$31.5 Million in Grant Opportunities to Support R3 Program The Illinois Criminal Justice Information Authority (ICJIA) recently announced two funding opportunities to support Restore, Reinvest, and Renew (R3) programming in historically underserved communities across Illinois.

Grants are available for community assessment and planning initiatives and service delivery.

Gov. JB Pritzker’s proposed fiscal year 2021 budget includes a $35 million R3 appropriation from the General Revenue Fund to ICJIA for grants, awards, and administrative costs. A total of $31.5 million is available for grants, including approximately $28.3 million to support service delivery and $3.1 million for assessment and planning.

The Cannabis Regulation and Trust Act legalized adult-use cannabis in Illinois on January 1, 2020.

In addition to limiting enforcement and prosecution of cannabis-related offenses and providing a source of state revenue, the Act established

the R3 program. R3 provides 25% of tax cannabis revenues in grants to support communities impacted by economic disinvestment, violence, and the severe and multilayered harm caused by the war on drugs.

“The R3 program is a critical step towards repairing the harms caused by the failed war on drugs and decades of economic disinvestment,” said Lieutenant Governor and R3 Board Chair Juliana Stratton. “Equity is one of the administration’s core values, and we are ensuring that state funding reaches organizations doing critical work in neighborhoods most impacted by

the war on drugs.”

Funded programs will offer evidence-based, promising, or innovative practices within at least one of five R3 Program Priority Areas: civil legal aid; economic development; re-entry from the criminal justice system; violence prevention; and youth development.

“In developing these funding opportunities, the focus has been on equity in opportunity at the community level,” said Acting ICJIA Director Jason Stamps. “This program will start to close those gaps in areas most hard hit by gun violence, unemployment, and criminal justice system overuse. To do so, we are looking to R3 communities for proposals of programs and strategies they identify to best

address their needs and challenges.”

The negative consequences of the failed war on drugs have been felt far more severely by poor and disadvantaged communities throughout the state—mostly communities of color. The R3 program seeks to repair this disparity by ensuring that the programs funded are equitable and provide the needed services and funding in areas that have suffered the most harm.

Areas eligible for funding were identified using community-level data on gun injury, child poverty, unemployment, and state prison commitments and returns, combined with disproportionately impacted areas previously identified by the Illinois Department of Commerce and Economic Opportunity.

An R3 Working Group of criminal justice practitioners and policy experts provided guidance to ensure an equitable application and funding process. “The time to act is now. The funding is desperately needed for our communities

CONGRESSWOMAN KELLY ANNOUNCES $2.6 MILLION IN FEDERAL GRANTS FOR EXPANDED COVID-19 TESTING SITES Congresswoman Robin Kelly recently announced that federal grants totaling nearly $2.6 million have been awarded to five community health centers to expand vital coronavirus testing within the 2nd Congressional District.

Pritzker Administration Providing $75 million to Hospitals to Continue Fight Against COVID-19 Illinois hospitals have begun receiving $75 million in new stability payments to help fight COVID-19, according to the Illinois Department of Healthcare and Family Services (HFS).

The funds will help hospitals continue to provide essential COVID-19 services to their communities in the coming weeks and months.

“We recognize that hospitals on the front lines against COVID-19 need support and they need it now,” said Theresa Eagleson, HFS director.

“We’re incredibly thankful to the medical professionals who are serving Illinoisans during this public health crisis, and we are committed to doing all we can to help them.”

Stability payments are being issued in installments until July 1, 2020 through the state’s Medicaid Managed Care Organization (MCO) partners.

Hospitals began receiving the first installments in late April.

The COVID-19 pandemic has brought unprecedented challenges to the healthcare industry. While some providers have experienced an onslaught of suspected or infected patients, others have a looming shortfall of revenue due to delayed elective procedures or patients with chronic conditions seeking care in different ways that reduce risk of exposure to the virus.

“This added support to face the COVID-19 crisis and the aftermath will be crucial to communities that are at the front lines of the fight,” said Senator Kimberly A. Lightford, Senate Majority Leader and Joint Caucus Chair of the Illinois Legislative Black Caucus.

“Hospitals are vital, not only for healthcare, but as engines of economic opportunity and jobs. We must continue providing the resources they need for their staff, their patients and their surrounding neighborhoods.”

To offer further support, a bipartisan working group created last year to extend the Hospital Assessment Program has agreed to a proposal that would bring nearly $250 million more dollars annually to hospitals throughout the state. This will maximize federal participation in Medicaid and move to a more dynamic payment system that is responsive to the needs of individual member decisions on where to seek care.

“Hospitals perform a central role in every community throughout our state,” said Senator Heather Steans.

