TIF Analysis Finds almost $2 Billion in City Accounts By Christopher Shuttlesworth Several civic organizations are now questioning Chicago’s Tax Increment Financing (TIF) program after a recent analysis revealed that the city has over $1.4 billion in its 148 TIF accounts. Tom Presser, who is the creator of the TIF Illumination Project, reviewed Chicago’s 2016 annual TIF report and was astonished by the amount of money the city currently has. TIF Illumination Project is a volunteer program that was created in 2013 to explain to Chicago citizens how TIFs hurt their respective communities. Presser explained that TIF was designed to mainly extract money from property taxes, which specifically affects the African American community. During the TIF Illumination Project analysis, volunteers found that Chicago’s TIF program collected a staggering $6.6 billion in 2016. Reportedly, $493 million of property taxes were extracted by Chicago’s TIF districts and diverted from local

1 briefly HEALTH First Human West Nile Virus Death In Illinois For 2017 SPRINGFIELD – The Illinois Department of Public Health (IDPH) has confirmed the first human West Nile virus-related death in Illinois for 2017. A Kankakee County resident who tested positive for West Nile virus died earlier this month. IDPH reported the first human case of West Nile virus in Illinois this year on July 20, 2017 and IDPH is currently reporting 37 human cases. Last year there were 155 human cases, including six deaths.

Uptown’s Homeless Forced to Leave Lake Shore Viaducts By Christopher Shuttlesworth

Uptown Tent City Organizers recently filed a motion against the city, opposing the removal of homeless people under the crumbling Lake Shore Drive viaducts, which were scheduled to begin reconstruction on Sept. 18. Federal Judge Sidney I. Schenkier denied the motion, but organizers say they will continue to fight for homelessness rights. Uptown Tent City Organizers filed the motion against the city after homeless people were told to leave the premises of yet another area in Uptown, the shuttered Stewart School, which is located in 4500 block of N. Kenmore. Individuals who were living under the Wilson and Lawrence viaducts were given 30 days notice to leave on or before the scheduled reconstruction date of Sept. 18. “They were threatened with arrest if they stayed on public property related to a street or sidewalk,” said Alan Mills, Attorney for Uptown People’s Law Center. “So, they took their tents down and are trying to figure out what to do next.” Andy Thayer, the president of Uptown Tent City said his organization is concerned about people’s rights and their well-being. “All of us are Uptown residents whether housed or not,” Thayer said. “Homeless people have enough challenges already and to have the city harassing them only adds to their stress.” IDOT’s Public Information Officer Gianna Urgo and the Chicago Department of Transportation (CDOT) Director of Public Affairs, Michael Claffey stated that safety is their main goal and believe

the Wilson and Lawrence viaducts are in need of significant repairs. “The [viaducts] were recently cited in a report by the American Road & Transportation Builders Association as being among the top ten most-traveled structurally deficient bridges in Illinois,” Claffey said. Although the Lawrence and Wilson Avenue viaducts were listed as “structurally deficient,” it doesn’t mean they present a danger to the public, Claffey noted. It only means that they need to be closely monitored and require rehab work in the near future. Thayer said it is homeless people’s right to simply have a place to live and not to have to be harassed by Chicago police. “People shouldn’t be harassed by the police for being homeless,” he said. “We all have the right to be in public as long as we are not preventing other people from doing their business. Unfortunately, Chicago police have invented reasons to ticket and harass these people.” Mills said the on-going lawsuit will continue because homeless people should be allowed to assemble outside of Stewart school during the reconstruction period. “If this leads to another suit, then so be it,” Thayer said. “We don’t like to be in court and wasting our time documenting the misconduct of the police. But if city officials continue to harass the homeless, then we will go there.” The Lawrence and Wilson Avenue viaducts estimated reconstruction costs stand at $8.4 million, which will be split between state and federal funding, according to an IDOT press release.

