LAW & POLITICS National Black Caucus Annual Conference Hundreds of Black State Legislators from across the nation met in Indianapolis, Indiana recently for the National Black Caucus of State Legislators (NBCSL) 41st Annual Conference to discuss and pass important policy resolutions on Sickle Cell Disease; Racial Disparities in School Disciplining Practices; Legislative Solutions to Address Minority Health Issues; and other areas of concern to African Americans. “Legislators can prioritize the policy resolutions based on the needs of their constituents and work to have the topics adopted in their home states,” said Gregory W. Porter, the President of the NBCSL. “In addition to the policy resolutions, conference attendees heard presentations from Joe Hogsett, the Mayor of Indianapolis; Indiana Governor Eric. W. Holcomb; and U.S. Surgeon General Dr. Jerome Adams who spoke about a number of health concerns including the Opioid Crisis,” said Porter.

Champs Sports recently partnered with the Chicago Elite Classic, and hosted a players’ lounge at its arena, located on 112 S. State St., with video gaming, hair-cuts and braiding and an engaging photo experience. The Chicago Elite Classic, the premier high school basketball tournament, hosted the top ranked inner-city and nationally recognized teams to compete for two days at the University of Illinois. During the two-day event, Champs Sports Brand Marketing Manager, Latese Hickson said the retail company’s vision was to create a community element where their core consumer would enjoy the shopping experience, events and activities. “We felt that this was a perfect opportunity to talk directly to the kids who are our core customers: the male varsity athletes,” Hickson said. “That’s exactly who are shopping in our stores so why not cater to them and allow them to have some free time in between their tournament games and enjoy the space.” In addition, the Champs Sports’ space lounge held gaming on VR’s, pin-balls, ski balls, a table tennis and a dinner for the young male athletes. “Our tag-on is that, ‘We know game, not only on the court but outside of it,” Hickson said. “We want our consumers to look good and really enjoy the experience in our store. We found that it would be a perfect opportunity with the Chicago Elite Classic to

be the partner that gives guys and girls a place to hang out in between their games.” She continued to explain that Champs Sports feels very strong in building a community relationship because in the end, the community is going to support and represent the company in the best way. “These are the kids who are walking home from school or who on the weekend are spending their first paycheck in our store,” Hickson said. “So, why not allow them to feel comfortable in our store and give them a place where they can enjoy themselves in their free time.” Champs Sports are currently in the beginning phase of hosting. Education Competition for Fifth & Sixth Grade Students SPRINGFIELD — Fifth and sixth grade writers and artists from around Illinois are invited to compete in this year’s Poster, Poetry and Prose Contest sponsored by the Illinois Environmental Protection Agency (Illinois EPA). This year’s contest theme is Illinois is Celebrating 200 Years! How Can You Be an Environmental Pioneer? focusing on helping to preserve and protect our air, land and water for the next 200 years in honor of Illinois’s bicentennial. Educators are asked to introduce historic environmental problems and how Illinois laws and citizen actions have helped make a healthier environment. Students are challenged to answer the question, “What would a modern environmental pioneer do to ensure Illinois has a sustainable future?”. Each school can enter up to eight works, four posters and four written. Entries must be postmarked and sent in to the Illinois EPA by February 1, 2018. An in house panel from the Illinois EPA will judge all entries to select the finalists, whose entries are then judged by an outside panel of authorities to determine the top twelve

winners. The top winning entries will be on exhibit in the atrium of the Illinois EPA’s headquarters building in Springfield from April 23 through May 21, and the top winners will be featured on the Illinois EPA’s homepage at www.epa.illinois.gov. All finalists, together with their families and teachers, are invited to an awards ceremony and reception that will be held on April 21, 2018 at the Old State Capitol Historic Site in Springfield. CBC MEETS WITH FBI DIRECTOR OVER ‘BLACK IDENTITY EXTREMISTS’ REPORT CBC Members Meet with FBI Director Christopher Wray

