Illinois Housing Development Authority Awards $22.5 Million in Federal Tax Credits to Finance Affordable Housing across Illinois

Dolton Board Members Recognized Two Dolton West Elementary District 148 School Board Members are receiving special recognition from the Illinois Association of School Boards (IASB).

Board Secretary Kim Adkins and Board Member Charles Lloyd will be among those honored at an IASB South Cook Division Dinner Meeting on Nov. 1 for having achieved Master Board Member, Level 1 status.

The IASB acknowledges board members for the time and effort they devote to leadership activities, service to the public education community and attendance at various functions.

Both Adkins and Lloyd are former District 148 Board Presidents. Adkins has served on the Board since April 2013. Lloyd previously served from 1998 until 2006. He was appointed to the Board in April 2016.

Adkins and Lloyd were re-elected to office in April 2017.

CHICAGO – On September 29th, the Board of Directors of the Illinois Housing Development Authority (IHDA) awarded more than $22.5 million in federal Low-Income Housing Tax Credits (LIHTC) to fund 20 affordable housing developments within twelve counties across Illinois. Once sold to investors, the tax credits will generate an estimated $258 million in private capital to finance the creation or preservation of 1,442 affordable apartments for low- to moderate-income families, seniors, and persons with special needs.

The construction activity is expected to support 2,071 full-time construction jobs and 549 permanent jobs after completion “The Low-Income Housing Tax Credit is instrumental in helping IHDA achieve our mission of financing safe, quality and affordable housing in Illinois,” IHDA Executive Director Audra Hamernik said. “This program is a proven public-private partnership that allows us to leverage significant private investment to drive developments that will create jobs, generate tax revenue, and ensure working families, seniors, and people with special needs have a place to call home.”

The Low-Income Housing Tax Credit program was created with the passage of the Tax Reform Act of 1986 (P.L. 99–514). The Internal Revenue Service allocates a certain number of tax credits annually to each state based on population. Once developers receive the credits, they sell them to investors and use the equity generated to reduce construction and operating costs. The savings in underwriting are passed on to the renter in the form of below-market rents, which must remain affordable for a minimum of 30 years. IHDA has administered the LIHTC program in Illinois since it began in 1986. Since its inception, the program has financed more than 83,500 units of affordable housing, generating over $4 billion in equity.

The following developments were approved by the IHDA Board to receive tax credits: Johnson & Butler-Lindon Supportive Housing (Chicago): This development will preserve 105 affordable apartments in the Woodlawn neighborhood of Chicago. This is the latest building developed by Preservation of Affordable Housing Communities in this area of the city and the majority of the units will be reserved for residents earning no more than 50% Area Median Income.

Montclare Senior Residences of Calumet Heights (Chicago): A new construction development in the Calumet Heights neighborhood by MR Properties, Montclare Senior Residences will provide 134 affordable units to the elderly. This development will support to 202 construction jobs and 51 permanent post-construction jobs.

Warren Apartments (Chicago): Developed by Heartland Housing, this development will bring 75 apartments to Chicago’s Near West Side. Two new buildings will offer a mix of affordable and market-rate apartments, with nearly a quarter of the units supported by rental assistance from the Chicago Housing Authority.

Cary Senior Living (Cary): Cary Senior Living will provide 62 units for low-income seniors in McHenry County. Developed by the Housing Opportunity Development Corporation, this new construction building will provide residents with a fitness room and library, and will operate as a senior center for both residents and non-residents.

Heart’s Place (Arlington Heights): Heart’s Place will provide 16 units of permanent supportive housing for persons with disabilities who are in need of supportive services.

Each unit will have two bedrooms, and the new construction building will have a common room, laundry facilities and office space.

Marison Mill Suites (South Elgin): A companion to the successful Water’s Edge development just down the street, Marison Mill Suites will offer 70 units set aside for South Elgin seniors. Developed by the Burton Foundation, the building will have onsite services provided by the Association for Individual Development (AID).

Forest Oaks (Forest Park): Close to public transportation, Forest Oaks will be a senior community serving low- and moderate-income residents age 55 and older in Forest Park. Carefree Development Inc. is sponsoring the 56-unit property which will provide a community dining area, fitness center, computer room and library.

