1 St. Ann’s School in Lansing Offers New Scholarship Program

By: Katerine Newman

St. Ann’s Catholic School in Lansing recently held an open house for new families to meet the teachers, see classrooms, and learn about the new Illinois Invest in Kids Act scholarship program that can be used to help with tuition costs. “We were trying to grab some new families to [come to] St. Ann’s School and provide information on the Invest in Kids Act, which has been passed through the state of Illinois, offering eligible families a tax credit scholarship,” said Kelly Rojas, Principal of St. Ann’s School. This program offers a 75 percent income tax credit to individuals and businesses that contribute to qualified Scholarship Granting Organizations (SGOs). The SGOs then provide scholarships for students whose families meet the income requirements to attend qualified, non-public schools in Illinois, according to the Illinois Department of Revenue website. “Right now corporations are actually putting money forward, that started on Dec. 1. So the money is starting to come in,” said Rojas. “There are 5 SGOs right now. Two of them are helping the Catholic Schools, the one that would actually affect St. Ann’s School is Empower Illinois.” Because the program is new the available information has been changing and growing almost daily, according to Rojas.

The school is providing information to families as they receive it and encouraging them to utilize the internet as a way to keep up with the developing program. “We are feeding the information to our current families as it comes in. We sent out a flyer to our religious education program as well as people who had come to St. Ann’s last year but we didn’t give them enough money to be able to afford it,” said Janice Summerise, School Business Manager at St. Ann’s. “We reached out to those people so those are the persons that we had coming through [the open house].” The school is hoping through the Invest in Kids act they will be able to gradually increase enrollment, according to Summerrise. It is still unclear exactly how much money will be available or how many students will have access to scholarship funds, but Rojas is not concerned with there not being enough money to satisfy their needs. “As to how many people are going to get the scholarship, we really don’t know,” said Summerrise. “We are encouraging all of our families who either got a scholarship this year or got financial aid from us to apply for this scholarship.” For more information on the SGO providing scholarships for St. Ann’s visit empowerillinois.org. Chicago Heights Mayor Sets Big Goals For 2018 By: Katherine Newman

David Gonzalez was born and raised in Chicago Heights and in 2011 he was elected Mayor of the South Suburb. Mayor Gonzalez is a full-time CPA and Managing Partner of GW & Associates, Certified Public Accountants and Consultants. He has been handling municipal finance for the last twenty years. “I just felt that I could take the knowledge that I’ve accumulated over the last twenty years and bring it back to Chicago Heights and start looking at how we can do things differently in the South Suburbs,” said Mayor Gonzalez. “What can we do to get from point A to point B that’s going to improve the quality of life for our residents? Knowing the situation that we all face here, with high unemployment and high tax rates.” As Mayor, his priority is serving the residents and businesses in Chicago Heights. “The challenges we face are probably the same challenges a lot of the communities face, not only in the South Suburbs but throughout the state of Illinois, it’s trying to deliver the same service with reduced funding,” said Mayor Gonzalez. In an effort to be proactive for the community, Mayor Gonzalez has been applying for grants to help finance city services and projects. In 2017 Chicago Heights was awarded a grant for a $249,000 reimbursement for the money spent on maintaining vacant homes in the area. This helped the community stay on budget, according to Mayor Gonzalez.

An even larger grant was awarded to Chicago Heights in 2017 that Mayor Gonzalez is very proud of. “The biggest award that we are pretty proud of is that we received $2.1 million grant from Cook County to look at, and fix our sanitary and storm sewers,” said Mayor Gonzalez. “That’s going to help us alleviate the flooding in certain areas of the city and we were very fortunate to get that award this year.” The city has a current resident population of more than 30,000 and a long history as an industrial hub, and the completion of the city’s comprehensive plan during Mayor Gonzalez’s administration is leading to the expansion of new business and light industry. In 2018 Mayor Gonzalez plans to concentrate on bringing manufacturing back to Chicago Heights. This is something that he set his sights on nearly three years ago. He has been steadily acquiring, for the city, ownership of several delinquent properties on the east side of town, known to be the industrial side of Chicago Heights, in the hopes that the area can be redeveloped for new businesses to move in. “Those companies are crucial because they have such a high tax base and they create the jobs that we are looking for here in the south suburbs. so we’re in a good place right now because we own a lot of land now on the east side that we are going to be able to work with developers in turning that land over to developers and start bringing manufacturing back to the east side. That’s what we’re going to be concentrating on in 2018,” said Mayor Gonzalez.

