AETNA BETTER HEALTH PREMIER PLAN MMAI APPROVED TO EXPAND STATEWIDE TO SERVE DUAL ELIGIBLE MEDICARE-MEDICAID CUSTOMERS ACROSS ILLINOIS Aetna®, a CVS Health® company (NYSE: CVS), recently announced it has received approval to expand its existing Illinois Medicare-Medicaid Alignment Initiative (MMAI) demonstration health plan (Aetna Better Health® Premier Plan MMAI) to serve the entire state.

The MMAI is a groundbreaking joint effort by the Illinois Department of Healthcare and Family Services (HFS) and Centers for Medicare and Medicaid Services (CMS) to reform the way care is delivered to individuals eligible for both Medicare and Medicaid services (“dual eligibles”). G7 LEADERS UNITE AROUND AMBITIOUS GLOBAL CONSERVATION AGENDA Leaders of seven of the 10 largest economies in the world recently united in an ambitious agenda for the conservation of the planet, recognizing the critical role of nature in rebuilding the global economy in the aftermath of the COVID-19 pandemic.

In a joint statement, the heads of state from the G7 nations agreed to conserve or protect at least 30% each of the land and ocean on earth by 2030 to halt and reverse biodiversity loss. The communique also included support for conserving the biologically rich waters of the Antarctic Southern Ocean, tackling marine plastic pollution, addressing unsustainable and illegal activities negatively impacting nature, and mobilizing sustained financing to tackle climate change and biodiversity loss. The G7 finance ministers pledged to approach these measures with a commitment to an “inclusive global recovery that builds back better and greener.”

Esports and gaming have been gaining popularity, with gamers becoming celebrities and making money from esports.

A new Esports arena, Surge by Smash Interactive, is set to open in Bronzeville and the Illinois Institute of Technology will leverage its esports and digital arts program to partner with the arena.

April Welch is the associate vice president of strategic initiatives and director of the Esports and Digital Arts Center for the Illinois Institute of Technology.

Welch said that IIT is one of the old hats in the Esports world. She said the program started in 2013, but the Institute has had gaming groups and clubs as far back as the 1970s.

“Esports is not really new, what’s new is the bandwith that we have,” she said.

“What’s new is the ability to engage the audience and connect with a broad range of fans and increase the fandom. That’s the part that we’re excited about.”

Welch said there is the potential to make esports and gaming a spectator sport, in the same way people attend football games. She said there is also an opportunity to enhance the aspects of

esports that are connected to learning and the things that make you a good student – dedication, communication and leadership – as young people get to the elite levels of the games.

Welch said IIT was an early partner of Surge and the Institute is excited to work on the educational component that will be offered at the facility. She added, Surge has dedicated a whole lab for IIT’s program.

“We’re going to be able to connect to the community by creating opportunities to learn game design programming,” she said, adding that some classes that IIT teaches in its summer camp will be expanded and taught at Surge. “I’m happy to be able to embed it more deeply into [a] curriculum people in CPS can really take advantage of.”

Welch said there have been students at IIT who have paid off their student loans through gaming, setting up Twitch and YouTube channels, editing videos and creating highlight reels of their game play, as well as managing their social media to build an audience.

“All these things you need to be an outstanding entrepreneur, our students are learning while enjoying their gaming,” she said.

Welch said in addition to the educational programs IIT will have,

a Bronzeville Esports League will be developed. Three Chicago Public Schools have been chosen to participate in the league so far -- Phillips, Drake and National Teachers Academy. She said it will complement the co-curricular activities at schools and can lead to scholarships in college, as well as introduce students to computer science through gaming.

“As they learn how to log their games and get better and tweak their hardware to get the best performance out of it, they’re really using all of the skills they need to embrace a computer science career,” she said. “There are some really amazing benefits from gaming, they learn how to focus, they learn confidence, they learn how to interact with each other.”

