GLORIA RAY KARLMARK, ONE OF LITTLE ROCK NINE, RECEIVES AN HONORARY DEGREE FROM ILLINOIS INSTITUTE OF TECHNOLOGY (IIT) Gloria Ray Karlmark, who was one of 9 African American students who ignited controversy when they enrolled at the allwhite Central High School in 1957 in Little Rock, Arkansas, received an honorary degree from the Illinois Institute of Technology (IIT) during its May commencement ceremony held recently.

After receiving her bachelor’s degree in chemistry in 1965, Karlmark worked as a school teacher, laboratory assistant, programmer, and mathematician. She later moved to Sweden and joined IBM’s Nordic Laboratory. Karlmark worked for IBM’s International Patent Operations for 11 years and received an honorary doctor of science, honoris causa at IIT for outstanding contributions to the development of a more inclusive society.

U.S. MEASLES CASES IN FIRST FIVE MONTHS OF 2019 SURPASS TOTAL CASES PER YEAR FOR PAST 25 YEARS As of May 30, 2019, the Centers for Disease Control and Prevention (CDC) reported 971 cases of measles in the United States, the greatest number of cases reported in the U.S. since 1994, when 963 cases were reported for the entire year.

If outbreaks continue through summer and fall, the United States may lose its measles elimination status, erasing the hard work done by all levels of public health. “Measles is preventable and the way to end this outbreak is to ensure that all children and adults who can get vaccinated, do get vaccinated. Again, I want to reassure parents that vaccines are safe, they do not cause autism. The greater danger is the disease the vaccination prevents,” said CDC Director Dr. Robert Redfield, M.D.

Mayor makes South Side alderman a City Hall Boss Continued from page 1

She may not be the most powerful black woman at City Hall but with her recent appointment as chairman of the City Council’s budget committee, South Side Alderman Pat Dowell (3rd) is among the new political bosses downtown.

Next to the finance committee, which is considered by many City Hall insiders as the most powerful city committee, Dowell takes the helm of the second most powerful committee.

In 2018, Dowell served as a member of Gov. J.B. Pritzker’s gubernatorial transition’s Job Creation and Economic Opportunity Committee and also as a member of the City Council’s housing and real estate, transportation and the public way, landmarks, rules and health committees.

The former deputy commissioner of planning for the city earned a bachelor’s degree in developmental psychology from the University of Rochester (New York) and a master’s degree in Social Service Administration from the University of Chicago.

In fact, the City Council has 18 committees chaired by black aldermen, seven whites and two Hispanics. And besides Dowell, the other eight black chairmen are Ald. Carrie Austin (34th), contracting oversight and equity; Ald. Emma Mitts (37th), license; Ald. Howard Brookins (21st), transportation; Ald. Michael Scott (24th), education; Ald. Roderick Sawyer (6th), health and human services; Ald. Chris Taliaferro (29th), public safety; Ald. Michelle Harris (8th), rules; and Ald. Walter Burnett (27th), traffic. Mayor Lori Lightfoot, who appoints all committee chairs, broke away from tradition and did not make appointments based on seniority.

“Chicago residents are excited for change, and that includes making City Council more

responsive and accountable, which we’ve started by shaking up our committees and chairmanships,” Lightfoot told the Citizen. “We still have a long way to go, but I am proud of the first steps we’ve taken in creating a city that is stronger, more fair, and more prosperous for all Chicagoans.”

As the city’s first, black female mayor, Lightfoot said she couldn’t be happier to have Dowell as part of her leadership team.

“I am excited to work with her in this new era of transparency and integrity in city government. As one of the council’s most senior members, Alderman Dowell brings both a wealth of experience and a fresh perspective to the role of budget chairwoman,” added Lightfoot. “Importantly, Alderman Dowell and I share a vision for opening up the budgetary process in a more transparent way to ensure that ordinary Chicagoans can see how their hard earned tax dollars are spent and weigh in on spending priorities.”

The appointment caught Dowell, whose ward includes Englewood, Bronzeville and the South Loop, by surprise.