Jackson, Sr.’s “Healing and Rebuilding” non-partisan voter registration tour across Virginia continued through Tuesday, Sept. 19 – with rallies in Hopewell, Emporia and Norfolk. Dozens of students answered Rev. Jackson’s call recently to “come on down” and register to vote during tour stops at Roanoke College, Virginia University of Lynchburg and Randolph College in Lynchburg. Rev. Jackson, founder and president of the Rainbow PUSH Coalition, also spoke at High Street Church in Roanoke and Diamond Baptist Church in Lynchburg where he urged the congregation to go “door by door, frat by frat, corner by corner to register our neighbors to vote” in Virginia’s Nov. 7 gubernatorial election widely seen as a bellwether of the crucial 2018 midterm elections.

units of government that rely on property taxes. “TIF is a giant slush fund controlled by Mayor Rahm Emanuel and it hoards property taxes in wealthy areas and forbid to transfer the money to public good elsewhere,” Tresser said. “So, if you live in a community that is starving for resources with schools and programs that are closed, then TIF is a part of the answer.” Currently, TIF Illumination Project is demanding a complete and independent audit of the entire TIF program and is recommending that the TIF program be frozen where no new funds would be

collected or disbursed. Other supportive organizations and representatives include Cook County Clerk David Orr, the Better Government Association, the Chicago Teachers Union, Raise Your Hand for Illinois Education and affordable housing advocates. In a press release, Tresser said he thinks it’s time for an, “independent and comprehensive review of the entire TIF operation,” adding, “One thing is for sure, Chicago is not broke,” he stated. Tresser said he plans to update Chicagoans on the status of the TIF program.

COMMUNITY FOCUS After School Matters Annual Gala Highlights Chicago’s Teens CHICAGO – Nearly 1,000 civic, corporate and community leaders attended the After School Matters Annual Gala on Monday, September 18 at the brand-new Wintrust Arena to celebrate a banner year of successfully providing after-school and summer programs for Chicago teenagers. This year, After School Matters reached more than 17,000 Chicago teenagers who participated in the organization’s programs, which encourage youth to explore and develop their talents while gaining critical skills for work, college and beyond. “When the bell goes off at the end of the day, or the end of the year, our responsibility to our kids does not end. In fact, it just begins,” Mayor Emanuel said. “From Safe Passage to Safe Haven, from One Summer Chicago to After School Matters, the City is working with our partners to create a brighter future for our children. And I want thank everyone involved with making these programs a reality.” The Annual Gala was presented by Blue Cross and Blue Shield of Illinois and hosted by the After School Matters Board of Directors. State Senator Kwame Raoul (D-Chicago 13th) recently formally announced his candidacy for Illinois Attorney General. As a prosecutor and a legislator, Raoul said he’s spent his career advocating on behalf of victims, speaking up for the voiceless and producing, “real change in our justice system.” In a released statement, Raoul said, “I’ve seen the law used to the advantage of large corporations and to the detriment of the middle class and those of lesser means. I’ve worked to shift that balance and make our state’s laws the great equalizer they ought to be.” “We’re living in a time when regional, economic, racial and partisan divides have been exploited to give us impasse, not results. My record is one of leveraging the tools of government to level the playing field and promote the common good,” he continued. Raoul also launched an announcement video and website for his Attorney General bid, highlighting his advocacy for Illinoisans and the principles he plans to take with him to the Attorney General’s office.

New Economic Justice Movement Aims to ‘Turbo Charge’ Black Wealth in America Black Wealth 2020, a new movement aiming to change the course of Black wealth in America, is gaining swift support from national advocates of economic justice. “The struggle for Black wealth is a legendary struggle. And so whether we’re talking about what we have attempted to do in the past or what we should be doing now, the fact of the matter is that African-Americans have not really realized their potential in this country,” says U. S. Rep. Maxine Waters (D-Calif.), ranking member on the House Financial Services Committee in a recent interview about the necessity of Black Wealth 2020. Waters continued, “If Black people are to have a future and to move forward, we’ve got to not only build wealth by home ownership, where we can build up our equity and have money to turn around and invest in business opportunities, but we must also learn more about and be aggressive in going after franchises and getting involved with investment opportunities - all of that is extremely important. And now is a very crucial time in the history of Black people.”

