REP. KELLY BURKE BACKS EFFORTS TO EXPAND MAP GRANTS, IMPROVE ACCESS TO HIGHER EDUCATION State Rep. Kelly Burke, D-Oak Lawn led the charge on a measure to expand access to grants for low-income students and is urging the governor to sign the measure into law.

Burke is the chief co-sponsor of House Bill 5020, a measure that prioritizes students currently receiving funds from Monetary Assistance Program, or MAP grants, to continue their college education. Students that remain eligible for MAP and renew by the established priority deadline each year would receive the grant as long as the program is funded.

House Bill 5020 passed both the House and the Senate without opposition and is expected to be sent to the governor for approval in the near future. The proposal is one of a number of measures to strengthen higher education that came from a bipartisan higher education working group that Burke serves on.

ILLINOIS FIRST AND ONLY STATE TO HAVE SPECIALTY LICENSE PLATE SUPPORTING ALZHEIMER’S ASSOCIATION Specialty license plates supporting the Alzheimer’s Association are now available in Illinois. Illinois residents can now order their ENDALZ plate through the Illinois Secretary of State’s Office.

These purple End Alzheimer’s or ENDALZ plates will raise awareness and necessary funds in the fight against Alzheimer’s.

More than 220,000 people are currently living with Alzheimer’s disease in Illinois, and that number continues to grow.

The plate has a white background and features ENDALZ, as well as the Alzheimer’s Association’s signature color purple and Association logo.

“It’s incredible to see these Alzheimer’s Association purple plates starting to show up on Illinois roads,” says Jen Belkov, Vice President of Public Policy for the Alzheimer’s Association Illinois Chapter. “Alzheimer’s Association specialty license plates will help raise dementia awareness, while also providing a steady source of additional revenue, so the Association can continue to offer the care and support that individuals and families facing Alzheimer’s disease throughout Illinois desperately need.”

COMMISSION TO ENSURE MINORITIES PROPERLY COUNTED IN 2020 CENSUS A new Illinois commission launched by State Senator Emil Jones III (D-Chicago) will work to ensure diverse populations in Chicago and around that state are properly counted in the 2020 United States Census.

Jones’ legislation was passed in response to a U.S. Census Bureau report that said the 2010 census undercounted minorities in the United States by nearly 1.5 million with African-Americans, Hispanics, renters and young men not properly counted.

The Illinois Complete Count Commission will develop, recommend and help administer a census outreach strategy to encourage full participation in the census.

“It’s important that we get ahead of the issue this time around, and use this commission to make sure all communities in Chicago and other areas of Illinois are equally accounted for in the 2020 Census,” Jones said.

YMCA Program Gives Young People a Platform for Storytelling

he YMCA of Metropolitan Chicago recently hosted the Story Squad Showcase event at Revival Theater in Hyde Park. The event featured original stories written, recorded, and performed by young people in the YMCA’s Youth Safety and Violence Prevention Program who participated in the 15-week Story Squad curriculum.

Story Squad is a 15-week program that focuses on digital storytelling. Currently, the YMCA offers the Story Squad curriculum in Humboldt Park, Pilsen, and South Chicago but they plan to soon expand the program to the Woodlawn community.

“We get together every week and each week we have a different topic but the things that we always talk about are how identity is constructed, what it means to be a critical consumer and producer of media, and the relationship between power and storytelling,” said Eddie Ulin, coordinator of Expressive and Media Arts for the YMCA of Metro Chicago.

In Story Squad, the students learn that storytelling is a way to heal and that if they don’t tell their own stories, someone else will tell it for them and it might not be the whole story.

“One of the biggest things we talk about is how the news or the media portrays the community, especially the youth. We always tell them every day that if you aren’t telling your stories you are allowing other people to tell your stories for you,” said Ulin. “That’s what we do in Story Squad, try to get them to tell their own side of the story because we believe they are the experts in the community.”

The Story Showcase event presented all 30 stories from the three Story Squad cohorts in a two-hour event. Some students elected to perform their stories live in front of the audience, www.thechicagocitizen.com

others elected to introduce stories that were played aloud, and all the stories were available at the listening station.

“The showcase is the culminating event where we gather all three sites together and invite friends, families, and communities to listen to the stories that they have been working on for the past 14 weeks. We set up a listening station with laptops that play all the stories because unfortunately we only have 2 hours to have a showcase and we can’t play every story,” said Ulin.

Over the course of the 15-week program, Ulin said he see’s students develop confidence, learn how to express themselves, and heal from past trauma through storytelling.

