An Illinois State Representative Sonya Harper-led bill to exempt unclaimed property sold by the Treasurer from sales tax was recently signed into law.

“When the state Treasurer cannot reunite unclaimed tangible property with the legal owner after five years, the Treasurer can auction off the property,” Harper said.

“Exempting these goods from sales tax makes them more accessible to the consumer and saves them money.”

Historically, tangible unclaimed property sold at auctions on behalf of the state Treasurer has been exempt from sales tax, but the Leveling the Playing Field for Illinois Retail Act inadvertently removed this exemption. Senate Bill 3832 provides that all tangible personal property sold by or on behalf of the state Treasurer would be permanently exempt from sales tax.

“Exempting unclaimed property from sales tax puts money back into the pockets of consumers,” said Harper. “I thank my colleagues on both sides of the aisle for coming together to pass this commonsense measure.”

Senate Bill 3832 is effective immediately.

Chicago’s Congo Square Theatre Company, one of the nation’s premier African American theatres, celebrates the Juneteenth holiday with two festive “Homecoming”-themed programs, Sunday, June 19, at the Zhou B Art Center, 1029 W. 35th Street in the Bridgeport neighborhood.

The celebration begins from 1 to 4 p.m., with Festival on the Square. This lively, family-friendly, and free program is inspired by the original Congo Square located in New Orleans, and aims to celebrate arts, healing, and Black joy.

Themed around “Homecoming,” this year’s Festival will showcase a vibrant collection of live performances, theatrical readings, and Black owned vendors. Ayodele Drum & Dance kicks off the festival with a live performance followed by a dance class for all ages and skill levels. CHICAGO — Mayor Lori E. Lightfoot and the Chicago Department of Business Affairs and Consumer Protection (BACP) announced the annual scheduled increase in Chicago’s minimum wage and a scheduled enhancement of the Fair Workweek ordinance requirements.

Every July 1, Chicago’s minimum wage increases per the Minimum Wage Ordinance.

The Chicago minimum wage is tiered for large businesses with 21 or more employees, and small businesses with 4-20 employees.

The minimum wage for larger employees increases annually according to the Consumer Price Index or 2.5%, whichever is lower, since reaching $15 per hour in 2021.

The minimum wage for small businesses continues to increase towards $15 per hour by 2023. The minimum wage as of July 1, 2022 will be: $15.40 for employers with 21 or more employees (including all domestic workers, regardless of the number employed) $14.50 for employers with 4-20 employees The minimum wage for tipped employees will be $9.24 for employers with 21 or more employees, and $8.70 for employers with 4-20 employees (employers must make up the difference between any tips received and the applicable minimum wage for nontipped workers.)

On July 1, 2022, scheduled enhancements to the Fair Workweek Ordinance will require employers in covered industries to post work schedules with at least 14 days’ notice, an increase from the previous 10 days’ notice. In another change, employees will need to earn less than $29.35 per hour or $56,381.85 per year to gain protection under the Fair Workweek Ordinance. Covered industries include building services, healthcare, hotel, manufacturing, restaurant, retail, or warehouse services.

Chicago has been a leader in worker protections, and the upcoming changes reflect the City’s commitment to creating financial opportunity for all Chicagoans.

“Chicago has a long, proud history of being allied with workers, both promoting and protecting their rights,” said Mayor Lightfoot. “Raising the minimum wage to $15.40 and requiring employers to post schedules 14 days in advance not only protects the rights of workers but creates better economic opportunity for all residents. With these new measures, the City is reaffirming its commitment to our talented workers and demonstrating why we are one of the nation’s leaders in protecting workers’ rights.”

Chicago’s minimum wage increases each July 1. Employers that maintain a business facility within the City of Chicago or are required to obtain a business license to operate in the City are required to pay their employees at least the Chicago minimum wage. Additionally, any employee that works two hours or more in the City within a twoweek period must also receive at least the Chicago minimum wage.