Carole Cheney (D-Naperville), leading Democratic candidate for the Illinois 6th Congressional District, recently announced that her candidacy has been endorsed by Congresswoman Robin Kelly (IL-02). “Peter Roskam, Donald Trump, and extremist Republicans have put their own interests first, radicalizing a political agenda that hurts families across Illinois,” said Congresswoman Robin Kelly. “We need another strong woman who will put the interests of her constituents first, instead of special interests. “Carole is focused, determined, and driven – but most of all, she cares about people and will fight for them. I need Carole Cheney by my side in Congress to fight against the radical Republican agenda that is hurting families across Illinois and across the country,” added Congresswoman Kelly. This marks Cheney’s second endorsement from a member of the Illinois Congressional Delegation. Cheney was endorsed by Congressman Bill Foster in July. No other candidate seeking to unseat Republican Peter Roskam has been backed by a member of Congress. “Peter Roskam worked to pass a health care bill that assaults women’s rights and makes care less affordable. When Donald Trump said he wanted to pass tax reform, Peter Roskam started working on legislation to give massive tax giveaways to billionaires and wealthy corporations that fund his political career. You don’t know when this will happen. You don’t know how much money this may cost. But you know that at some indeterminate point, you’ll need to repair your car. If you’re a homeowner, you’ll eventually need to replace your furnace or buy a new dishwasher. If you’re not prepared to cover these costs, you may need to start increasing your savings. Consider creating an “irregular bills fund,” to which you contribute money to help cover repairs, maintenance and other irregular expenses. 3. Emergency Fund Imagine that you and your spouse both lost your jobs at the same time. How long could you live on your savings? Your answer may depend on the size of your emergency fund. An emergency fund is money that you set aside for unpredictable, once-in-a-lifetime emergencies, such as job loss or a health emergency. It should cover at least three months’ worth of living expenses, according to the Financial Industry Regulatory Authority (FINRA). In 2015, 54 % of U.S. households didn’t have enough savings to cover three months of expenses, according to the FINRA Investor Education Foundation’s To start building an emergency fund, consider opening a separate savings account. Make a “payment” into this account every month, as if you’re paying a bill. By housing your emergency fund in a separate account, you might signal to yourself that this fund is reserved only for dire situations. 4. Financial GoalsThe CFPB also recommends setting aside enough money to help pursue your goals. If you hope to retire at age 62, attend graduate school or start a small business on the side, consider putting away money that can help you build these goals. Consider keeping this money separate from the rest of your savings. By building “buckets” for every savings goal, you’ll be able to monitor whether or not you’re on track. When you’ve built a comfortable savings nest, you may be better prepared for life’s curve balls. (BPT) - There was a time you could run a small business with a bank account, a telephone, an internet connection and some sort of physical base. These days, cybersecurity has been added to this list as a necessity nearly every small business owner needs to consider. This is especially true for small businesses such as law offices or accounting firms that deal with a client’s highly sensitive information. Despite recognizing the need for effective IT security to guard against the next cyberattack, 83 percent of businesses say organizational difficulties put their company at risk, according to a global survey conducted by Citrix. In addition, 74 percent of businesses say they need a new IT framework to improve security and reduce risk. Because of the highly technical and complicated nature of cyberattacks, many small business owners don’t understand the enormity of these threats, and most learn the hard way. For example, Dr. David Krier, whose Volunteer Voyages lost over $14,000 through fraudulent withdrawals, learned that banks do not always offer protection against these attacks. His organization was not reimbursed for the money the cyberthieves stole. The situation is not improving. Recently, CBS reported a drastic rise in phishing scams. In 2017, 200 organizations were victims of a phishing scam that resulted in the theft of the data of several hundred thousand employees. “Because most of the news coverage happens when big companies like Equifax or Target are attacked, many small business owners mistakenly believe that only larger companies are at risk of a security breach,” says Nate Spilker, vice president, product management at Citrix. “The fact is, the majority of cyberattacks will have a detrimental impact on small businesses if they do not have a cybersecurity plan in place.” Cybersecurity is a very real and very serious matter, but the more you know about it, the better you can prepare against

