Black News Channel In ‘The Red Zone’ Ready for Launch Continued from page 1

As the historic launch on January 6, 2020, of the Black News Channel (BNC) approaches, officials can count members of Congress among those eagerly anticipating the new platform.

Congresswoman Karen Bass (D-Calif.), the chair of the Congressional Black Caucus and Congresswoman Yvette Clarke, the chair of the House Committee on Energy and Commerce, joined a gathering of BNC officials, anchors, and other guests at a reception on December 3 in Washington, D.C., to toast the launch of the network.

“This has been long in the making,” said BNC’s Vice President of Community Affairs and former Tallahassee, Florida Mayor John Marks.

“When you see what we’ve done and what we’re going to do, it will knock your socks off,” Marks stated.

Bass called the fledgling channel a necessity for African Americans and others who seek a different perspective than what’s available through other news outlets.

“Right now, we have a lot of opinion in the news,” Bass stated.

“There are 54 members of the Congressional Black Caucus who want to be a part of this

because you don’t see us, and you don’t hear about us [through mainstream news],” she said.

With a partnership with the National Newspaper Publishers Association’s Blackowned newspapers and media companies, the BNC expects to fast become the top destination for all who want to consume African American news in print, on television and mobile devices.

An independent network that’s minority-owned and operated, BNC will be the nation’s only provider of 24/7 cable news programming dedicated to covering the unique perspective of African American communities. The channel is the endeavor of the network’s visionaries and co-founders, Chairman J.C. Watts, Jr. and CEO Bob Brillante.

“I remember going to West Africa with a bipartisan delegation that included Democrat William Jefferson,” said Watts, the former Republican congressman out of Oklahoma.

“We saw the little huts and where they kept African people at the door of no return to never see Africa again. But we also saw clinics, doctors, the building of hospitals, lawyers, and others.

“And [Jefferson] went home and told his 90-year-old granddad that we saw doctors and lawyers and the building of hospitals. And, his 90-year-old granddad said, ‘I knew there was more.’

“That is the mission of the Black News Channel. There’s more to the African Amer-

ican community than what we see,” Watts stated.

During the December 3 reception, Watts participated in a fireside chat with Clarke and Waldo McMillan, the vice president of Legislative Affairs at Charter Communications.

“We don’t have as many opportunities to view ourselves and to have our narratives authentically portrayed through those who have similar experiences,” Clarke stated during the engaging chat before nearly 200 guests.

“What’s significant about the BNC is that it will be a reflection of people of African descent. In my district, I have people from around the world, the [African] continent, the Caribbean, South and Central America.

“They’re all seeking knowledge and a viewpoint and lens that speak from their experience. So, I’m excited about this,” Clarke stated.

Watts noted that the BNC would be culturally specific.

“Rarely do you hear anyone on any network today talking about Sickle Cell Disease, which is a disease that primarily impacts African Americans,” Watts stated.

“And, when we talk about being culturally specific, we just had Thanksgiving. By and large, when we’re talking about Thanksgiving dinner, African Americans are talking about cornbread dressing and sweet potato pie.

“By and large, white people talk about stuffing and pumpkin pie. That doesn’t mean

we can’t interchange those dishes, but culturally specific to us would be sweet potato pie and cornbread dressing. We have different cultures, different meals.

“But, it’s a lot of things like that we never hear or see in mainstream media when it comes to African American culture.”

Watts also said it was important to acknowledge Charter Communications’ role in the launch of the BNC. “If someone thinks you can do this without distribution, it’s a pipedream. Charter came along and bought into our vision and understood where we were going,” Watts stated.

“They could have seen it as risky, and I suspect that someone sitting at the table said, ‘I’m not so sure,’ but they did it, and it made us real. Things have fallen into place. We have over 60 people employed in Tallahassee, and we have bureaus in New York, Atlanta, Washington, and other areas.”

Watts, who was a star quarterback in college and the Canadian Football League, then used a football analogy to describe where things currently stand with the BNC. “We’re in the Red Zone,” he stated.

“We’re about to raise our hands [signaling a touchdown] on January 6, and I would not be sitting here with Congresswoman Clarke, had it not been for Charter Communications saying, ‘We believe in the Black News Channel vision.’”

