATURAL CYCLES AS THE FIRST DIGITAL METHOD OF BIRTH CONTROL IN THE UNITED STATES Natural Cycles recently announced that its application for De Novo classification as a Class II medical device has been granted by the United States (US) Food and Drug Administration (FDA), making Natural Cycles the only app to be cleared in the United States as a form of birth control. NEW SIMS LAW REESTABLISHES COMMISSION TO REVIEW POLICE PRACTICES State Senator Elgie R. Sims Jr., a Democrat from Chicago, recently announced that the Commission on Police Professionalism will continue to review police practices to ensure better police-community relations.

The commission was established when a groundbreaking law enforcement reform package became law in 2015. This legislation, signed into law recently, includes many recommendations issued by President Obama’s Task Force on 21st Century Policing and extends the commission’s sunset date from Dec. 31, 2018 to July 1, 2019.

The commission was designed to review current training, the certification process of law enforcement and law enforcement duties and to determine whether some law enforcement officers should be licensed.

“This commission is all about working closely with law enforcement throughout our state to form better relationships between police and the communities they serve,” said Sims.

Senate Bill 3263 takes effect Jan. 1, 2019.

Funeral services for Aretha Franklin, who died last week have been announced. There will be a public viewing on Aug. 28 and Aug. 29 at the Charles H. Wright Museum of African American History in Detroit and a private funeral will be held at 10 a.m. on Aug. 31 at Greater Grace Temple also in Detroit.

Known as the Queen of Soul, Franklin has a musical and cultural history that touched millions of people over the last six decades, from her first recording as a teenage gospel star to her most recent RCA Records release called Aretha Franklin Sings The Great Diva Classics, according to her official website.

One of her most notable performances in recent memory was her moving performance of “My Country Tis Of Thee’” sung at President Barack Obama’s first inauguration in 2009.

“Aretha helped define the American experience. In her voice, we could feel our history, all of it and in every shade—our power and our pain, our darkness and our light, our quest for

redemption and our hard-won respect. May the Queen of Soul rest in eternal peace,” President Obama tweeted just hours after the news of Franklin’s passing became public.

Franklin also performed at the inaugural gala of President Jimmy Carter in 1977 and she performed “I Dreamed A Dream” at President Bill Clinton’s inauguration in 1993, according to Time Magazine.

In 1967, Franklin won her first two Grammy Awards for her song Respect which was chosen as the Best Rhythm and Blues Recording and the Best Rhythm and Blues Solo Vocal Performance by a Female that year. Since that time, she received 44 nominations and 18 total Grammy Awards for her classic songs like, “Chain Of Fools,” “Bridge Over Troubled Water,” “Hold On I’m Comin,” and “Never Gonna Break My Faith”.

In 1991 she was awarded the Grammy Legend Award, in 1994 she was awarded the Grammy Lifetime Achievement Award, and for now, she has five recordings in the Grammy Hall of Fame, according to the Recording

There is no question that Franklin touched lives with her music, but more than that, she changed lives through her work as a civil rights activist and often used her platform as a musician to spark a deeper conversation.

In the second half of the 20th century, Franklin publicly supported Angela Davis, a well known revolutionary and civil rights activist, and in 1970 when Davis was arrested on charges of murder, kidnapping, and conspiracy, Franklin told Jet Magazine that she would post Davis’ bond, “whether it was $100,000 or $250,000.”

The Dec. 3, 1970 issue of Jet Magazine went on to quote Franklin as saying “My daddy (Detroit’s Rev. C.L. Franklin) says I don’t know what I’m doing. Well, I respect him, of course, but I’m going to stick by my beliefs. Angela Davis must go free. Black people will be free.”

There is no doubt that Franklin had a soul that was cherished and will be missed dearly,but her voice will forever live on through her robust catalog of music that has truly transcended race, class, and time.

