Six South and West Side teams have been selected as finalists for the Chicago Prize, a $10 million grant of the Pritzker Traubert Foundation that will invest in a collaborative initiative that uses physical development to spur economic activity, strengthen civic infrastructure, and improve the safety, well-being, and economic mobility of residents in their neighborhoods. The announcement of Finalists was made during a celebratory event at The Hatchery, 135 N. Kedzie Ave., on December 11, 2019.

Selected from a pool of over 80 applicants, the Finalists are comprised of community-based and citywide organizations working together on projects that involve building new or redeveloping existing community assets to address the needs of residents and advance a shared vision for their neighborhood. Each Finalist team will receive a $100,000 grant to support its ongoing project planning. One of these Finalists will be chosen as the single $10 million Chicago Prize recipient next spring.

Springfield – Democratic Gov. J.B. Pritzker signed legislation on Tuesday, Dec. 10, aimed at ensuring minority workers have access to jobs created through the state’s new $45 billion capital improvements plan, as well as access to training for careers in construction and building trades.

Senate Bill 177 establishes the Illinois Works Jobs Program, which makes $25

million available to community-based organizations — including public colleges and universities — to recruit new apprentices to work on construction projects.

It also provides that apprentices will make up 10 percent of the labor force on all projects costing $500,000 or more. The money will come from the $45 billion in capital plan funding.

The program will be overseen by the Department of Commerce and Economic Opportunity. It is also authorized to award

“bid credits” — virtual dollars that can be used when bidding on future contracts — to encourage contractors to employ “historically underrepresented populations in the construction industry,” including minorities, women and veterans.

“Rebuild Illinois is the largest, most robust capital plan in state history,” Pritzker said at a bill signing ceremony in Chicago. “We’re working with our partners to make sure every community in the state benefits from these good jobs, especially those who’ve been

left out and left behind for far too long.”

Language of the program was inserted into a Senate-passed bill in the House during the fall veto session.

Rep. Will Davis, a Democrat from the south Chicago suburb of Homewood, was the leading sponsor of the amendment in the House.

The final version of the bill passed the House on Nov. 13 by a vote of 82-32. The Senate concurred with the changes the following day, 36-6. The law takes effect Jan. 1.

Impeachment is better than exile

When the framers of the Constitution created the process for Congress to impeach “all civil officers of the United States,” they rejected a much more severe punishment practiced in early America: exile.

That threat was real in the early colonial period. In 17th-century New England, Puritan authorities banished individuals who challenged their rule. Those who challenged orthodox religious teaching or the administration of the colonies found themselves sent to other colonies or, on occasion, to England.

Three cases – the lay minister Anne Hutchinson, Rhode Island founder Roger Williams and the thrice-exiled lawyer Thomas Morton – reveal that the founders understood the difference between actions that posed a threat to the state and those that required less severe punishment, even when the crimes had been committed by those holding high political office.

As the author of a new study of the formative years of New England and a historian with a longtime interest in the ideas that shaped the Revolution, I am keenly aware of the fact that the founders studied history, including their colonial predecessors. Their views of the past shaped the contents of the United States Constitution.

The founders had a particular interest in the history of systems of representative government. They paid careful attention to ancient

Rome, seeing it as the most famous example of the collapse of a republic. They knew that they needed protections from would-be tyrants, who would always be waiting for an opportunity to strike.

One way to reduce that possibility was to build in a way to remove a president who committed what they called “Treason, Bribery, or other high Crimes and Misdemeanors.”

But what should happen to someone who was impeached?

Dissent leads to exile The punishments any society creates for those it deems dangerous reflect its core values.

In times of war and revolution, governments might choose to kill domestic enemies, as happened when the English executed King Charles I for high treason in 1649 and during the Terror in France in the 1790s, when revolutionaries executed King Louis XVI and thousands of others in their efforts

to sustain their rebellion.

In colonial New England, where there was no separation of church and state, authorities saw threats from those who departed from acceptable Puritan values. They established rules for who could be a full member of a church and held to strict ideas about how individuals described experiences of saving grace. They knew that their communities, outnumbered by indigenous neighbors and persecuted for their religious beliefs in England, were precarious.

Soon after the founding of the colonies of Plymouth in 1620 and Massachusetts Bay a decade later, Puritan leaders confronted problems posed by Williams and Hutchinson.

Williams held dissenting ideas about how a church should be constituted and criticized the administration of the colony. Hutchinson spoke about her religious convictions in ways that convinced authorities she was an antinomian, someone who believed she received direct revelation from God. That was an idea authorities deemed theologically – and thus politically – dangerous.

The colony’s leaders decided that both posed an existential threat to the proper working of the community and banished them.

