After several months without any discussions on a budget, the board of trustees of the Village of Glenwood held a special meeting on Sept. 14, 2017 to discuss a budget plan but received puzzling news. The Village of Glenwood board members include Mayor Ronald Gardiner, Clerk Dion Lynch, Trustee Toledo Hart, Trustee Brian Beckman, Trustee Ronald Clark, Trustee Miriam Slaughter, Trustee Paul Styles, Trustee Maxine Washington and Trustee Adam Winston. Trustee Slaughter informed the Citizen that the special board meeting was scheduled to discuss a budget plan that would benefit the Village of Glenwood. But once the meeting began, other matters like certain pay-raises were discussed. Slaughter explained that in the budget, five Department Heads of the Village of Glenwood was scheduled to receive two percent pay-raises. “We do not have enough money in our budget to have raises for all of these people,” she said. “If you drive through Glenwood it is dark at night because we don’t even have street lights to see.” Ultimately, the special meeting ended with Trustee Winston, Washington and Slaughter voting “No” while everyone including Mayor Gardiner voted “Yes” for the two percent pay-raises. Slaughter acknowledged that Trustee Washington was very upset because the board couldn’t delegate money for future necessities but had money to give five department heads two percent pay-raises.
Slaughter also noted that the two percent pay-raise will also increase the five department heads’ pensions as well. “The 2 prcent raise was over and beyond what they should be getting,” Slaughter said. “In my opinion, it is not responsible for the [Village board] to do this and to continue to have our community bleed. Our constituents need us to do what is right for them and not to consistently increase their taxes.” Inside a Village of Glenwood document, it shows the five Department Heads of the Village of Glenwood scheduled to retroactively receive two percent pay-raises include Glenwoodie Grounds Superintendent Eric Swanson, PGA Professional Phil Robins, Fire Chief Kevin Welch, Finance Director Linda Brunette and Patrick McAneney, director of public works. The document pointed out that Village Administrator Eric Swanson’s current salary stands at $90,421.76 but the two percent raise and an additional $3,000 increase his salary to $95,230. PGA Professional Phil Robins current salary is $72,000 but the two percent raise increase his salary to $73,440. Fire Chief Kevin Welch currently makes $102, 571 but the two percent raise and an additional $16,000 increase his salary to $120,622. Linda Brunette, finance director currently makes $83,821 but the two percent raise and an additional $2,000 increase his salary to $87, 497. Patrick McAneney, director of public works currently makes $91,795 but the two percent raise and an additional $12,000 increase his salary to $120,622. As a result, this leaves only $67,000 for an assistant administrator position. For more information, you can visit http://www.villageofglenwood.com/.
COMMUNITY FOCUS After School Matters Annual Gala Highlights Chicago’s Teens CHICAGO – Nearly 1,000 civic, corporate and community leaders attended the After School Matters Annual Gala on Monday, September 18 at the brand-new Wintrust Arena to celebrate a banner year of successfully providing after-school and summer programs for Chicago teenagers. This year, After School Matters reached more than 17,000 Chicago teenagers who participated in the organization’s programs, which encourage youth to explore and develop their talents while gaining critical skills for work, college and beyond. “When the bell goes off at the end of the day, or the end of the year, our responsibility to our kids does not end. In fact, it just begins,” Mayor Emanuel said. “From Safe Passage to Safe Haven, from One Summer Chicago to After School Matters, the City is working with our partners to create a brighter future for our children. And I want thank everyone involved with making these programs a reality.” The Annual Gala was presented by Blue Cross and Blue Shield of Illinois and hosted by the After School Matters Board of Directors. Honorary Chairs included Mayor Rahm Emanuel and Ms. Amy Rule, and The Honorable Richard M. Daley. In honor of the Annual Gala, the Blue Cross and Blue Shield of Illinois headquarters skyscraper on Randolph Street was lit up to display “AFTER SCHOOL MATTERS” during the event in a show of support for the organization and its mission. “This past year has been incredibly impactful for After School Matters as we continue to grow and reach more teens, including nearly 13,000 Chicago teens this summer alone,” said Mellody Hobson, board chair of After School Matters. “However, there is still a large gap between the number of teens who apply and the number we are able to serve.