The Chicago minimum wage also applies to Subsidized Temporary Youth Employment Programs like those catering to Chicago’s youth looking for summer

employment opportunities. Anyone age 24 or younger employed by, or engaged in employment coordinated by a nonprofit organization or government agency will see a minimum wage increase to $12.00 on July 1.

Peters measure to combat drownings in Lake Michigan becomes law

Chicago- Piers and public access points to Lake Michigan will soon be safer thanks to a measure advanced by State Senator Robert Peters (D-Chicago) that will help install essential rescue equipment was signed into law.

“Everyone deserves to feel safe when they head to the beach this summer,” Peters said. “I am glad that we are taking this long overdue step to protect our families who visit beaches on Lake Michigan.”

The new law requires owners of piers or drop-offs on Lake Michigan to install public rescue equipment. The measure also establishes tracking and reporting requirements for local governments that own a pier or drop-off on Lake Michigan.

Nationally, drowning is the leading cause of accidental death for children under the age of 5, the second leading cause for children under 15, and the third leading cause for people under 30. There are significant disparities between Black and white populations in drowning death rates, with African American males from ages 15 to 19 facing the highest per-capita rates of drowning.

The measure originated from a controversy between residents of the Rogers Park neighborhood and the Chicago Park District over a lack of life saving rings on lakefront piers.

“We have had too many tragic and, in many cases, preventable deaths on Lake Michigan,” Peters said. “Simple rescue equipment like lifesavers are an effective way to help people get to safety in case they fall or find themselves struggling in the water.”

Simmons Led Mental Health Curriculum Becomes Law

Youth in Illinois will now begin to receive specialized education on mental health resources after a measure championed by State Senator Mike Simmons (D-Chicago) becomes law.

“This measure addresses a critical gap in the support systems that we need to offer our youth to be able to remain emotionally well,” Simmons said.

“Our youth have been so resilient during these past few years, but many of the broader issues amplified by the COVID-19 pandemic have put a severe strain on the mental health of our young people. It’s imperative that we prioritize the mental health and well-being of our young people and center the experiences they are voicing and actually living through.”

Senate Bill 4028 will ensure that the curricula for elementary and secondary schools would be required to include how and where to find mental health resources in the state. The measure helps make students aware of mental health services that are available to them and helps erase the broader stigma behind mental health.

The measure was in part inspired by two of Simmons’ Youth People’s Legislative Councils, where Simmons discussed with young people themselves the issues that are salient to them such as violence and access to mental health as part of his mission to empower young people to become more involved in policy making.

“The struggle to find adequate resources for mental health is an issue that I hear time and time again when I meet with young people in the district I represent,” Simmons said. “I am pleased that we will begin to deliver practical resources to support our youth directly in our schools.”

Senate Bill 4028 was signed into law and takes immediately.

Harlem Teens Receive Business Advice From Nick Cannon, Place Third in National Pitch Competition NEW YORK, PRNewswire -- Nick Cannon Foundation, Inc., in collaboration with Career and Technical Education (CTE) programs in public schools nationwide, held its 7th Annual National America’s Teen Mogul (ATM) Competition in Southeast Queens, NY. Governor Pritzker Announces $20 Million Investment in Humboldt Park Health CHICAGO – Governor Pritzker joined Humboldt Park Health leaders to announce $20 million in funding for the safety-net hospital on the west side of Chicago, a product of the Governor’s historic Rebuild Illinois infrastructure plan. $19 million will establish the new,

state-of-the-art Humboldt Park Health Wellness Center – set to open 18 months after construction kicks off this summer – and an additional $1 million is supporting infrastructure improvements throughout the hospital.

With support from federal matching funds, Illinois is investing up to $150 million annually into collaboratives that fill healthcare gaps and focus on underlying health conditions in areas high on the federal

Centers for Disease Control and Prevention’s social vulnerability index scale, communities that have been disproportionately affected by the COVID-19 pandemic and areas served by critical access and safety net hospitals, including rural parts of the state.

