briefly Governor Pritzker Announces Record-Setting $11.2 Million in Funding to Support Family Planning Services

CHICAGO — Governor Pritzker announced that the State of Illinois has received $5.4 in grant funding from the U.S. Department of Health and Human Services (HHS) that will support and expand access to equitable and affordable family planning services for low-income populations across Illinois. This federal grant, along with $5.8 million in state general revenue funds, means the Illinois Family Planning Program is providing approximately $11.2 million in funding in state Fiscal Year 2023 to 29 delegate agencies that operate 98 family planning clinics throughout the state.

The new HHS grant to the Illinois Department of Public Health (IDPH) will support access to Title X services under the Illinois Family Planning Program that were sharply restricted under the previous federal administration, which imposed a “gag rule” that blocked family planning clinics from referring patients to abortion providers.

Title X provides a holistic portfolio of critical preventive health services, including HIV prevention and testing, breast and cervical cancer screening and treatment, and reproductive health care for thousands of low-income, uninsured and under-insured Illinois residents and families each year. The news of the federal funding comes amidst Governor Pritzker’s call for federal lawmakers to protect women’s rights with Roe v. Wade under threat and his continued condemnation of the Supreme Court’s upcoming decision to limit abortions across the country.

Governor Pritzker announced in July 2019 that the State of Illinois would forgo federal Title X funding in response to the rule imposed by the Trump Administration that banned federal funding for contraceptives for low-income people, unless grant recipients pledged not to counsel on abortion options or refer to abortion services.

Artist Theaster Gates’ Rebuild Foundation Announced Free Summer Concert Series at Kenwood Gardens

Rebuild Foundation, artist Theaster Gates’s non-profit platform for art, cultural development and neighborhood transformation, announced the inaugural lineup for their free concert series at Kenwood Gardens. Rebuild Foundation will collaborate with local musicians and instrumental ensembles to bring free concerts to neighbors and friends at their outdoor oasis each month from June through October. Local Runner’s Group prioritizes health and wellness

Lyles has seen the health benefits that come with running. As he began to run in distance races, he noticed a decline in health issues, which included high blood pressure. He found running to be a great stress reliever. Lyles started the group because he wanted more Black men to get into running and health and fitness.

Men Run Deez Streets started in 2013, with a Facebook post from Lyles asking if anyone wanted to get healthy by running. Since then, it has grown from five or seven members to 20-30 people who run on Saturdays starting at La Rabida Children’s Hospital in Jackson Park at 7 a.m. On any given Saturday, there will be up to 40 to 50 people who join the group on a run. The Facebook Group has more than 400 members.

“Facebook has been instrumental in our progress.

We talk about things related to health, weight loss, going to the doctor. We encourage our men to go to the doctor and get those numbers checked, consistently,” Lyles said.

The group also uses Facebook to encourage the members to monitor their eating, monitor their stress level through running and try not to take on too much that could contribute to their stress. Lyles is using the group also to boost morale and health and wellness of the members.

When Lyles runs in the Bank of America Chicago

Marathon in October, it will be his 33rd Marathon.

It has always been a passion of Lyles’ to give back to the youth in the community. He wants to launch a mentorship this summer, which will pair Englewood youth and Men Run Deez Streets members. He has tutored and mentored young people.

“If we can embrace the youth and get them to fall in love with running, and get them on a healthy path and consistent habits of running, we feel they will grow into the sport and will make it a part of their daily lives. If we can get them at 16 or 18 years old and bring them around us, maybe they’ll be motivated,” Lyles said.

By getting the youth started along a healthy path of physical activity, Lyles wants to change their lives.

He has seen how the body changes later in life. People who were once athletes who no longer engage in physical activity, find themselves with health issues later on. Lyles doesn’t think physical activity is a thing of the past. He wants people to see activities like running as something people should do throughout their lives.

Lyles believes that once men take the lead and focus on their health through physical activity, other people will look at the men serving as a positive example and those people will be inspired to start or continue their own health journey by walking and running.

Hidden Scars security, to personal safety and lack of hope, is like a match-to-the-fire of mental illness. These social influencers have been identified by CDC as Social Determinants of Health. Simply put, when individual and familial functioning is disrupted by mental health issues, institutionalization, incarceration, homelessness, and mortality are often result.