“You can’t turn the mayor down, so I am taking on this challenge,” said Dowell. “One goal I have is to make sure the public has a better understanding about how the budget process works.

I want to find new ways to eliminate waste and achieve savings within the city’s budget.”

Dowell will have her first committee meeting in July and added she is excited to hit the ground running.

“Among the duties of this committee is to work with the mayor to present a balanced budget to the City Council to review, and to make suggestions on how to close budget gaps when needed,” she said. “That’s why I have solicited suggestions from my colleagues on how to make the budget process more transparent

and I look forward to reviewing their ideas.”

For the past 12 years, Dowell has been third ward alderman after defeating former Ald. Dorothy Tillman in 2007.

Previously, Austin chaired the budget committee, but will now oversee areas such as procurement, aviation and veterans in her new role as chair of the newly created committee.

Since being appointed by former Mayor Richard M. Daley in 2007, Austin has chaired the budget committee and is now the second longest serving alderman with 25 years of service. Alderman Edward Burke (14th), who most recently chaired the finance committee, is the longest serving alderman with 50 years of service.

In 1994, Daley appointed Austin as 34th Ward alderman after her late husband, Ald. Lemuel Austin, died. After completing his unexpired term, she ran for re-election and has been re-elected five times. She also serves as the Democratic Committeeman for the 34th Ward.

“If Ald. Dowell needs my help, she knows she can call me. I have always helped people because that is what I do as a public servant,” said Austin. “Heading up any committee has its challenges and certainly the budget committee is no exception. What you do as budget chairman is closely watched by the mayor and voters so it’s important that you make smart choices.”

As a mother of seven and grandmother of 29, Austin said her work as alderman is almost done.

“I am going to work in this term for the betterment of my constituents and all Chicagoans, and at the end of this term, if there’s more work to be done, then I will run for re-election,” explained Austin. “But if not, retirement is something I would absolutely consider. This would allow me to spend more time with my grandchildren.”

Family Memorializes Daughter By Hosting Orange Peace Party In Pendleton Park

Hadiya Pendleton was 15 years old when her life was cut short and she was shot to death on Jan. 29, 2013, while standing in the park with her friends. In order to honor her memory and to call for an end to senseless gun violence in Chicago, Pendleton’s parents recently hosted the fifth annual Orange Day Peace Party in Hadiya Pendleton Park, 4345 S. Calumet Ave., on the south side.

“The motivation behind this event is to basically bring awareness to gun violence and bring out people that have been affected by gun violence,” said Nathaniel Pendleton, Hadiya’s father. “We want to bring everyone together to send out a message that we need to stop killing each other.”

Every year, the Orange Day Peace Party takes place during the first weekend in June which coincides

with Gun Violence Awareness Week and with Hadiya’s birthday.

“We do this every year during the first weekend in June which falls on my daughter’s birthday and we wanted to have a celebration of her life and a celebration of the beginning of the Gun Violence Awareness Week,” said Pendleton.

All who attend the event are encouraged to wear orange as a symbol of gun awareness.

“When my daughter got killed, a group of friends from her school created a group called Operation Orange Tree and basically they would wear orange because hunters wear orange when they are in the wild to let people know not to shoot them. So on that same accord, they decided to wear orange to say don’t shoot us,” said Pendleton.

After Hadiya’s death, her parents created Hadiya’s Promise which

is a nonprofit organization that is working to combat gun violence in Chicago and the theme for this year’s event was Maintaining the Promise.

“We did give a promise when we created Hadiya’s Promise and we said that we are going to stick with this and we’re not going to fall off so right now we are maintaining that promise to the community and to the people,” said Pendleton.

Going forward, Pendleton said he sees no signs of stopping anytime soon. They plan to continue growing the Orange Day Peace Party and continuing to maintain Hadiya’s Promise.

“I expressed to my wife a long time ago that I want this party to stop traffic. I want it to be so big that it stops traffic and maybe for a couple of hours, Chicago gets to look at this picnic and say I’m not gonna shoot someone, I’m gonna go ahead and party today,” said Pendleton.