The support we received tonight will help us close that gap and give more teens the chance to succeed and fulfill their dreams.” The evening’s performances featured a theme of peace, including a choir singing “Heal The World” and an orchestral rendition of “Make Them Hear You,” highlighting an alumni soloist. A gallery showcased the work of teens that participated in After School Matters programs this summer through hands-on exhibits and displays in music, drawing, painting, glassworks, photography, multimedia digital arts, printmaking and jewelry-making, as well as interactive displays showcasing skills in sustainable energy technology, urban agriculture and sports instruction. All visual art pieces displayed at the event were available for purchase; unsold pieces and additional teen artwork is available for purchase at the After School Matters Gift Shop, located at 66 E. Randolph. All proceeds support After School Matters programming. Individuals, corporations and foundations interested in learning more about After School Matters and the opportunities for support or volunteering can visit afterschoolmatters.org. Applications for After School Matters fall program session are now open. Teens can visit the website to apply.

KWAME RAOUL ANNOUNCES BID FOR ILLINOIS ATTORNEY GENERAL
State Senator Kwame Raoul (D-Chicago 13th) recently formally announced his candidacy for Illinois Attorney General. As a prosecutor and a legislator, Raoul said he’s spent his career advocating on behalf of victims, speaking up for the voiceless and producing, “real change in our justice system.” In a released statement, Raoul said, “I’ve seen the law used to the advantage of large corporations and to the detriment of the middle class and those of lesser means. I’ve worked to shift that balance and make our state’s laws the great equalizer they ought to be.” “We’re living in a time when regional, economic, racial and partisan divides have been exploited to give us impasse, not results. My record is one of leveraging the tools of government to level the playing field and promote the common good,” he continued. Raoul also launched an announcement video and website for his Attorney General bid, highlighting his advocacy for Illinoisans and the principles he plans to take with him to the Attorney General’s office.
Black Wealth 2020:
New Economic Justice Movement Aims to ‘Turbo Charge’ Black Wealth in America Black Wealth 2020, a new movement aiming to change the course of Black wealth in America, is gaining swift support from national advocates of economic justice. “The struggle for Black wealth is a legendary struggle. And so whether we’re talking about what we have attempted to do in the past or what we should be doing now, the fact of the matter is that African-Americans have not really realized their potential in this country,” says U. S. Rep. Maxine Waters (D-Calif.), ranking member on the House Financial Services Committee in a recent interview about the necessity of Black Wealth 2020. Waters continued, “If Black people are to have a future and to move forward, we’ve got to not only build wealth by home ownership, where we can build up our equity and have money to turn around and invest in business opportunities, but we must also learn more about and be aggressive in going after franchises and getting involved with investment opportunities - all of that is extremely important. And now is a very crucial time in the history of Black people.”
CHENEY SCORES SECOND CONGRESSIONAL ENDORSEMENT FROM REP. ROBIN KELLY
Carole Cheney (D-Naperville), leading Democratic candidate for the Illinois 6th Congressional District, recently announced that her candidacy has been endorsed by Congresswoman Robin Kelly (IL-02). “Peter Roskam, Donald Trump, and extremist Republicans have put their own interests first, radicalizing a political agenda that hurts families across Illinois,” said Congresswoman Robin Kelly. “We need another strong woman who will put the interests of her constituents first, instead of special interests. “Carole is focused, determined, and driven – but most of all, she cares about people and will fight for them. I need Carole Cheney by my side in Congress to fight against the radical Republican agenda that is hurting families across Illinois and across the country,” added Congresswoman Kelly. This marks Cheney’s second endorsement from a member of the Illinois Congressional Delegation. Cheney was endorsed by Congressman Bill Foster in July. No other candidate seeking to unseat Republican Peter Roskam has been backed by a member of Congress. “Peter Roskam worked to pass a health care bill that assaults women’s rights and makes care less affordable. When Donald Trump said he wanted to pass tax reform, Peter Roskam started working on legislation to give massive tax giveaways to billionaires and wealthy corporations that fund his political career. Working families can’t afford Peter Roskam. Small businesses can’t afford Peter Roskam. Illinois can’t afford Peter Roskam,” said Congresswoman Kelly.