Conversely and cyclically, high rates of mental illness and trauma can make it difficult for a community to address its social and economic challenges.

I have been doing social work in the behavioral health field for over three decades. I have seen so much excellent work, done by so many, to help those suffering from trauma and mental illness. There is an army out there, in safety net hospitals, out-patient facilities and within human service organizations, that are changing lives every day.

But gaps and systemic fragmentation still exist. If we think of the lifecycle of someone going from crisis to wellness, we see great organizations doing their part all along this journey.

There is preventive care, primary care, specialty care, hospital services, mental health and substance abuse services, and community-based entities that address the social determinants of health. More recently, greater attention has been focused upon community health workers and peer recovery specialists as key participants in the continuum of care.

But in some ways, these networks are like “islands of care.” And between these islands are gaps where someone can fall through, either taking a step backward on their road to recovery or abandoning it all together. For example, staying on medication can seem less of a priority to someone who doesn’t have a safe place to sleep. Keeping health appointments is difficult without transportation. Adherence to a program of recovery, which is extraordinarily difficult in any situation, is even more so if there is a lack of hope about what life will look like on the other side.

To address this, there is a promising program being run out of the Illinois Department of Health and Family Services. It’s called the Healthcare Transformation Collaboratives (HTC) and it establishes collaboratives of different community-based service providers to close gaps.

These collaborations, each with their own geographic footprint and clinical focus, are standing up across the State. Each are looking at the care lifecycle broadly, from the patient’s perspective and within a hyper-local community context.

One example of how this works is Collaborative Bridges, a coalition of six health agencies who have come together to examine the continuum of behavioral health and identify actions to reduce the number of patients who fall through the gaps. Collaborative Bridges is assigning care coordinators to individuals in need and staying with them through the entire care journey. It’s a reimagining of healthcare delivery around people and communities.

This Illinois model will be carefully watched around the country to see how well it moves the needle. The need is acute. The urgency to transform the way we address mental health in our most challenged communities has never been greater.

Governor Pritzker Signs Hospital Assessment Program Expansion Chicago — On Tuesday, May 17, Governor JB Pritzker signed HB1950, extending and expanding the Hospital Assessment Program through 2026. The legislation helps ensure cash-flow predictability for hospitals, tying greater funding to higher Medicaid utilization to protect safety net hospitals. It also reclassifies certain hospitals to better align with payment and Medicaid needs, as well as offering tax exemptions and waivers to help hospitals recover from the effects of COVID-19.

The renewed Hospital Assessment establishes refined payment structures for each hospital class and maintains the existing assessment tax structure. The Illinois Department of Healthcare and Family Services (HFS) collects a hospital assessment tax, the federal government provides matching funds, and the dollars are redistributed to hospitals based on the volume and acuity of the Medicaid patients they serve, as well as the class of hospital.

HFS worked with the General Assembly and stakeholders to distribute funding to hospitals across the state and prioritize hospitals that serve a high number of Medicaid patients.

In order to come into compliance with a recent federal mandate, the Hospital Assessment program will gradually shift payments so that each year a larger share of the payments to hospitals is tied to the volume and acuity of Medicaid patients.

To support recovery from COVID-19

losses, the renewed Hospital Assessment program waives $240,000,000 in the assessment imposed on hospitals, an amount replaced by General Revenue funds in the budget adopted by the General Assembly and signed into law

by Gov. Pritzker.

The current Hospital Assessment program, signed into law in 2020 to run through calendar year 2022, brought additional funding, and improved Medicaid responsiveness in the areas of Illinois affected most by COVID-19.

The amendments to the act recognize outpatient services to determine qualification as a high Medicaid hospital, allowing more hospitals to qualify. The reclassifications also establish a new class of small government hospitals, to better align their payments with their costs and federal limits. This class would consist of seventeen critical access hospitals and three small, rural hospitals. This is another commitment to expanding rural health care following other actions from the Pritzker administration on that front, including the recently signed bills SB3017 and SB1435.

The Hospital Assessment program also provides for more security and reliability to safety-net hospitals, hospitals primarily serving Medicaid patients, by adding a rate floor for safety net and critical access hospitals ensuring higher payments during periods of higher utilization.