Welch said this is a wonderful opportunity to bring the African American community into the limelight. She said in gaming lounges, the African American community is filled with gamers. She said she wants to show the community a path to profitability, a path to college and a path to friendships, through gaming.

FDA Takes Steps to Increase Availability of COVID-19 Vaccine Following careful review and deliberation, the U.S. Food and Drug Administration is taking important steps that will allow a critically needed supply of the Janssen (Johnson & Johnson) COVID-19 Vaccine to be made available.

The agency recently announced that it is authorizing for use, under the emergency use authorization (EUA) for the Janssen COVID-19 vaccine, two batches of vaccine drug substance manufactured at the Emergent BioSolutions facility in Baltimore.

According to a press release, before making this decision, the FDA conducted a thorough review of facility records and the results of quality testing performed by the manufacturer.

Based on this review and considering the current COVID-19 public health emergency, the FDA concluded these batches are suitable for use.

While the FDA is not yet ready to include the Emergent BioSolutions plant in the Janssen EUA as an authorized manufacturing facility, the agency continues to work through issues there with Janssen and Emergent BioSolutions management.

The FDA’s decision to include these two batches of vaccine drug substance in the EUA for the Janssen COVID-19 vaccine means that Janssen vaccine made with this drug substance can be used in the U.S. or exported to other countries. A condition on any export of these batches,

or of vaccine manufactured from these batches, is that Janssen and Emergent agree that the FDA may share relevant information about the manufacture of the batches under an appropriate confidentiality agreement, with the regulatory authorities of the countries in which the vaccine may be used.

The FDA has also revised the letter of authorization for the Janssen vaccine to help facilitate potential export to other countries. Under the revised letter of authorization, the distribution and administration of exported vaccines must comply with the laws of the recipient countries.

The FDA has determined several other batches are not suitable for use, but additional batches are still under review and the agency will keep the public informed as those reviews are completed.

Additionally, the FDA has extended the expiration dating for the refrigerated Janssen COVID-19 Vaccine after reviewing information submitted by Janssen and determining that the vaccine can be stored at 2-8 degrees Celsius for 4.5 months instead of 3 months.

“These actions followed an extensive review of records, including the production history of the facility and the testing performed to evaluate the quality of the product. This review has been taking place while Emergent BioSolutions prepares to resume manufacturing operations with corrective actions to ensure compliance with the FDA’s current good manufacturing practice requirements,” said Peter Marks, M.D. Ph.D., director of the FDA’s Center for Biologics Evaluation and Research. “Additionally, the action to extend the shelf life for the refrigerated Janssen vaccine means that jurisdictions that have doses on hand now have additional time to administer vaccine.”

The FDA will also keep the public and our global partners informed as they continue to work expeditiously on this issue and will share information when they are able.

Lessons of study appear relevant at a time when many Americans have been laid off More than 70 percent of the American workforce report completing at least one nontraditional, postsecondary training program—such as a certification, continuing education, or an apprenticeship—and many of these trainings are associated with positive outcomes for workers, especially those without any formal college degree, according to the Survey of Education Attainment (SEA), a new national survey from NORC at the University of Chicago with funding from the ECMC Foundation.

The lessons of the study appear particularly relevant at a time when many Americans have been laid off, the economy is revamping, and education has been shifting to online and virtual formats.

“At a time when many workers are reassessing their careers and the type of education they need to remain successful, our research reveals that nontraditional training programs are associated with many beneficial outcomes,” said Lisa Lee, senior research methodologist at NORC and the project’s principal investigator. “Earning a certification, obtaining a license, or engaging in continuing or work-based education may provide workers with tools and credentials they need for success in the workforce.”

Among the positive findings, the survey shows that among workers without a college degree, those who complete a nontraditional training program: l Report greater weekly hours of work l Have higher annual earnings l Are less likely to lack a career path or goal Evidence from the SEA suggest that employees’ overall satisfaction with many types of workforce training does not vary whether the training is online or in-person.

