SPRINGFIELD – Taxpayers wishing to participate in Illinois’ income tax credit scholarship program, Invest in Kids are strongly encouraged to register for a free MyTax Illinois account now.

The Invest in Kids (IIK) application process for taxpayers seeking to make a qualified contribution is only available online through MyTax Illinois. Completion of MyTax Illinois registration requires security authentication via mail, so applicants should allow 7-10 days to complete setup of their MyTax Illinois account.

On January 2, MyTax Illinois began accepting applications from individuals and businesses who wish to obtain an income tax credit equal to 75% of their approved contribution.

To apply, individuals and businesses must report their intention to make an authorized contribution to an approved Scholarship Granting Organization (SGO). The SGOs, in turn, provide scholarships for eligible Illinois students to attend qualified non-public schools in Illinois. The application process ensures equal access to the $75 million in IIK tax credits available each year.

Companies Cited for Exposing Employees To Lead, Other Hazards CHICAGO, IL – The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) cited three Chicago area companies that worked on the renovation of Chicago’s Old Post Office for failing to protect employees from lead and cadmium exposure. The companies face a total of 31 citations and proposed penalties of $220,497.

OSHA determined that American Demolition Corporation, Valor Technologies Inc., and Tecnica Environmental Services Inc. failed to comply with OSHA’s respiratory protection, provide training, and properly handle personal protective equipment.

Judge Orders Government to Grant ACLU Access to U.S. Citizen WASHINGTON — A federal judge recently ordered the Trump administration to allow the American Civil Liberties Union immediate and unmonitored access to an American secretly detained by the U.S. military in Iraq for months, in order to ascertain whether he wants to challenge his detention in court and whether he wants to be represented by the ACLU or other counsel.

The decision by Judge Tanya Chutkan of the federal district court in Washington, D.C., denied the government’s motion to dismiss an ACLU habeas corpus petition challenging the unidentified citizen’s detention. The judge’s ruling also ordered the government to refrain from transferring the American until the ACLU gains access to him and informs the court of his wishes.

Mayor Rahm Emanuel recently joined Skills for Chicagoland’s Future (Skills) at Walgreens Technology Office, to launch the initiative “Beyond the Diploma,” a new demand-driven youth employment program that will connect unemployed and underemployed youth to career jobs and educational opportunities.

Skills decided to create the “Beyond the Diploma,” program after the organization conducted a six-month analysis in 2016 that incorporated input from youth, employers and community organizations, according to a Skills press release. Beyond the Diploma’s program for high school graduates is part of a multi-phased approach to tackle youth unemployment from high school through post-college graduation.

“We believe in Chicago’s youth and know that many just need a pathway to change the trajectory of their lives,” said Marie Trzupek Lynch, Skills’ president and founding Chief Executive Officer (CEO). “These employers that are first at the table are committed to making a difference and were looking for a conduit like Skills to make it happen.”

Walgreens will serve as the lead employer for Beyond the Diploma program and bring in 25 youth during the first cohort in Spring 2018. Youth ages 18 to 24 can apply at scfjobs.com/pivot.

The Teaching Health Center Graduate Medical Education Program (THCGME), which operates as clinics that trains the next generation of primary care providers to help more than 27 million Americans living in underserved, rural communities, may be at risk of being discontinued if Congress decides not to reauthorize program funding by Mar. 31, 2018.

Congress passed a Continuing Budget resolution under the “Teaching Health Centers Graduate Medical Education Extension Act of 2017 on December 21, 2017, which extended the THCGME program’s funding until Mar. 31, 2018, at a lower rate than what the program requires to be whole.

Rachel Krause, marketing and public relations manager at Erie Family Health Center, explained that funding allocated through the last two short term extensions made by Congress only covers half of the total cost of resident education. Krause also said a full reauthorization of Teaching Health Centers (THC) is now critical because resident recruiting decisions must be determined by Jan. 15, 2018.