Third Major Roadway Shutdown Of The Summer Will Take Place during Labor Day Weekend

Rev. Gregory Seal Livingston, interim pastor of New Hope Baptist Church, recently hosted a press conference outside of the Chicago Mayor’s Office on the fifth floor of the Chicago’s City Hall building, 121 N. LaSalle St., to announce that he is organizing a shut down of the Kennedy Expressway entering and exiting O’hare International Airport on Sept. 3.

This will be the second major roadway shut down organized by Livingston, who is one of two organizers responsible for the Aug. 2 shut down of Lake Shore Drive, and the third major shut down overall this summer.

Just like the Lake Shore Drive shut down, Livingston’s number one demand for the O’hare shut down is the resignation of Chicago’s Mayor, Rahm Emanuel. The second pillar of his movement is to reduce violence in Chicago through investment on the south and west sides of the city.

Chicago’s National Youth Poet Laureate Leads Poetry Writing Workshop

The Chicago Child Care Society recently hosted a Creative Writing Workshop with Patricia Frazier, Chicago’s National Youth Poet Laureate. The workshop gave participants of two CCCS young adult programs the opportunity to try their hand at creating poetry and performing spoken word.

The Chicago Child Care Society (CCCS) is a 169-year-old non-profit organization and child welfare agency that provides high-impact intervention and prevention services for children and youth who are facing significant challenges in their lives.

19-year-old Frazier is studying film and creative writing at Columbia College in Chicago and was named the 2018 National Youth Poet Laureate, an honor that was launched as an initiative of Urban Word, an award-winning youth literary arts and youth development organization with offices in New York City and Los Angeles.

The poetry workshop was open to participants of CCCS’ Kings Achieving Leadership and Understanding (KALU) Male Mentoring program and their Next Step Beyond Parenting programs. Attendees learned poetry writing techniques from Frazier and they were encouraged to find their own ways of creating self-expressive poetry.

“People have a lot of prejudgments about what poetry is and I think it’s my job, as the teacher, to take that away from them and show them that poetry is whatever you put on the page. A poem www.thechicagocitizen.com

is however you feel and a poem is whatever story you choose to tell in whatever language you choose to tell it,” said Frazier.

There was no prerequisite for attending the poetry workshop and for many of Frazier’s students, this is their first experience with creative writing and writing poetry.

“This was something new for a lot of the participants and initially a lot of them had trouble just beginning to write. They talked about writing as being a way for them to express themselves and their feelings and just get it out on the paper,” said Heshima Mance, the Director of Youth and Family Empowerment for the CCCS. At each poetry workshop, students received two new journals, one that will remain on site and one for them to take home, and a new understanding of poetry and creative writing. This workshop is just one of the many ways that CCCS works to meet their goal of increasing literacy.

“One of the goals that is overarching for our agency is building literacy skills and literacy through writing. We thought, due to many of our students being connected to music, that poetry would be a fun way to build literacy,” said Mance.

Exposing people to poetry is what Frazier enjoys most and when the workshop ended several of her students said they planned to continue using creative writing for self-expression, according to Mance.

“That’s my favorite part, opening up the world of poetry and making poetry something that isn’t just about Shakespeare or a lot of other old white dead guys,” said Frazier.

Chicago, Cook County Homeownership to Get Boost with $8 Million NeighborhoodLIFT Program Wells Fargo & Company (NYSE:WFC), NeighborWorks® America and its network member, Neighborhood Housing Services of Chicago, recently announced the NeighborhoodLIFT® program will expand to the Chicago area with an $8 million commitment by Wells Fargo to boost homeownership in Cook County.

The event in Chicago is Wells Fargo’s 62nd LIFT program launch conducted in collaboration with NeighborWorks America and its network members. The 2018 NeighborhoodLIFT program for Cook County follows the 2012 Chicago LIFT program, which created 547 homeowners by offering homebuyer education plus down payment assistance grants as a result of a $10 million commitment by Wells Fargo.

