Lansing Resident, Elvis Slaughter, Releases New Book

lvis Slaughter, a resident of Lansing IL, recently published a new book Preschool to Prison where he discusses the risks that effect “problem children” and how to address their misunderstood behaviors. Slaughter asks the question, “is the journey to prison determined by the school, environment, or parent?”

Slaughter holds a masters degree in criminal justice and successfully managed thousands of criminals during his thirty years in law enforcement. He is a retired sheriff’s superintendent, fire and police commissioner, and criminologist. Since his retirement, he has worked as an educator with students from pre-k through 12th grade.

“My aspiration is to empower the South Suburbs of Chicago community and its stake holders with invaluable knowledge that will furnish them with the power and insight to help stop the cradle to prison pipeline,” said Slaughter.

Preschool to Prison discusses risk factors and problem behaviors in children and teenagers. The book also offers advice for addressing these situations and keeping the child moving in a positive direction.

“I was inspired to write this book because of my professional experiences with excellent kids and troubled youths from pre-k to high school seniors,” Slaughter said. “So many of our youths are mislabeled and misunderstood.”

There are twelve chapters in the book with solid evidence-based research on numerous subjects such as warning signs of criminal tendencies in youths, juveniles with mental illness, instability of child development, juvenile incarceration, youth violence and crime, and LGBT youth and the justice system, according to Slaughter.

The book can be used as a tool l for helping young people who are considered “at-risk” for delinquency or who have committed a delinquent offense. It can also be used as a resource for parents, teachers, and law enforcement who are committed to helping young people succeed and break away from negative stereotypes.

“Hopefully, this book can serve as a guide and create a new paradigm shift on how to effectively deal with our mislabeled, misunderstood, and troubled youths,” said Slaughter.

If Trump wants nuclear war, virtually no one can stop him The general in charge of America’s nuclear arsenal, John Hyten, recently said he would resist carrying out an illegal order from the president to use those Dennis Jett weapons.

His comments echoed the ones made a few days earlier by one of his predecessors, retired Air Force Gen. Robert Kehler. At a Senate Foreign Relations Committee hearing on Nov. 14, Kehler asserted that nuclear operations officers would refuse to implement an unlawful order.

While the generals are no doubt military men of integrity, my four decades of experience as a diplomat and scholar of American foreign policy suggest there is

no law that would make a presidential order to launch a preemptive nuclear strike on North Korea illegal.

Here’s why. No applicable law Congress has the constitutional responsibility for declaring war, but it has not done so since World War II. That has not prevented every president since then from engaging in military conflicts large and small.

Even American participation in the Korean War was not authorized by Congress. So, the absence of a formal declaration of war against North Korea is no barrier to a nuclear strike.

The War Powers Resolution attempted to rein in the president’s prerogatives when it comes to armed conflict. It requires the president to explain to Congress why he is using military force within 60 days of his doing so.

But that 1973 law has often been ignored, kicks in only months after military action has been initiated and is considered by some to be unconstitutional.

In recent years, Congress has often acted to allow the president to use military force without a declaration of war. After 9/11, it passed an Authorization for the Use of Military Force to permit the president to go after those involved in the terrorist attacks that day. President Bush used that authorization in his rationale for invading Iraq, even though there was no connection to the attack. President Obama used it during his time in office to justify drone strikes and other military actions.

In other words, the 9/11 authorization has been used by presidents to kill people considered terrorists, including American citizens abroad like Anwar al-Awlaki.

Not just lack of a law In his congressional testimony, Gen. Kehler stated that the use of nuclear weapons was governed by the “law of war.” According to the Defense Department manual on the subject, the law of war is defined as “that part of international law that regulates the resort to armed force; the conduct of hostilities and the protection of war victims in both international and non-international armed conflict; belligerent occupation; and the relationships between belligerent, neutral, and non-belligerent States.”

The law of war, therefore, amounts to little more than a philosophical discussion and international law and treaties like the Geneva Convention, all of which are not considered an obstacle when a president asserts that protecting national security requires it. The Bush

administration ignored these conventions when they wanted to use torture.

Kehler also noted that the Nuclear Posture Review of 2010 provided the context for the use of nuclear weapons. The 2010 review was an Obama-era update of nuclear policy left over from the Cold War. It clarified that policy by stating that the “United States will not use or threaten to use nuclear weapons against non-nuclear weapons states that are party to the Nuclear Non-Proliferation Treaty and in compliance with their nuclear non-proliferation obligations.” North Korea withdrew from the treaty in 2003, and President Donald Trump has repeatedly threatened to “totally destroy” that country with “fire and fury.”