Chicago, IL – Hurricane Harvey, an extremely destructive Atlantic hurricane, started on August 17, 2017 and lasted for 18 days, according to the National Weather Channel. The storm resulted in floods, displaced more than 30,000 people and prompted more than 17,000 rescues. Seventy one people died as a result of the hurricane while the storm caused more than $70 billion in damages. Texas and Louisiana were areas affected by the hurricane. Texas Governor Greg Abbott declared a state of emergency for 57 counties. Throughout Texas, more than 300,000 people were left without electricity and billions of dollars of property damage was sustained. In an effort to help storm victims, Thornton Township’s President Frank M. Zuccarelli and the Board of Trustees are working to send contributions to the affected areas. “We have seen the devastation that has hit many southern states. As a Township, we have always been about helping people. We brought water to the Flint Michigan community when that crisis happened, and we are once again looking to help people get the supplies they need in the affected areas of Texas. Our prayers are with them, and our community is here to step up in any way they need,” Zuccarelli stated. The project is being sponsored by Thornton Township trustees and township officials. Items will be shipped to the affected areas by W&W Towing and donations will be accepted until the end of September. The devastation affected the relatives of people who live in the township, said Thornton Township resident and Trustee Joyce Washington. “I have two nieces that live in Houston, Texas. These are my sister’s children and my sister’s death made me the mother
to her children. This is their second major storm, Katrina was the first and now Harvey. One of my nieces is a retired US Coast Guard worker from New Orleans. She was with my other niece when the storm occurred. Their homes and cars were affected. The water was so high, they flagged down a boat to pick them up, and later they saw a school bus, which took them to a high school in Houston for shelter. Both of my nieces were in the shelter. They had several small children with them. The shelter had food and water. There was no air travel at Hobby Airport, and the expressways were crowded.” Washington said, “We opened a relief project here at the Township collecting food, diapers, and various items to be driven to Texas. I stopped by the Thornton Township Senior Citizen location and the collection box was overflowing with supplies.” Trustee Washington was asked what she learned from this experience. She said, “Be prepared to help others in their time of need.” The township is accepting diapers, baby formula, blankets, water, and hygiene care products. Supplies can be dropped Main Building, 333 E. 162nd Street, South Holland, IL Food Pantry, 15840 Page Avenue, Harvey, IL Senior Center, 1420 Huntington Drive, Calumet City, IL Youth & Family Services, 14323 S. Halsted St, Riverdale, IL Village of Lansing Municipal Center, 3148 Ridge Road, Lansing, IL Also, monetary donations can be made to the Thornton Township Foundation, Inc. All checks can be dropped off at the South Holland location and all funds collected will be used specifically for relief efforts.
Abraham Lincoln Presidential Library and Museum Host Illinois History Conference By Christopher Shuttlesworth The Abraham Lincoln Presidential Library and Museum (ALPLM) will host its 19th annual Conference on Illinois History on Oct. 5-6. The 2017 Illinois History Conference will feature topics on the mystery of who designed and paid for Abraham Lincoln’s coffin, future plans for the Obama Presidential Center (OPC) in Chicago and Stuart Layne, executive director of the Illinois Bicentennial Commission will discuss upcoming 2018 bicentennial projects. Christian McWhirter, a research historian at the ALPLM, said Illinois has a lot of interesting history of its own that should be highlighted more throughout the state. “When people talk about history, we tend to talk about broader national history,” McWhirter said. “But I think it’s important to focus on the history of our state which sometimes gets lost in the shuffle.” One interesting topic that will be discussed during the 2017 Illinois History Conference will be on the FBI’s Counterintelligence Program in Illinois and its efforts to infiltrate certain organizations during the 1960s and 1970s.
