2 briefly CHICAGO PUBLIC SCHOOLS AND CITY COLLEGES OF CHICAGO LAUNCH STUDENT OUTREACH AND RE-ENGAGEMENT (SOAR) CENTER IN ENGLEWOOD

Chicago Public Schools (CPS) and City Colleges of Chicago (CCC) this week opened the Englewood SOAR Center at Kennedy-King College to strengthen educational opportunities and outcomes for students, ages 15-21. Through the SOAR centers, a cohort of about 20 chronically truant and out-of-school youth are provided with guidance and support over six weeks to determine the best pathways for re-engagement and high school graduation. Participants are also provided access to adult education, CCC credit, and certifications.

The Englewood location is one of four SOAR Centers in the city, strategically located in neighborhoods with the highest concentration of youth vulnerable to truancy and dropping out of school. The centers, detailed in the below table, have served more than 13,000 students since the program’s inception in 2013. The program supports students with one-on-one mentoring, workshops, transcript evaluations, and graduation planning. Stipends of $150 were made available to students who registered to join the first cohort.

MAYOR LIGHTFOOT AND CDOT CUT RIBBON ON MOTOR ROW STREETSCAPE

Mayor Lori E. Lightfoot joined Chicago Department of Transportation (CDOT) Commissioner Gia Biagi and 3rd Ward Alderman Pat Dowell to cut the ribbon on the recently completed streetscape project along Michigan Avenue between Cermak and 24th Place. The Motor Row streetscape implements a “road diet” that reduces the previous four travel lanes to three, reducing crossing distances for pedestrians. Other improvements include widened sidewalks, new crosswalks, new landscaping, and LED smart lighting. The enhancements encourage drivers to slow down and make it easier for pedestrians to cross safely.

The improved streetscape at Motor Row features safety improvements that help address the recent increase in traffic fatalities citywide: Reduced Pedestrian Crossing Distance — Decreasing the number of travel lanes limits pedestrians’ time exposed in the roadway and increases their visibility to drivers when crossing the street.

Improved Crosswalks — 20-foot continental crosswalk at 23rd Street helps drivers see pedestrians sooner and slow down earlier.

Decreased Travel Lanes — Reducing the number of travel lanes from 4 to 3 forces drivers to slow down when approaching the crosswalk LED Smart Lighting — New lights and hanging baskets increase visibility for drivers and pedestrians alike.

Widened Sidewalks ­— Increasing sidewalk width provides more room for pedestrians to maneuver.

The streetscape at Motor Row also features aesthetic improvements that will have a long-term impact on the surrounding community: Full-width pavement resurfacing Parkway improvements and beautification New benches, litter receptacles, and bike racks New landscaping and trees Community gateway elements and light pole identifiers Located just west of McCormick Place, Motor Row is now known as an entertainment district; however, the area was originally named Motor Row due to the high concentration of car sales and repair businesses once located along the street. To reflect that history, the design of the custom, lighted identifiers was influenced by the Art Deco and automotive styling of that era.

The nearly $11 million streetscape project, funded through two TIFs, was designed in close cooperation with a local task force and community stakeholders. Christopher B. Burke Engineering was the lead design consultant for the project, and Sumit Construction was the lead construction contractor. Duroweld fabricated the gateway community identifiers that welcome all to Motor Row. In addition to investments in infrastructure, Mayor Lightfoot and CDOT will roll out an awareness campaign encouraging drivers to slow down. The campaign, which will appear on digital billboards and social media platforms, highlights the importance of coming together to protect our neighbors and reminds drivers to “Slow Down Chicago.”

Silver Room Block Party set for July 16th & 17th Continued from page 1

The event will take place from noon to 10 p.m. Saturday-Sunday, July 16th, and 17th, at Oakwood Beach, located at 39th and Lake Michigan.

This is the 17th year for the event, which started as a gathering on the North Side of the City with a couple hundred people, has grown to thousands of people attending. It has become a premier event on the South Side that people look forward to every summer.

People kept asking Eric Williams, owner of the Silver Room, if the event was coming back. The event brings people together, using art, culture and music. Williams believes it is something that is much needed after not having the event the last couple of years.

The theme of the event is “Back Together Again.”

In past years, the event was located on 53rd Street, and with the growth of the event, that location wasn’t feasible, so it has been moved to Oakwood Beach this year.

“The last time we did it, I felt like it was to a point at capacity. For safety reasons, for health reasons, I thought if we did it again at the same location, it just wouldn’t work and it would be way too many people and we had to figure something else out,” Williams said.

Williams wanted to keep the event on the South side and wanted to be able to charge. Also, Oakwood Beach provides a beautiful background for the event.

