CHICAGO — As part of her continued advocacy for workers’ rights, state Rep. Lakesia Collins, D-Chicago, passed legislation to steepen penalties for employers who violate the One Day Rest in Seven Act. “The One Day Rest in Seven Act is an essential tool in ensuring the safety and wellbeing of workers across the state,” said Collins. “Increasing the penalties for violating this regulation underscores the importance of treating workers with the respect and dignity they deserve.”

Collins passed Senate Bill 3146, which installs a two-tier penalty system for employers who do not comply with the one-day rest period and meal period requirement. Under the bill, individuals who work longer than 7.5 hours are entitled to a 20-minute meal period every 4.5 hours, and employees are granted a rest day after any 7 consecutive days. The bill also requires every employer to post a “Know Your Rights” poster in the workplace and online for remote/traveling workers.

Senate Bill 3146 passed both chambers of the Illinois General Assembly and now heads to the Governor for consideration.

CHICAGO — Related Midwest announced that it has completed a land transfer to the Discovery Partners Institute, which will anchor the innovation district in Chicago’s newest neighborhood, The 78, with a 300,000-square-foot research and innovation center.

The interdisciplinary hub and magnet for technology investment, led by the University of Illinois System, is projected to break ground in 2023 and open in 2026.

The Discovery Partners Institute will prepare young people, especially women and people of color, for careers in technology, fund research and development teams, and launch new ventures based on University of Illinois System research. The team has grown to about 45 people with eight positions open and has recently doubled its current headquarters at 200 S. Wacker Drive. Related’s one-acre land donation will enable DPI to attract and retain top talent in Chicago, with certain option rights to expand at The 78.

The 78 will transform 62 acres of undeveloped riverfront land into a vibrant downtown mixed-use community drawing inspiration from Chicago’s existing 77 neighborhoods. The 78 will expand the heart of Chicago southward, connecting the South Loop with Chinatown, Bronzeville with Pilsen, and providing industry-leading companies with a rare downtown campus opportunity that looks to the future of innovation while embracing the city’s rich history.

Approved for 13 million square feet of mixed use space, The 78 will include the capacity for more than 20,000 people to work onsite, drawing on Related’s proven track record of dynamic mixed-use projects. The 78’s forward-looking design incorporates multiple infrastructure improvements to support commuters and draw visitors, including a new pedestrian- and bike-friendly road, the new Wells-Wentworth Connector, that will link the Loop to Chinatown. It also extends Chicago’s famed Riverwalk, with a halfmile of entertainment-optimized riverfront space for visitors of all ages.

DPI’s building is funded with a $235 million commitment from the State of Illinois, $23.5 million of which has been released thus far to support design and development. Hyde Park Academy High School partners with The People’s Music School Continued from page 1

The People’s Music School will partner with Hyde Park Academy High School, beginning September 2022, to open a satellite program for the students in Woodlawn and surrounding communities.

“We focus on excellence and I think that is a little bit different than a standard non-profit that is offering training to kids. We really understand there is value in in-depth focus on music and all that it encompasses,” said Frank Graffeo, president of the People’s Music School.

Natalie Butler is the dean of learning and teaching for the People’s Music School. Butler’s program focuses on quality and progressive development of a student, not just lesson to lesson, but year to year.

Students are instructed in an instrument of their choice. They also are taught how to read and write music, as well as perform in an ensemble. Butler described the program as rigorous.

“We really want to transform their lives. And, for us, we know that transformation is going to come when they’re excellent at the music they’re making and when they can apply the skills they learn in our program to everything else they do,” Butler said, adding those skills include discipline and hard work.

The program also focuses on socioemotional growth, helping teachers to understand trauma informed care, as well as other things that can enrich the students.

Hyde Park Academy High School has almost unused music education rooms. The People’s Music School is leaving Bronzeville Classical Elementary School. So, the leaders at the People’s Music School met with Antonio

Ross, principal at Hyde Park Academy High School, about the opportunity to host the program at the school.

Ross wanted to partner with the People’s Music School because he is always looking for ways to enhance the experiences of Hyde Park High School students. Ross had been in talks with other entities about bringing a music program to the school.

Ross’ mentor mentioned The People’s Music School.

He did his research and talked to people familiar with the program and he was excited.

“I think they can really help me enhance the experiences of the students of Hyde Park High School, and in the community, as well. They bring something we just don’t have and a lot of families that I serve can’t afford to have,” Ross said.

The school has a music teacher that teaches general music. Years ago, the school had music and band. Those programs were lost due to declining enrollment. With the People’s Music School, as Hyde Park builds out and attracts more students, the students will have opportunities to pursue music education programs.

Ross hopes the students at the high school and the students in the surrounding community get exposure from their participation in the People’s Music School program.

Ross wants to get as many students to participate in the program as possible.

“What I’m hoping for is, with this new program, our students get exposure, they get access to things they don’t normally have access to, so they can go out and explore and pursue dreams they normally wouldn’t know they were interested in because they haven’t had the opportunity to engage in,” Ross said.