“The importance of hospitals has never been higher, so our support should be stronger, especially for hospitals relying more on state Medicaid resources for funding. I’m pleased that we all came together in a bipartisan

manner to accomplish this goal.”

The Department has submitted the proposal to the federal government and advocated for quick approval to solidify the future for hospitals across the state.

“With this proposal, we ensure that more Medicaid dollars will come into Illinois, with vital support being directed to those who are most in need,” said Senator Dave Syverson, Senate Republican Leader. “As Illinois continues to fight COVID-19, this strong hospital assessment program will provide much needed resources to those who have been indispensable to all of us and who will continue offering such essential protection and care in the future.”

Overall, $3.8 billion would be provided to hospitals through the renewed assessment program. In addition to the additional funding, $150 million dollars would be offered to hospitals for innovative future healthcare projects under guidelines that are being developed.

Emcays said the stay-at home order during the pandemic was being treated in a “general way” but at the same time, there are a lot disparities in the homes where people were being required to stay.

Being safe at home is a “privilege,” Emcays said, because in some homes, it’s not safe. In some situations, while at home, there’s violence, unemployment, abuse, fear and a list of other issues people face.

In his art, Emcays said he wanted to use those “homes as an allegory to speak about those struggles.” There’s

just basic things that “we take for granted that a lot of people do not have when they’re stuck at home,” he explained.

In the exhibit, there are ten pieces of work, featuring homes on the South side in Englewood. Emcays said he chose that neighborhood because he works in the area.

He said while he has been a professional artist for the last few years, his work has been on display at Art Basel in Miami, as well as the DuSable Museum. He is also the author and illustrator of the “Lil Terrance & Aveelah” book series, and “Nia & The Lion.”

What inspires him as an artist typically derives from looking at and/or critiquing other artists such as Jean-Michel Basquiat, Shepherd Fairey and Marc Ecko. “For me as an artist, I like to critique and see what did this artist go through and how can I make that part of my experience,” Emcays said.

Notably, he reflects on Jean-Mi-

chel’s work and how it helps him to set goals and he uses the Basquiat crown in a lot of his work, with the “E.” The crown resonates with him he said, and to him, reflects African royalty. “Just feeling empowerment [and the] fact that he used that crown well before he was anything.

When he was on the streets and partially homeless, he used that crown.

And, I think that’s a beautiful thing to always look at yourself and look at who you can be and not where you are currently,” he said.

Emcays said because he is a digital artist, it wasn’t hard for him to transition to doing a virtual art exhibit.

Creating the virtual art exhibit was a way to allow a lot of people to see the work without the restriction of physical space, he said, and it’s “definitely” something he sees himself doing in the future.

With authorization from the General Assembly and approval from the federal government, the new program would operate from July 1, 2020 until the end of 2022.

more resources to the courageous men and women who are protecting our communities,” said Representative Camille Lilly. “This proposal will play a significant part in accomplishing that mission.”

HFS has also submitted several federal Medicaid waivers asking for new flexibilities for patients and providers.

The department is still awaiting federal guidance on some of the requests.

$25 Million Fast-Track Grants Accelerate Planned Infrastructure Projects in the Wake of Covid-19 Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) recently announced Fast-Track Public Infrastructure Grants, an initiative to accelerate work on planned public infrastructure projects around the state.

The State is expediting $25 million of existing Rebuild Illinois funding to local public infrastructure projects that are ready to begin work this summer, as many local governments face lost revenues, impacting their ability to finance these projects.

While COVID-19 places a unique economic burden on communities across the state, this shift in grant funding will help accelerate construction on planned infrastructure projects, while helping return skilled labor to work.

“I’m proud to announce we are moving forward with $25 million

in DCEO grants to help local governments jumpstart public infrastructure projects for the summer construction season,” Governor JB Pritzker said in a news release. “This will keep key public infrastructure projects in the pipeline, and support the return of skilled labor to job sites for the busy summer season. Starting today, local governments with shovel ready projects – including school districts, townships, and other entities – can apply for this funding.”

The Fast-Track program leverages funding from Rebuild Illinois, the state’s multi-year capital plan, for allocation to shovel-ready projects just in time for the summer construction season.

Fast-Track frontloads a portion of an existing Notice of Funding, to expedite funds available for grants ranging in size between $500,000 and $5 million.

Funding will be awarded on a rolling basis, with projects submitted in underserved areas to be given priority.

“We recognize the unique challenge and burdens that COVID-19 is placing on us all, and we are taking steps to provide relief to businesses and communities,” said DCEO Director Erin Guthrie. “Through the Fast Track Public Infrastructure Grants Program, the administration will provide a much-needed boost for workers across the state as well as the critical infrastructure projects our state depends on.”