New Sims law requires FBI involvement in cases where bodies remain identified

Sims champions law after death of Jelani Day When Illinois State University student Jelani Day went missing, it took two weeks to find his body and another three weeks to identify his remains. This led State Senator Elgie R. Sims, Jr. (D-Chicago) to champion a law signed Friday to allow county coroners and medical examiners to receive federal assistance in identifying missing persons.

“When we hear pleas from a family for help, we should be using all the tools at our disposal to bring them the support that they need to help find or identify their loved ones,” Sims said. “Unfortunately, some smaller counties and police departments do not have access to the same technology and resources as larger cities, and this law will address that.”

The new law, formerly known as Senate Bill 3932, will require a coroner or medical examiner with custody of human remains that are not identified within 72 hours of discovery to immediately notify the Federal Bureau of Investigation for assistance in identification.

The measure was filed to address the death of Jelani Day, a 25-year-old graduate student at Illinois State University. Day was reported missing on Aug. 24, 2021, discovered on Sept. 4, 2021 and wasn’t identified by the LaSalle County coroner until Sept. 24, 2021.

“When you look at missing person cases, typically the first 72 hours are extremely important,” Sims said. “Getting those resources in place can be critical to overall success in solving cases and getting families the help that they need.”

Senate Bill 3932 was signed into law Friday.

Collins says goodbye to ghost guns with new law

State Senator Jacqueline Collins (D-Chicago) led the General Assembly to pass a measure that was signed into law by the governor recently banning the creation, sale and distribution of unserialized firearms to address the growing dangers of ghost guns and gun violence.

“Despite the adversity I faced to push this legislation through the General Assembly, I am extremely pleased to see the implementation of such instrumental legislation,” Collins said. “This new law will help protect our communities in all corners of the state, all of which can be subject to gun violence.”

Technology developments have encouraged the spread of assemble-to-shoot firearms, which pose extreme dangers to public safety. Ghost guns lack serialization and are able to skirt police investigations because of it, making their presence in communities a great threat to Illinois residents and businesses.

Though President Joe Biden has enacted a national policy that cracks down on the manufacturers of ghost guns, the language presented by Senator Collins will phase out these weapons by ensuring even individual possessors and distributors of ghost guns are held accountable to the law. This law will especially help Illinois’ vulnerable populations such as communities of color and low-income families, who often see higher rates of armed violence.

“Firearms are the most non-discriminating form of weaponry in our communities because their impact is not driven by race, status or background,” Collins said. “With the help of Cook County Sheriff Tom Dart and State Representative Kam Buckner, I was able to create and push a policy that will have lasting positive effects on the people who call this state home.”

Having taken effect immediately upon the governor’s signature, the new law requires every existing ghost gun to be serialized and imposes penalties for violations.

There are many free credit check tools available that work by doing a ‘soft pull’ that won’t affect your score. One example is Credit Journey by Chase. You can also request your credit report from all three credit bureaus for free once a year. The Federal Trade Commission – a government agency that supports consumer rights—offers more information at https://consumer.ftc.gov. You can also visit www.annualcreditreport.com.

Know how your score is calculated. There are six key areas that make up a credit score: - your payment history - how much you owe on your debts or balances - new accounts or credit opened - credit checks

- available credit - and your credit history or how long you have kept an account open.

These factors determine your score and influence any changes, however the most important one is making payments on time, which accounts for about 40% of the score .

Build your credit. Scores can range from 300 to 850. According to the credit bureaus, a score of about 700 is considered “good” . To build your score, pay bills on time and consider setting up automatic payments. If possible, pay down any debt you can, and only apply for accounts you need.

Prepare for large purchases. If you are getting ready to make a large purchase and plan to apply for new credit, such as a home or car loan, review your credit report and score to help you apply with confidence. Credit scores and credit history help lenders determine how much credit they will offer and at what interest rate. Sometimes, scores also can be affected by inaccuracies on your report, so checking ahead of time will help you identify and resolve potential issues before a lender does a credit check.

Only apply for credit when you need to. When you apply for new credit, lenders do a “hard pull”—which means getting access to your full report—which may cause your score to decrease. However, if you use credit monitoring tools, it results in a “soft” pull of information and does not impact your score.