Professional Track and Field Athlete Says Perseverance Has Carried him Through Tough Times

Marcus Chambers is a professional track and field athlete from Tacoma, WA, and has won several state and national awards during his career. Chambers is a Nike Athlete, training for the 2020 Olympics in Tokyo, and is a perfect example of how perseverance can help you to achieve your goals.

Chambers is a track and field athlete now but didn’t actually discover his love of running until high school. He played various sports and was always known for being fast but never thought he would enjoy track.

“I played sports as a youngster. I played baseball, soccer, basketball, football, and all sports really but I never thought track was anything to participate in because I was really into the team stuff and I liked to play sports with my friends but the one common thing that I always had was speed,” said Chambers.

During his freshman year of high school, Chambers decided to try running track and said that after his first week of practice, he fell in love with the sport and over the span of four years, he won four state championships and was a two time Jr. Olympic Champion.

“It was fun, and not just because I was always winning,” said Chambers. “My dream of

the Olympics came up because after my first race, I watched a video of the Olympics and then that’s when the dream started rolling. I wanted to know if I could make it that far and at that time I had no clue but I wanted to see.”

Chambers is a Nike Athlete which means that he is sponsored by Nike and he is a representative of their brand and held to a very high standard of athleticism.

“Nike is one of the top sporting brands in the world and so for a company like that to say they believe in me and they want to help me continue pursuing your dream of competing in the Olympics is like, I couldn’t ask for anything better,” said Chambers. “The one thing about it though is that when you are with the top brands out there, they expect results so there is a lot of pressure.”

Throughout his career Chambers has dealt with pressure in a multitude of ways. From

excelling as a freshman on the high school track team to struggling as an athlete during his first year of college to now being sponsored

by Nike and preparing to compete for a spot in the Olympics, he said that perseverance and maintaining his self-confidence is what has gotten him through those tough times.

“I want to inspire the youth to persevere and to push through the tough times, whether it’s mentally or whether it’s physically. If you really want to reach your dream, you have to persevere and you have to push through when you get knocked down. I got knocked down multiple times in sports, even at the professional level, but realistically, I just have to push through because I know my time is coming,” said Chambers.

Survey Reveals Loss Of Lunch Breaks Weighs Heavily On Millennials

A survey by Tork, an Essity brand and the maker of nearly half of the napkins used in the food service industry in the U.S., finds that Millennials – who are now the largest generation in the U.S. labor force – are nearly three times more likely than Baby Boomers to believe coworkers would judge them negatively if they took a regular lunch break.

The survey, conducted as part of the brand’s award-winning Take Back the Lunch BreakSM program, also reveals that Millennials have a greater desire to enjoy a real lunch break than other generations.

The survey finds: l 62 percent of Millennials would opt for a longer or more regular lunch break if possible, compared to 46 percent of Baby Boomers. l 44 percent of Millennials strongly agree that they look forward to taking a lunch break, compared to 36 percent of Gen X employees. l 16 percent of Millennials would take a pay cut of 10 percent so they could take a lunch break every day, which is nearly double the percentage of Gen X employees and more than three times the percentage of Baby Boomers.

Noted beauty industry executive Rochelle Weitzner, former chief executive officer of Erno Laszlo and former chief financial officer at Laura Mercier Cosmetics and RéVive Skincare, recently announced the launch of Pause™, a first-of-its-kind, science-based skincare line focused on supporting skin during the three stages of menopause.

Ann Landers Relaunches Online to Shepherd Next Generation with Common-Sense Advice The nationally syndicated and popular Ann Landers print advice column, which ran in 1,200 newspapers across the country for nearly half a century and left an indelible imprint on millions in the U.S. and throughout the world, recently relaunched at www.AnnLanders.com.

Syndicated advice columnist, media celebrity and cultural icon Ann Landers (born Eppie Lederer in Sioux City, Iowa) was affectionately known as “America’s mother” for inking commonsense advice punctuated by a dash of wit and humor.

Landers, who had 90 million readers, making her the world’s most widely syndicated columnist, died in June 2002. Her last column ran posthumously on July 27, 2002, though her classic advice will be resurrected through the new site.