Wray failed to explain why the agency he leads changed the name of a domestic terrorism designation from “Black Separatist Extremists” to “Black Identity Extremist,” during a recent meeting with a group of Congressional Black Caucus members about a leaked FBI document. Wray also refused to acknowledge that Black activists, including Black Lives Matter organizers, are being monitored by the FBI, according to CBC members present at the meeting. The leaked FBI document, titled “Black Identity Extremists Likely Motivated to Target Law Enforcement Officers,” sparked a wave of controversy and sharp criticism of the FBI. At least one CBC member called the leaked document “COINTELPRO 2.0,” while another said that the report “calls for open season on Black activists.” The document was shared widely with local law enforcement agencies across the country. According to Newsweek, following the “fatal attacks on police officers in Dallas and Baton Rouge, Louisiana in 2016, the bureau expressed concerns about ‘the threat of copycat attacks against law enforcement’ at the Republican and Democratic national conventions.” Newsweek reported that other documents showed that “the FBI has monitored Black Lives Matter protesters.” Those documents were released, because of a lawsuit to expose the surveillance filed by the Center for Constitutional Rights and the civil rights group Color of Change. On Wednesday, November 29, Congressional Black Caucus Chair Cedric Richmond (D-La.) and 2nd Vice Chair Karen Bass (D-Calif.), provided an overview of their meeting with Wray in a teleconference with National Newspaper Publishers Association (NNPA) President Dr. Benjamin F. Chavis; NNPA National Chairman Dorothy Leavell, and a group of Black publishers, editors and reporters. CBC members who are also members of the House Committee on Homeland Security, the House Permanent Select Committee on Intelligence and the House Committee on the Judiciary were present at the meeting. “Listening to [Wray], especially considering meetings and discussions we’ve had with Attorney General [Jeff] Sessions, he appeared to be a breath of fresh air,” Bass said. According to Bass, Wray said the “Black Identity Extremists” report was completed prior to his taking the post, but he acknowledged that he “owns the document” now. Wray also said that no one would be investigated or targeted, unless they met three points of criteria: there had to be credible evidence of federal crimes; a credible threat of force or violence; and both of those points had to exist in furtherance of a social or political goal. Bass said the FBI uses that criteria to categorize people as domestic terrorists and, according to the leaked document, “Black Identity Extremists” fall into the category of domestic terrorism. Wray also admitted that the policy wasn’t new, the name simply changed, Bass said. “They used to call it ‘Black Separatist Extremists’ and they changed it to ‘Black Identity Extremists,’” said Bass. “[Wray] didn’t have a lot of rationale for why that change took place, except for the fact that the people that fall under the category ‘Black Identity Extremist’ don’t seem to be separatists in today’s world.” CBC members raised major concerns about the report, one of which was how FBI even crafted the methodology to come up with

the category of “Black Identity Extremists.” “[Wray] essentially said that they used ‘open source’ documents, which means news reports,” said Bass. “Lord knows what that means.” Bass said that, based on what she heard from Wray, the methodology seemed “flimsy.” “When we raised our concerns that a new generation of Black activists were being targeted [including the Black Lives Matter movement] for surveillance and harassment, [Wray] said repeatedly that there was no investigation of the Black Lives Matter movement,” said Bass. Bass and the other CBC members let Wray know that they were “completely aware” that some activists in their communities were experiencing surveillance and harassment, even though they didn’t meet the requirements that Wray described that would lead to an investigation. The CBC members asked the FBI to retract the document and issue a new message to local law enforcement agencies. “One of the problems with this document is that it has been widely distributed to law enforcement agencies around the country,” said Bass. “Many of us referenced either our own personal experiences or experiences we were aware of during the ‘COINTELPRO’ years when if you send a document like this out to local law enforcement, in many of our opinions, you can declare open season on Black activists, because then local law enforcement agencies can use the document as justification for doing whatever they want to do.” COINTELPRO, or the “Counter Intelligence Program” of the FBI, was designed in part to “expose, disrupt, misdirect, discredit, or otherwise neutralize the activities of the Black nationalists,” during the 1950s and 1970s. Writing for the Huffington Post, G. Flint Taylor, a founding partner of the People’s Law Office in Chicago, said that hundreds of documents were uncovered during a court case in 1976 that revealed that the FBI also plotted to destroy a children’s breakfast program run by the Black Panther Party and “disrupt distribution of the BPP newspaper.” The documents exposed in the 1976 court case also revealed, “massive wiretap overhears, including conversations between BPP members and their attorneys,” Taylor wrote. “The FBI denies they are surveilling (sic) our groups like the Black Lives Matter movement, but we told them that we don’t believe it and our information tells us that” those groups are under surveillance, said Richmond. Richmond said that the CBC members plan to present information to the FBI detailing surveillance and harassment of Black organizers. The FBI director expressed interests in meeting with CBC members regularly because, “We are the eyes and ears on the ground,” and the CBC offers diversity that the agency lacks, said Richmond. Bass asked the Black Press to put the call out to their readers to let lawmakers know if they have experienced harassment or surveillance, a request that Richmond echoed. Chavis, the president and CEO of the NNPA, committed to working with Richmond and other CBC members to uncover stories of unwarranted government surveillance and harassment in the Black community. “People may be more considerate in doing things, if they know that the Black Press will be on their case,” said Leavell, the chairman of the NNPA. “In addition, it certainly shows our strength, if we can have a great impact.”

