CHICAGO, Ill.—The 2018 Black Creativity program, an annual tradition at MSI, kicks off on January 15. This month-long celebration honors the rich contributions and achievements made by African Americans while working to inspire children to develop their creativity in science, technology, engineering and math to become the innovators of tomorrow.

The Black Creativity Juried Art Exhibition features more than 100 dynamic works – including paintings, sculpture and mixed-media – from African-American artists across the country, chosen by a panel of five jurors.

Displayed annually at MSI since 1970, the Juried Art Exhibition is the longest-running gallery of African-American art. For the seventh year, a youth category offers opportunities for high school students to have their work shown in the exhibition. The Juried Art Exhibition is included in Museum Entry.

From the exhibition, the panel selects first, second and third place overall show winners, as well as a winner in each medium category and

overall in the youth category. The winners are recognized at a Juried Art Reception, held on February 15 from 5:30 to 8 p.m.

Innovation Studio January 15 - February 21, 2018

The Innovation Studio provides a creative space for guests, with the guidance of MSI Facilitators, to become inventors and innovators themselves! Powered by guests’ own curiosity, and inspired by MSI’s gallery of local innovators, guests will have access to a variety of materials and tools to create prototypes that solve issues that impact their lives, communities and more.

The space will be open to the general public daily beginning January 15 through February 21; facilitated session times are offered at various times throughout the day. While the subjects of Trump’s tweets are often erratic, this one didn’t come out of nowhere. The Pakistan tweet followed just weeks after Trump unveiled his administration’s National Security Strategy – a document presidents have provided to Congress since the 1980s.

The 2017 National Security Strategy includes the statement

Indeed, it’s possible that the president’s bellicose tweet was inspired by this document – which also happens to be the first National Security Strategy ever shaped primarily by two generals. The office of Army Lt. Gen. H.R. McMaster, the national security adviser, coordinated the drafting of the document with the secretary of defense, retired Marine Gen. James Mattis. While military men have served as secretary of defense and national security adviser before, this is the first time both positions are filled by generals at the same time.

I’m currently researching yet another general – Maxwell Taylor – who was engaged in comparable strategy reviews during the 1960s. Taylor was a former Joint Chiefs of Staff

Thinking about Taylor’s struggles back during the Cold War led me to approach this year’s security document with one main question: Could two military men succeed as the nation’s primary authors of strategy?

What is strategy?

The 2017 National Security Strategy, largely in keeping with its predecessors, does a good job at listing problems. It enumerates geopolitical and economic challenges from Russia and China as well as threats from Iran, North Korea and Islamic fundamentalists. It also points at military and other tools for addressing these threats.

Despite President Trump’s dark picture of the world and his rhetorical emphasis on “America First,” a campaign theme he reiterated in CONTINUED ON PAGE 4

actual strategy, but rather guidance on drafting policy. Sound strategy goes beyond simple problem solving. It links means to ends in order to attain a broader political objective.

This document also departs from predecessors in showing less pronounced faith in alliances and international agreements than what underpinned U.S. foreign policy since 1945.

Soldiers and strategy While Mattis and McMaster appear to work well together, they have different views on the roles of soldiers in shaping strategy.

McMaster made his name as a historian with a book on the flawed decisions that led the U.S. into the Vietnam War. He concluded that the Joint Chiefs of Staff were not heard, mainly because civilian leaders in the Kennedy and Lyndon Johnson administrations did not trust them. McMaster believed these military men had a better sense of how to win in Vietnam – or could have prevented the nation from getting involved in an

unwinnable war effort in the first place. In a Dec. 18 PBS interview, when asked about his lessons from the Vietnam War, McMaster noted it was essential to present the president with all available options.

Mattis, a history major and avid reader, has come to different conclusions about soldiers and strategy. In “Warriors and Citizens”, his 2016 book on civil-military relations, co-edited with Kori Schake of the Hoover Institution, Mattis notes that there was a problem with generals taking the lead in defining strategy because they are likely to view threats in isolation from a wider context and end up devising a depoliticized strategy.

Secretary of State Rex Tillerson, who should provide a counterweight to a military-driven strategy, appears to sit on the sidelines. No other major actors on foreign policy have emerged from within the Cabinet or Congress. Even though some pundits have welcomed the steadying role played by

Should military men draft our nation’s security strategy? an unusual presidential speech unveiling the document, it is not an isolationist strategy. It also doesn’t disavow globalism, the guiding principle of foreign policy for most of the past century.

Its four pillars – protecting the homeland, promoting prosperity, securing peace through strength and defending American interests – echo themes found in National Security Strategy documents of the George W. Bush and Barack Obama administrations. McMaster described the new National Security Strategy as a sober accounting of current threats.

Yet in this year’s document there is a marked absence of political objectives – like spreading democracy – which had been shared by Republican and Democratic administrations all the way back to Woodrow Wilson’s vision of a new world order after World War I. becomes a family event, a lot of the projects are aimed toward getting families involved,” said Deitch.

Several other events are listed on the Flossmoor website with information about the service project, time and place, volunteer requirements, and how to RSVP for the project.