On June 30, 2021, the state announced the funding for the first round of Healthcare Transformation Collaboratives funding. The collaboratives that have received funding demonstrated equity-focused solutions and demonstrated innovative visions for closing gaps and removing access barriers to quality health care for people in their communities, to help achieve the ultimate goal of reimagining the health care system in Illinois.

Just last month, the first ribbon cutting was held for one of the Healthcare Transformation Collaboratives, the 55th and Pulaski Health Collaborative, which is based in the Gage Park/West Elsdon community.

Humboldt Park Health is a partner in two collaboratives: Westside Health Equity Collaborative, which seeks to increase convenient access to culturally responsive healthcare, supporting the unique and changing socio-economic needs of individuals and families on the Westside of Chicago, a community with one of the highest social vulnerability indexes in Illinois. City, State public health officials confirm first probable case of monkeypox virus in Illinois CHICAGO - The Chicago Department of Public Health (CDPH) and Illinois Department of Public Health (IDPH), announced today a single presumptive monkeypox case in an adult male Chicago resident with recent travel history to Europe.

Initial testing was completed Wednesday, June 1, 2022, at an IDPH laboratory, and confirmatory testing for monkeypox is pending at the Centers for Disease Control and Prevention (CDC). Based on initial epidemiologic characteristics and the positive orthopoxvirus result at IDPH, health officials consider this a probable monkeypox infection.

CDPH and IDPH are working closely with the CDC and the patient’s health care providers to identify individuals with whom the patient may have been in contact while they were infectious. This contact tracing approach is appropriate given the nature and transmission of the virus.

The person did not require hospitalization and is isolating at home in good condition. To protect patient confidentiality, no further details relating to the patient will be disclosed.

The case remains isolated and at this time there is no indication there is a great risk of extensive local spread of the virus, as monkeypox does not spread as easily as the COVID-19 virus. Person to person transmission is possible through close physical contact with monkeypox sores, items that have been contaminated with fluids or sores (clothing, bedding, etc.), or through respiratory droplets following prolonged face-to-face contact.

Monkeypox is a rare, but potentially serious viral illness, which belongs to the Orthopoxvirus family, and typically begins with flu-like symptoms and swelling of the lymph nodes, and progresses to a rash on the face and body. Most infections last 2 to 4 weeks. Monkeypox is typically endemic to parts of central and west Africa, and people can be exposed through bites or scratches from rodents and small mammals, preparing wild game, or having contact with an infected animal or possibly animal products.

Together, the University and the Schreibers aspire to create a new, $500 million restricted portion of the University’s endowment that would make these resources permanent–empowering students to attend and successfully graduate from Loyola for generations to come. The Schreibers’ gift is the foundational investment in this planned program, which aims to fund hundreds of students a year when fully funded.

“Students with talent, grit, and promising leadership potential are, far too often, left out of life-changing scholarship opportunities and services due to circumstances beyond their control. At Loyola Chicago, our Jesuit, Catholic mission is to seek out and support anyone who is traditionally underserved and embrace those willing to work hard and thrive,” said Dr. Jo Ann Rooney, president of Loyola University Chicago.These two different approaches to educating students have demonstrated retention and graduation rates far beyond the national averages.

The program supported by this transformational gift from the Schreibers will fully cover tuition, room, board, and wraparound support services to remove obstacles that often keep a four-year degree out of reach, including: 1. Mentorship beyond a typical college counselor, connecting students to professional cohort leadership, live-in residential counselors, academic advisors, social work and wellness counselors, career development advisors, tutoring, peer mentors, and others who can help support students in various aspects of their educational journey.

2. Connection to resources students may need: addressing food insecurity through an on-campus food pantry; offering housing assistance and connecting student families to shelters; and providing other support to ease the stress students face when families become homeless.

3. A student community/cohort model proven to be successful in helping students feel a sense of belonging on campus and begin developing their own relationships and peer groups. The program facilitates the development of community through social events, networking functions, and opportunities to live together.

The program will launch in the fall semester of Loyola’s 2022-2023 academic year.