Illinois Legislators Take Action to Protect Voters

Illinois voters may get the protection they deserve, thanks to the leadership of Senator Kwame Raoul and Senator Cunningham in partnership with other state legislators and Indivisible Chicago who recently proposed legislation to secure the use of private voter information. The Illinois State Board of Elections currently subscribes to two national voter database systems designed to help election authorities identify voters who may be registered in more than one state. The national databases are Crosscheck and the Electronic Registration Information Center (ERIC). The legislation unveiled recently, SB 2273, will remove Illinois from the Crosscheck system but will allow the state to remain in ERIC, which is reportedly regarded widely by state and local election authorities as the superior system. Crosscheck is a program created and operated by Kansas election officials. It collects voter registration information from participating states and “crosschecks” the data to find duplicate registrations. Recent research by Indivisible Chicago has exposed numerous security flaws and raised questions about how the data is used.

Assistant Majority Leader Greg Harris Endorses JB Pritzker at LGBTQ Meet and Greet

Assistant Majority Leader Greg Harris recently announced his endorsement of JB Pritzker for governor at an LGBTQ event at Sidetrack on the north side of Chicago. Greg Harris has represented Illinois’ 13th House District since 2007, and has been a champion of LGBTQ rights during his time in office. The endorsement comes as support for JB Pritzker continues to grow, with endorsements from Secretary of State Jesse White, Comptroller Susana Mendoza, the Illinois AFL-CIO, and over 20 individual unions. “Greg Harris has been a leader in the fight for LGBTQ equality in Illinois and I’m so proud to have his support,” said JB Pritzker. “Every day, Greg has fought hard to make Illinois a better, more welcoming place for all people and families, and he needs a partner in Springfield. 5 tips for staying healthy this holiday season

Rise in Solar Schools Unlocks More Local Funding for Education Washington, D.C.— With installation costs plummeting, American schools are switching to solar energy at a rapid pace, reducing their electricity bills and freeing up resources to invest in education. There are now 5,489 K-12 schools in the United States that use solar energy, nearly double the total solar capacity that was installed at schools in 2014, according to a major new report by The Solar Foundation, Generation 180, and the Solar Energy Industries Association (SEIA). The dramatic growth in solar school adoption has been driven by rapidly declining installation costs. The average price of a solar school installation has dropped 67 percent in the last 10 years, and 19 percent in 2016 alone, this report found. Nearly 4 million students in the U.S. attend schools with solar power, with a combined capacity of 910 megawatts (MW), an increase of 86 percent over 2014. The amount of electricity these schools produce annually, at 1.4 million megawatt-hours, is enough to power over 190,000 homes. The report, Brighter Future: A Study on Solar in U.S. Schools, 2nd Edition, is the most comprehensive study to date on solar at K-12 schools nationwide. As a follow-up to the first study released in 2014, this report captures the accelerating trends of solar adoption in U.S. schools. California leads the nation in the number of solar schools by state, with 1,946 solar schools and a 489 MW capacity, followed by New Jersey, Arizona, Massachusetts, and New York. Nevada has the highest adoption rate, with 23 percent of schools using solar energy statewide. Arizona has the most solar school capacity on a per capita basis, at 86 watts per student. States and resources to help schools go solar are available at gosolarschools.org. “Solar can help school districts save millions on electricity bills, freeing up funds for additional teachers, improved facilities, and enhanced academic and extracurricular programs,” said Andrea Luecke, president and executive director of The Solar Foundation. “In addition to cost savings,