Projects will continue to be added until the day of service.

Whether you have the day off or not, all members of the community are able to honor Dr. King’s legacy through donations.

“Village Hall is a good place to donate ahead of time,” said Deitch. Many organizations are asking for donations as part of their service projects.

Some items include non-perishable food items, broken crayons, empty and clean milk jugs, spray bottles, gently used winter clothing items such as hats, gloves, coats and sweatshirts. More information about what is needed and where to take it, visit the Flossmoor website.

Local non-profit organizations, community groups, and businesses are encouraged to host a service project and Flossmoor will promote it and connect the business with volunteers. So far, there are hundreds of volunteer spots listed and some projects are already filled.

Harvey Public Library Hosts Monthly Job Fair

U.S. Census Bureau releases population data, more in-depth numbers to follow in June

The Harvey Public Library will host the first of many monthly job fairs on Jan. 12 from 11a.m.-2p.m. Employers will be onsite to interview and hire employees in a range of fields.

Unemployment has become an issue in Harvey and the motivation for the library to host a monthly job fair, according to Kim Peake, Youth Services Reference Manager for the Harvey Public Library.

“We want to give people hope that there is something out there for them, and thats why we decided to have a job fair,” said Peake.

In November, the library had its first job fair and saw about 150 people come out in search of employment. The first job fair hosted only two employers, Del Monte and First Midwest Bank, but was still able to offer several employment opportunities.

After seeing the impact of the November job fair, the Harvey Public Library made the decision to host a monthly job fair and to involve more companies in the hiring event.

The January job fair will have several employers conducting interviews and offering positions in diverse fields such as warehouse work, production, restaurant jobs , hospitality and customer service.

“This time we have the post office attending, First Class Staffing will be hiring for Mars candy, we will also have Schneider, the trucking company,” said Peake.

It is unclear exactly how many jobs will be available at the event.

Illinois was one of eight states which saw a decline in its population, according to the U.S. Census Bureau’s national and state population estimates released recently. Idaho was the nation’s fastest-growing state over the last year. Its population increased 2.2 percent to 1.7 million from July 1, 2016, to July 1, 2017 according to the same data.

Even though Illinois had the largest numeric decline, losing 33,703 people between July 1, 2016, and July 1, 2017, the loss in population was a relatively small percentage change compared to its population of 12.8 million, said U.S. Census Bureau Demographer Molly Crowell.

Illinois was followed by West Virginia, Wyoming, and Louisiana. In terms of percent change, however, Illinois was 49th with a loss of 0.3% of the total population.

Wyoming had the largest percentage decline (1.0 percent) and states that had been losing population in the previous year, Pennsylvania, Connecticut and Vermont, saw slight increases.

Commenting on Illinois’ population decline, Crowell added, “While a population decline of nearly 34,000 people might seem substantial, states with larger populations are able to lose more people with less impact due to their sheer size,” Crowell stated.

“In fact, the population decline seen in Illinois during 2017 only caused a decreased of 0.3% to their total population,” she added. “A similar loss would cause a much larger percent decrease to the total population of a state with a smaller population.”

However, Crowell added the population decline in Illinois is part of a trend that’s been happening for over 15 years.

“Illinois has been experiencing net out-migration-- or more people moving out of the state than into it— since at least 2000,” she said, adding, “While it is true that Illinois is experiencing population decline due to domestic migration, international migration provided nearly 34,000 people to Illinois in 2017.”

According to a 2016 poll from the Paul Simon Public Policy Institute at Southern Illinois University in Carbondale, taxes are the single biggest reason people want to leave Illinois, the weather is next, followed by government and jobs.

Specifically, 27 percent cite taxes as the motive for departing, 16 percent said weather, 15 percent cite government and 13 percent name jobs and education.

In a statement issued shortly after the release of the poll, David Yepsen, director of the Paul Simon Public Policy Institute said there are lots of reasons why people

According to the poll, people under 50 are much more likely to want to leave than the rest of the population. Fiftyseven percent of millennials (under 35) want to leave the state while 58 percent of those between 35 and 50 want to leave.

“The most troubling finding in this poll is that so many younger people are thinking about it. That’s the state’s future,” Yepsen said.

“Until lawmakers get serious about addressing the drivers behind the state’s high cost of government, there’s little reason to think the outmigration trend will change,” said Austin Berg, director of content strategy at Illinois Policy Institute.

“Springfield needs to consider substantial reforms to the cost-drivers of property tax bills: the highest number of local governments in the nation,

skyrocketing local pension costs and an unfair bargaining regime that stacks the deck against taxpayers in negotiations, to name a few,” he added.

“Lawmakers should also propose a hard property tax cap to protect homeowners and promise no more income tax increases. Even the fear of further tax hikes is enough to drive more outmigration,” Berg said.

According to Crowell, the U.S. Census Bureau’s most current data release was comprised of national and state totals, along with components of change, such as births, deaths, and migration.

In June, the Bureau will release national, state, and county characteristics, and will provide a more in-depth look at Illinois’ current population.
