SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It’s an issue that dominated the 2022 campaigns and has been both praised and criticized on editorial pages in newspapers across the state. It essentially means that starting Jan. 1, the decision as to whether a criminal suspect should be held in jail while awaiting trial will be based on public safety and the likelihood the suspect will flee rather than their financial ability to post bond.

And while that criminal justice reform has received widespread attention, it is by no means the only new law that will take effect when the calendar turns over to 2023.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

For most people who work a minimum wage job, the new year will bring a pay raise to $13 per hour, a $1 increase over the current wage. That’s the result of a law Gov. JB Pritzker signed in 2019, his first major legislative victory after being sworn into office a month earlier. The law will eventually raise the wage to $15 an hour on Jan. 1, 2025.

Other new laws include:

The new $13 hourly rate does not apply to all minimum wage earners. People who receive tips at work will see their base wage rise to $7.80 an hour. And people younger than 18 who work fewer than 650 hours per year will see their wage go up to $10.50 an hour.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The higher wage will probably come as welcome news for those who drive a car to and from work. That’s because the new year will also bring higher motor fuel taxes.

The same year Pritzker signed the minimum wage bill, he also signed a multi-year, $45 billion transportation and capital improvements bill known as “Rebuild Illinois,” which is funded in part with higher motor fuel taxes that are scheduled to increase with inflation each year.

The adjustment in the tax rate is supposed to take effect on July 1 of each year, the first day of the state’s fiscal year. But last spring, in the face of rising inflation and healthy state revenues, lawmakers authorized a six-month delay in the scheduled increase, putting it off until Jan. 1.

grants and financial support to law enforcement agencies to aid in identifying, apprehending and prosecuting carjackers and recover stolen vehicles.

And House Bill 3772 ensures that victims of carjackings are not liable for costs and fines associated with impounding a vehicle that was stolen or hijacked, provided the owner files a police report in a timely manner.

Education

To address a shortage of substitute teachers throughout the state, House Bill 4798, signed April 27, allows students enrolled in approved teacher training programs who have earned at least 90 credit hours to obtain a substitute teaching license. Before, applicants had to hold a bachelor’s degree or higher from an accredited institution of higher education.

House Bill 4716, signed May 27, calls on the Illinois State Board of Education to adopt “rigorous learning standards” for classroom and laboratory phases of driver education programs for novice teen drivers. Those will include, at a minimum, the Novice Teen Driver Education and Training Administrative Standards developed by the Association of National Stakeholders in Traffic Safety Education in association with the National Highway Transportation Safety Administration.

Higher education

In an effort to get more people to pursue careers in human services, Senate Bill 3925, signed June 10, establishes a student loan repayment program. Subject to appropriations, the Illinois Student Assistance Commission will award loan repayment grants to qualified individuals with an associate degree or higher who works for a human services agency that contracts with or is grant-funded by a state agency that provides “direct or indirect services that ensure that individuals have essential elements to build and maintain physical, emotional, and economic well-being at every phase of life.”

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

As a result, starting Jan. 1, the motor fuel tax people pay at the pump will go up 3.1 cents per gallon, and then it will increase again when the next regular adjustment date comes around on July 1, 2023.

Criminal law

Several new criminal laws will go into effect Jan. 1, including three that deal with sex offenses.

Awards can be made for a maximum of four years. Maximum amounts are $3,000 per year for someone with an associate degree, $15,000 per year for a person with a bachelor’s degree and $25,000 per year for a person with a master’s degree or higher, with a $5,000 per-year add-on if the applicant holds certain professional licenses.

Meanwhile, students currently enrolled in any program at a public university or community college will have access to trained individuals who can help them apply for federal, state or local assistance based on their financial need. House Bill 4201, signed June 7, requires those institutions to designate a “benefits navigator” to help students identify and determine their eligibility for various benefit programs.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

One of those prevents people who solicit sex from a minor or a person with a severe or profound intellectual disability from asserting a defense that they simply did not know the person was underage or intellectually disabled. House Bill 4593, signed into law May 27, puts the burden of proof on the defendant that they did not know the age or disability status of the other person, rather than the other way around.

Another new law changes the definition of when a person is “unable to give knowing consent.” Under current law, a person cannot give knowing consent when the accused person “administers any intoxicating or anesthetic substance or any controlled substance” that causes the victim to lose consciousness of the nature of the act.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

House Bill 5441, signed June 16, broadens that definition to include when the victim has taken any intoxicating or controlled substance causing them to lose consciousness of the nature of the act, even if the substances were administered by someone else.