“This uncertain funding environment makes it difficult to plan for and recruit new residents to a program where there is no guarantee of ongoing support,” Krause said. “Every day of delay makes it more likely that THCGME programs will close because they can’t absorb the financial risks.”

In the past two years, THCGME programs have been financially forced to stop recruiting for more than 160 resident slots, according to Erie Family Health Center. THCGME Residents are now urging for a three-year reauthorization of program funding at $157,000 per resident

Chicago youth will be hired full-time or part-time as Walgreens customer service associates, with career pathways to store management or corporate positions, according to a Skills press release. Walgreens will aid in tuition costs for all participating youth to pursue an associate’s degree at Harold Washington College.

“This unique partnership will offer Chicagoans steady incomes, a quality education, and upwardly-mobile career paths with leading employers, and is central to our vision of creating more earn and learn opportunities for our students moving forward,” said City Colleges of Chicago Chancellor Juan Salgado.

The Beyond the Diploma initiative has garnered support from a $700,000 grant from the Pritzker Traubert Foundation, a $500,000 grant from The Chicago Community Trust and additional funding from the Aspen Institute, The Osa Foundation, AT&T, the Mayer & Morris Kaplan Family Foundation and an anonymous funder.

Caitlin M. Farrell, a resident at Erie Family Health Center, said having more Teaching Health Centers across the country is vital because 50 million people lack necessary care due to physician shortages in urban communities. “[Research] has shown that access to primary care is associated with not only timely care but avoiding unnecessary care and tests with an overall low patient mortality,” Farrell said. “When you look at the physician shortage across the nation, it’s projected to reach over 91,000 providers by year 2020.”

Farrell voiced that Congress should fully commit to THCGME funding and the long-term need of what the program needs to train more primary physicians in rural areas.

“Citizens need to call the Congressional switchboard at 202-2243121, and urge their representative that we need to pass something now because the health of our nation is at risk,” she said. “We see a lot of patients fall through the cracks of the medical system. But who will take care of these patients and help control their chronic illnesses?”

Congressman Danny Davis, who is opposed of any efforts to scale back funding to train medical personnel, said health is the most important thing in life because as long as we have health, we are living.

“We still need doctors and funding for graduate medical education is essential to our health infrastructure,” Davis said. “One of the things that this country has done in the last 50 years was increase life expectancy.

“50 years ago, life expectancy was 58 years but now we’re approaching 80 years. So, the presence of well-trained personnel continues to contribute significantly to our development.”

Unemployment Rate Drops in All Metro Areas for Sixth Consecutive Month

CHICAGO–Unemployment rates decreased over-the-year in November in all of Illinois’s metropolitan areas, according to preliminary data recently released by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). Data also show nonfarm jobs increased in ten of the metropolitan areas and decreased in four.

“It is encouraging that job growth was reported in ten of the fourteen metro areas,” said IDES Director Jeff Mays. “More than 30,000 of those jobs were created in the Chicago Metro area, so we need continued stronger growth statewide.”

Illinois businesses added jobs in ten metro areas, with the largest increases in: Kankakee (+2.6 percent, +1,200), Lake/Kenosha (+2.4 percent, +9,800), and the Quad Cities (+1.6 percent, +3,000). Total nonfarm jobs in the ChicagoNaperville-Arlington Heights Metro Division increased (+0.6 percent or +20,900). Illinois businesses lost jobs in four metro areas, with the largest losses in: Danville (-1.7 percent, -500), Champaign (-0.6 percent, -700), and Decatur (-0.6 percent, -300).

Duckworth Calls for Investments in Infrastructure, Not Giveaways for Millionaires

WASHINGTON, D.C.–At a recent Senate Environment and Public Works (EPW) Committee hearing, U.S. Senator Tammy Duckworth (D-IL) questioned several key officials from the transportation industry about the critical need to upgrade America’s rapidly aging infrastructure systems. She also called into question President Trump and Congressional Republicans’ push for a tax reform bill that provides wealthy Americans and large corporations with tax cuts at the expense of the middle class instead of working to provide much-needed funding to modernize the country’s transportation systems.