In his comments at the conference, Gen. Hyten said, “If you execute an unlawful order, you will go to jail.” Not only did none of the senior officials involved in crimes like illegal enhanced interrogation techniques go to jail, they were often promoted. One example is the current deputy director of the CIA who, according to The New York Times, “oversaw the torture of two terrorism suspects and later took part in an order to destroy videotapes documenting their brutal interrogations.”

No one is likely to be punished for carrying out a presidential order that was subsequently deemed illegal.

It would not be considered illegal at the time it is given because a president can surround himself with lawyers like John Yoo and former U.S. Attorney General Alberto Gonzales, who had no trouble telling George W. Bush anything he wanted to do was legal. And if someone in the military chain of command refused to carry out

Study: Schools not prepared to respond to teen dating violence incidents

Preventing and responding to incidents of Teen Dating Violence (TDV) is not a high priority for most American schools, even though the majority of high schools have assisted survivors, says a new study from Ball State University.

“The lack of formal protocol is a key element in assisting student survivors of teen dating violence,” said Jagdish Khubchandani, a community health education professor in Ball State's College of Health and author of the study. Khubchandani shared the following remarks with the Citizen Suburban Times about the study and the issue of Teen Dating Violence (TDV).

Gushiniere: This study builds the case that schools are not prepared to respond to teen dating violence incidents. Do the results of the study surprise you? If so, why or why not?

Khubchandani: Some components of the study results are surprising and also disconcerting. For example, there is no protocol to deal with incidents and school principals could not answer majority of the knowledge questions on TDV. Yet, majority of the principals reported assisting victims of TDV. How can this happen? If it does happen, what kind of services can a victim get? There seems to be a lack of comprehensive and coordinated quality effort to deal with survivors of TDV. Principals have the moral, ethical, and legal responsibility- even if they don’t think so, they are responsible for addressing TDV issues under various federal and state laws or recommendations.

Gushiniere: According to the study, some school principals perceive that dating violence is a minor issue and that they are not there to deal with dating problems.

Do you think this is a valid reaction from principals?

Khubchandani: I am not sure if TDV is a minor issueespecially because it may have grave consequences associated such as murder and rape. It could be that principals gave socially desirable responses and don’t believe that TDV is a problem in their schools. If they admit of having a problem, they will have to think of solutions as well. So, it’s easier to say there are no problems and we have other major problems we deal with.

Gushiniere: This research found a majority (76 percent) of the school principals reported that they did not have a protocol in their schools to respond to an incident of teen dating violence. About 57 percent of school principals said that they had assisted a survivor of teen dating violence in the past two years and disciplinary action against perpetrators of teen dating violence was

sanctioned by 27 percent principals only. When analyzed together, what do you think this particular part of the research tells us?

Khubchandani: It tells us that TDV is a real and major problem, schools are being looked at as avenues for prevention and victims are seeking help. However, the quality of help being provided is questionable because there is little training for staff and no official protocols and procedures. In addition, the fact that few perpetrators might be receiving disciplinary action is disconcerting. Schools have to actively engage and stop abuse of any student. Zero tolerance should not only be a part of the policy documents, but policies should also be actively implemented with concrete action for abusers and help and protection for victims.

Gushiniere: How are personnel shortages in schools related to schools not being prepared to respond to teen dating violence incidents? What does your research suggests?

Khubchandani: I am with the principals on this one.

Schools have many competing demands, ever growing list of things to do, new regulations to follow, and apathy from our policy makers regarding funding, staffing, and improving infrastructure and facilities. Schools are not our priority and children are neglected. In the near future, majority of American children will use schools as a source of primary care and counseling and seek help, we are certainly not prepared.

We don’t train school personnel, we are short staffed

nationwide, and we expect them to do a lot. How many of us went to a school that had a full time nurse? Not everyone had that privilege and that tells you about our schools and society in general. We don’t value and understand that healthy and safe children are better learners, graduate in time, and becoming productive citizens.