“They now realize that there are people out there that care about them and they realize that there are other people going through the same things they are. You can tell that new confidence makes them want to go out and share their stories which is pretty much our goal, to try and turn their narrative into healing tools for the future so they know they can do something powerful with their stories,” said Ulin.

he Downtown Hyde Park Farmers market is officially open and operating from 7 a.m. to 1 p.m. every Thursday at 5235 S. Harper Court Ave. from now until October. The market serves as a way to highlight area businesses, bring attention to Downtown Hyde Park, and build a thriving Hyde Park community.

The Hyde Park Farmers market is presented by the South East Chicago Commission (SECC), a community-based organization focused on enhancing the quality of life in Hyde Park, Woodlawn, Washington Park, Kenwood, and Oakland, as part of their

Downtown Hyde Park initiative spearheaded

by Eric Reaves, program manager for the SECC. Since taking the position in 2014, Reaves has built up the Downtown Hyde Park brand and website as a way to draw attention to the neighborhood and attract tourism and economic development.

“I wanted to establish a brand identity but I also wanted to create a central point of engagement that would act as an area where people could go when they wanted to come to the destination of Downtown Hyde Park, Chicago. The purpose was three fold, to establish a brand identity, to establish a central point of engagement, and also to act as a catalyst for economic development and redevelopment in the Hyde Park Area,” said Reaves.

The farmers market features traditional elements like local produce, local retailers, homemade pies, jams, and jellies, fresh cut flowers and potted plants. There are also unique elements like live chef demonstrations, multiple live musicians performing throughout the day, and a Zumba class in the morning.

“We wanted to add some excitement in addition to what was going on so we have three musicians each Thursday, they play for about an hour a piece and it’s across all genres, you might have some hip-hop, you might have some jazz, you might have some R&B. We also have Zumba which is an exercise that people can participate in. We really wanted to activate the area and make it warm and inviting.

The market also serves as a way for local vendors to expose hundreds of new customers

to their brand and products.

“I envision it as a place for people to come in and get fresh produce but also it’s an opportunity for businesses to be able to impact an average of 300 extra people who may not necessarily come to their business,” said Reaves.

More than anything or any product available at the Hyde Park Farmers market, Reaves enjoys getting to know the people that visit the market every Thursday.

“I like interacting with the various people who come to the market. We have people come that are very diverse,” said Reaves. “I like interacting with them and telling them about Downtown Hyde Park. I like the passers-by on the street that are drawn into the market because of the music or they see something that’s going on that catches their eye.”

even after a trained mental health professional diagnoses a child with depression, some parents refuse treatment. This can occur despite these teens wanting and asking for treatment.

Some do not want their children to take antidepressants. Antidepressants carry the FDA black-box label warning on thoughts of suicide in young people. But the consensus in the field is that benefits outweigh risks with careful monitoring. Also, a recent study reported the clinical trials used to form the FDA black-box warning excluded patients who were already at “significant risk of suicide,” which means this risk-benefit analysis was formed without patients who were the most depressed and at the most risk. Evidence-based psychotherapy also treats depression, but some families don’t commit the time or resources to ensure their children have frequent appointments.

In most states, teens under 18 require a parent’s permission to receive treatment for depression. There are some exceptions, but in most cases, a child cannot get treatment on their own.

what would you think should be done?

My guess is if the illness was HIV, diabetes or asthma, the answer would be to ensure the child is allowed to take their medication and attend doctor’s appointments. But that was not the answer I got with one teen with depression and multiple suicide attempts.

The law in Florida, where I teach and practice, is that only when children reach age 18 years can they consent to treating their own depression with medication or with ongoing therapy. I was told this teen would have to “wait” until he or she reached 18 to get treatment since the parent was refusing.

Depression is hard to diagnose because it is not always obvious. Parents may not believe in an illness they don’t see.

A SERIOUS ILLNESS, OFTEN EXPERIENCED IN LONELINESS

ospital visits for kids in the U.S. who have contemplated or thought about suicide have risen sharply.

As a child and adolescent psychiatrist, I am not surprised. For years, I ran a child psychiatric hospital, where we treat kids after they attempt suicide. Usually, by the time I diagnose a teenager with depression, it is almost too late. Almost. It’s estimated that one in five teens will have depression, but twothirds of them will go undiagnosed.

Lack of screening for depression is one part of the problem in children’s mental health, and efforts are underway to improve screening and detection for depression. Access to care is another problem, as there is a severe shortage of child psychiatrists in our country. Parents may also not see symptoms of a mental health problem or not be aware of how severe the problem is, due to lack of knowledge or understanding of depression in children.

These are several barriers to treatment, which are unfortunate. However, one barrier that is rarely addressed is when parents ignore obvious signs of depression or just don’t want help. Studies have noted that between 12-26 percent of parents reported not wanting or needing help, or being unwilling to seek help for a child’s depression.