Williams went to Narragansett Bay in 1635, where he founded the colony of Rhode Island, which became famous for its tolerance of religious diversity. He became an advocate for the separation www.citizennewspapergroup.com

of church and state. Hutchinson followed Williams in 1637, but eventually left for New Netherland, where she died in a conflict known as Keift’s War in 1643.

Exile fails to deter Morton, a would-be fur trader, danced around a Maypole – an act the Pilgrim fathers deemed sinful.

He also sold guns to his indigenous trade partners.

Plymouth’s leaders arrested him and placed him on a ship bound for England, confident he would be jailed for his actions. But Morton never went to prison.

Instead, the next year, he returned to New England, but went to the just-founded colony of Massachusetts instead of returning to Plymouth. Soon he challenged the legitimacy of the new government’s policies, which he believed did not respect the authority of the English king.

In response, colonial leaders exiled him to England. A decade later he returned yet again, only to be banished a third time when local authorities learned he and others had tried to have the Massachusetts charter revoked.

During his exile, Morton also published a book that ridiculed the Puritans and accused them of violating acceptable Anglican religious practices. A copy of the book had crossed the Atlantic before Morton’s final return.

Infuriated by what they read, Massachusetts authorities imprisoned Morton. Morton by then was,

as Governor John Winthrop put it, “old and crazy.” They could not fine him because he had no money. They decided to exile him again, this time to modern Maine, territory which was part of Massachusetts where few colonists had gone.

Morton died there, likely in 1646, “poor and despised,” according to Winthrop.

Different crimes, different threats The actions of Williams, Hutchinson and Morton demanded banishment because each, in his or her own way, undermined the continuing existence of their communities.

Federal office holders who break the law, even in ways that undermine the United States Constitution, need a different kind of sentence: losing office and potentially being prevented from holding another. That was, and remains, a serious penalty.

But the founders believed that the country could withstand the continued presence of an impeached office holder.

We may debate the meaning of “high crimes and misdemeanors,” but the founders understood that those found guilty of such crimes did not need to be exiled.

Suburban Blues Group to Represent Chicago Youth at International Blues Challenge

Three south suburban youth, who call themselves MudCity Blue, will attend the 2020 International Blues Challenge in Memphis next month as the only Chicago-area youth blues group.

The trio, Kendall Carter, Stacy Norris and Peyton McDowell, met while students at Homewood-Flossmoor High School (HF) where their passion for blues music enriched.

Carter is the group’s guitarist and vocalist; McDowell is on bass and Norris is on drums.

The group was chosen by the Windy City Blues Society to attend the five-day event from Jan. 28 to Feb. 1 along with 230 other blues bands and solo artists. The purpose of the event, according to organizers, is to conduct an international search for blues bands and solo acts looking to perform internationally and to be discovered.

The Windy City Blues Society

(WCBS) sponsored the Chicago Blues Challenge this year and MudCity Blue won the youth competition, which led to them being chosen by WCBS as youth ambassadors for the international event.

“We all went to Homewood-Flossmoor High School, but we really didn’t bond as friends until after we attended a summer blues camp together,” recalled Carter, a 20-year-old sophomore at Illinois State University and Flossmoor resident. “That’s where we learned about blues and played at several venues. And since 2018, we have been together as a group.”

The group originally was called Chi-Town Blues, but the trio changed it “because we didn’t really like that name, so we came up with MudCity Blue and it just stuck with us,” said Norris, a 17-year-old junior at HF High School and a Glenwood resident.

Most listeners of blues are usually older (age 40 and up), contends McDowell, who added it’s rare to find

youth who not only listen to blues but perform blues music too.

But for McDowell, a 17-year-old senior at HF high school and a Homewood resident, he developed a love for blues music from his grandmother, who listens to blues all the time.

“My grandmother introduced me to blues music when I was seven years-old. She would always play blues music when we were in the car so I heard it a lot growing up,” said Peyton. “She also paid for my first bass lessons and told me she wanted me to learn blues music because she thought it would be good for me.

And she was right.”

Norris said she too grew up in a household where her dad listened to ‘ole school’ music and that led her to adopt blues as her choice of music.

However, Carter grew up listening to a lot of Christian music at church where his grandfather is a deacon and his father was once the church’s song leader.

“I was raised in the church, so all I ever heard growing up was church music, which I still love listening to. But once I started taking guitar lessons, I started listening to blues music more,” said Carter, who is studying computer science in college. “Blues is something that they teach you when you are learning the guitar. And once I looked into blues music, I fell in love with it and never stopped playing.”

He added that he felt pressured to sing Christian music since he grew up in the church.