Pro-choice measure becomes law SPRINGFIELD – In response to Governor Bruce Rauner’s signature of a prochoice measure, Senator Patricia Van Pelt (D-Chicago) said the measure was a victory for pro-choice activists. “Governor Rauner kept his promise to protect a woman’s right to make her own health care decisions no matter what. When the governor threatened to change his position on this legislation, people across the state took action to remind him how important women’s reproductive rights are. Regardless of a woman’s income or any changes to federal law, every woman in Illinois should have the right to decide what is best for her health without government interference,” she said.

River Crossing will consist of 60 one- and two-bedroom apartments for seniors. The new construction development by the Fox River Affordable Housing Corporation will offer a fitness room, community room and laundry room for its residents.

Marycrest Village (Joliet): The Volunteers of America National Services will rehabilitate the existing 57-unit senior development in Joliet. The tax credit financing will modernize the building and help cover costs of installing energy efficient systems.

Franklin Tower Apartments/Heinrich House Apartments (Franklin Park/Des Plaines): Covering two existing buildings in Franklin Park and Des Plaines, LIHTC funds will be used to fully renovate the structures to make accessibility improvements and capital repairs.

Sponsored by the Housing Authority of Cook County, the two buildings provide 252-units of affordable housing in Cook County.

Wisdom Village of Northlake II (Northlake): Wisdom Village of Northlake II will demolish three vacant commercial buildings and construct a new, 50-unit development for low- and moderate-income seniors. Sponsored by Turnstone Development Corporation, Wisdom Village II is located near retail shopping, medical offices, grocery stores and public transportation.

Cass County Homes (Virginia): The Housing Authority of Cass County is sponsoring the development of 20 new single family homes in Virginia. Each home will be equipped with a two-car garage, full range of kitchen appliances and in-unit washer and dryer.

Westridge Apartments (Mendota): Housing Services Alliance, Inc. will rehabilitate an existing, 24-unit building in Mendota. Half of the units will be provided rental assistance and a portion of the units will be modernized for those with accessibility and/or sensory impairments.

Rider Place Apartments of Arcola (Arcola): Rider Place Apartments consists of a new construction, 56-unit development located down the road from downtown Arcola. The Yost Management Company is sponsoring the development that will be targeted for those 60% or below the Area Median Income.

Altamont Senior Residences (Altamont): The New Directions Housing Corporation is bringing a new, 30-unit housing development to Altamont. Apartments will be set aside for seniors at 30% and 60% of the Area Median Income. The development is located next to Gilbert Park and features a community room, shared garden, fitness room and a library.

Tiger Senior Apartments (Paris): The Tiger Senior Apartments will consist of the rehabilitation of the old Paris High School into a 42-unit building for seniors. Located in the heart of Paris, the Laborers Home Development Corporation will retrofit the existing structure to create studio, one-bedroom and two-bedroom units.

Greenfield and Roodhouse Homes (Greenfield/Roodhouse): Apple Prairie Residential Services will replace the existing Prairie Court Apartments in Greenfield and the Glen Rowe Apartments in Roodhouse with 46 new single family homes. The homes will be for those earning no more than 60% of the Area Median Income and will include a mix of one-, two-, three- and four-bedroom units. All of the units will receive housing assistance.

Aspen Court (Urbana): Located in Urbana’s Lierman neighborhood, TWG Development, LLC will rehabilitate the Aspen Court Apartments. Built in 1973, Aspen Court has seen little capital improvements in over 40 years. The rehabbed development will have 137 units and be completely modernized with assistance from the tax credit allocation.

Washington Senior Apartments (Bloomington): A short walk from downtown Bloomington, the Iceberg Development Group, LLC will rehabilitate the existing building that was built in 1917 to serve as a high school and junior high. The development will provide 58 units with an assortment of amenities, including a fitness room, swimming pool and library.

Bristol Place Residences (Champaign): This new construction development sponsored by the Oak Grove Development Corporation will bring 90 units to Champaign, 84 of which will be for moderate- to low-income residents. The development is a key part of the City of Champaign’s community revitalization plan to promote redevelopment in historically disinvested areas.

(NAPSM)—Every 24 seconds, somewhere in America, a fire department responds to a fire and firefighters are on the job, saving life and property.

What many people may not realize is that most of these firefighters are volunteers. Seven out of 10 firefighters and emergency responders are volunteers, protecting their communities from a variety of hazards and saving taxpayers nationwide an estimated $140 billion a year. They come from all backgrounds, professions, ages, genders, races and ethnicities.