Another bill expands certain employment restrictions that apply to convicted child sex offenders. Currently, they are prohibited from being employed by, or even being present at, child day care centers, schools that provide before- and after-school programs for children or any facility that provides programs or services exclusively for people under age 18.

Senate Bill 3707, signed May 27, requires all employees and people who work for agencies that contract with the Illinois Department on Aging who provide direct services to individuals participating in its Community Care Program to receive at least two hours of training in Alzheimer’s disease and dementia, as well as safety risks, communication and behavior associated with the disease.

Hunting

Starting Jan. 1, deer hunters in Illinois will have a new option for the type of firearm they use. House Bill 4386, signed May 27, authorizes the use of single-shot centerfire rifles – guns that can fire only a single round of ammunition that contains primer in the center of the cartridge and not in the rim of the cartridge. Before, only shotguns, handguns and muzzleloading rifles were allowed.

Roland Martin gives keynote address at Jackson State University’s Fall 2022 Commencement

JACKSON, Miss., PRNewswire -- Jackson State University’s Fall 2022 commencement was a celebration of the ultimate academic milestone for the more than 500 graduates inside Lee E. Williams Athletic & Assembly Center on Friday, Dec. 9.

The keynote speaker was award-winning journalist Roland S. Martin, who is the host and managing editor of #RolandMartinUnfiltered, the first daily online show in history focused on news and analysis of politics, entertainment, sports, and culture from an explicitly African-American perspective.

JSU President Thomas K. Hudson, J.D., greeted the audience with enthusiasm. “It is indeed an honor for me to preside over this commencement exercise as we salute the awesome class of 2022,” he said.

Graduating Senior Aria Brent served as the student speaker for the occasion. The journalism and media studies major told her peers that the one word she would use to describe their time at “Thee I Love” was growth.

Upon her arrival at JSU as a freshman, the Columbus, Ohio, native said she looked forward to having her mind challenged, and her life changed. Brent summarized her thoughts about the challenges she and her peers faced during matriculation. The most significant being the COVID-19 pandemic. Still, she reminded listeners that they overcame those obstacles, and despite the trials, they have now triumphed.

The four-time author reminded the graduates that “you belong in every room you are about to enter” before requesting that they repeat the phrase to their nearby peers for good measure.

Martin then shared a story about one of his nine nieces, now in college. He recalled that when she was in kindergarten, there was a noticeable change in her joyous free spirit.

It was later revealed that Anna’s teacher had criticized a picture the kindergartener had drawn by telling her it was not good.

As a result of the interaction, Martin had his niece removed from that class. “It offended us that a teacher would somehow stop this amazing, wonderful mind and begin to say her artwork wasn’t

good enough when she’s a kindergartener, when she should’ve been teaching them to think far beyond what they were actually doing,” explained the four-time NAACP Image Award winner.

Martin said he is reminded of this story whenever he encounters someone suffering from imposter syndrome. The syndrome is defined as a “psychological occurrence in which an individual doubts their skills, talents or accomplishments and has a persistent internalized fear of being exposed as a fraud.”

“I’ve heard a number of brothers and sisters who are CEOs say that they have imposter syndrome. They feel as if they have not earned [the right to] or don’t belong in certain places,” he said.

Martin described the feeling as strange, saying he was never one to believe there are places where he does not belong. In fact, the journalist has been in rooms with some of America’s most elite figures throughout his career. He has interviewed multiple U.S. presidents, distinguished entertainers, and top athletes.

He shared that while at TV One, home of his former show, “News One Now,” staffers would say, “We’re a Black network,” in a manner that suggested the show was somehow inferior to other shows due to its association with Blackness.

“And, I would say to them if anyone says that again you will not have a job because the statement alone implied what we were doing was not as good as someone else,” he said.

Martin touched on how Black newspapers would often be overlooked by politicians opting to share their stories and interviews with the daily newspapers.

“I have refused in my career and life to believe what we have is second class,” said Martin, who spent six years as a contributor for CNN. “I refuse to allow others around me to have that mindset because the reality is what we have always done has been first class.”

Martin then acknowledged pioneer Black journalists and media outlets like The North Star, a nineteenth-century anti-slavery newspaper published by abolitionist Frederick Douglass and investigative journalist Ida B.Wells-Barnett, who was a founding member of the NAACP. He called out the greatness of Robert Abbott, who founded the Chicago Defender in 1905, which grew to have the highest circulation of any Black-owned newspaper in the United States.

