2 NEWS briefly GOVERNOR PRITZKER ANNOUNCES $250 MILLION IN GRANT AWARDS FOR SMALL BUSINESSES

CHICAGO —During National Small Business Week, Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced that the full $250 million in relief funds have been granted through the Back to Business (B2B) program. This concludes the program, providing nearly 6,500 grants to small businesses in over 475 cities and more than 90 counties across the state, with 96 percent of awards delivered to businesses in disproportionately impacted communities or in the hardest-hit industries. A list of Illinois B2B grantees can be found here.

This grant program utilized American Rescue Plan Act (ARPA) funding to help small businesses rehire staff, cover operating costs, afford additional customer safety precautions, and cover other expenses needed to recover from the economic impact of the COVID-19 pandemic. Grants were awarded to applicants on a rolling basis with dollar amounts ranging in size from $5,000 to $150,000, based on a percentage of losses each business experienced during the pandemic.

The B2B grants were prioritized for businesses most in need of support due to the pandemic, including hard hit sectors such as hotels, restaurants, arts and cultural organizations, barbershops and salons, dry cleaners, and fitness centers.

The program included set-aside allocations for businesses in disproportionately impacted areas (DIAs); businesses that applied for but did not receive Business Interruption Grants in 2020, as well as specific hard-hit industries.

Bally’s Corporation chosen as Chicago Casino License holder

“Following significant analyses and community input on all aspects of our three finalists for Chicago’s casino license, the selection committee and I have chosen Bally’s to move forward in the development of the City’s first integrated casino resort. We are confident that Bally’s Tribune Publishing Center development will shore up the City’s pension funds, create thousands of good-paying jobs, and lead to a bright financial future for our city,” Lightfoot said in a release.

Bally’s Corporation was one of three finalists for the casino license. Hard Rock and Rivers78 were the other two. Bally’s initially had two proposals on the table, one at the Tribune Publishing Center and another at the McCormick Place Truck Marshalling Yard.

In 2019, legislation that would expand gaming and authorize a Chicago casino was signed into law. In August 2020, the City of Chicago issued a Request for Information to get information and ideas from casino operators and real estate developers. In April 2021, the City issued an official Request for Proposals for a casino-resort. By December 2021, the City of Chicago announced there were three companies with five proposals that were finalists. Those companies presented their proposals to the public. In March 2022, Bally’s, Rivers78 and Hard Rock hosted community engagement meetings where members of the community could ask questions.

Bally’s Chicago is a $1.7 billion project which will include 3,400 slots and 170 table games, 10 food and beverage venues, a 3,000-seat theater, a 500-room hotel. Bally’s Chicago also has a Community Investment Program, which according to the company, “reserves 25% of the equity in Bally’s Chicago with matched financing that would allow hundreds of local and underrepresented communities of investors to own a piece of [Bally’s Chicago].”

The project is expected to generate more than 3,000 construction jobs and 3,000 permanent jobs.

According to a release, the casino-resort also is expected to generate approximately $400 million a year in gaming and other revenues for the City of Chicago and the State of Illinois.

Gov. Pritzker Signs Legislation Expanding Access to Health Insurance for Families of Fallen State Workers CHICAGO – On Friday, April 29, Governor JB Pritzker signed Senate Bill 3197, a piece of legislation that would expand access to health insurance benefits with no premium costs for the families of state employees who lose their life during employment.

“There is no higher calling than the work to protect our most vulnerable children,” said Governor JB Pritzker. “Deidre Silas was a distinguished public servant who devoted her life to that mission, and we miss her terribly. It is in her honor that we take action to expand health insurance coverage to survivors of tragedy and create a safer environment for those who do the crucial work of protecting our young people.”

“In response to the fatal stabbing of Deidre Silas, we must ensure the families of those who serve our most vulnerable populations are cared for,” said State Senator Doris Turner (D-Springfield). “Ms. Silas died as a dedicated public servant, and this is the least we can do to honor her commitment to our state.”

“In January we mourned the loss of yet another DCFS worker in Illinois,” said State Representative Tony McCombie (R-Savanna). “Pamela Knight and Deidra Silas gave their lives trying to protect small children, and while we cannot get their lives back,

we can make sure their family has the means to take care of themselves. That is why I was proud to lead the effort to pass SB3197 through the House. This legislation will ensure that that survivors of State employees killed in the line of duty will be eligible for group health insurance regardless of their vested status.”

Senate Bill 3197 provides health insurance coverage to survivors and dependents of state employees who are killed in the line of duty, regardless of how long they had been employed.

It is retroactive for one year to include the family of Deidre Silas, a DCFS Child Welfare Specialist, who was slain while on duty conducting a visit to a home. Her survivors were not eligible for survivor benefits because she had five months of creditable service with DCFS, one month short of the six-months vesting requirement.

Since Gov. Pritzker took office, he has worked to provide resources for children in need and the caseworkers who serve them by leading an aggressive overhaul of the state’s hollowed out social service system. These efforts include increasing DCFS funding by $340 million, hiring nearly 1,000 additional staff members, and nearly eliminating the backlog of hotline callbacks.