The Problem Many local departments are struggling to meet staffing needs. Call volume has tripled in the last 30 years as fire departments’ roles in communities continue to expand, making the need for volunteers greater than ever. Yet many community members are unaware of this need. A survey by the National Volunteer Fire Council (NVFC) found 41 percent of respondents did not know that their department used volunteers and 79 percent did not know their department was looking for more volunteers.

An Answer Volunteering in the fire service provides a unique way for people to give back to the community while developing skills and experience that can

contribute greatly to many aspects of their personal and professional life. It also provides camaraderie, a sense of purpose, and community impact to those who serve in this extraordinary way.

New recruits are trained by the department. Skills to learn vary based on the department’s response requirements, but training may cover a wide array of emergency situations such as fires, emergency medical incidents, terrorist events, natural disasters, hazardous materials incidents and other public service calls. Certain departments may have specific requirements, such as a high school degree, a physical and a background check, but when it comes down to it, volunteering as a first responder is all about having the heart and drive to make a difference where it’s needed most.

The National Coalition of 100 Black Women, Inc. announce the election of a new National President

The National Coalition of 100 Black Women, Incorporated (NCBW), whose mission is to advocate on behalf of black women and girls to promote leadership development and gender equity in the areas of health, education, and economic empowerment, recently announced the election of Virginia W. Harris as its ninth (9) National President at the 18th Biennial Conference on September 23, 2017, in Baltimore, MD. The National Coalition of 100 Black Women (NCBW) was launched on October 24, 1981, with representatives from 14 states and the District of Columbia, and selected Jewell Jackson McCabe as its first National President.

A twenty-six-year member of the Metropolitan Atlanta Chapter, President Harris has consistently demonstrated her leadership abilities through successfully serving at both the national and local chapter levels. For the past thirteen years, she has served as First Vice President of Programs, Vice President of Finance and Fund Development, National Treasurer; and she has chaired several national committees.

President Harris brings more than 41 years of successful leadership and organizational experience with professional and civic organizations.

Educationally, she holds a Masters of Public Administration degree, Bachelor of Business Administration degree, is a Certified Internal Auditor and Certified Government Financial Manager.

With extensive fund-raising experience and accomplishments, President Harris has developed and successfully executed major fund-raising initiatives for many non-profit organizations, to include: over $550,000 for the National Coalition of 100 Black Women, Inc., over $900,000 for the Metropolitan Atlanta Chapter of 100 Black Women and a combined total of over $1.7 million for other non-profit organizations.

City of Chicago and Community Leaders Join U=U Campaign as Part of New Effort to Reduce HIV Transmissions to Zero

The Chicago Department of Public Health (CDPH) recently announced that both the City of Chicago and Chicago’s primary HIV advisory body, the Chicago Area HIV Integrated Services Council (CAHISC), have joined more than 390 organizations from 56 countries in supporting the U=U Campaign. The move is part of Chicago’s latest efforts to reach zero new HIV infections in the next decade. U=U, which stands for Undetectable = Untransmutable, raises awareness worldwide about the effectiveness of HIV treatment and to destigmatize the disease.

“HIV treatment works,” said Chicago Department of Public Health Commissioner Dr. Julie Morita. “We are proud to join U=U as we continue to fight to get to zero and ensure that every Chicagoan living with HIV receives the treatment they need to keep themselves and their partners healthy.”

U=U, a campaign created by Prevention Access, promotes scientific evidence that shows a person living with HIV who has had an undetectable viral load in their blood for at least 6 months cannot transmit the virus sexually to his/her partners. Previous language and studies suggested that there was small risk but the risk has been found to be negligible, or so statistically insignificant that it is not worth considering.

By joining the campaign, Chicago takes a vocal stand to embrace HIV treatment as an effective method for preventing new HIV infections.

This means that when a Chicago resident living with HIV is in treatment and reaches viral suppression, that individual is no longer at risk for transmitting the virus sexually to partners.

JB Pritzker Opens North Side Campaign Office

JB Pritzker recently opened a new JB for Governor campaign office on the North Side of Chicago. This is the seventh office opened across the state as the campaign continues to build a statewide, grassroots field operation.