Invest in Kids Launch SPRINGFIELD – Taxpayers wishing to participate in Illinois’ income tax credit scholarship program, Invest in Kids are strongly encouraged to register for a free MyTax Illinois account now. The Invest in Kids (IIK) application process for taxpayers seeking to make a qualified contribution is only available online through MyTax Illinois. Completion of MyTax Illinois registration requires security authentication via mail, so applicants should allow 7-10 days to complete setup of their MyTax Illinois account. Companies Cited for Exposing Employees To Lead, Other Hazards CHICAGO, IL – The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) cited three Chicago area companies that worked on the renovation of Chicago’s Old Post Office for failing to protect employees from lead and cadmium exposure. OSHA determined that American Demolition Corporation, Valor Technologies Inc., and Tecnica Environmental Services Inc. failed to comply with OSHA’s respiratory protection, provide training, and properly handle personal protective equipment.

Judge Orders Government to Grant ACLU Access to U.S. Citizen WASHINGTON — A federal judge recently ordered the Trump administration to allow the American Civil Liberties Union immediate and unmonitored access to an American secretly detained by the U.S. military in Iraq for months, in order to ascertain whether he wants to challenge his detention in court and whether he wants to be represented by the ACLU or other counsel. The decision by Judge Tanya Chutkan of the federal district court in Washington, D.C., denied the government’s motion to dismiss an ACLU habeas corpus petition challenging the unidentified citizen’s detention. The judge’s ruling also ordered the government to refrain from transferring the American until the ACLU gains access to him and informs the court of his wishes.

Unemployment Rate Drops in All Metro Areas for Sixth Consecutive Month CHICAGO–Unemployment rates decreased over-the-year in November in all of Illinois’s metropolitan areas, according to preliminary data recently released by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). Data also show nonfarm jobs increased in ten of the metropolitan areas and decreased in four. “It is encouraging that job growth was reported in ten of the fourteen metro areas,” said IDES Director Jeff Mays. “More than 30,000 of those jobs were created in the Chicago Metro area, so we need continued stronger growth statewide.” Illinois businesses added jobs in ten metro areas, with the largest increases in: Kankakee (+2.6 percent, +1,200), Lake/Kenosha (+2.4 percent, +9,800), and the Quad Cities (+1.6 percent, +3,000). Total nonfarm jobs in the Chicago-Naperville-Arlington Heights Metro Division increased (+0.6 percent or +20,900). Illinois businesses lost jobs in four metro areas, with the largest losses in: Danville (-1.7 percent, -500), Champaign (-0.6 percent, -700), and Decatur (-0.6 percent, -300).

Duckworth Calls for Investments in Infrastructure, Not Giveaways for Millionaires

WASHINGTON, D.C.–At a recent Senate Environment and Public Works (EPW) Committee hearing, U.S. Senator Tammy Duckworth (D-IL) questioned several key officials from the transportation industry about the critical need to upgrade America’s rapidly aging infrastructure systems. She also called into question President Trump and Congressional Republicans’ push for a tax reform bill that provides wealthy Americans and large corporations with tax cuts at the expense of the middle class instead of working to provide much-needed funding to modernize the country’s transportation systems. “My concern is that the President has secured now a $1.5 trillion tax cut that is geared toward large corporations and the ultra-wealthy,” Duckworth said at the hearing. “I hope that we can finally see the details of President Trump’s plan to rebuild our aging infrastructure. Unfortunately, the President and his allies have prioritized a trickle-down shell game over building up the middle class through the proven economic engine of infrastructure investment.”

Preliminary Environmental Results Show 47 Negative And One Positive Test For Legionella At Veterans’ Home

SPRINGFIELD–The Centers for Disease Control and Prevention (CDC) recently notified the Illinois Department of Public Health (IDPH) that 47 of 48 environmental samples taken at the Illinois Veterans’ Home in Quincy (IVHQ) tested negative for Legionella bacteria. The single positive water sample was collected prior to passing through a shower head, which contains a point-of-use filter that is validated for the removal of Legionella. Patients using that shower would be protected from exposure to Legionella by the physical barrier of the filter. In 2017, five residents at IVHQ and one employee have tested positive for Legionnaires’ disease. The cases prompted IDPH and the Illinois Department of Veterans Affairs to request CDC experts return to Quincy to help determine how to further reduce the risk of illness.

Two meetings have been held over the last several weeks in the Village of Dolton to establish guidelines and address questions for the proposed Invest in Dolton program. This is a program designed to auction vacant homes owned by the Village of Dolton to be rehabilitated for owner occupancy. “This is an initiative to get the abandoned homes off of the abandoned lists. When we go door to door talking to our fellow residents of Dolton, one of the biggest complaints is, what are you going to do about these abandoned homes,” said Village of Dolton Trustee Duane Muhammad in a Special Meeting on Nov. 30. Guidelines for the Invest in Dolton program outline that Village owned vacant homes will be sold by raffle or auction for a cost of acquisition of $5,000 to financially qualified persons. The program will be managed by Janice Johnson, Village Administrator for the Village of Dolton. The Invest in Dolton program has yet to roll out and the Village of Dolton will continue to hold monthly meetings to address questions from the community, according to Trustee Muhammad in the Planning Committee Meeting on Dec 9. Proposed guidelines for the Invest in Dolton program currently say that to qualify a candidate must show proof of access to funds at a minimum amount $40,000, by way of line of credit or cash or bank approval loan, to complete the necessary renovations, as read by Village of Dolton Trustee Robert E. Pierson Jr. in a Dolton Planning Committee Meeting on Dec. 9. All qualified candidates will be allowed to participate in Invest in Dolton raffle or auction program based on a list of vacant residential properties owned by the Village of Dolton. Raffle or auction winners will receive an as-is conditional purchase offer, and the property cannot be occupied until the renovation has been completed