“What really stood out from the survey is the critical importance of workers finding training programs that align with their careers and fulfill their professional needs,” said James R. Neumeister, NORC research scientist and co-investigator who helped analyze the data. “It is less important who the provider is or how the education is delivered. Training is best when it is personally and professionally meaningful.”

Results from an initial analysis of the data were outlined in a Research Brief and presented at the Association of Public Policy Analysis and Management’s 2020 Fall Research Conference and are now publicly available on NORC’s website.

Key findings include: l Nearly three-quarters of workers (71 percent) completed at least one nontraditional, workforce training program.

Among those who engaged in such training, the average number of completed trainings was 5.4. l Approximately one-third of workers reported completing

a certification/license (34 percent), a certificate (33 percent), or a work experience (34.5 percent), and about one-quarter completed continuing education (26 percent). Although many of these training programs were provided by accredited, nonprofit colleges and universities, the majority were secured through alternative providers such as labor unions, community organizations, professional associations, and for-profit trade schools. l When analyzing what factors were most strongly associated with workers’ overall satisfaction with training programs, it was the characteristics of the training itself -- and not the personal and career characteristics of the trainees—that were more important. In fact, the perceived usefulness of the training and its applicability to the worker’s current job were the two biggest factors driving training satisfaction among survey respondents. l Workers were equally satisfied with certification/licensing programs and certificate programs delivered online as they were with programs conducted in person. However, in-person continuing education was associated with higher satisfaction than courses delivered online. l Among workers without either a two- or four-year college degree, individuals who completed training programs were more likely to report working a higher number of hours per week, less likely to report having no long-term career plan, and more likely to report higher annual earnings.

“NORC’s much-needed research provides great insight into nontraditional programs that have for too long lacked quality data and analysis,” said Patrick Bourke, career readiness program officer at the ECMC Foundation. “We are proud to support NORC’s efforts because we believe they will go a long way to helping institutions and learners more clearly understand what educational pathways can lead towards a family sustaining wage during this time of economic uncertainty.”

NORC also hopes this work can help spur further investigation, analysis, and development of nontraditional training programs. “This study provides key data that educators and policy makers can use to effectively design and implement workforce training programs,” Lee added. “We hope that the findings from this study will lead to improved learning opportunities and career outcomes for the huge swath of U.S. workers who pursue these trainings.”

SBA Announces Funding Competition to Organizations Providing Federal Procurement Training to Veteran Entrepreneurs Washington – The U.S. Small Business Administration recently announced that non-profit organizations and private sector firms are now eligible to compete for funding of up to $500,000 to deliver federal procurement training to veteran and service-disabled veteran entrepreneurs. The application period runs through July 12, 2021.

Up to two awardees will use the $500,000 in total funding to participate in the Veteran Federal Procurement Entrepreneurship Training Program (SB-OVVT-21-001) with grants from SBA’s Office of Veterans Business Development. Awards will be made

for a base project period of 12 months, with three option periods of 12 months each. These funds will be used to cover the costs of educating veterans and service-disabled veterans who intend to pursue, or are already engaged in, federal procurement.

“With the U.S. Government being the single largest purchaser of goods and services in the world, there is a tremendous opportunity for our veteran small business community to tap into government contracting,” said Larry Stubblefield, associate administrator for the SBA’s Office of Veterans Business Development. “Through our Veteran

Federal Procurement Entrepreneurship Training Program, we will continue to provide grants that train and empower veterans and service-disabled veterans as they enter and expand in the federal marketplace.”