While speaking at the opening, JB highlighted his priorities for investing in quality education, creating jobs, and expanding healthcare for Illinois families.

Nationally, 165,000 students miss school daily due to the fear of being bullied and in Illinois alone, 386,000 children are reported to be involved in bullying either as perpetrators or victims, according to a Bullying Prevention and Awareness 365 press release.

Educators, authors, paraprofessionals, parents and anti-bullying activists recently brought awareness to cyber bullying and how adults can identify and intervene on bullying situations during the 2017 Bullying Prevention and Awareness Conference held at National Louis University.

Dr. Mary C. Carey of Oklahoma, who is an expert in mental health and wellness, led the conference. Dr. Carey explored the longterm effects of bullying from the perspective of reduced occupational opportunities, lingering feelings of anger, bitterness and the desire for revenge.

Dorothy Thompson, founder of Bullying Prevention & Awareness 365 and a retired Chicago Public School principal, said as an educator, she has always encouraged her students to be fair and encouraged teachers to listen to students as well.

Thompson said in recent years, bullying has become more prevalent and is now increasing the violence in communities.

“You have so many children who are impacted by bullying,” she said. “There are 1 to 5 students being bullied on a regular basis, estimating 1 out of 4 students being future victims of abuse.”

Thompson, who experienced bullying first-hand, explained that it’s best for children to not place themselves in vulnerable locations so they won’t fall into bullying situations.

“Students should be confident in what they do and who they are,” Thompson said. “Also, students shouldn’t isolate themselves because when you’re not trying to be bullied, you really don’t know the thoughts of a person who is trying to intimidate you.”

She continued to explain that part of preventing bullying situations is on the students but the intervening role falls solely on adults.

“Adults need to be more aware of bullying situations because they’re the ones who want to make sure children are safe and they have the power to create this change,” she said. “So, we want to make sure adults receive skills and information on how to identify bullying, address and intervene for possible bullying situations.”

Three Reasons Not To File A Claim For That Fender Bender (NAPSI)—Although you’ll almost certainly want to have your insurance company cover the cost of a car accident involving multiple cars and serious damage, with plenty of other crashes, you may want to simply cover the cost yourself. Here are some conditions and situations when that option can make sense. The more of these that apply, the more you should consider simply paying the damage yourself.

The Damage Cost Is Close To Your Deductible Any damage you do to another vehicle is covered under the liability component of your policy, while damage you inflict on your own car will be handled through your collision or comprehensive insurance, assuming you have such coverage (some people drop it for older vehicles).

If you estimate the damage inflicted to your car to be below your deductible, or even slightly above it, you should just handle the repairs out of pocket. If the damages are $300 but the deductible is $200, you would save just $100 by filing a claim and your premiums could easily rise by more than that in the long run.

You Alone Are Involved

In an accident with no more than two drivers, where neither is injured and the damage appears to be minimal, you can both agree to not call the insurance company. There are, however, several reasons to be cautious about doing that.

The first is that the other driver can at any time renege on the agreement to not involve the insurance companies. A second is that even seemingly minor fender benders involving two cars can be far pricier to fix than most drivers would expect—in the thousands of dollars, for even a slow-speed (say, 10 mph) collision.

The upshot here? Not involving the insurance company is best reserved for mishaps that involved your vehicle alone, or one in which you know, or have other reason to trust, the other driver.

You’ve Filed For Other Accidents

Going it alone on a minor solo crash can spare you long-term pain. That’s because filing too many claims through your insurer can cause your rates to soar, possibly costing you hundreds if not thousands over the years following the claim.

ILLINOIS PRESS ASSOCIATION AND CITIZEN NEWSPAPERS HONORS BILL GARTH

The Citizen Newspaper Group and the Illinois Press Association (IPA) recently honored the life and legacy of the Citizen’s late Publisherr William Garth at The DuSable Museum of African American History, located 740 E. 56th Place on Chicago’s Southside.

From 1980­2016, William Garth nur­ tured and loved The Citizen, making it the largest Black owned ABC audited newspaper in the Midwest. He once said, “I’ve been good to the Citizen, because the Citizen has been good to me.”

Darrell Garth, who is the son of the late William ”Bill” Garth and now Publisher of the Citizen. Darrell, thanked the IPA organization and the evening attendees for joining them in paying their respect to his late father.