Oakton Community College Formally Dedicates New PharmaCann Cannabis Cultivation Lab DES PLAINES, Ill. Oakton Community College formally dedicated its new 2,900-square-foot cannabis cultivation facility as the PharmaCann Cannabis Cultivation Lab during a ceremony today with college officials, PharmaCann representatives and community leaders in attendance. The recently opened facility and the new PharmaCann Scholarship for Cannabis Education were funded through a $600,000 PharmaCann donation.

“PharmaCann is committed to improving people’s lives through cannabis, which includes helping to develop the next generation of cannabis cultivators to lead our industry into the future,” said Brett Novey, CEO for PharmaCann Inc., one of the nation’s largest privately held, vertically integrated cannabis companies. “It is exciting to see the enthusiasm students have for the science of cannabis cultivation, and it is encouraging that curriculums such as Oakton’s cannabis certificate program will help develop a highly-skilled workforce. Providing unique, hands-on learning opportunities, the new lab on Oakton’s Des Plaines campus includes three grow rooms with humidity, temperature, aeration and security controls. The space has allowed Oakton to expand its cannabis curriculum with the introduction of a new, 12-credit hour Cannabis Cultivation Certificate Program.

In addition to the new lab, the PharmaCann Scholarship for Cannabis Education Programs was created through the donation to help provide educational opportunities for students, with priority given to students of Color, individuals adversely affected by cannabis prohibition and domestic violence victims.

“It is an honor for PharmaCann to contribute to Oakton’s cannabis education program in such a meaningful way,” Novey said.

“The privilege of participating in the cannabis industry comes with the responsibility to elevate those who were most impacted by the inequitable enforcement of cannabis prohibition laws and to help those populations in ways that will have a positive generational impact in their lives and communities.

The new lab is the first-of-its-kind educational facility on an Illinois community college campus. Through hands-on lab instruction, students will learn how to cultivate, cure and dry plants, as well as processing and packaging. Understanding the seed-toharvest growth cycle will prepare students for a broad range of opportunities in the cannabis industry, from retail and medical dispensaries to cultivation and craft grow centers. Students will train with hemp plants, which are botanically identical to cannabis, until such time that federal law on the handling of cannabis on college campuses is changed.

To date, more than 550 students have enrolled in cannabis education programs at Oakton, and nearly 150 credentials have been awarded. PharmaCann’s contribution to Oakton supports its social equity responsibility, per the Illinois Cannabis Regulation and Tax Act. With equity central to both PharmaCann’s and Oakton’s missions, this gift seeks to create access to the cannabis industry for individuals from diverse demographics and backgrounds and with varying life experiences and perspectives.

MAYOR LIGHTFOOT ANNOUNCES 2022 SUMMER YOUTH PROGRAMMING Mayor Lori E. Lightfoot and several City departments and agencies announced a variety of summer youth programming, including the 2022 One Summer Chicago (OSC) application. OSC 2022 will run from July 5 to Aug. 12 and marks the return of in-person job and life-skills training for youth ages 14 to 24. Young people can apply at OneSummerChicago.org up until the June 10 deadline. The OSC 2022 portfolio will support young people as they participate in career exploration opportunities and strengthen their own neighborhoods, providing positive summer activities that support individual and community growth. Of the youth surveyed last year, 87% reported strengthening their skills and abilities.

“I am tremendously proud of the work that My CHI. My Future., One Summer Chicago, and all City youth programming does to provide opportunities that help young people succeed,” said Mayor Lightfoot. “With these investments and programs, young people have access to enriching opportunities that enable them to build their skills and talents, earn money, and, most importantly, stay safe. The benefits of youth programs spread to uplift entire communities and ensure our city has a promising future.”

One Summer Chicago will provide thousands of young people the opportunity to receive hands-on experience in technology, healthcare, media, finance and more, with a range of private, public and nonprofit partners. Thanks to Mayor Lightfoot’s $150 million investment in Chicago’s young people and youth programming, 2022 OSC participants will earn $15 an hour within all Chicago Departments.

OSC’s signature Summer Youth Employment Program, employing young people ages 16-24 in subsidized employment opportunities, helps young people build financial capabilities and employable skills through opportunities like an iOS Training Program, an introduction to Augmented Reality, and much more.

Also returning under the One Summer Chicago umbrella is the Chicagobility career exploration program for young people ages 14 and 15. Over the course of a 6-week period, young people will connect with public and private sector industries through project-based learning, workshops, and more. The opportunities will also provide a weekly stipend up to $450 for the duration of the summer, allowing young people to earn while they learn.

Through the Mayor’s $29.3M investment, the Chicago

Youth Service Corps (CYSC), a civic leadership program, is expanding from a six-week summer program to operate yearround. In 2021, young people addressed housing insecurity, social and economic inequities, and more. Over 80 percent of CYSC participants in 2021 felt that they had made a real impact in their communities.