Medicare Advantage plans may include extra benefits and services for an extra cost. Medicareapproved private insurance companies, such as Alignment Healthcare’s Alignment Health Plan, run Medicare Advantage plans. * Medicare Part D helps cover the cost of prescription medications and is run by Medicare-approved private insurance companies. Original Medicare versus Medicare Advantage Most people think of Medicare parts A and B as Original Medicare, in which the government pays directly for the health care services received. People with Original Medicare can see any doctor and hospital that accepts Medicare in the country, without prior approval from Medicare or their primary care physician. Most people do not pay a monthly premium for Part A if they paid taxes while working; everyone pays a monthly premium for Part B, based on income. HOW TO MAKE HAPPINESS A HABIT One of the best ways to increase your happiness is to create new habits. It may require some effort on your part; however, it can be done. Establishing new habits involves the creation of new neural pathways in your brain. The good news is that new pathways are created every time you experience something new or different. The key to creating a new habit, then, is to repeat the new experience as many times as possible. Your brain will eventually memorize the new pathway, and over time, the new pathway will become a habit. Create a Behavior Chain One of the challenges of creating good habits is figuring out a way to make them stick. You have a better chance of getting your habits to hang around if you use current routines to help. These routines may be used as environmental triggers that let you know it’s time to act on your desired habit. You can do this by selecting a part of your regular schedule and building a link to the new habit. For example, instead of thinking “I will exercise more,” you should think, “When I get home I’ll change my clothes and then I will go for a short run.” This method links going home to changing clothes, and links changing clothes to running. Create Boring Shortcuts President Obama had a habit of wearing only blue and gray suites. His rationale for this limitation was that it limits the amount of decisions he has to make. Some people may think this is boring, but it may help you get things done. Think of the aspects of your life that are extremely routine and then “shortcut” them as much as possible. Research has shown that focusing on the act of decision-making actually depletes mental resources, making it harder to stick to a new habit. Creating shortcuts actually means limiting your options. If you want to eat healthier, for example, limit your meals to two healthy choices.

Ken Bedford is a Television Emmy and Peter Litsinor (the most prestigious journalism award), award winning news photographer for over fortyfive years at ABCTV7 in Chicago. His career includes traveling across the globe, The Oprah Winfrey, Phil Donahue and World News Tonight nightly news on abctv.In addition to his network chores, he has covered many top news stories in the Chicago area, parades, national and world leaders and most recently election night coverage of Barack Obama in Grant park. In April of 2004, Ken lost his wife of eighteen years, Anaia , to breast cancer. After her death, he formed ABCAP,inc (Anaia's Breast Cancer Awareness Program), in memory of his wife, to help women of color become better educated on the importance of get ting screened with mammograms, for the early detection of breast cancer. To do that , Ken has presented a series of events that attract women. The idea was to gather women to a special ocas sion that would not frighten the women and stop them from attending. Often these events have been concerts/dances, utilizing national celebrities to entertain them. "Once they 're assembled, I can begin to educate them in a way that dispells their fears and myths about breast cancer. They leave the event encouraged to want to get screened, Ken said. Women who are uninsured or are unemployed and cannot pay for their mammograms don't have to worry, ABCAP pays for them, "he added. Ken has taken the program to churches, battered women's shelters, shopping malls, hair salons and food stores in under served communities like woodlawn and Englewood, where women lead the nation in the highest mortality rate from breast cancer. Lack of education about breast cancer and the inability to afford proper health care drive this alarming statistic. Each year , after the event, Ken has provided a free to the publc health seminar for women to learn more about breast cancer from people in the medical profession and even breast cancer survivors.Ken vows to keep this program going and saving lives until a cure is found for the disease....