“Ever since I was little, music has been in my face constantly and for that reason, I didn’t really sing as much in the church, at least not as much as my dad and grandfather would have wanted me to do,” explained Carter. “These guys were leaders in the church so expectations were high for me to sing.”

His father, Antony Carter, said while he would love for his son to sing more at church, he is proud of

him and will continue to support his dreams. In fact, he said he plans to travel to Memphis next month with the group to show his support.

“I was super busy pursuing my music career when younger and ever since he was a little guy, he has watched me perform. But I am far from disappointed in his choice of music,” said Antony Carter. “Unlike my girls, who were natural singers in the church, he (Kendall) didn’t really get that desire to sing until later on, and I couldn’t be more proud of him as I am with all my children.”

As far as blues singers, McDowell said he likes B.B. King (born Riley B. King) and Jimmy Reed (born Mathis James Reed); Norris likes Muddy Waters and Stevie Ray Vaughn and Carter likes B.B. King and Eric Gales. The group has performed at several Chicago venues including the Chicago Blues Fest, Jazzin’ and Jammin in Bronzeville, the House of Blues and the Hard Rock Café.

Local TV stations take stand against drunk driving during the holidays According to the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), 839 Americans lost their lives in car crashes involving a drunk driver in the December 2018 holiday season.

To help make our roads safer during this time of year, the Television Bureau of Advertising (TVB) recently announced the 16th annual “Project Roadblock” initiative, in which local broadcast TV stations donate advertising time/ space to support NHTSA and the Ad Council’s “Buzzed Driving is Drunk Driving” PSA campaign.

While the end of the year brings about the merriment of the holiday season, Americans must be sure to stay safe on the roads, whether traveling to and from parties or vacation destinations since drinking and driving remains a serious public safety issue: according to statistics from NHTSA, in 2018 drunk driving claimed 10,511 lives.

To help the campaign’s message reach those who could benefit most, Project Roadblock is conducting a special push to TV stations in the states that accounted for over two-thirds of all alcohol-impaired driving fatalities in the 2018 holiday season: California, Florida, Georgia, Illinois, Michigan, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina, Texas, and

Virginia.

“Public service educational campaigns backed by tough laws and effective enforcement can save lives,” said U.S. Secretary of Transportation Elaine L. Chao.

For over a decade and a half, local broadcast TV stations have participated in Project Roadblock by airing Buzzed Driving Prevention PSAs during the six-day period between December 26 and 31, with a special push at 10 p.m. local time on New Year’s Eve. At Project Roadblock’s inception in 2004, December was one of the deadliest drunk driving months of the year. As of 2017, it is the fourth least deadly.

“The holidays are an especially important time to get out this message of road safety,” said NHTSA Acting Administrator James Owens.

“We appreciate the broadcast television stations for their generous support in helping NHTSA prevent drunk driving tragedies during the holiday season.”

2018 was another successful year for Project Roadblock with over 68,000 placements of donated on-air, digital sub-channel, online and mobile

time and space by over 1,000 TV stations reaching all 50 states, resulting in nearly $8 million in donated media over the six-day period.

Since Project Roadblock’s inaugural year in 2004, broadcast TV stations across the nation have donated nearly $70 million in media to support this effort.

To date, 780 stations in 206 markets have already pledged their support for Project Roadblock 2019. Broadcast groups Fox Television Stations; Graham Media; Hearst Television; Hubbard Broadcasting; Meredith Broadcasting; Morgan Murphy Media; Quincy Media; Sagamore Hill Broadcasting; Tegna, Inc. and Telemundo Group are just some of the groups who have pledged support from their stations.

The local TV stations also have access to brand-new English and Spanish-language PSAs, which can be sponsored by local businesses, such as car dealerships and auto repair shops, that wish to show their support for this important issue. Created by NBCUniversal, the sponsorable PSAs “Legend,” and “Over the Top” reiterate the “warning signs” message.

For Project Roadblock 2019, local television stations will feature PSAs designed to help individuals recognize the “warning signs” that they may have had too much to drink before driving, such as taking too many selfies, or oversharing at a holiday party. The PSAs end with the tagline “Buzzed Driving is Drunk Driving,” reminding drivers to find safe ways to get home instead of getting behind the wheel.

“Despite the extraordinary success of our campaign, drunk driving prevention is still a critical national issue,” said Lisa Sherman, president and CEO of the Ad Council. “We’re so grateful to local broadcast TV stations across the country that share this lifesaving message and help keep their communities safe every year.”

Is Virtual Reality the Next Big Thing in Art Therapy?

The ever-expanding field of virtual reality (VR) has been used in health care settings like physical rehabilitation. It’s also made its way into therapy settings to reduce phobias and delusions.

