SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

The first clause of the amendment contains two sentences. The first would establish a “fundamental right to organize and to bargain collectively and to negotiate wages, hours, and working conditions, and to promote their economic welfare and safety at work.”

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The second would prohibit the state or any local unit of government from enacting “any law that interferes with, negates, or diminishes the right of employees to organize and bargain col lectively over their wages, hours, and other terms and conditions of employment and workplace safety.”

The provision is intended to prevent passage of any state or local “right to work” laws, which prohibit employers from requir ing workers to be union members to keep their jobs.

The second clause states that the amendment would be con trolling over another part of the constitution that spells out the powers of home rule units of local government, meaning those units of government would still be subject to the amendment.

Lawmakers approved putting the measure on the ballot during the 2021 spring session. The resolution passed both cham bers with bipartisan support: 49-7 in the Senate and 80-30 in the House.

“And it’s not defined in other similar laws like the National Labor Relations Act,” she said. “That could mean things like the expansion of affordable housing or positions on rent abatement could be demanded by government unions.”

She also said the provision preempting right-to-work laws could have unintended consequences.

“It prohibits lawmakers, as the people’s representatives, from ever enacting reforms or fixes,” she said. “So if lawmak ers decide down the line, ‘Oh, wow, we didn’t mean economic welfare to mean all of these broad subjects,’ they could never go back and define what economic welfare actually is because they’d be prohibited in the amendment itself from doing that.”

Bowen countered that the amendment has nothing to do with taxes but, instead, protects only the right of workers to organize and bargain collectively in the workplace.

If it were adopted, he said, it would apply uniformly state wide to all workers in both the public and private sectors. He also said it would protect workers from politicians who attempt to enact right-to-work laws, a reference to former Republican Gov. Bruce Rauner, who tried unsuccessfully to push such legis lation through the General Assembly.

Finally, he suggested that the rights spelled out in federal law could change or be repealed at any time, referring to the recent U.S. Supreme Court ruling that overturned the right to abortion that had been established under Roe v. Wade.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Like any constitutional issue, however, there is considerable disagreement over what those words mean and what effects they would have if the amendment is adopted.

The proposal is supported by several large labor unions, but it has drawn opposition from groups such as the Illinois Associa tion of School Boards, the Illinois Chamber of Commerce and the Illinois Manufacturers’ Association.

“And I think it’s critically important at a time when we don’t know what’s going to happen tomorrow – and we’ve seen a lot of unpredictability and rights under attack, both federal ly and here in Illinois – to make sure that these rights stay in a lockbox and that they’re safe for workers for generations to come,” he said.

As a follow-up, the two were asked to identify what rights workers would have under the amendment that they don’t al ready have under existing law.

Bowen said the amendment would protect existing rights and extend them to “hundreds of thousands” of workers who aren’t covered under existing law. He said it’s important to guarantee bargaining rights now and into the future, considering “we spend almost half of our lives in the workplace.”

To gather a sense of the arguments for and against the mea sure, the Illinois Associated Press Media Editors convened an on line forum with Joe Bowen, communications director for a Vote Yes for Workers Rights, the only organized political committee campaigning on the issue. They also spoke with Mailee Smith, di rector of labor policy and a staff attorney with the Illinois Policy Institute, a conservative think tank that opposes the measure.

“Whether or not you have the ability to earn a good living, to stay safe on the job, it really impacts every part of your life,” he said. “So making sure that we guarantee these protections in the Illinois Constitution is critically important.”

Bowen and Smith were asked at the outset what they believe the amendment would mean and the implications of adopting it.

“The workers’ rights amendment will guarantee your fun damental rights in the workplace to organize and bargain col lectively with your coworkers to negotiate for things like better pay, safer working conditions, and crucially, it will also protect Illinois voters from politicians who try to take away their rights in the future,” Bowen said.

Smith argued that elevating collective bargaining rights to the level of the constitution would put labor agreements beyond the reach of existing statutes that apply to public employee contracts.