“The NeighborhoodLIFT program is another example of our commitment to Chicago and Cook County,” said Monica Cole, Wells Fargo’s head of middle market banking for the North region.

“The effort will contribute to the strength of the community by helping hardworking families and individuals get on the path to achieve successful and sustainable homeownership.”

FREE NEIGHBORHOODLIFT EVENT IN CHICAGO AUG. 24–25 The free NeighborhoodLIFT event will be held Aug. 24 from 10 a.m. to 7 p.m. and Aug. 25 from 9 a.m. to 2 p.m. at the McCormick Convention Center, Grand Ballroom, South Building, level one located at 2301 S. Participating homebuyers can obtain mortgage financing from any participating lender.

Neighborhood Housing Services of Chicago will determine eligibility and administer the down payment assistance grants.

“This innovative collaboration will create about 425 homeowners,” said John Santner, regional vice president, Midwest region, NeighborWorks America. “The required homebuyer education classes provided by certified professionals better prepare NeighborhoodLIFT homebuyers to achieve their goal of sustainable homeownership.”

To be eligible, annual incomes must not exceed 80 percent of the local area median income, which is about $67,700 for up to a family of four in Cook County. In addition, there are special parameters for veterans and service members, teachers, law enforcement officers, firefighters and emergency medical technicians who may earn up to 100 percent of the local area median income, which is about $84,600, to reserve $17,500 down payment assistance grants within eligibility requirements. Approved homebuyers will have up to 60 days to finalize a contract to purchase a home in Cook County.

To reserve the full grant amount, participants buying a primary residence with the NeighborhoodLIFT program must commit to live in the home for five years.

“We are ready to assist Cook County families and provide homebuyer education and down payment assistance to help them achieve successful and sustainable homeownership,” said Kristin Faust, president, Neighborhood Housing Services of Chicago.

“This unique program both prepares people for homeownership and can also help overcome the barrier of coming up with a sufficient down payment.”

Since February 2012, LIFT programs have helped create more than 18,000 homeowners in 60 communities. A video about the NeighborhoodLIFT program is posted on Wells Fargo Stories.

This time around, Livingston is going at it alone after having split from his Lake Shore Drive shut down partner, Tio Hardiman, who is a long-time Chicago activist and the president of Violence Interrupters non-profit organization.

“Livingston was willing to go to jail and that’s what made me separate myself from any future rallies or marches with him because I’m not trying to lead people to go to jail,” said Hardiman. “Livingston and I have subsequently made peace. He is going to do what he needs to do in regards to organizing events and I plan to continue to organize on my end and we are not enemies by any means.”

Moving forward, Livingston believes that he will have plenty of support for his upcoming O’hare Airport shut down, with our without Hardiman.

Once again, Livingston said that will not ask for permission to shut down the Kennedy Expressway and the only way to prevent it is by immediate action from the Mayor.

“Mr. Mayor, with all due respect, if my colleagues and I do not hear from you, and know this, we will not allow you to segregate us by buying us off like slaves in a slave auction, we will Shutdown the traffic flow that goes in and out of O’Hare International Airport,” said Livingston.

Livingston is hoping that if he is disruptive enough, the Mayor will have no choice but to sit down with him and work out an immediate plan of action.

“We have to sit down with the Mayor, not just his messengers, and have a real conversation about real numbers and real figures and give the people a win now.

There is no waiting period when people are literally dying around us and there are wins that we can get right now that will make a difference in the community,” said Livingston.

ackyard heirloom gardeners and local food farms are welcome to exhibit at the Sunday, August 26th Heirloom Garden Show at Garfield Farm Museum. This annual event features historic varieties of vegetables, fruits, and flowers that were passed down from one generation to the next.

The exhibit is to help make the public aware of the great diversity of plant varieties that raised for generations are now in danger of becoming extinct. These historic genes maybe the very solution in this era of genetic engineering to help provide a more vigorous variety, overcome new diseases that arise, lower cost of production or most importantly provide good flavor and nutritious value.