Could creative arts therapies be the next frontier for VR? Researchers from Drexel University’s College of Nursing and Health Professions in the Creative Arts Therapies Department conducted a study to see if VR can be used as an expressive tool in art therapy.

“Art therapy is founded on the idea that creative expression with an art therapist facilitates communication and problem solving, reduces inhibition, alleviates depressive symptoms and promotes personal development,” said lead author of the study Girija Kaimal, EdD, an associate professor in the College of Nursing and Health Professions.

VR can facilitate the exploration of imaginal worlds, which is a central tenet of the creative processes of both art and play. Tools like VR also have the potential to help patients with sensory, cognitive and motor-related disabilities who are unable to use traditional art media in therapeutic ways or who need

alternative options for creative self-expression.

“With the availability of cost-effective VR solutions, we are seeing an increased adoption of these technologies in hospitals, clinics and healthcare facilities,” said Arun Ramakrishnan, PhD, director of Research Labs in the College of Nursing and Health Professions and co-investigator on this project.

In the study, five men and 12 women engaged in free-from, immersive VR art making for about 20 to 25 minutes. The art therapy sessions were conducted with the HTC VIVE VR headset, remote control devices and Leap Motion controller running on a personal computer that could support a session in a virtual space. The software used was Tilt Brush by Google, to create 3D images in VR; Kodon, for virtual sculpting; and Nature Treks, for an immersive three-dimensional environment for relaxation.

After the session, participants were invited to save their artwork and talk about their experience with the art therapist.

“Most participants reported feeling energized and elated by the experience of being in an imaginal space that was unlike any-

thing that existed in the material world,” said Kaimal. “Some were, however, disappointed by the lack of tangible, physical engagement with the medium and for a few, the experience was disorienting.”

Creative expression in VR reduced inhibitions, activated full-body movements and enhanced mood and creative play exploration among participants. They enjoyed the 3D virtual environment and being able to see the art from different angles and perspectives. It also challenged the participants’ perceptions of physical reality, traditional art making and art media.

The study did find some downsides to VR in art therapy. VR can be disorienting for those with cognitive, perception and/or inner ear issues. Researchers suggest further exploration of how these experiences might differ for individuals with clinical conditions, differences in physical and/or mental functioning and comfort with digital media.

The digital form meant it was easy to store and save the finished — or, in some cases, unfinished — art, but some participants mentioned it was dissatisfying to not have a

tangible product.

“This study provides the groundwork for VR as an art therapy tool, especially as the technology becomes more sophisticated,” said Kaimal.

Researchers from the College of Nursing and Health Professions are continuing this work through several ongoing immersive reality projects in the College’s VR labs.

“These applications are not only improving health and wellness but also enhancing learning,” said Deborah Clegg, PhD, associate dean of research in the College of Nursing and Health Professions. “Drexel is on the cutting edge of incorporating this technology into the classroom to enhance education and ultimately health care.”

The study, “Virtual Reality in Art Therapy: A Pilot Qualitative Study of the Novel Medium and Implications for Practice” was published in the Journal of Art Therapy Association in September 2019. Co-authors include Katrina Carroll-Haskins and Marygrace Berberian, doctoral students; Abby Dougherty, PhD; and Natalie Carlton, PhD, of Drexel University.

Vacation rental bookings: Many travelers are opting for vacation rentals over traditional hotels, in part because of the convenience and personal experience you can create. For example, the Vrbo app provides everything you need to book a vacation rental. As an added bonus, Trip Boards allow you to save, organize and compare your favorite properties. You can invite friends and family who will be traveling with you to discuss the trip using the new group chat feature and add and vote on their favorite properties to help narrow down the choices.

Six community-based teams advance in $10 million Chicago Prize grant competition Six South and West Side teams have been selected as finalists for the Chicago Prize, a $10 million grant of the Pritzker Traubert Foundation that will invest in a collaborative initiative that uses physical development to spur economic activity, strengthen civic infrastructure, and improve the safety, well-being, and economic mobility of residents in their neighborhoods. The announcement of Finalists was made during a celebratory event at The Hatchery, 135 N. Kedzie Ave., on December 11, 2019.

Selected from a pool of over 80 applicants, the Finalists are comprised of community-based and citywide organizations working together on projects that involve building new or redeveloping existing community assets to address the needs of residents and advance a shared vision for their neighborhood. Each Finalist team will receive a $100,000 grant to support its ongoing project planning. One of these Finalists will be chosen as the single $10 million Chicago Prize recipient next spring.

“The finalists for the Chicago Prize represent the shared leadership, creativity, and commitment needed to revitalize our South and West Side neighborhoods and transform the economic life of our city,” said Mayor Lori E.