“If a teachers union didn’t want to have background checks as part of the job application process, the hiring process, they could write that into their contract,” she said. “It could keep government union contracts a secret. They could actually void the (Freedom of Information Act) law that requires government union contracts to be open to the public, simply by writing that provision into the contract.”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

The Nation’s Oldest and Largest Black Trade Associations Form National Alliance for Black Business

WASHINGTON, PRNews wire -- On Tuesday, Sept. 27, at the State of Black Business Luncheon in Washington, D.C., the National Business League (NBL) and the National Black Chamber of Commerce (NBCC) came together as the nation’s two oldest and largest Black trade associations to announce their formation of the National Alliance for Black Business (NABB). Trinidadian Model Struts the Runways of Milan and Paris for Top Luxury Fashion Labels -- 28Models

Mellon Foundation Awards $1 Million to the MCA to Support Major Latinx and Caribbean Initiative at the Museum

CHICAGO — The Museum of Con temporary Art (MCA) Chicago is pleased to announce that it has been awarded a substantial grant from the Mellon Foun dation. The $1 million contribution will allow the MCA to launch an institution wide Latinx and Caribbean art initiative to include the development of two exhi bitions and related scholarly publications, acquisitions to its permanent collection, continued curatorial research, communi ty partnerships and engagement, and the transition to a bilingual Spanish/English museum.

“The MCA is incredibly grateful to the Mellon Foundation for the generous fund ing and the endorsement of the museum’s important work with contemporary Latinx and Caribbean artists,’” said Madeleine Grynsztejn, Pritzker director of the MCA.

“We are committed to telling an inclusive art history, engaging with our community, and expanding the breadth and diversity of experience on the team.”

The MCA is developing two ambitious Latinx and Caribbean focused exhibitions, each with an accompanying publication. Forecast Form: Art in the Caribbean Diaspora, 1990s–Today, will open this November 19 and remain on view through April 23. The exhibition is an innovative

rethinking of “Caribbean art,” focusing on art of the Caribbean diaspora and featuring an intergenerational group of thirty-sev en artists who live and work across the Americas and Europe. Later in 2023, the museum will feature Entre Horizontes: Art and Activism Between Puerto Rico and Chicago, a group exhibition that recogniz es and critically examines the aesthetic, social, and cultural affinities between the artistic genealogies of the Puerto Rican diaspora in the city of Chicago.

The opening of Forecast Form will be a milestone for the MCA’s transition to a bilingual Spanish/English museum, as subsequent exhibitions will be presented in both languages. As part of the museum’s commitment to welcome and serve the entire Chicago community, the bilingual initiative increases access to exhibitions and programs for the 18 percent of Chica goans who speak primarily Spanish as well as visitors from all over the world. The long-term strategy will go beyond simply translating text in the galleries and engage in a robust, multi-department effort to develop goals, processes, and evaluation plans for the coming years.

Further to these special exhibitions, the MCA is ramping up efforts to deepen its permanent collection acquisition of

additional works by Latinx and Caribbean artists and working to write a new history that heralds the artists who are traditional ly overlooked in the art historical canon. The museum’s transcultural approach to collecting considers cultural narratives on their own terms and strives to create exchanges and dialogues among these cultural contexts, with consideration to gender, race, and geography.

Pritzker Director Madeleine Grynsz tejn and Carla Acevedo-Yates, Marilyn and Larry Fields Curator, will lead the Latinx and Caribbean initiative. Aceve do-Yates’s work focuses on the scholar ship, exhibition, and acquisition of art across Latin America, the Caribbean, and the United States. She has curated over thirty exhibitions including presentations by Claudia Peña Salinas, Johanna Unzu eta, David Lamelas, and Beatriz Santiago Muñoz. She recently curated the MCA’s first fully bilingual exhibition, Carolina Caycedo: From the Bottom of the River. CINESPACE STUDIOS TO EXPAND TV AND FILM PRODUCTION INFRASTRUCTURE IN TORONTO’S PORT LANDS

TORONTO, PRNewswire -- Cinespace Studios (Cine space), a global platform of production facilities, announced today the expansion of its Marine Terminal Studio Hub with the signing of a second long-term lease with PortsToronto. Cocolife.black Improves Black Maternal Health through Mombassador Movement

PHILADELPHIA, PRNewswire -- Coco Life Foundation (Cocolife.black), launched in 2019, is a 501(c)(3) organization based in Philadelphia, PA. Its goal is to eliminate racial disparities in care and improve maternal health outcomes for Black mothers nation wide. Essential services include doulas, mental health counseling, paternal health, professional development, infant care, and community education. The organization accomplishes its goal through Mombassadors, an intergenera tional team of community members. They help women to navigate the healthcare system and offer support to promote a healthy transition from pregnancy to postpartum. Recognizing the global magnitude of the problem, Coco life.black launched a Global Mombassador Movement.