After 16 years, the Block Party is charging for the tickets.

The event in previous years was funded by the Silver Room and Williams, with a couple of sponsors.

“I look at it this time as we’re all coming together to make it happen, it’s not just Silver Room doing it, it’s not just me doing it, it’s the community collectively coming together, putting the money together to have a really beautiful event,” Williams said.

The event will include music and arts, as it has in year’s past.

This year will have a health and wellness pavilion, with Lululemon. There will be four stages, two stages with live music and two stages with DJs, and a kids area. With a lot more space, there will be more activations. One will be a design pavilion.

Norman Teague, owner of Norm’s Bistro, said the design pavilion came about because people have been thinking more about design and how it is moving to the forefront.

“I think design needs to be highlighted just a little bit more.

As an educator, professor at UIC, I find that there is such a low ratio of Black, young designers present,” Teague said. “ We really wanted to highlight some of the designers who are present here in Chicago and have them talk about their works, but also curate a show that people can walk through and while they’re taking a break from dancing, they can check out a fashion show, or they can come over and check out some designed objects, and a number of artists and designers from Chicago will be present to talk about the work they have.”

Teague added, the push for exposing design really comes down to thinking about how neighborhoods in Chicago are going through major changes and how people can start to elevate the amount of designers there are in Black communities.

There also will be basketball activations, volleyball, double dutch, murals and muralists. The vendor area will include 70 vendors and 30 food vendors, which will include vegan, vegetarian and other foods from all parts of the city. Williams described it as a “whole campus of goodness.”

“Widespread thinking about public housing is often flawed, marred by stereotypes and full of misconceptions and factual inaccuracies. This exhibit celebrates everyday people and everyday experiences, helping to ensure that never again will a single story be told as if it is the only one,” NPHM Executive Director Lisa Yun Lee, Ph.D., explained.

Why More Inclusive Stories About Public Housing Residents Are Needed More than 10 million people across the U.S. have lived in public housing over the past cen-

tury. But since the 1990s, misconceptions about and a lack of commitment to public housing have fueled a disturbing trend. Thousands of public housing units across the country have been demolished and not replaced.

“It’s shameful. Scores of thriving housing communities that sustained and nurtured thousands of people were dismantled. Families and children were displaced. But most significantly, the public doesn’t have an accurate portrayal or a meaningful historical record of who these people were and how public housing improved their lives,” Feinberg pointed out. “They were longtime Americans and immigrants from all walks of life. They worked in a myriad of professions, raised families and like most of us, led productive, meaningful lives. Public housing gave them a place to call home and thrive.”

“If we don’t preserve their stories, in time they will disappear. The National Public Housing Museum helps ensure that public housing residents aren’t erased twice—both in terms of their concrete, physical communities, and their individual and shared histories,” Feinberg said.

Harnessing the Power of Storytelling to Elevate Everyday People The $1 million donation will power an innovative exhibition that will occupy the NPHM’s largest gallery at the museum’s new home once construction is complete in 2023: “Joseph and Bessie Feinberg Foundation: Everyday Objects from Public Housing.” It will feature 20 to 24 objects collected from public housing residents in Chicago, New York, Houston, Los Angeles and in a rural community yet to be determined.

Every 18 months, new objects from new places representing different residents and offering new perspectives will be rotated into the exhibition.

In a departure from typical museum conventions, labels throughout the exhibit will be written by public housing residents themselves— rather than curators or academics—explaining the items’ significance in their own words. Labels will be drafted by residents in workshops under the guidance of experienced, award-winning writers. The first workshops will be held with New York City Housing Authority residents in a workshop led by award-winning writer Audrey Petty. Object collection and writing workshops are funded by a grant the NPHM was awarded by the National Writing Project as part of a National Endowment for the Humanities award.

MyOwnDoctor Announces Heart & Health App CHICAGO -- MyOwnDoctor, an Illinois-based telehealth company, today announced the launch of the free Heart & Health app, which will provide users with a multitude of culturally specific mental health resources and services beginning in September 2022.

The MyOwnDoctor Heart & Health app is designed to address the mental healthcare epidemic in America rooted in racebased traumatic stress. The app’s services will include weekly free webinars featuring MyOwnDoctor’s mental health experts and will cover a wide range of timely topics— from managing stress and anxiety, to tips for building healthy relationships, to coping with daily stress of racism, discrimination, sexism and violence.

Multiple crises in America—including a spike in racially motivated violence and gun violence and too few mental health providers, especially in Black communities—have increased the need for culturally specific health care services such as those that MyOwnDoctor provides. The Federal Bureau of Investigation (FBI) reported that 2020 marked the highest spike in reported hate crimes since 2012. Incidents targeting people because of their race increased more than any other category, with the Black community seeing the largest increase.