Khubchandani: Intimate partner violence is a complex problem in any age group. There is a legal side, there is often a need for medical care, rehab, social service, and adults such as parents and police and school administrators have to be involved. For example, involving child protection agencies or obtaining protective orders could be a part of the process. I wonder how these activities can be carried out without training? How many teachers are aware of state and federal requirements and appropriate actions to undertake? We need to train school personnel periodically to address serious issues such as TDV. Many school counselors, teachers, nurses graduated long backbut there are many emerging child and adolescent health and safety issues now- we must continue to train school personnel to deal with newer and emerging challenges that could compromise health and safety of children.

Gushiniere: Is teen dating violence an issue that you think should be left up to the school counselors?

Why or why not?

Khubchandani: Principals believe that school counselors should play a lead role and school counselors have also agreed. However, if school counselors have to play a lead role, they will need support, resources, and infrastructure. In addition, principals will have to show social will to address the problem. I personally think, school nurses and counselors should play a major role in education, prevention, and policymaking for TDV and rehab of victims.

Gushiniere: Please list other key findings of this study?

Khubchandani: One striking finding was that most principals did not believe that health teachers and peers have a role to play in TDV prevention and response. This is surprising because most education about healthy relations, diseases, safety, and wellness is to be provided by health teachers and we have to involve students in such dialogwhy would we not let them play a major role in prevention education? Again, this indicates lack of insight in school principals. Also, majority of school principals did not know that in situation of abuse, student victims of TDV frequently seek help from peers and talk to peers about the experience. This could be a generation gap issue as well. We need to place more trust in our teachers, school nurses, school counselors, and students.

such an order, how long would it take for the man who became famous with the phrase “you’re fired” to say just that? After all, he had no hesitation about firing the director of the FBI, James Comey.

In addition, Trump has taken a step that further removes the possibility of a legal constraint. He has added North Korea once again to the list of state sponsors of terrorism. As I wrote in a 2014 article, the list has frequently been used for political purposes that have nothing to do with terrorism. That is demonstrated by the fact that the Bush administration took North Korea off the list in an attempt to salvage a deal regarding its nuclear program.

Many might believe that Congress will surely act to

impose limitations on the president. They need to read only the first sentence of the Washington Post story on the hearing where Gen. Kehler testified to have that idea thoroughly dispelled.

“Senators trying to prevent President Trump from launching an unprovoked nuclear attack were stymied Tuesday, after a panel of experts warned them against rewriting laws to restrain a commander in chief many worry is impulsive and unpredictable enough to start a devastating international crisis.”

One expert asserted that as commander-in-chief, the president has the sole authority to decide to use nuclear weapons. Another, reflecting a mentality more suited to the Cold War, said constraints might reduce the

deterrent value of those weapons.

The bottom line is that a nuclear war won’t be prevented by military officers refusing to obey an order they consider illegal. And such a situation won’t be avoided by congressional action. The legislative branch is paralyzed by partisan politics. Using the bomb is up to the discretion of a president who came to office with no experience in the military, government or foreign affairs beyond real estate deals in other countries. And after ten months of on-the-job training, he seems no better prepared for such a responsibility.

CHICAGO, IL – Thornton Township was awarded two media awards, and its President Frank M. Zuccarelli received an award for programs at the November 2017 Township Officials of Illinois awards ceremony. Mr. Zuccarelli received this award for his diligent work of expanding services and programs for the township Youth and Adult Services Department.

Township Officials of Illinois (TOI) held its November 2017 Annual Conference in Springfield, IL. TOI was founded on November 13, 1907. TOI is a statewide organization committed to representing over 10,000 township officials. TOI provides educational programming to township officials regarding their role in local government.

In 2016, Thornton Township received the Illinois Township of the Year Award. The township previously received this award in Years 2004 and 2008. Thornton Township is the largest township in Illinois.

SOUTH HOLLAND, IL–At a special meeting of the Board of Trustees of South Suburban College held on November 16, Vivian Payne was appointed to fill the seat vacated by Trustee Jacqueline Martin. The vote was unanimous and Ms. Payne was sworn in immediately.

Payne, a Lansing resident of more than 23 years, presently serves as Lansing’s Village Clerk. She is currently President and past Secretary of the Lansing Business Women’s Association, past Executive Director of the Lansing Chamber of Commerce and past Secretary of the Planning & Zoning Board of Appeals. Payne will represent South Suburban College District 510 which encompasses 18 villages.

She stated, "I'm extremely grateful to the Board of Trustees and Chairman Frank Zuccarelli for their expression of trust and support. As a former SSC student myself, I want everyone to know that I'll begin each day with a commitment to ensure that our college continues to offer the widest range of academic options to help each student achieve their dreams."