ILLINOIS TOLLWAY AWARDS NEARLY $31.5 MILLION IN CONTRACTS FOR CONSTRUCTION AND PROFESSIONAL SERVICES IN MAY The Illinois Tollway Board of Directors today approved seven construction and professional engineering services contracts totaling nearly $31.5 million at its May Board meeting.

Nearly $195.8 million in contracts has been approved by the Tollway Board in 2022, as part of the 11th year of the Tollway’s 15-year, $14 billion Move Illinois capital program. To date, more than $9.6 billion has been invested by the Illinois Tollway since the Move Illinois Program began in 2012, with more than $2.5 billion of that total committed to small, diverse and veteran-owned firms.

In addition, the capital program has created or sustained an estimated 108,400 total jobs as of April.

“Move Illinois is providing construction and professional services opportunities for a wide variety of work needed in rebuilding and strengthening the Tollway’s transportation infrastructure across Northern Illinois,” said Interim Executive Director Lanyea Griffin.

The contracts approved in May include five contractors and consultants and 10 subcontractors and subconsultants that are certified as disadvantaged, minority-and women-owned business enterprise (D/M/WBE) firms and six subcontractors and subconsultant that are certified veteran-owned firms. Commitments for D/M/WBE participation range from 16.37 to 87 percent per contract and commitments for veteran participation range from 2.31 percent to 6 percent per

May professional engineering services contract awarded includes: • A $4 million contract to Delta Engineering Group, Chicago, IL, for systemwide intelligent transportation system (ITS) design services upon request.

• A $3.3 million contract to HBM Engineering Group, Hillside, IL, for pavement and structural preservation and rehabilitation on the Illinois Route 390 Tollway between Lake Street and I-290.

• A $3 million contract to American Surveying & Engineering, Chicago, IL for systemwide land acquisition services upon request.

Illinois Tollway professional engineering services contracts are selected in accordance with the qualifications-based selection process (Illinois Public Act 87-673 (30 ILCS 535/1-535/80) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors based on demonstrated competence and professional qualifications. Construction contracts for Illinois Tollway projects are competitively bid under the rules of the Illinois Procurement Code. All contracts are presented to the Illinois Tollway Board of Directors for review and approval.

ComEd Awards $280,000 in College Scholarships to 56 Illinois Students Pursuing Futures in Energy Future of Energy Scholarship Fund launched this year to remove financial barriers, boost diversity and inclusion in STEM and energy careers

ComEd today announced it will award $279,500 in scholarships to 56 local students pursuing college coursework in science, technology, engineering and math (STEM) and related fields this fall. The new Future of Energy Scholarships are part of ComEd’s growing efforts to build a more diverse future energy workforce by removing obstacles for women and minority students pursuing STEM careers.

The 56 students selected to receive scholarships reflect the diversity of the communities that ComEd serves, with scholars hailing from 28 different community areas across northern Illinois.

More than 50 percent of the scholarship recipients are minorities and nearly two-thirds are women.

One fifth of the scholars are committed to attend an Historically Black College or University (HBCU) in the fall. A full list of the spring 2022 scholarship recipients can be found here.

Since announcing the program in February, ComEd expanded funding to provide additional support for qualifying students who met needs-based criteria.

1 Minute Brown Rice Cup salt, to taste pepper, to taste 1 white fish fillet 1 tablespoon butter 1 teaspoon sesame oil 1 teaspoon grated ginger 2 baby bok choy, quartered 1 teaspoon soy sauce

1 Minute White Rice Cup 1 diced tomato 1/2 diced avocado 1 sliced green onion 1 tablespoon chopped cilantro 1 teaspoon lime juice salt, to taste black pepper, to taste

Heat rice according to package directions. Set aside.

Add salt and pepper to both sides of fish, to taste.

In medium skillet over medium-high heat, melt butter. Cook fish 2 minutes on each side. Remove fish from pan and keep warm.

In same pan, add sesame oil and ginger. Cook 1 minute.

Add bok choy to pan and stir-fry 2 minutes. Add soy sauce; stir to incorporate. Top rice with fish and serve with bok choy.