This law is effective immediately.

SIMS ON IMPROVED BOND RATINGS: OUR RESPONSIBLE SPENDING MODEL IS WORKING For the fourth time in a year, Illinois has seen another improved bond rating. Fitch Ratings – one of the nation’s major credit rating agencies – announced upgrades Thursday thanks to the fiscally-responsible decisions made by Illinois Democrats.

State Senator Elgie R. Sims, Jr. (D-Chicago) – who serves as the Senate’s lead budget negotiator and Chairman of the Senate Appropriations Committee – released the following statement in response: “When I look at the budget we passed last month, I see the work and years of fiscal responsibility paying off. We were able to pay down our bills and put money back in the pockets of the state’s hardworking families. HARRIS ANNOUNCES $20 MILLION UPGRADE TO 147TH STREET METRA STATION State Senator Napoleon Harris, III announced a $20 million investment will be coming to Harvey to replace the platforms and add an elevator to the 147th Street Metra Station to make it more accessible to people with disabilities.

“After years of disinvestment, the 147th Street Metra Station in Harvey will see a $20 million investment to make it more accessible to the community,” Harris said. “This upgrade is vital as it will assist with developing the social, economic, and environmental territory around this Harvey Metra location.”

It has been over three decades since the 147th Street Metra Station saw an upgrade. The project will replace the station’s existing concrete platform, headhouse, and passenger shelters and improve the station by creating a new entrance and adding bicycle parking. The new facility will also include elevator access to the platform, which will make it accessible to people with disabilities.

Through a competitive grant process, an Elgin-based contractor IHC Construction Companies LLC, will spearhead the project and has committed to subcontracting 25% of the work with women and minority-owned businesses.

The station will be closed beginning May 16, 2022, for approximately one year. Throughout the duration of this project, passengers are advised to access Metra trains on 144th Street (Ivanhoe Station) or 154th Street (Harvey Station).

HUNTER WELCOMES NEW ST. LAURENCE ARTS INCUBATOR PROJECT State Senator Mattie Hunter is excited to welcome the St. Laurence Arts Incubator project in Grand Crossing, a $1.7 million initiative to open doors for Chicago’s artists of color.

The St. Laurence Arts Incubator is the newest and largest project to date from the Rebuild Foundation, which has worked to preserve cultural sites like the Stony Island Arts Bank, the Retreat at Currency Exchange Café, Kenwood Gardens, and the Dorchester Art + Housing Collaborative.

“The work that artists do is impactful, and I am glad the city has invested in this new opportunity to support them,” said Hunter (D-Chicago). “In particular, this incubator uplifts Black and Brown artists and entrepreneurs, and will be located right here in the Southside.”

The St. Laurence Arts Incubator will be a hub for creative investment, production, and education by providing Black and Brown artists and creative entrepreneurs with the space, resources, tools, and opportunities to develop their businesses in their communities.

A new era of creative empowerment and artistic production will be generated by over 40,000 square feet of artists’ studios, makerspace, classrooms for creative entrepreneurship courses, an archive laboratory and more.

“I am excited for the ways this renovation will inspire and rejuvenate the community,” Hunter said. “We must preserve the spaces that elevate Black and Brown artistry and culture and provide opportunities for communal fellowship.”

State funding for the Rebuild Foundation includes $950,000 from the Illinois Arts Council for the Stony Island Arts Bank and $750,000from the Illinois Department of Commerce and Economic Opportunity, including $250,000 from DCEO’s Office of Minority Economic Empowerment.

The Housing Equity Accelerator Fellowship expands on Capital Impact Partners’ Equitable Development Initiative, which was started in 2018 to support emerging developers of color to participate in real estate development in their regions.

This new fellowship program stems from a $21 million pilot program launched by the Amazon Housing Equity Fund to support emerging real estate developers of color in Amazon’s hometown communities in the Puget Sound region of Washington state; the Arlington, Virginia, region; and Nashville, Tennessee.

According to a 2019 study from the Urban Institute, the Washington metropolitan region requires an additional 375,000 housing units by 2030 to meet growing demand. To address this housing shortfall and to build more inclusive communities, it is essential that government agencies and a diversity of key stakeholders coordinate their efforts. As members of their communities, the fellowship participants will engage with and listen to community concerns, and their work will provide greater access to employment and opportunity for residents.

Several of the fellowship participants are alumni of Capital Impact Partners’ Equitable Development Initiative (EDI), which has trained, or is training, nearly 200 developers of color since 2018 in Detroit; the Washington metropolitan area; and the San Francisco Bay Area. Many participants in those three regions have since gone on to create their own organizations, build local developments, and foster peer-to-peer networks.

Capital Impact also launched the EDI in Dallas on April 7.

Nearly 200 businesses in district Sims represents receive $4.5 million in business assistance State Senator Elgie R. Sims, Jr. announced recently that 200 businesses across the 17th district were awarded nearly $4.5 million in funding from the Back to Business program thanks to his advocacy and support.

“As we continue to deal with the impact COVID-19 has had on our daily lives, we are also seeing local businesses face tremendous financial distress as they also work to bounce back,” said Sims (D-Chicago).