“I think of all of these institutions, Ebony and Jet, that actually told our stories and carried the weddings and birthdays of Black people when mainstream media would not even mention our names. I have refused to allow, even in the 21st Century, for anybody to act as if we don’t belong where we are,” Martin sermonized and was met with applause.

He detailed that the cycle repeats generationally when Black people pass down a second-class mindset and let others define who they are or convince them that they don’t belong.

“Then it means when we’re in the workplace, we’re not negotiating how we should be. We’re not asking for the promotion the way we should be. We’re not demanding the same resources the way we should be,” he declared.

In closing, the founder of the Black Star Network quoted a scene from Ava Duvernay’s movie, “Selma,” and informed JSU graduates that they have been prepared for this day.

Dr. Tameka Bradley Hobbs Selected as New Manager of African American Research Library and Cultural Center

BROWARD COUNTY, Fla., PRNewswire -- Dr. Tameka Bradley Hobbs has been named the new Library Regional Manager for the African American Research Library and Cultural Center (AARLCC), 2650 Sistrunk Boulevard, Fort Lauderdale, FL 33311.

Dr. Hobbs’ first day at AARLCC was November 28. She has extensive expertise in African American history, public history and antiracism education. Her previous roles include serving as the Director of Projects and Programs for the John G. Riley Center and Museum in Tallahassee, Florida, and Program and Education Coordinator for the Library of Virginia in Richmond. Most recently, she served as Associate Provost for Academic Affairs at Florida Memorial University and the founding Director of the institution’s Social Justice Institute.

(Family Features) Caregivers who follow a vegetarian, vegan or other plant-based diet may wonder whether it’s wise for their children to follow the same eating plan.

A well-balanced vegetarian diet can meet a baby or child’s needs, although it’s important to make sure children eating plant-based diets are getting enough protein-rich plant foods and other essential nutrients, according to Malina Malkani, MS, RDN, CDN.

Starting at about 6 months, babies’ iron reserves are low and they need iron from food sources. Iron is essential for brain development and healthy immune systems, as well as overall growth. Heme iron from animal-based foods is absorbed better than non-heme iron found in plant foods, but you can increase the absorption of non-heme iron by offering meals that include a plant source of iron – found in foods like beans, legumes, quinoa, chia seeds, leafy greens, nuts, nut butters and tofu – and a vitamin C-rich food, such as broccoli, strawberries or cantaloupe. Vitamin C helps boost nonheme iron absorption.

Vitamin B12

Important for development of the nervous system, vitamin B12 also plays a role in the prevention of anemia and affects some behavior and mood regulation. Infants likely get enough vitamin B12 from breast milk or formula, but as their milk intake begins to taper between 9-12 months, vegan babies may benefit from supplementation.

Most people know vitamin D is good for strengthening teeth and bones, but it also supports calcium absorption and promotes optimal functioning of the immune system. The only known naturally occurring plant-based food source of vitamin D is some varieties of mushrooms. Formula-fed infants drinking more than 32 fluid ounces do not generally need a supplement, but breastfeeding infants may need to be supplemented.

Omega-3 Fatty Acids

These essential fatty acids are important for brain development, learning and behavior. There are three types of omega-3s, including EPA, DHA and ALA. EPA and DHA, the most critical, are found mainly in fish or algae. Breast milk and formula often contain omega-3s, as well.

For plant-based tots who don’t eat fish, the ALA in foods like chia

seeds, flax seeds and walnuts can be an important source of omega-3 fatty acids. Another boost in the fight against hunger

Bank of America proudly continues to support our employees’ health and safety while addressing food insecurity in our local communities, which typically spikes during the winter months.

Our employees are taking action to support the important work of our local food banks. For those who let us know they’ve received a coronavirus booster and/or a flu shot, we’ll donate $50 for each to a local hunger relief organization. In addition, employees can double the impact of their personal donations to fight hunger with our matching gifts program. Through these efforts, we’ll donate more than $8 million to address food insecurity in our local communities.

The team here in Chicago recently presented organizations including Food For Greater Elgin with checks totaling $200,000. This contribution is in addition to our long-standing philanthropic support to help fight hunger and food insecurity across the country. We are proud to be able to help our community as we work together to move forward.