FBI Bureau, which begin in 1956 to investigate communism in the United States, Counterintelligence program grew to legally and illegally probe and actively undermine members of the Civil Rights and Antiwar Latino Rights movements as well as the KKK, according to the ALPLM. The FBI discussion will also include a study based on hundreds of declassified FBI memos to and from its Springfield and Chicago offices, released through the Freedom of Information Act. “We have some really good panels on the different ways Universities are reaching out to the public to educate people on history,” McWhirter said. “We also have panels on the African American experience, based on the 100th East St. Louis riot.” Ticket prices for the history conference are $90 to attend either both days or $50 for a single day. The student prices are $45 and $25 and luncheon sessions are $15 each. To register for the conference, visit www. Cars.com Ranking of Compact SUVs Puts Volkswagen Tiguan Ahead of the Pack Cars.com [NYSE: CARS] recently released the results of its Compact SUV Challenge, which ranks seven of the most popular options in the segment. Competitors for the title of “Best Compact SUV of 2017” were the 2018 Chevrolet Equinox, 2017 Ford Escape, 2017 Honda CR-V, 2017 Jeep Compass, 2017 Mazda CX-5, 2017.5 Nissan Rogue and 2018 Volkswagen Tiguan. “SUVs continue to be increasingly popular among car shoppers, and particularly with families. Seven segment contenders vied against each other in a series of evaluations to determine the best options,” said Jennifer Newman, Cars.com’s editor-in-chief. “It’s been little more than one year since we conducted our last Compact SUV Challenge, but much has changed within the market as several models have been redesigned or updated. In the 2017 Compact SUV Challenge, the Ford Escape, the 2016 Challenge winner -- competed against five updated models plus the best-selling SUV in the U.S., the Nissan Rogue.” For this Challenge, the price requirement was a maximum of $35,000 including all options and destination charges, which yielded primarily all-wheel-drive SUVs – with the exception of the Chevrolet Equinox – and mostly base engines. Testing resulted in the following ranking: 2018 Volkswagen Tiguan 2017 Honda CR-V 2017 Mazda CX-5 2017 Ford Escape 2018 Chevrolet Equinox 2017.5 Nissan Rogue

2017 Jeep Compass “The 2018 Volkswagen Tiguan impressed the judges with its roominess and value,” Newman said. “The cargo capability is top of the class, making this small SUV a huge advantage for shoppers concerned about getting the most room for the money. The Tiguan is also a great option for families, earning the highest possible marks in Cars.com’s Car Seat Check.” Testing took place in the Chicagosuburbs where judges drove each car on the same loop for back-to-back impressions. Other areas scored included awarding points for as-equipped crash avoidance technologies including forward collision warning with automatic emergency braking, blind spot warning, lane departure warning, lane departure steering and lane-centering steering. Plus, ease of child-safety seat installation was evaluated and scored in each SUV. Part (2) 2. Irregular Expenses Eventually, your car will need an expensive repair. Perhaps you’ll need to replace your timing belt, or maybe you’ll need a new clutch. You don’t know when this will happen. You don’t know how much money this may cost. But you know that at some indeterminate point, you’ll need to repair your car. If you’re a homeowner, you’ll eventually need to replace your furnace or buy a new dishwasher. If you’re not prepared to cover these costs, you may need to start increasing your savings. Consider creating an “irregular bills fund,” to which you contribute money to help cover repairs, maintenance and other irregular expenses. 3. Emergency Fund Imagine that you and your spouse both lost your jobs at the same time. How long could you live on your savings? Your answer may depend on the size of your emergency fund. An emergency fund is money that you set aside for unpredictable, once-in-a-lifetime emergencies, such as job loss or a health emergency. It should cover at least three months’ worth of living expenses, according to the Financial Industry Regulatory Authority (FINRA). In 2015, 54 % of U.S. households didn’t have enough savings to cover three months of expenses, according to the FINRA Investor Education Foundation’s To start building an emergency fund, consider opening a separate savings account. Make a “payment” into this account every month, as if you’re paying a bill. By housing your emergency fund in a separate account, you might signal to yourself that this fund is reserved only for dire situations. 