There is no charge to the exhibitors and they may sell their historic produce. Local food farms and CSAs can also have exhibits.

Thornton Township Presents It’s 17th Annual Taste of Thornton Township Celebration On Saturday, Aug. 25, 2018, 10 a.m.–7 p.m., Thornton Township will hosts its 17th Annual Taste of Thornton Township Celebration, located at South Suburban College, 15800 S. State Street, South Holland, Ill. Frank M. Zuccarelli, President of Thornton Township said, “The Taste is one of our largest events and brings people throughout Thornton Township in one place to enjoy great live music, food and family entertainment.”

Trustee Joyce M. Washington is the Chairperson for Thornton Township’s Human Relations Commission (HRC) and for the Taste of Thornton Township special event Tui M. Muse is the Chairman of the event, and Bert Rivera is the Co-Chairman.

The R&B musical group Lakeside will be the highlight of the Taste entertainment. Medina further states, “This will be the first year for the Antique Classic Car Show.”

Black Women for Positive Change, (BW4PC) in affiliation with the Positive Change Foundation, recently announced the Sixth Annual 2018 Week of NonViolence, Justice and Opportunities, October 13-21, 2018. In a joint statement, Daun S. Hester and Dr. Stephanie E. Myers, National Co-Chairs of Black Women for Positive Change said, “We are reaching out to leaders around the United States and the World, to join us in the sixth annual Week of Non-Violence, Justice and Opportunities. We are honored that an outstanding group of leaders are joining this effort to promote the concepts of violence prevention, anger management, and de-escalation of violence.

This year the theme is ‘Opportunities As Alternatives to Violence.’ The goal is to inspire communities and families, to actively change the culture of violence by helping youth to pursue opportunities as alternatives to violence.” In 2017, forty cities participated in the United States, United Kingdom, South Africa and Republic of Congo.

coupons used as prizes, candy sale fundraisers, vending machine exteriors -- these are just a few examples of the kinds of junk food marketing that regularly takes place in U.S. schools, and such advertising is taking a toll on children’s health, say experts.

“Fortunately, significant progress has been made nationwide to provide nutritious meals and snacks in cafeterias, vending machines and school stores. However, continued marketing of junk food at school can undermine these improvements. Over time, those messages being marketed shape children’s food preferences, purchase requests, diets and overall health,” says Cheryl Anderson, PhD, nutrition chair, American Heart Association.

To help make the schools in your community a place where children can thrive, consider these suggestions from The Voices for Healthy Kids Action Center, a project of the American Heart Association.

• Healthier Fundraising: Is your child’s school hosting a fundraiser? Get involved and help organize fundraising efforts that don’t involve the sale of junk food. Instead, focus on selling fruit, plants, jewelry or gift items. You could even help organize an event like a walk-a-thon or dance-a-thon that raises money while getting the community moving.

• Learning Life Skills: Some schools have classroom units on nutrition and critical thinking.

Talk to your school’s administration about implementing educational programming to help students identify junk food marketing in their own school and community and discuss how it impacts them.

• Advertising Audit: Despite its prevalence, commercial advertising is usually not a substantial source of revenue for schools. Ninety percent of school officials note that school programs and activities would not be reduced if advertisements of unhealthy food ceased, according to Voices for Healthy Kids. Find out if the junk food marketing taking place in your school district directly contributes to educational programming. If so, ask for healthier food and beverage products to be marketed instead.

• Speaking Out: Get involved by calling school board members and school administrators, or by organizing other members of your community. Tips, resources and information for getting started can be found at voicesforhealthykids.org.

“Often companies that sell junk food spend millions of dollars marketing to children because it works. Children are likely to ask for things that are advertised to them,” says Dr. Anderson. “Be an advocate for school environments that help the next generation lead healthy lives.”