Coalition behind the Empowering Communities for Public Safety ordinance blasts Lightfoot’s opposition to democracy and continued obstruction of police reform According to a press release by the Chicao Alliance Against racist and Political Repression, On Friday June 18, as she has done throughout her term, Mayor Lightfoot once again obstructed the democratic process of reforming Chicago’s troubled police department, instructing her allies in the Public Safety Committee to refuse to even consider a revised version of the Empowering Communities for Public Safety (ECPS) ordinance. Last Friday was supposed to be a capstone moment in Chicago’s years-long search for a solution to the endemic racism that haunts its police department, a search that culminated in the creation of the ECPS ordinance, around which hundreds of community organizations as well as dozens of labor unions, houses of worship, and all four caucuses in City Council have rallied.

Rather than meeting the weight of this historic moment and engaging in an open and democratic debate about a bill that, at its heart, is about democracy and its extension to police accountability, the Mayor’s allies engaged in a shameful display of procedural manipulation in order to thwart the democratic process and prevent the ECPS bill from even being debated in committee.

“If it wasn’t clear enough that Mayor Lightfoot is against democratic police accountability for Chicago, her actions on Friday showed she is even willing to subvert our democratic process in order to make sure our rights to true police accountability don’t threaten her power,” said Jazmine Salas, co-chair of the Chicago Alliance Against Racist and Repression. “Lightfoot has shown, once again, that she is the single greatest obstacle to police reform in Chicago.”

The Mayor’s office has claimed it is close to reaching an agreement with the ECPS coalition on an ordinance. This is a lie. The ECPS coalition has met exactly once with members of the Mayor’s office – enough to make it clear to the coalition that Lightfoot does not believe communities have any role to play in the process of community oversight.

“Our previous talks with the Mayor broke down because of Lightfoot’s disregard for communities and their need to have a say in their own safety,” said Desmon Yancy, Director of Community Organizing at the Inner-City Muslim Action Network. “As a coalition, we have no doubt that Lightfoot is totally unwilling to lead this city in the direction it is demanding to go – a future in which our communities are in charge of public safety. The city of Chicago has come together around that vision and this ordinance and we won’t stop fighting as a coalition for our right to democratic police accountability,” he added.

Moving forward, the coalition has decided to split ECPS into two ordinances. One will create the Local District Councils and the Community Commission envisioned by the original bill to oversee police department policy and investigations of police misconduct through COPA. The other will place a referendum on the ballot to ask Chicagoans whether the Community Commission should be directly elected and include expanded powers.

“The Black Caucus, Latino Caucus, Progressive Caucus, and Democratic Socialist Caucus all voted to endorse an ordinance that includes a referendum to empower Chicagoans to make a democratic choice about the Commission and its powers,” said Alderperson Carlos Ramirez-Rosa of the 35th Ward, Chairperson of the Democratic Socialist Caucus. He added, “In the face of a committee that is unwilling to even consider the change Chicago needs, we split the referendum from the original ordinance to ensure we uphold the rights of Chicagoans to decide on their public safety in a fair and democratic manner. We will be presenting the referendum in a standalone ordinance soon.”

Alderman Roderick Sawyer of the 6th Ward, a lead sponsor of ECPS and a member of the Black Caucus, agreed. “Last Friday was a setback for the city of Chicago, but our coalition will go forward to ensure that our city’s Black and brown communities have police accountability and public safety that empowers them to become the solution to ending police misconduct.”

Redfin Reports Pending Sales Continue to Slow--Still Up 29% from 2020 The breakneck pace of the housing market is beginning to slow heading into June, according to a new report from Redfin (redfin.com), the technology-powered real estate brokerage.

Leading indicators of activity are now mostly cooling off instead of continuing to heat up.

Adjusted for seasonality, home purchase applications have been falling since late March and are now 7% below their average levels in January and February 2020, despite low mortgage rates and easing access to credit.

The cooling market is also reflected in a four-week decline in pending sales and a drop in Redfin’s demand index, which is down 12% from its late-March peak. Taken as a whole, the data paints a picture not of a bursting bubble, but a clear change from the overheated spring market.