Other opportunities included those through the Chicago Parks District, Chicago Public Libraries, City Colleges of Chicago, and more.

The Chicago Park District will have youth and adult employment opportunities including camp counselors and lifeguards. With more than eight different programs, including Teen Camps, Rolling’ Rec, and Summer Teen Leagues as well as hiring for summer staff with a focus on hiring summer lifeguards.

The Citi Foundation is continuing to support OSC for its ninth year in a row, with funding that has totaled over $7 million. The Summer Jobs Connect program, spearheaded by the Citi Foundation and the Cities for Financial Empowerment Fund, supports young adults seeking summer employment and provides safe and appropriate banking products, services and education. Citi Foundation is also the largest private funder of the Summer Youth Employment Program (SYEP), a citywide program designed to employ out-of-school youth.

One Summer Chicago is an integral part of “My CHI. My Future.” (MCMF), Mayor Lightfoot’s signature youth-focused initiative designed to connect youth across Chicago to meaningful out-of-school experiences. The MCMF family, inclusive of One Summer Chicago, the Chicago Youth Service Corps and more than 250 community-based organizations, are focused on strengthening the opportunity ecosystem in Chicago and galvanizing caring adults, all over the city, to ensure that every young person is connected to a meaningful opportunity. This year, the initiative will be expanding from five community areas to 15, increasing accessibility to after-school programming.

Legislation to Increase Critical Access to HIV Prevention Medications Passes in Illinois House SPRINGFIELD – On April 7, HB4430—Increasing Access to PrEP and PEP sponsored by State Representative Kelly M. Cassidy—passed the Illinois House on concurrence with a vote of 72-30. This bill specifically prioritizes pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP), which are two highly effective prevention methods in reducing the risk of acquiring HIV. The bill will soon be sent over to the Governor’s Desk for the final step in the state legislative process.

Once signed into law, HB4430 would enact the following reforms: Allow pharmacists, under a standing order, to initiate lifesaving pre-and post-exposure prophylaxis medication and care to the communities most vulnerable to HIV. Aid pharmacists in referring individuals to ongoing preventative care and giving them the ability to connect patients to laboratories for additional tests to determine if PrEP is the most appropriate course of care. Pharmacists will continue to facilitate connections to ongoing medical care and social support services.

With Governor Pritzker’s signature, Illinois will become the 8th state in the nation to make HIV prevention care more accessible by expanding access through pharmacies.

“The passing of HB4430 is momentous as we are truly changing lives and circumstances for many Illinoisians who’ve been too often left out and left behind,” said State Representative Kelly M. Cassidy (D-Chicago). “This win exemplifies our power to change once we engage the whole community, from medical providers to community advocates. We are one step closer to our goal of getting to zero new cases of HIV transmission by 2030, but work does not stop here. Together, we must continue listening and addressing the needs of our community.”

Supported by a broad coalition, including AIDS Foundation Chicago, pharmacists, medical providers, HIV & LGBTQ advocacy groups, and community advocates, HB4430 will work to offset the persistent barriers that those most vulnerable to HIV, especially in Black and Latinx communities, face in accessing equitable health care and HIV prevention drugs.

The Getting to Zero Illinois (GTZ-IL) dashboard illustrates that all genders, races, racial and ethnic groups and geographic regions in Illinois are affected by HIV; however, they are not affected equally.

LIGHTFORD: BUDGET PROVIDES SOLID ECONOMIC RECOVERY FOR HARDWORKING ILLINOISANS

Illinois Senate Majority Leader Kimberly A. Lightford (D-Maywood) released the following statement after the Senate passed its Fiscal Year 2023 budget Saturday: “Building on our recent economic decisions, this budget has the largest surplus we’ve seen in years. We are using these additional funds to provide stability to more than 95% of taxpayers.

“We are succeeding in paying our debts by meeting our pension obligations, saving taxpayers over a billion dollars, and fully funding College Illinois. In addition, to address violence in our communities, we are allocating funding to the Reimagine Public Safety Act. “I also worked diligently to allocate more funding for the Department of Human Services programs such as early intervention, parents too soon, and healthy families.

Also, to better serve our students’ success, I increased our early childhood education by more than ten percent and expanded our evidence-based funding model for K-12 students.

“We even increased mental health treatment services to address health crisis and enhanced our senior citizens’ care. This budget keeps on track with meeting our financial obligations and helps us on the road back to normalcy and economic recovery.”

Resources cover newborn care, child health, literacy at home, youth access to healthcare, substance use, nutrition, screen time, LGBTQ+/Identity and much more.

“Whether you’re considering pregnancy, are a first-time parent or have other children at home, finding answers to your questions and resources for your family can be overwhelming,” said CDPH Commissioner Allison Arwady, M.D. “We’re here to help. We’ve compiled some of the most important information you’ll need to know about having a healthy pregnancy, beginning your journey with a newborn or parenting an adolescent.
