SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Other new laws include: Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law.

Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Student mental health: HB576 and SB1577 allow students in Illinois up to five excused absences to attend to their mental or behavioral health without providing a medical note. Those students will be given an opportunity to make up any work they missed during the first absence and, after using a second mental health day, may be referred

to the appropriate school support personnel.

How HBCU Used COVID Testing to Keep Campus Open Delaware State and Testing for America’s safety strategy provides model DOVER, Del., PRNewswire -- A new research study on how frequent COVID testing coupled with other safety measures enabled a historically Black college to safely remain open even as many other universities shut down their campuses has been published Monday by the JAMA Network Open, a member of JAMA Network.

Delaware State University partnered with nonprofit Testing for America as well as other public and private supporters to develop a multi-pronged approach to mitigating the spread of COVID so students could live and study on campus for the 2020-21 school year, according to the peer-reviewed JAMA Network Open report by Dr. Neil Hockstein, a Delaware physician and advisor to Testing for America.

Delaware State was among the first public universities to develop a com-

prehensive plan for a safe reopening even as the pandemic was disproportionately affecting communities of color. Enabling students to be on campus was essential to ensuring students would have access to housing, health care, food, Internet services, and other essential resources.

DSU’s testing program consisted of twice-a-week PCR testing program for the 2,320 students, faculty and staff on campus from August 2020 to April 2021. Donations and grants to fund testing came from Illumina, Siemens, Cerner, Guardant Health, The Rockefeller Foundation and Ginkgo Bioworks, among others.

The effort to re-open was not without risk, Hockstein noted. There was not yet a vaccine in Fall 2020, and, in Delaware at the time, COVID infection rates were 46 percent higher among those identifying as Black than those identifying as white.

Testing was coupled with persistent messaging about shared responsibility, wearing masks, hand-washing and social distancing, and the outcome was a campus that remained safely open providing academic and basic needs security to the campus population – with no

hospitalizations or deaths, according to the report. In fact, the average weekly test positivity rate on campus remained below 1% while the average was 5% percent statewide.

“The lessons from this study are important to consider today, as we continue to contend with new COVID variants, the potential for waning immunity, and breakthrough cases. All of these suggest testing remains essential to identifying and containing the spread of COVID,” said Dr. Hockstein, of Testing for America.

The Biden administration has made testing a key pillar in its effort to contain the virus. Testing is now required for many forms of travel, dining, entertainment, and education.

Delaware State has continued regular testing on campus this year, using its own molecular lab opened

in January 2021 in partnership with New Castle County. The lab now provides greater access to, and lowers the costs of, testing for students as well as Delaware residents, and provides a new site for hands-on experience for the university’s scientists-in-training, as well as testing for Lincoln University, an HBCU in Pennsylvania.

TIMUEL BLACK Timuel Black, beloved historian and civil rights leader, passed away at 102 years old on Oct. 13, 2021.

He was a member of the DuSable High School Alumni Coalition.

He was the driving force behind the landmark designation of the school. Along the way, he helped to establish the Teachers Committee for Quality Education, the Congress of Racial Equality and the United Packinghouse Workers of America.

In 1960, he worked with Dr. Martin Luther King, Jr., when the civil rights leader came to the city to protest housing issues for poor residents living on Chicago’s West Side. Black also helped organize a contingent of 2,000 Chicagoans that would attend the historic March on Washington.

For many years, Black was a professor of social sciences at the City Colleges of Chicago and was Vice President of Academic Affairs at Olive Harvey College in 1972. He taught courses at his alma mater Roosevelt University and lectured at DePaul University and Columbia College.

In addition to his work in activism, he had a long history in politics. He’s ran for public office several times, including Chicago’s 4th Ward Alderman, State Senator of the 22nd district, and State Representative of the 22nd district.

Black was also instrumental in the election of the late Mayor Harold Washington, the first African American Mayor of Chicago.

Additionally, he served as a mentor to former President Barack Obama.

In 1991 Obama he sought out the advice of Black when he wanted to get involved in activism.

COVID-19 VARIANTS Delta and Omicron are the latest variants of COVID-19 that are raising concerns. People are being encouraged to get the COVID-19 vaccines and also get the booster shot, a third dose of either Moderna or Pfizer are available.

As of press time, Chauvin plead guilty to violating George Floyd’s civil rights in federal court.

Travis McMichael, Greg McMichael and William ‘Roddie’ Bryan were found guilty in the murder of Ahmaud Arbery in Glynn County Georgia. Arbery, a 25-year Black man who was allegedly accused of burglary and theft after entering a newly constructed home while out jogging. The three are set to be sentenced on Jan. 7, 2021.