“Homebuyers may have found a better way to spend Memorial Day weekend than touring homes, but

most have not exited the market entirely,” said Redfin Lead Economist Taylor Marr. “Buyers have faced a tough market this year and fewer feel it is a good time to buy as the allure of low rates has waned, so some are choosing to wait it out for now. With demand stabilizing, the housing market should become more balanced, allowing homebuyers to have a less stressful and challenging time finding and competing for a home.”

“While the market has not come to a full stop, we are seeing signs of yielding,” said Westchester County, NY Redfin real estate agent Candice Smith. “Buyers are winning bidding wars with offers that are $60,000 or less over asking prices; just a month ago in similar situations they had to go $100,000 or more over asking.

Bidding wars are still the norm, but

the number of competing offers have been cut in half from around 17 to about eight. Homebuyers still need to be strategically creative when submitting their highest and best offer, which involves methods like offering to cover an appraisal gap upfront, dropping the appraisal or mortgage contingency altogether or adding escalation clauses.”

Key housing market takeaways for 400+ U.S. metro areas: Unless otherwise noted, this data covers the four-week period ending June 6. Redfin’s housing market data goes back through 2012.

Data on homes listed and/or sold during the period: The median home-sale price increased 24% year over year to $358,749, a record high.

Asking prices of newly listed homes hit a new all-time high of $364,725, up 14% from the same time a year ago.

Pending home sales were up 29% year over year. Seasonally adjusted

pending sales are down 9.7% from their peak four weeks ago. The sudden slowdown in pending sales is likely due to more people opting to pause their home search and take advantage of the holiday weekend.

New listings of homes for sale were up 9% from a year earlier.

Active listings (the number of homes listed for sale at any point during the period) fell 37% from 2020, and have been relatively flat since late February.

56% of homes that went under contract had an accepted offer within the first two weeks on the market, well above the 43% rate during the same period a year ago.

Homes that sold were on the market for a median of 16 days, a new all-time low and down from 38 days a year earlier.

A record 53% of homes sold above list price, up from 25% a year earlier.

The average sale-to-list price ratio, which measures how close homes are selling to their asking prices, increased to 102.1%—3.7 percentage points higher than a year earlier and an all-time high.

Other leading indicators of homebuying activity: Mortgage purchase applications increased 0.3% week over week (seasonally adjusted) during the week ending June 4. For the week ending June 10, 30-year mortgage rates decreased to 2.96%.

The COVID19 pandemic brought with it a rapid acceleration of telehealth as people looked for ways to access care safely. While technology kept many in the United States connected to care and loved ones, many low-income older adults were left behind by the sudden need to understand and access technology and internet services.

However, among those who could stand to benefit the most from these services are 22 million older adults (ages 65 and above) in the United States who don’t have broadband access at home. What’s more, older adults (ages 62 and above) with an income below $25,000 are 10 times more likely to be offline at home. Many older adults lack the technological literacy needed to leverage digital resources for health and social support.

New efforts are helping to address these inequities. CITRIS Health, an organization dedicated to advancing the well-being of older adults and family caregivers with enabling technology, recently launched “Lighthouse for Older Adults.”

This project is offering one-on-one training, in-language support and peer-based technical support to equip older adult residents of affordable housing communities with highspeed broadband access, user-friendly devices and digital literacy training.

Following an initial pilot, participants reported both an increase in device usage as well as confidence in using their devices.

Technology helped to connect them to loved ones they were isolated from, and improved their overall health and wellbeing by reducing social isolation and loneliness.

When asked about their favorite part of using a Google device, one participant stated, “Being able to connect visually with family and friends. And visually means a lot.”

Those at the helm of the project say they hope its success will serve as a model for other such programs.

“Older adults have so much to gain from the connections and health care opportunities available with internet access and a basic understanding of technology,” says CITRIS Health director and Lighthouse project lead David Lindeman. “We’re eager to see this program replicated to improve equity in telehealth.”

The COVID-19 pandemic has made it clear that technology literacy and access are more crucial for older adults than ever before.