The Fast-Track grants will help restore key public works projects that may have otherwise been cancelled and will help skilled labor return to the job in time for the construction season. Funds can be used to support projects such as expansions of water and sewer systems and reinvestment to modernize schools and other public buildings.

Eligible grantees are local governments and other public entities with significant public infrastructure projects that could commence work within 90 days of receiving award notice.

Projects eligible for grant funding must be public assets, must be permanent in nature and must not have recurring project expenses.

The Fast Track grants program is one of a number of economic assistance initiatives designed by DCEO to mitigate the economic impact of the pandemic—with relief programs making more than $100 million available to Illinois communities in response to COVID-19.

These emergency relief initiatives include the Downstate Small Business Stabilization Program, Emergency Hospitality Grants, the Emergency Small Business Loan Fund, and other targeted assistance to serve businesses and communities with the greatest needs.

Northern Trust Provides $100 Million in Small Business Support Northern Trust Corporation (Nasdaq: NTRS) recently announced that it is providing $100 million in low-cost funding to assist Community Development Financial Institutions (CDFIs) as they provide loans to small businesses and non-profit organizations under the federal Paycheck Protection Program (PPP).

“This funding in response to the COVID-19 pandemic will help meet urgent demand among small businesses and non-profit groups,” Chairman and Chief Executive Officer Michael O’Grady said. “Since 1995, we have provided capital to CDFIs with flexible terms and low rates to facilitate lending in underserved communities,” O’Grady continued in a news release.

Under the CARES Act, the PPP facilitates bank loans to small businesses guaranteed by the Small Business Administration to help cover payroll and other expenses during the COVID-19 pandemic. “These investments facilitate the rapid deployment of PPP loans to small businesses and non-profit organizations by providing low cost capital to bridge the timing between the making of loans and reimbursement by the Small Business Administration,” said Connie Lindsey, head of corporate social responsibility and global diversity, equity & inclusion. “In turn, the funds will assist the small businesses that form an integral part of our communities.”

For those small businesses that are not able to access PPP loans, Northern Trust is investing in CDFIs that provide small business loans through state COVID19 small business loan pools, such as the Illinois Small Business Emergency Fund and the San Francisco Hardship Emergency Loan Program.

This investment is aligned with Northern Trust, donating $3 million to support organizations serving those directly affected by the pandemic.

You can prepare them at home with this recipe for Milo’s Sweet Tea Wings: Ingredients: • 3 cups Milo’s Sweet Tea • 2.5 pounds chicken wings, cut into drums and flats • 2 teaspoons garlic salt, divided • 1.5 - 2 teaspoons cayenne pepper, depending on heat preference • 2 teaspoons garlic powder • 2 teaspoons chili powder • 2 teaspoons paprika • 2 teaspoons lemon pepper Instructions: • In a medium bowl, whisk together Milo's Sweet Tea and 2 teaspoons garlic salt; set aside. • For grill, place wings over heat turning frequently. Cook for 20-25 minutes or until the internal temperature is 165 degrees and skin is crispy.

• For oven, arrange wings on a lightly greased baking sheet. Bake 35 to 40 minutes, turning halfway through, until skin is browned and tips are crispy.

Serve warm. For extra crisp, toss wings on the grill over medium-high heat for three minutes per side before serving.

Airing Your Dirty Laundry Much of when a parent and child are in conflict, goes unresolved in Black families.

It often takes generations or extreme circumstances to initiate the healing process, especially in a mother-daughter relationship.

That supernatural healing was depicted in the recent film short entitled Laundry Day both written and directed by Olamma Oparah and Cinematographer Colbie Fray.

Dedicated to Toni Morrison, Laundry Day was conceptualized around Poet, Victoria P. Allen’s poem, “Mother’s Stain.”

The film focuses on millennial dissonance between mother and daughter and how technology aides in the erasure of Black culture, traditions and generational discord. It also questions the ability to recognize or not, the “charge to keep” generations passed as a silencing force within Black and female relationships.

3. Roll chicken mixture into 1 tablespoon- sized meatballs.

4. Place reserved pecans in bowl.

Roll meatballs in pecans to coat then place on prepared baking sheet.

5. Bake 20-30 minutes until meatballs are cooked through.

6. Serve warm with sauces for dipping or over pasta.

5. Remove bowl from mixer and fold 1 cup raw pecan pieces into batter until evenly distributed.

6. Add batter to banana bread pan and use spatula to smooth down top.

Sprinkle additional pecan pieces on top.

7. Bake banana bread on top rack 60 minutes until toothpick comes out with few crumbs but not completely clean.

8. Remove from oven and allow to cool 10 minutes in pan. Hold sides of pan and flip onto wire rack.

9. Allow bread to cool completely. Slice as desired.