“The Back to Business Grant program has continued to be a nation-leading small business assistance program that has provided thousands of businesses across the state with millions of dollars in assistance to help them through these challenging times.”

A total of $4.475 million was awarded to 174 businesses in the 17th District.

The B2B grants are awarded by the Illinois Department of Commerce and Economic Opportunity using funds allocated to them by the American Rescue Plan through last year’s state budget.

Because of the fiscally responsible budgeting approach taken by the state, Illinois saw an increase in funds available to assist small businesses.

Recorded at Cosimo Matassa’s Jazz City Studio in New Orleans between 1970-72, the recently-unearthed album showcases a largely acoustic, more contemplative side of Nocentelli, who is best known for his hard-edged funk licks. Backing Nocentelli is an all-star line-up of New Orleans royalty, including Allen Toussaint (piano), James Black (drums), and both George Porter Jr. (bass) and Zigaboo Modeliste (drums) of The Meters.

Another Side finds a young Nocentelli channeling his contemporaries in the burgeoning singer-songwriter movement─think Bill Withers, James Taylor, and Toussaint meeting up at Link Wray’s 3-Track Shack.

Deeply introspective, the warm and funky folk album features nine original songs by Nocentelli, plus a soulful rendition of Elton John’s “Your Song,” which had recently hit the American airwaves. Half a century later, these recordings sound just as fresh and engaging as the day they were recorded.

An all-star Chicago ensemble will feature include Dee Alexander, Ari Brown, Mike Allemana, Richard Johnson, Ernie Adams, Victor Garcis and Geof Bradfield, with special guest George Freeman.

This new work will be presented in partnership with the Logan Center, and made possible with support from Jazz Road, a national initiative of South Arts, which is funded by the Doris Duke Charitable Foundation with additional support from The Andrew W. Mellon Foundation, The Southside Jazz Coalition, The Chicago Park District, The Jazz Institute of Chicago and the Epiphany Center for the Arts.

A Chicago Italian Beef institution rolls out new items

The Beef it Up Truck will be exclusively available for private events like weddings, large events and parties but will showcase its famous beef at some signature events throughout the city this summer.

Buona Beef began in 1981 by Joe and Peggy Buonavolanto. Forty years later, there are 26 restaurants in locations and it still owned and operated by the third generation family members.

Buona Beef has a new food truck it has unveiled. The Beef it Up Truck will be on the street serving up Buona Beef’s popular items and also will make appearances at private events. It will be at Taste of Chicgao and Lolapalooza. The truck enables the restaurant brand, which began in 1981 by Joe and Peggy Buonavolanto, to have a presence at community events as part of Summertime Chi. The idea for the truck has been in the works for five or so years ago, Buona Beef tried to do a version of the truck when new restaurants opened. It never really got off the ground. With new people came new vision for the food truck concept. Now, it is here and will be on site for new restaurant openings and community events. The truck allows Buona Beef to make the beef and other items exactly how it would be made in the restaurant. The goal is to have a mini Buona kitchen on the truck, with the same quality and the same consistency.

“We’re really focused, as a company initiative, to continue to serve communities in the best way that we can.

Our focus is making sure our guests are really happy and getting everything they need from us,” said Candice Jordan,

director of marketing for Buona Beef, adding Buona Beef will continue to put the needs of the guests first.

Buona Beef also has a vegan beef, called the Vegan “Beefless” Sandwich. People wanted more vegan and plantbased options. The restaurant took the customer feedback seriously and made a plan to create menu innovations. Two years ago, Buona Beef took a look at their menu and decided what they could do differently and what they could do better for their guests.

Buona Beef’s executive chef partnered with Upton’s Natural, a Chicago-based company that specializes in vegan and plant-based products using soy, seitan and jackfruit.

The result is a vegan beef sandwich that has the same flavor profile as the original beef.

“A lot of the success goes to his genius behind being able to come up with that recipe and making it as close to an Italian Beef as you can get, but still a 100 % plant-based,” Jordan said, adding there were a lot of taste tests to get the desired outcome.

Since it has been introduced last April, the vegan beef is still popular item on the menu, with people still ordering it. Buona Beef doesn’t see the popularity of it dying down anytime soon.

Buona Beef is always trying to engage guests in new ways that are on trend. There are new sandwiches including the Saucy Beef, Cheesy Cheddar Beef as well as the Buona Beef Bites. They want to be able to engage with all kinds of customers who might have different preferences than the traditional guests.

In two locations, Skokie and Lakemoor, there will be kiosks of the Original Rainbow Cone where guests can get the original cone, as well as a vegan sorbet. That partnership happened in the Beverly location of Buona Beef six years ago. The owner of Original Rainbow Cone wanted to partner with a company that would uphold the same standards of quality and service and tradition. It was a natural fit.

Buona Beef credits its longevity to long tenured team members, tenured executives, great recipes and a commitment to quality and service.

“It’s the family values that are instilled, not just in the corporate team, but within all of our employees, throughout the organization, our great all-natural recipe that has been passed down from generation to generation,” Jordan said. “And, never steering away from the quality of the product.