At the same time, the U.S. suffers from a shortage of mental health providers, particularly in Black and Latinx communities. Only 3 percent of U.S. psychologists

are Black and only 7 percent are Latinx, according to the American Psychological Association.

“Everyone has the right to good health—including mental health—but not everyone has access to mental health resources or providers who understand and relate to their lived experiences,” says Cheryle Jackson, Chief Executive Officer at MyOwnDoctor. “The Heart & Health app offers free access to culturally specific mental health providers, which research has shown can improve health outcomes for patients.”

According to the US Department of Health and Human Services, African Americans are 20 percent more likely to experience a serious mental illness and 25 percent more likely to experience symptoms of post traumatic stress disorder. Despite these realities, fewer than one in three receive treatment.

“A recent study showed that 63 percent of Black participants believed that having a mental health issue represented a personal weakness,” says Dr. Jay Weems, Chief Mental Health Officer at MyOwnDoctor and doctorate in Clinical Psychology. “It’s difficult to improve treatment outcomes when there are so many barriers to that treatment—including barriers like shame and stigma that we construct ourselves. these other survey findings: * Young people are especially concerned about having no financial plans in place; those who say they’re worried include 95% of Gen Z-ers, 92% of millennials, 84% of Gen X-ers and 60% of baby boomers. * Nearly three in five respondents (58%) consider managing their money more mentally demanding than solving crossword puzzles. * Respondents spend an average four hours per month managing their money, and in spite of AI technology tools that could help them, 37% rely on pen-andpaper methods to do so - including 30% of Gen Z-ers and 28% of millennials. * A significant 44% reported being at least somewhat likely to dip into their savings during the first three months of 2022, and 27% said they were very likely to do so. * A full 13% of all respondents (and 19% of women respondents) say they have no savings at all from which to draw.

(BPT) - Food and gas prices continue to rise, on top of record-high housing costs in many cities across the U.S. If you’re an older adult who is already living on a tight budget, today’s inflation can be particularly difficult. Fortunately, there are programs available that can help you save money on health care, prescriptions, food, utilities and more.

One of the easiest ways to find out if you’re eligible for benefits is to visit the National Council on Aging’s BenefitsCheckUp.org. The free and confidential tool connects older adults, people with disabilities and caregivers to benefit programs. The site is easy to use, even for people with minimal digital experience.

IAMHP and State Legislators Rally Support for Behavioral Healthcare Services Recent incidents such as school shootings, the pandemic and inflation are all factors that could greatly impact mental health. Several measures, designed to improve efficiency and efficacy of behavioral health services, were approved for increased funding during the last legislative session. The COVID-19 pandemic has revealed gaps in healthcare services throughout the country. One such gap, which will be difficult to improve in the short term, is access to behavioral health services amid a significant provider shortage. To address this situation, IAMHP collaborated with legislators on many shared priorities during the last legislative session. “The legislature introduced and passed a number of bills that align with IAMHP’s goals of increasing equitable access to healthcare and supporting providers who treat patients with behavioral healthcare needs, said Samantha Olds Frey, CEO of the Illinois Association of Medicaid Health Plans.

Funding for additional training, in the form of academic detailing, offers providers opportunities to enhance their level of expertise in caring for patients with behavioral health disorders. In addition, behavioral health providers will now find it easier to locate appropriate care settings for patients thanks to funding that expands a new system that tracks the availability of inpatient treatment beds. Added to these new measures are simplified billing and payment codes for behavioral health and substance use disorders.

For patients in treatment for substance use disorders, additional funds approved cover new Peer Support Services (PSS). Peer Support Services are community based and known to improve treatment outcomes. IAMHP led the initiative to gain this coverage.

Bikes & Music Announces Summer “Fun-Raiser!”

Group Ride and Cookout to Follow Online Fundraising Drive Bikes & Music, a Chicagoland 501(c)(3) nonprofit corporation, has a goal to raise $25,000 by August 20, 2022. The funds are needed for the repair of donated bicycles, and for the purchase of new bike helmets and locks. The bikes and equipment will be provided to children and adults in need.

Since the start of 2022, Bikes & Music has collected over 100 bicycles throughout Chicagoland. “We received a terrific response to our spring bike drive,” says Bikes & Music co-founder Ryan Gable. “We have supported organizations that are doing amazing work, like Home of the Sparrow and RefugeeOne. We’ve supplied these refurbished bikes along with helmets and locks to children and some adults that need bikes for fun but also as a mode of transportation to work and school!”

The challenge now and mission of the fundraiser is to cover the tune-ups and repairs for these bikes. When you add in the cost of helmets and locks, it takes about $100 to get each bike ready to go and into the hands of someone that desperately wants one.