“My concern is that the President has secured now a $1.5 trillion tax cut that is geared toward large corporations and the ultra-wealthy,” Duckworth said at the hearing. “I hope that we can finally see the details of President Trump’s plan to rebuild our aging infrastructure. Unfortunately, the President and his allies have prioritized a trickle-down shell game over building up the middle class through the proven economic engine of infrastructure investment.”

Preliminary Environmental Results Show 47 Negative And One Positive Test For Legionella At Veterans’ Home

SPRINGFIELD–The Centers for Disease Control and Prevention (CDC) recently notified the Illinois Department of Public Health (IDPH) that 47 of 48 environmental samples taken at the Illinois Veterans’ Home in Quincy (IVHQ) tested negative for Legionella bacteria. The single positive water sample was collected prior to passing through a shower head, which contains a point-of-use filter that is validated for the removal of Legionella. Patients using that shower would be protected from exposure to Legionella by the physical barrier of the filter.

In 2017, five residents at IVHQ and one employee have tested positive for Legionnaires’ disease. The cases prompted IDPH and the Illinois Department of Veterans Affairs to request CDC experts return to Quincy to help determine how to further reduce the risk of illness.

Keila Beachem To Launch Mentoring Organization for Young Girls

Keila Beachem, a former Chicago Blaze professional basketball player, recently decided to launch a non-for-profit organization to mentor young female athletes and guide them to a successful career path.

Beachem, who grew up in Chicago, said she retired from professional basketball five years ago and became a ComEd Construction Supervisor, but realized she still had a lot of basketball in her to teach to kids who can’t afford to participate in certain activities.

“We want to mentor and give those kids in need, sports education as well as life skills,” Beachem said. “The idea is to receive sponsors and donations where we can reach and help kids who are unable to get to basketball practices or kids who can’t pay for a particular sports camp.”

She continued to explain that being a part of professional teams both in the United States and overseas, helped her develop skills that she uses not only on the basketball court but in life today.

“Growing up and developing yourself in a basketball world definitely prepares you for life after basketball more than anything in the world,” Beachem said. “You develop leadership skills, work ethic, diversity and a level of communication and personalities that you don’t realize that you’re getting in the sports world.”

She said in order to reach these types of skills, education must be a priority because you’re not an athlete first but a student.

“The most important thing is to educate yourself in any way you can,” Beachem said. “With sports, there is a different level of discipline, focus and leadership and as you transition into adulthood these things will prepare you for the next level of success.”

Beachem said she understands that it’s not always easy to go into a class or a basketball practice and give it 100 percent of your focus but that is what being a professional is all about.

“You go into class or work, and you do what you don’t feel like doing anyway,” she said. “If you go to class, work with this work ethic then it will prepare you to go to the next level.”

Beachem said while her non-for-profit organization for young girls is still in the developing stages, her team will be launching its first Crusade initiative in Feb. 2018, with spring basketball camps in mind.

Community Investment Corporation Delivers a Record $70 million to Improve and Preserve Chicago’s Affordable Rental Housing in 2017 Chicago, IL – Community Investment Corporation (CIC) announced today that in 2017 it provided a record $70 million in loans and grants to help acquire, rehab and preserve over 1,900 affordable multifamily housing and commercial units. These units were located in 32 neighborhoods and municipalities throughout the Chicago region, primarily concentrated in Chicago’s South and West sides. Nearly all units were affordable to households with incomes less than $40,000.

“Strong multifamily lending activity in these Chicago communities demonstrates ongoing neighborhood recovery and the continuing demand for high-quality affordable housing,” said CIC President Jack Markowski. “Affordable housing is the backbone of our communities. CIC financing allows small, local developers to meet the need for affordable housing and strengthen our neighborhoods.”

In 2017, CIC provided loans to acquire and rehab multifamily housing and to finance clusters of 1-4 unit buildings. CIC also financed retrofits that cut energy utility consumption by 25-30%.