Addressing the social determinants of health and race-related disparities can be daunting.

“Cocolife.black educates and empow ers Black communities on the importance of supporting Black mothers in having healthy pregnancies,” says the organization’s founder, Alexia Doumbouya.

She continues: “The Black maternal health crisis in the United States cannot be understated. CDC statistics show Black moth ers are three times more likely to die from a pregnancy-related cause than white mothers, regardless of education or economic position. In addition, 50% of Black mothers are more

likely to deliver premature babies. Black babies are twice as likely to die after birth. The growing rate of race-related healthcare dispari ties has worsened. This grim situation calls for immediate action to save Black mothers and their babies and ensure the healthy life they deserve. Therefore, we engage dads, grand parents, cousins, dad-advocates, and others in supporting moms toward healthy deliver ies. We also have a national resource list of medical and mental health professionals, birth workers, and business strategists and make it available to Black mothers and their support networks. Our ultimate goal is to create a haven for Black moms where they can find trusted providers, dedicated community support, and access to critical resources from pregnancy to motherhood.”

The CDC and HHS speak of Cocolife. black’s exemplary performance since its founding. In addition, Philadelphia Mayor Jim Kenney and Governor Tom Wolf issued proclamations to recognize its work. 5 Steps for Women to Reduce Their Risk of COPD

-- (Family Features) If you’re a woman who tries to stay healthy, you may exercise several times per week, watch what you eat and get 7-9 hours of sleep each night. But are you listening to your lungs?

Chronic obstructive pulmonary dis ease (COPD), a leading cause of disability and death in the United States, takes an especially heavy toll on women. You may think problems like shortness of breath, frequent coughs or wheezing are just signs of getting older, but it’s important to pay attention to these symptoms and discuss them with your doctor.

COPD is a serious lung disease that causes breathing problems and worsens over time. It has often been considered a man’s disease. Yet more U.S. women than men have been diagnosed with COPD in the past decade, and over the past 20 years more women have died from it, according to the U.S. Centers for Disease Control and Prevention.

Women tend to develop COPD earlier in life than men and are more likely to have severe symptoms and be hospitalized with the disease. The good news? According to the National Heart, Lung, and Blood Institute, there are steps you can take to reduce your risk for COPD.

Don’t Smoke

You probably already know cigarette smoking is harmful

– but did you know that women may be more vulnerable to the effects of smoking? Women who smoke tend to get COPD at younger ages and with less cigarettes smoked than men. COPD is the leading cause of death among U.S. women smokers.

If you do smoke, it’s never too late to quit.

If you thought vaping was a healthy alternative to smoking, think again. Researchers are still learning about the long-term health effects of e-cigarettes, but they may contain as many, if not more, harmful chemicals than tobacco cigarettes.

Avoid Pollutants

Among people with COPD who have never smoked, most are women. Women may be more vulnerable to indoor and outdoor air pollution. Women’s smaller lungs and airways mean the same amount of inhaled pollutants may cause more damage.

Working in places like nail salons, hair salons or dry cleaners can expose you to harmful chemi cals. If you’re exposed to chemical fumes at your job, talk to your employer about ways to limit exposure. Better ventilation and wearing a mask can help.

Stay Current on Vaccines

People at risk for COPD are more likely to have serious problems resulting from some vaccine-preventable diseases. Ask a health care provider about getting vaccinated against the flu, pneumococcal disease and COVID-19.

Talk to Your Doctor About COPD Women with COPD tend to be diagnosed later than men when the disease is more severe and treat ments are less effective. If you think you could be at risk, or you are having symptoms, bring it up with your health care provider. Treatment can ease symptoms and improve your ability to exercise.