Gable explains that repairing used bicycles keeps them out of landfills. “We could almost buy new bikes for what repairs and parts cost sometimes. But we are dedicated to doing the right thing for the planet by recycling bikes that just need a little love. We’re fortunate to have support from two local bike shops (Crank Revolution in Hoffman Estates and Never Ending Cycles in Streamwood) for the safety checks, maintenance and repairs. They do everything they can to keep our costs to a minimum.”

1/4 cup yellow or white miso 1 tablespoon Korean chili paste 1 tablespoon honey 1 pound Alaska sablefish (black cod), cut into 2-ounce portions nonstick cooking spray 1 small avocado, pitted, peeled and chopped 1-1 1/4 cups cooked sushi rice or quinoa 1/2 cup chopped English cucumber 1/4 cup thinly sliced halved radish 1/2 cup pickled ginger, chopped 1/2 cup bottled Asian-style salad dressing with wasabi and ginger 8 medium-large butter lettuce leaves 1/2 cup cilantro leaves Preheat oven to 450 F. Blend miso, chili paste and honey; spread onto Alaska sablefish portions.

Place portions on nonstick cooking spray-coated, foil-lined baking sheet.

Roast 5-7 minutes, or until fish is opaque throughout and deep golden brown; cool slightly.

In mixing bowl, combine avocado, rice or quinoa, cucumber, radishes and ginger; pour in dressing. Toss to coat.

To serve, place about 1/3 cup vegetable-rice mixture in each lettuce leaf.

Top with one sablefish portion. Sprinkle each lettuce cup with 1 tablespoon cilantro leaves.

The Project Manager has been authorized to refuse to issue plans, specifications and proposals to any persons, firm or corporation that he considers to be unqualified. Proposals must be submitted on the forms provided.

No proposals will be issued to bidders after July 24, 2022 at 5pm. No bid shall be withdrawn after the opening of the proposals without the consent of the Executive Director of SMHN for a period of 3 days after the scheduled time of closing bods.

The bidder is specifically advised that the SMHN is a Subrecipient of the County of Cook of a grant pursuant to the Housing and Community DevelopmentAct of 1974, as amended, pursuant toan agreement entered intobetween the County of Cook and SMHN. Payments to the contractor will be made by SMHN after it has received the funds to make such payment from the County of Cook in accordance with the terms of the Defense Appropriations Act 1989, the (estimated/actual) percentage of the total cost of this Project to be funded with federal dollars is $76,000.00 and the exact dollar amount of federal funds which will be set aside for this project will be based on the contract amount awarded under this offering.

APPLICABLE FEDERAL REQUIREMENTS All laborers and mechanics employed by the Contractor of Subcontractor on constmction work for this Project shall be paid wages at rates not less than those prevailing on similar constmction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended, (U.S. C. Sections 76-276a-5), and shall receive overtime compensation in accordance with and subject to the provisions of the Contract Work Hours and Safety StandardAct (40 U.S.C Sections 327-333), and the Contractor and Subcontractor(s) shall comply with all regulations issued pursuant to these Acts and other applicable Federal laws and regulations pertaining to labor standards. The Secretary of Labor has, with respect to the labor standard specified in this Section, the authority and functions set forth in Reorganization Plan Number 14 of 1950 (U.S.C. Section 122z-15) and Section 2 of the Act of June 13, 2934, as amended, (40 U.S.C. Section 276c).All

contracts and Subrecipients for the construction or repair shall include a provision for compliance with the Copeland "Anti-Kick Act" (18 U.S.C. Section 874) as supplemented in Department of Labor Regulations (29 CFR Part 3).

Each bidder is required to comply with Equal Employment Opportunity for the Community Development Block Grants, a copy of which is on file with SMHN ands available for inspection.

Compliance with "Section 3", which calls for affinnative action by the Contractor to train and/hire lower income residents of the Project area and to subcontract with local, small businesses is required on the Project.

An explanation of the applicable federal requirements previously mentioned is provided in the Special Provisions of the Bid Specifications.

The successful bidder for the constrnction of the improvement will be required to file a perfonnance bond equal to one hundred percent (100%) of the bid, with sureties to be approved by the Executive Director of, which perfonnance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specifications therefore, according to the time and terms and conditions of the contract and also that the bidder and contractor shall properly pay all debts incurred by the Contractor in the execution of the work, including those for labor and materials furnished.

The Contractor shall be required to furnish sufficient insurance or guaranty of indemnity to SMHN and the County of Cook, Illinois against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractor(s), or their officers, agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the Executive Director of SMHN, the right to reject and all proposals or bids is reserved.