and approved by the Village of Dolton. All properties will be sold with a deed restriction stating that the property must remain owner occupied for at least five years after the renovation completion. Failure to comply with the renovation agreement will result in forfeiture of the property, according to Trustee Pierson in a Dolton Planning Committee Meeting on Dec. 9. The U.S. Department of Housing and Urban Development (HUD) established the 203(k) Rehab Mortgage Insurance which enables homebuyers and homeowners to finance the purchase of a house and the cost of its rehabilitation through a single mortgage, according to HUD.gov. The 203(K) renovation loan will allow home buyers to qualify for the Invest in Dolton auction and raffle by giving them a financing option that will include their renovation costs. Typically, lenders won’t allow potential homebuyers to finance a property that needs work, they will require that the home be in good standing, according to Robert Mangiaracina, a licensed HomeBridge Mortgage loan originator in Illinois who spoke at the Special Meeting on Nov. 30. “What the [Rehab Mortgage Insurance] does is allow the home buyer to actually finance the needed repairs into one loan,” said Mangiaracina at the Special Meeting on Nov. 30. “You could literally do just about anything with these programs. If it’s a gut rehab, if the people who left the property left it in very poor condition, the 203(k) can rehab just about anything.” The Village of Dolton and the financial lender will require that the home buyers participating in the Invest in Dolton program use a licensed and bonded contractor who is registered with the Village of Dolton for the renovations, according to Trustee Pierson in the Planning Committee Meeting on Dec. For more information and a schedule of upcoming meetings visit vodolton.org.

Community Investment Corporation Delivers a Record $70 million to Improve and Preserve Chicago’s Affordable Rental Housing in 2017 Chicago, IL – Community Investment Corporation (CIC) announced today that in 2017 it provided a record $70 million in loans and grants to help acquire, rehab and preserve over 1,900 affordable multifamily housing and commercial units. These units were located in 32 neighborhoods and municipalities throughout the Chicago region, primarily concentrated in Chicago’s South and West sides. Nearly all units were affordable to households with incomes less than $40,000. “Strong multifamily lending activity in these Chicago communities demonstrates ongoing neighborhood recovery and the continuing demand for high-quality affordable housing,” said CIC President Jack Markowski. “Affordable housing is the backbone of our communities. CIC financing allows small, local developers to meet the need for affordable housing and strengthen our neighborhoods.” In 2017, CIC provided loans to acquire and rehab multifamily housing and to finance clusters of 1-4 unit buildings. CIC also financed retrofits that cut energy utility consumption by 25-30%. In addition to its lending activities, CIC engaged in community development efforts to improve overall neighborhood conditions and achieve greater impact. CIC acquired and transferred 136 distressed properties with 332 units, clearing the way for new owners to rehab and preserve affordable units. Since 2003, CIC has acquired over 551 buildings with over 5,000 units for sale to responsible, local property

developers and owners of affordable housing. In partnership with the City of Chicago, CIC recovered 49 buildings with over 1,250 units under the Troubled Buildings Initiative, a program that uses code enforcement to improve physical conditions and prevent abandonment and demolition. The Preservation Compact, CIC’s cross-sector policy initiative that promotes rental preservation, mobilized efforts to combat unexpected increases in Class 9 property tax assessments. Left unaddressed, these increases would result in dramatically higher property tax bills for affordable multifamily properties. Through its lending products and complementary programs, CIC directly affected over 7,800 units of affordable housing in the Chicago area in 2017. “Our neighborhoods are getting stronger,” Markowski said. “As we look ahead to 2018, CIC will continue to implement our community development programs and provide a consistent source of capital that fuels neighborhood redevelopment and preservation of affordable housing.” Community Investment Corporation (CIC) is Chicago’s multifamily rehab lender. Since 1984, CIC has provided more than $1.3 billion to acquire, rehab and preserve over 59,000 units of affordable housing for more than 147,000 metro Chicago residents. CIC programs include Energy Savers, the Troubled Buildings Initiative, The Preservation Compact, and Property Management Training. For more information, see www.cicchicago.com.

With the recent marketing blunders lacking cultural nuances from top brands, either inaccurately portraying multicultural audiences or creating culturally irrelevant campaigns, Flowers Welch urges industry leaders to become more vocal advocates for multicultural strategic expertise. “As I look around the room, I see so many accomplished senior leaders with the power to affect change,” said Flowers Welch.