In addition to its lending activities, CIC engaged in community development efforts to improve overall neighborhood conditions and achieve greater impact.

CIC acquired and transferred 136 distressed properties with 332 units, clearing the way for new owners to rehab and preserve affordable units. Since 2003, CIC has acquired over 551 buildings with over 5,000 units for sale to responsible, local property

developers and owners of affordable housing.

In partnership with the City of Chicago, CIC recovered 49 buildings with over 1,250 units under the Troubled Buildings Initiative, a program that uses code enforcement to improve physical conditions and prevent abandonment and demolition.

The Preservation Compact, CIC’s cross-sector policy initiative that promotes rental preservation, mobilized efforts to combat unexpected increases in Class 9 property tax assessments. Left unaddressed, these increases would result in dramatically higher property tax bills for affordable multifamily properties.

Through its lending products and complementary programs, CIC directly affected over 7,800 units of affordable housing in the Chicago area in 2017. “Our neighborhoods are getting stronger,” Markowski said. “As we look ahead to 2018, CIC will continue to implement our community development programs and provide a consistent source of capital that fuels neighborhood redevelopment and preservation of affordable housing.”

FORGIVENESS An important discipline for each of us to practice is forgiveness.

Forgiveness is vital to our lives and our thinking in order to move forward in our purpose. Once when talking about forgiveness, Oprah Winfrey said, “Forgiveness is giving up the hope that the past could have been any different, it’s accepting the past for what it was, and using this moment and this time to help yourself move forward.” Inner peace can be reached only when we consistently practice forgiveness. Forgiveness helps us release the emotional ties that sometimes exist when we feel discouraged, heartbroken, disappointed, and hopeless.

The willingness to forgive is often rooted in our ability to work through the process. According to Jesus, the process of forgiveness requires that we do it repeatedly. This consistent process of repeating helps to shape the nature and tone of our thinking. Thoughts become things, and influences what enters our lives. Accordingly, thinking is the gateway to emotion and emotion is the gateway to action.

Other people or maybe even adverse circumstances may have been at the root of your pain, however, we are the ones who control whether we allow that pain to go on.

Forgiveness of self and others is important because as long as we neglect to forgive we remain tied to that person and the pain the experience represents to us. When you forgive, you not only release the other person or condition, you also set yourself free from all of the agony and you give yourself permission to heal.

You can get beyond the pain if you decide to move on. You do not have to be held captive by what was done to you in the past and you do not have to feel compelled to punish them or get even in order to get better. A writer stated, “Forgiveness wipes the slate clean, so that other things can come in.”

THE SECOND CITY TRAINING CENTER AND GIANT STEPS BRING ‘IMPROV FOR AUTISM’ TO THE SUBURBS CHICAGO - The Second City Training Center (SCTC), the world’s largest school of improvisation and part of Chicago’s legendary comedy institution, The Second City, is proud to bring its groundbreaking Improv for Autism classes to the Western suburbs.

Beginning Saturday, January 13th, the SCTC’s Wellness Program workshops will be offered at Giant Steps school in Lisle, IL. Giant Steps, a 501(c) (3) nonprofit, is a specialized, therapeutic day school for children and young adults living with Autism Spectrum Disorder (ASD).

Improv for Autism has been successfully running at The Second City Training Center in Chicago’s Old Town neighborhood since 2014, serving both teens and adults.

“The early research in this area has shown that improvisation has a discernible positive effect in improving communication and prosocial behaviors in individuals with autism. We are thrilled to partner with Giant Steps so that we can collectively help more kids, parents, teachers and friends in this wonderful community,” said Kelly Leonard, Executive Director of Insights & Applied Improvisation for The Second City.

The classes at Giant Steps school will be held each Saturday at 2:00 p.m., for eight weeks. Each class session is 90 minutes long. Classes are open to students, ages 14-18, with a primary diagnosis of autism. The cost for registration at secondcity.com is $295 per student.