solar energy installations can serve as hands-on STEM laboratories for students to learn about clean energy from the sun.” At the same time that costs are going down, schools have more financing options that minimize up-front investment. In recent years, most schools have financed their solar installations through power purchase agreements (PPAs), in which a third-party finances, builds, owns, and maintains the system. This allows schools and districts to purchase solar with

very little initial cost. Within the last three years, nearly 90 percent of the schools for which data is available used a PPA to install solar. “There’s a reason solar is spreading so quickly across America’s school districts, and it’s pretty simple — when schools go solar, the entire community benefits,” said Abigail Ross Hopper, SEIA’s president and CEO. “By switching to solar energy, schools immediately see their electric bills go down, leaving more money for learning. Plus, what teacher wouldn’t want a life lesson in science and conservation right there on school grounds? It’s a win all the way around.” Solar Schools Campaign In conjunction with this report, clean energy nonprofit Generation 180 is launching a national Solar Schools Campaign to mobilize parents, students, school districts, and local leaders to support the transition to solar energy in their communities. The campaign is creating volunteer teams and will leverage a detailed “how-to-guide” in the report that provides advice on how schools can muster support, assess economic feasibility, identify financing options, generate proposals, and select installers for solar energy systems. “Many school districts need champions to help make stakeholders aware of the opportunities for going solar,” said Tish Tablan, National Organizer for Generation 180. “Our Solar Schools Campaign is designed to equip these champions with the information and tools they need. (BPT) - As the holiday season approaches, it is as important as ever to stay healthy. With holiday parties and family gatherings, illnesses like the flu can spread easily - and you don’t want to miss out on the festivities. As the largest provider of influenza vaccine to the U.S., Sanofi Pasteur encourages you to help protect yourself and those around you from influenza with an annual flu vaccination. While everyone six months of age and older, with rare exception, should get an annual flu vaccination, it is especially important for adults age 65 years and older, as the flu can be particularly devastating for this population. Combined with pneumonia, flu is one of the top ten leading causes of death in older adults in the United States.1 On average, every four minutes, an adult age 65 years and older is hospitalized due to flu or flu-related complications, and every 12 minutes, an adult in the same age group dies as a result of flu or flu-related complications.1,2 In light of National Influenza Vaccination Week, here are five things you can do to help beat germs and promote health this holiday season. 1. Get an annual flu vaccination While many mistakenly think of the flu as only a mild illness and often confuse it with a cold, it is a contagious respiratory illness that can be severe and life-threatening, even for healthy individuals, and it can make the holiday season unbearable.3 According to the Centers for Disease Control and Prevention (CDC), getting an annual flu vaccination is the single best way to help prevent the flu each season.3 2. Ask your healthcare provider about which flu vaccine is right for you While an annual flu vaccination is vital for everyone six months of age and older, with rare exception, it is equally important to talk to your healthcare provider about choosing

the right flu vaccine for you. Because the immune system weakens with age, making it harder to fight disease, flu can be especially severe for adults age 65 years and older.1 Certain vaccines are developed to address the agerelated weakening of the immune system, so Sanofi Pasteur encourages everyone to talk to their healthcare provider about choosing the right flu vaccine. 4. Bundle up! While the holidays bring warmth and cheer, the weather outside may suggest otherwise. It’s important to bundle up to stay dry and warm during the cold, damp winter months. Be sure to wear appropriate outdoor clothing, including light, warm layers, gloves, hats, scarves and waterproof boots. 5. Head to bed If you do catch a cold or the flu, try to limit contact with others as much as possible to keep from infecting them.6 The CDC recommends that you stay home for at least 24 hours after your fever has gone down, except to get medical care or for other necessities.6 Don’t miss out on time spent with family and friends this holiday season. briefly Porsche Reports New All-Time Monthly Sales Record

ATLANTA - Porsche Cars North America, Inc. (PCNA), importer and distributor in the United States of the Porsche 911, 718 Boxster and Cayman, Panamera, Cayenne, and Macan model lines, recently announced November 2017 sales of 5,555 units. This marks a 0.8 percent increase over November 2016. Year-todate, retail deliveries are up 2.5 percent. “With 5,555 deliveries, we set a new all-time monthly record. In particular, our two-door sports cars – the Porsche 911, and the 718 model line – showed impressive double-digit growth versus last year,” said Klaus Zellmer, President and CEO of PCNA. Porsche 911 sales in the U.S. reached 976 units, a 39.6 percent increase yearover-year. The 718 Boxster and Cayman line posted 522 retail deliveries, up 14.2 percent over November 2016. Sales of the Panamera sports sedan stood at 729, a 43.7 percent increase year-to-date. The Macan continued to experience high demand with 1,981 vehicles sold, up 14 percent year-to-date. Porsche Approved Certified Pre-Owned (CPO) vehicle sales in the U.S. were at 1,749 units, a 23.4 percent increase over November 2016. Year-to-date, CPO sales are up 11.2 percent with 16,956 deliveries for 2017.