4. Financial GoalsThe CFPB also recommends setting aside enough money to help pursue your goals. If you hope to retire at age 62, attend graduate school or start a small business on the side, consider putting away money that can help you build these goals. Consider keeping this money separate from the rest of your savings. By building “buckets” for every savings goal, you’ll be able to monitor whether or not you’re on track. When you’ve built a comfortable savings nest, you may be better prepared for life’s curve balls. (BPT) - There was a time you could run a small business with a bank account, a telephone, an internet connection and some sort of physical base. These days, cybersecurity has been added to this list as a necessity nearly every small business owner needs to consider. This is especially true for small businesses such as law offices or accounting firms that deal with a client’s highly sensitive information. Despite recognizing the need for effective IT security to guard against the next cyberattack, 83 percent of businesses say organizational difficulties put their company at risk, according to a global survey conducted by Citrix. In addition, 74 percent of businesses say they need a new IT framework to improve security and reduce risk. Because of the highly technical and complicated nature of cyberattacks, many small business owners don’t understand the enormity of these threats, and most learn the hard way. For example, Dr. David Krier, whose Volunteer Voyages lost over $14,000 through fraudulent withdrawals, learned that banks do not always offer protection against these attacks. His organization was not reimbursed for the money the cyberthieves stole. The situation is not improving. Recently, CBS reported a drastic rise in phishing scams. In 2017, 200 organizations were victims of a phishing scam that resulted in the theft of the data of several hundred thousand employees. “Because most of the news coverage happens when big companies like Equifax or Target are attacked, many small business owners mistakenly believe that only larger companies are at risk of a security breach,” says Nate Spilker, vice president, product management at Citrix. “The fact is, the majority of cyberattacks will have a detrimental impact on small businesses if they do not have a cybersecurity plan in place.” Cybersecurity is a very real and very serious matter, but the more you know about it, the better you can prepare against
an attack. These seven steps lay the groundwork for establishing an advanced and cost-effective way for small businesses to better guard against the ever-present reality of a cyberattack.
decade. Many security experts now recommend user authentication technology to make protecting data both easier and more effective.
1. Assess current security tools
Your company’s data is only as safe as the technology it employs. Instead of thinking how well protected you are, consider bringing in an outside consultant to expose your vulnerabilities. This will help you to honestly analyze the current tools your company uses and understand where you can improve.
By implementing a secure, company-wide tool such as Citrix ShareFile, which includes file sharing, storing and document signing as well as remote desktop access that integrates with common business apps like Microsoft Office 365, employees will be more collaborative and productive. They will also be able to work from anywhere, on any device, at any time.
2. Invest in staffing
6. Create and enforce a standard IT policy
5. Use a consolidated platform
It can be challenging for a small business to hire new employees. But because the cyber threat is so real and potentially devastating, hiring knowledgeable and experienced security personnel might be the most important step you can take to protect your business.
Whether you have a traditional office setup, contractors working remotely or a bring-your-own-device policy, make it a priority for employees to understand the security risks involved with using unapproved applications.
3. Encrypt your data
7. Be proactive
You may trust your personal photos and music to the web, but your business’s and your clients’ data raises a whole other host of concerns. Many business-class cloud services employ encryption technology, which transforms data in an indecipherable code that can only be opened with a specific key as it travels between secure destinations.