In my experience, teens experience depression for much longer than their parents are aware. There are several reasons for this, including the stigma of mental illness, and teens not being forthcoming because they blame themselves for feeling depressed and don’t want to upset their parents.

In fact, feeling like things are your fault is one of the symptoms of depression. We are lucky if a teen tells their parent they are feeling depressed or a parent sees warning signs and brings their child for an evaluation, because the depression is likely far more severe than the parent realizes. Sometimes, we’re not as lucky.

In my experience, many children who attempt suicide never have been evaluated or treated for depression before. After a child attempts suicide and a parent starts to understand and learn about depression, most parents are willing to do anything to help their child. But in some cases, this doesn’t happen.

This is incredibly hurtful to teens who ask for treatment and the message they get is their suffering is not important enough to treat.

DEPRESSION IS THE DEADLIEST DISEASE OF CHILDHOOD Depression and its worst risk, suicide, are serious and common problems in children and teens. Suicide is the second leading cause of death in U.S. teens, resulting in more deaths than from cancer or any other disease or illness.

In addition to deaths by suicide, depression can cause progressively worsening brain changes, according to new research. And yet,

MENTAL HEALTH CAN BE NEGLECTED One possible way to overcome this is to view a deliberate lack of providing treatment for depression as a form of child abuse. The term “medical neglect” refers to a child being harmed due to a lack of medical care.

In the criteria outlined by the American Academy of Pediatrics, medical neglect occurs when parents understand the medical advice given, the recommended treatment would have significant benefit for the child’s health and be accessible by the family, and the parent or caregiver still denies or refuses treatment or access to care. Another way for neglect to occur is to ignore obvious signs of illness.

While these criteria are usually applied to chronic physical illnesses like HIV or asthma, it appears to be rarely applied to mental illnesses.

If I told you that a teenager was hospitalized multiple times due to a chronic life-threatening illness, and that teenager’s parent refused to bring the child for doctor’s appointments or allow them to take medication for the illness,

THE PRACTICE PARAMETER FOR TREATING Depression by the American Academy of Child and Adolescent Psychiatry (AACAP) acknowledges that families “may not wish to participate in psychotherapy or may object to taking any medications.” However, if these are the two evidence-based treatments being recommended and they are available, what are our options for ensuring these children receive appropriate care? Once a professional does make the diagnosis, and if severe enough, why are we allowed to let it go untreated?

When we – children, parents and physicians – view depression like other illnesses, more people will be helped. We as physicians should be working to prevent neglect from occurring by talking to parents about depression and treatment, providing education and addressing their concerns.

Parents need to be educated that some illnesses still exist and cause suffering even if they can’t always see it. Parents should also know we physicians are not blaming them for their child’s illness, but they are responsible for getting their child appropriate treatment. If they don’t, I believe that is neglect.

Caballero lists homes for more than 60 builders in Dallas-Fort Worth, Houston, Austin and San Antonio. As published in The Wall Street Journal, and independently confirmed by REAL Trends, Ben Caballero is the top-ranked real estate professional in the U.S. in both total number of home sales and total annual dollar volume.

Landmarks Illinois recently acquired the test kitchen and materials for $1 and, with the help of volunteer professionals from its Skyline Council, disassembled the kitchen and removed it from the former headquarters of the Johnson Publishing Company. A developer purchased the building, located at 820 S. Michigan Ave., in 2017 with plans to convert the former office space into apartments.

Landmarks Illinois wanted to ensure the kitchen was not demolished, but preserved for future display or reuse.

The Ebony test kitchen is being safely stored until future plans are made for preserving and presenting it to the public. Landmarks Illinois is forming a short-term advisory panel to help the organization determine these future plans. It is Landmarks Illinois’ goal this kitchen will be reassembled, displayed and interpreted as an exhibit or reused for educational purpose at an appropriate location where its historic integrity will remain intact and its story will be celebrated.

“Landmarks Illinois looks forward to working collaboratively with our advisory panel and with potential future partners who share a vision for preserving this culturally significant piece of history from the country’s most influential African American publisher of its time,” said Bonnie McDonald, President & CEO of Landmarks Illinois.

The Johnson Publishing Company Building was completed in 1971 and designed by African American architect John Warren Moutoussamy. It was the former home to Jet and Ebony magazines – publications that shared inspiring stories of African Americans – until the Johnson family sold the building in 2010. The Ebony fourth-floor test kitchen is where Editor Charlotte L. Lyons would test meals before adding them to Ebony’s monthly feature, “A Date with a Dish.”

The Johnson Publishing Company Building was designated a Chicago Landmark in November 2017, for which Landmarks Illinois advocated. The landmark designation protects the building from demolition, but does not protect its interiors.