SBA Offers Disaster Assistance to Illinois

Residents Affected By Severe Storms and Flooding WASHINGTON – Illinois businesses and residents affected by the severe storms and flooding on July 11-27, 2017 can apply for low-interest disaster loans from the U.S. Small Business Administration, SBA Administrator Linda McMahon announced recently. Administrator McMahon made the loans available in response to a letter from Gov. Bruce Rauner on Nov. 9, 2017, requesting a disaster declaration by the SBA. The declaration covers Lake County and the adjacent counties of Cook and McHenry in Illinois; and Kenosha in Wisconsin. “The SBA is strongly committed to providing the people of Illinois with the most effective and customer-focused response possible to assist businesses of all sizes, homeowners and renters with federal disaster loans,” said Administrator McMahon. “Getting our businesses and communities up and running after a disaster is our highest priority at SBA.” “Businesses and nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets,” said SBA Illinois District Director Robert S. Steiner. For small businesses, small agricultural cooperatives, small aquaculture businesses and private nonprofit organizations, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available regardless of whether the business suffered any physical property damage. “Loans up to $200,000 are available to homeowners to repair or replace disaster damaged or destroyed real

estate. Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property,” said Frank Skaggs, director of SBA’s Disaster Field Operations Center East in Atlanta. Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA for mitigation purposes. Eligible mitigation improvements may now include a safe room or storm shelter to help protect property and occupants from future damage caused by a similar disaster. Interest rates are as low as 3.215 percent for businesses, 2.500 percent for nonprofit organizations, and 1.938 percent for homeowners and renters with terms up to 30 years. Loan amount and terms are set by the SBA and are based on each applicant’s financial condition. Survivors may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan. sba.gov/ela. Businesses and individuals may also obtain information and loan applications by calling the SBA’s Customer Service Center at 1-800659-2955 (1-800-877-8339 for the deaf and hard-of-hearing), or by emailing disastercustomerservice@sba.gov. Loan applications can also be downloaded at www.sba.gov/disaster. Completed applications should be returned to the center or mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. The filing deadline to submit applications for physical property damage is Jan. 12, 2018. The deadline for economic injury applications is Aug. 13, 2018.

OUR LIVES ARE DESIGNED BY THE DECISIONS THAT WE MAKE The power to make decisions is an incredible tool and this is a good thing. With this tool, we can reconfigure our life, repair our families, rebuild our communities, and reconstruct our selfdetermination. When we make decisions that are in alignment with where we say we want to go, those decisions become the power that drives us forward and propels us toward the destination to which we have set our intention. When making decisions, it is good practice to always begin with the end in mind. How much better though to begin with the One who is Alpha and Omega – Beginning and End? The wisdom writer in Proverbs sagely counseled that we should, “Trust the Lord with all your heart; lean not on your own understanding; acknowledge him in all of your ways, and he will direct your path.” Whenever we find ourselves confused or unclear, perhaps, it is because we have disconnected our process of decision making from the Source. Remember, the Source is the channel from which comes the light. Whenever there is a dark situation or experience, we can benefit simply from turning to then turning on the light. If you want to make better decisions and live by divine design, include these steps in your decisionmaking process: 1. Trust God to participate in the process. It does not matter, however heavy or light the matter, invite God to weigh-in. The more you do, the greater will grow your faith and trust; 2. Refuse to lean solely on your own understanding. Though you are conscious, cognizant, connected, and more, learn to lean on the Lord. If you share the weight of your burden with the Lord, you will find that you have a companion worthy to carry. You will find this companion to be stable, able, reliable, and dependable; 3. Acknowledge the GPS (God’s Positioning System): admit that you can use some help getting to the destination; recognize where you are beginning from and where you want to go; allow the guidance of the Omniscient God to illuminate your path; 4.