4. Think beyond passwords
It’s safe to say most people are unable to remember all their passwords. Not only are passwords cumbersome, but poor password practices can create major security problems. In fact, 91 percent of security professionals think passwords will be a thing of the past within a
Stay updated on the latest developments and concerns in the cybersecurity landscape and how you can improve your company’s defenses. For instance, take the time to review how the ever-expanding Internet of Things (IoT) can both benefit and add new security risks to your company. A solution that takes into account many security measures involves implementing a cutting-edge file syncand-sharing system, like Citrix ShareFile. With more than 80,000 business customers and 20 million business users, Citrix has developed their systems to be easy to use and capable of handling all types of files, from sensitive legal briefs to 3D architectural designs.

HOW TO MAKE HAPPINESS A HABIT One of the best ways to increase your happiness is to create new habits. It may require some effort on your part; however, it can be done. Establishing new habits involves the creation of new neural pathways in your brain. The good news is that new pathways are created every time you experience something new or different. The key to creating a new habit, then, is to repeat the new experience as many times as possible. Your brain will eventually memorize the new pathway, and over time, the new pathway will become a habit. Create a Behavior Chain One of the challenges of creating good habits is figuring out a way to make them stick. You have a better chance of getting your habits to hang around if you use current routines to help. These routines may be used as environmental triggers that let you know it’s time to act on your desired habit. You can do this by selecting a part of your regular schedule and building a link to the new habit. For example, instead of thinking “I will exercise more,” you should think, “When I get home I’ll change my clothes and then I will go for a short run.” This method links going home to changing clothes, and links changing clothes to running. Create Boring Shortcuts President Obama had a habit of wearing only blue and gray suites. His rationale for this limitation was that it limits the amount of decisions he has to make. Some people may think this is boring, but it may help you get things done. Think of the aspects of your life that are extremely routine and then “shortcut” them as much as possible. Research has shown that focusing on the act of decision-making actually depletes mental resources, making it harder to stick to a new habit. Creating shortcuts actually means limiting your options. If you want to eat healthier, for example, limit your meals to two healthy choices. Address: 11901 S Ashland Ave, Chicago, IL 60643 Phone: (773) 568-2282 www.cutemple.org

Medicare basics
Most Americans are aware that Medicare is a government program designed to ensure people older than 65 have access to affordable health insurance. The program can also cover people younger than 65 who have certain disabilities. The Medicare program has four parts, according to Medicare.gov: A, B, C and D. * Medicare Part A helps pay for in-patient hospital stays, care in a skilled nursing facility and hospice care. * Medicare Part B helps cover care by doctors or other health care providers, outpatient services, some medical equipment and some preventive services. * Medicare Part C (also known as Medicare Advantage) covers everything included in parts A and B, and usually includes Medicare prescription drug coverage as part of the plan. Medicare Advantage plans may include extra benefits and services for an extra cost. Medicareapproved private insurance companies, such as Alignment Healthcare’s Alignment Health Plan, run Medicare Advantage plans. * Medicare Part D helps cover the cost of prescription medications and is run by Medicare-approved private insurance companies. Original Medicare versus Medicare Advantage Most people think of Medicare parts A and B as Original Medicare, in which the government pays directly for the health care services received. People with Original Medicare can see any doctor and hospital that accepts Medicare in the country, without prior approval from Medicare or their primary care physician. Most people do not pay a monthly premium for Part A if they paid taxes while working; everyone pays a monthly premium for Part B, based on income. The standard premium for Part B in 2017 was $134 per month, which is deducted from the individual’s Social Security benefits. Original Medicare pays for about 80 percent of the total

(BPT) - Fall and winter don’t just bring cooler temperatures and the holidays - the final seasons of the year also mean open enrollment for Medicare. For most seniors in the United States, the period between Oct. 15 and Dec. 7 is the only time they can switch or make changes to their Medicare insurance plan. “As people age, their health care needs evolve,” says Dawn Maroney, chief growth and strategy officer for Alignment Healthcare. “When that happens, they may find the Medicare plan they first chose when they became eligible no longer meets all their needs. This open enrollment period is their yearly opportunity to re-evaluate whether to continue with their plan or switch to another, with changes becoming effective the first of the new year.”