A

ward-winning guitarist and composer Komie has already enjoyed a successful career creating music for hundreds of hit shows including Ozzy Osbourne’s World Detour, The Voice, NASCAR, Dateline, Late Show With Stephen Colbert and The Amazing Race. His music has been featured in advertising campaigns for Diane Von Furstenberg, Bailey’s Irish Creme, Six Flags and CocaCola (amongst others) and has won several Emmy Awards for best music, 3 BMI TV Music Awards and a Clio nod along the way. But despite all of these accomplishments, Komie desired something more: a project made purely for the art of it. No boundaries except one — it had to express the deepest part of his artistry at the highest level possible.

Thus the concept of Afterglow was born.

Chicago Public Library Invites Teens to Imagine Doing More! This Summer

C

hicago Public Library invites teens to participate in the 2018 Teen Summer Challenge, Imagine Doing More!, available now through September 1. CPL challenges teens to make a positive impact in their local environment, individually, in pairs or groups. Teens choose one environment to investigate and change (natural, neighborhood or social-emotional), and one of four possible actions (volunteering, creating campaigns, developing projects or coordinating programs). The self-directed challenge is easy for teens to follow with four phases of participation. Whether it’s pledging to reduce their carbon footprint, develop a blog, build a garden or create a photography exhibit, teens’ ideas and solutions for improving the environment will be shared and celebrated. Teens can potentially earn service-learning hours, see their work recognized on the CPL website, and develop experience relevant for college or a future job.

“At CPL, we believe that empowering teens to investigate what matters most to them, and guiding them to develop ideas and solutions to make a positive impact on that area, leads to a deeper connection with

their summer learning and helps builds self-confidence,” said Chicago Public Library Commissioner Brian Bannon.

This year as part of the challenge, Imagine Doing More! invites teens to participate in partner institution challenges to improve the quality of their Chicago environment.

All partner institutions will host Incubation Days at branches citywide to introduce unique real-world challenges for teens to solve, including: • Adler Planetarium: Reduce Light Pollution in Chicago!

• Chicago Architecture Foundation: Design Your Neighborhood!

• Chicago Botanic Garden: Defend Chicago’s Native Pollinators!

• Environmental Law & Policy Center: Improve the Air We Breathe!

• WE: Make the World A More Inclusive Place!

As part of CPL’s commitment to nurture learning for all ages, CPL teen librarians and mentors create engaging and welcoming spaces designed to develop teens’ 21st century skills through interest-driven programs. Teen participants gain access to state-of the-art technology and digital resources, and discover connections to college and career pathways.

Programming, workshops, events and more take place year round at various CPL branches, including 12 dynamic YOUmedia locations. Designed to inspire collaboration and creativity, YOUmedia programs emphasize digital media, making and mentorship by engaging teens across a variety of core content areas including graphic design, photography, video, music, 2D/3D design, STEM and hands-on making. By the end of 2018 CPL will have 20 YOUmedia locations in branches citywide, including its flagship at Harold Washington Library Center, thanks to the support from Mayor Rahm Emanuel and the City of Chicago.

In honor of Navy Pier’s 102nd anniversary this July, Chicago’s mission-driven cultural destination is awarding 102 local nonprofit organizations the opportunity to either ride the iconic Centennial Wheel or experience the popular Fifth Third Bank Winter WonderFest for free as part of its annual Community Rides program. The Pier is accepting applications from now through Friday, June 29, and recipients will be announced on Friday, July 15 to coincide with the Pier’s anniversary.

Applicants must be Chicagoland-based 501(c)(3) nonprofits in good standing, and must serve a community primarily located in Cook, Dekalb, DuPage, Kane, Kendall, Kenosha (WI), Lake, Lake (IN), and/or Will counties in order to be considered. Past recipients are welcome to reapply. Awarded nonprofits will be issued complimentary Centennial Wheel tickets or Fifth Third Bank Winter WonderFest following the announcement on July 15. Centennial Wheel tickets will be valid through May 31, 2019, while Fifth Third Bank Winter WonderFest tickets will be valid through the duration of the event (from November 30, 2018 to January 6, 2019). Interested organizations are encouraged to apply online by close of business on June 29.

Now in its third year, the annual Community Rides program has quickly become a popular program within the local nonprofit scene. Mara O’Brien, executive director of past recipient, SitStayRead, shared how the program afforded her students the rare opportunity to venture out of their school and neighborhood and allowed them to see and appreciate their city from a unique perspective while riding the Centennial Wheel.

Girls in the Game’s Teen Programs Manager Elizabeth White added, “The experience provided the opportunity for girls from different backgrounds to come together as a team and have fun, while proving to our participants that they are part of a larger community and family across Chicago.”