Nearly 17 years later, Ann Landers’ outspoken daughter, writer, author and advice columnist, Margo Howard, in partnership with privately funded Electronic Advice Systems, will carry on her mother’s legacy. Graduated tax rates join amendment in moving to House floor Final vote on both measures expected next week

SPRINGFIELD – A graduated tax rate bill joined the constitutional amendment that would allow for the implementation of such a tax structure in awaiting a vote from the full Illinois House Friday.

The bill, which adopts the same rates approved by the state Senate, was advanced by the House Revenue and Finance committee on a 9-6 party line vote with two “swing vote” Democrats who serve on the committee having been replaced with substitutes.

Rep. Mike Zalewski, a Riverside Democrat and House sponsor of Senate Bill 687, said he expects the House to take up the full amendment and rate structure package next week.

The committee did not act on a separate bill that would have created a conditional property tax freeze on school districts if the state meets certain funding requirements.

Zalewski said property tax relief would be an ongoing discussion in the summer.

“I think it’s the intent of the caucuses to try to work toward a summer task force to deal with property tax relief,” he said. “Property tax relief cannot really be addressed in the income tax code. It’s a very hard bridge to gap. So we’re going to try to work on a solution

where we address property tax relief. It should be part of the conversation but it’s hard to entwine the two.”

Democratic Reps. Sam Yingling, of Grayslake, and Jonathan Carroll, of Northbrook, have both said publicly they would not support a graduated tax plan that does not offer more systemic property tax relief. Both serve on the Revenue and Finance Committee, but were replaced on the committee with substitutes Friday by Democratic House Speaker Mike Madigan.

Even if the plan passes the full House, it would not take effect unless a constitutional amendment – Senate Joint Resolution Constitutional Amendment 1 – allowing a graduated rate structure is approved by the full chamber, then by voters in November 2020.

Carroll previously voted to pass the amendment out of committee, but said his vote did not mean he would support the measure on the floor.

While the amendment would need 71 of the chamber’s 74 Democrats to vote for it, the rate structure only requires 60 yes votes.

Per the rate structure approved by committee Friday, single filers would pay the maximum rate of 7.99 percent on all income once their taxable income tops $750,000. For joint filers, that rate takes effect when income tops $1 million.

For joint filers outside of the top brackets, the rates are 4.75 percent on taxable income from $0 to $10,000; 4.9 percent from $10,001 to $100,000; 4.95 percent from $100,001 to $250,000; 7.75 percent from $250,001 to $500,000; and 7.85 percent from $500,001 to $1 million.

For single filers, tax rates are the same as joint filers up to $250,000; but the 7.75 percent rate applies from $250,001 only to $350,000, while the 7.85 percent rate applies from $350,001 to $750,000.

The bill also includes an increase in the property tax credit from 5 percent to 6 percent, and a $100 per-child tax credit for couples earning less than $100,000 and single persons earning

less than $80,000.

The discussion of the matter was similar to those in several other committees that have discussed the matter previously.

Republicans said it will drive taxpayers out of the state and make Illinois too reliant on its wealthiest residents for revenue.

Democrats said Illinois needs the estimated $3.5 billion in revenue the bill would generate to close structural budget deficits and give the state the stability it needs to attract new residents and businesses.

Currently, the state constitution mandates that taxes be levied at a flat rate. The current rate is 4.95 percent.

In response to claims that the state’s constitutionally-mandated flat tax is attractive to businesses, Zalewski said it’s only recently that this claim has been made.

“There hasn’t been a celebration of

Illinois’ flat tax over the last 10 years around here…” he said. “I’ve never seen a TV commercial or an online ad that said thank God we have the flat tax, this is a reason people need to come to Illinois.”

Rep. Rob Martwick, who will carry the constitutional amendment in the House, said every day of inaction on a graduated income tax would necessitate higher taxes in the future as the state continues to accumulate debt because of a structural budget deficit he believes the graduated rate structure would erase.

But Rep. Margo McDermed, a Mokena Republican, said reductions in pension spending – which would require a separate constitutional amendment – and cuts to other state spending are needed before a tax increase.

The House is scheduled to reconvene Sunday, May 26, with substantial action expected to begin Monday.