Many U.S. military members publicly disavowed President Trump’s decision to pardon Edward Gallagher, the former SEAL commando convicted of killing a teenage detainee in Iraq in 2017.

Gallagher’s alleged war crimes were nearly universally condemned up the chain of command, from enlisted men to Navy Secretary Richard Spencer. Indeed, it was Gallagher’s SEAL colleagues who reported the former commando’s actions.

This insistence on holding fellow service members accountable for bad behavior sharply differentiates the military from the police.

When police are revealed to have killed an unarmed suspect or used excessive force during arrest, police generally defend those actions.

Cops who report wrongdoing are routinely ostracized as “rats” and denied promotions, according to a

Researchers identify this so-called “blue wall of silence” – the refusal to “snitch” on other officers – as a defining feature of U.S. cop culture today.

Yet both soldiers and police officers put their lives on the line for their team every day. So what explains these two armed forces’ divergent attitudes toward bad behavior?

Military ethics As a military lawyer and scholar, I’ve studied this unique aspect of American military ethics.

U.S. military culture stresses organizational, rather than personal, loyalty. When Gallagher’s SEAL colleagues reported him, they were doing what Navy SEALs are taught to do: They put the good of the institution before the individual.

And the pride Marines famously feel, for instance, comes from being part of this well-respected corps.

Personal relationships with other Marines are of secondary importance.

Accountability for individual misdeeds is written into U.S. military law. Under the Uniform Code of Military Justice, culpability for criminal conduct is not avoided simply because a superior ordered a criminal act to be committed. Only lawful orders are to be followed.

a military court explained in the 1991 case U.S. v. Kinder, in which a soldier who killed a civilian was convicted of murder on the grounds that his superior’s order to do so was obviously illegal and should have been reported.

“It is a fallacy of widespread consumption that a soldier is required to do everything a superior officers tells him to do,” the ruling concluded, referencing the Nuremberg trials of Nazi war criminals after World War II. Playing politics Not every soldier follows the rules, of course. The U.S. military has covered up atrocities.

The most notorious of these cases include the 1968 My Lai massacre in Vietnam, in which women and children were killed. In 2003, U.S. soldiers badly mistreated detainees at Iraq’s Abu Ghraib prison.

But deeply ingrained military ethics generally make military

members wary of the kind of group think that holds up the “blue wall of silence” in police departments.

The police detective Frank Serpico made the power of the blue wall infamous. While working for the NYPD in the 1960s, Serpico observed his colleagues running racketeering operations and punching suspects for fun. When he brought the corruption to light, he was shot in the face in a setup orchestrated by fellow officers.

This ethic is alive and well today, as former Baltimore detective Joe Crystal learned in 2011. Crystal was a rising star in the Baltimore police department. But after telling his superiors that a fellow officer brutally beat a handcuffed suspect, he was demoted, threatened and harassed until he quit.

Sonia Manzano Best Known as “Maria” on “Sesame Street Gives MLK Commemorative Address Tickets are now available to hear Sonia Manzano deliver the Martin Luther King Jr. Commemorative Address on Tuesday, Jan. 14, at 6 p.m. at Elon University in North Carolina. The event will take place at McCrary Theatre and Manzano’s talk is titled, “Multi-Racial Latinos & the Civil Rights Movement.”

Manzano is best known for inspiring, educating and delighting children as “Maria” on “Sesame Street.” She was a fixture on the iconic program for more than 30 years, having broken ground as one of the first Hispanic characters on national television.

Raised in the South Bronx, her

involvement in the arts was inspired by teachers who encouraged her to audition for the High School of Performing Arts.

Following study at Carnegie Mellon University, Manzano landed a role in the original production of the off-Broadway show “Godspell”. Within a year she had joined “Sesame Street,” eventually writing scripts for the series. She played Maria for more than four decades until her retirement from the show in 2015.

Twice nominated for an Emmy for her performances on “Sesame Street,” she won 15 Emmys as part of the writing team for the series. Her latest books are, “Becoming Maria: Love and Chaos

in the South Bronx” and a Christmas picture book, “Miracle on 133rd Street.”

She authored the children’s book, “No Dogs Allowed” in 2007 and the young adult novel, “The Revolution of Evelyn Serrano” in 2012.

She received the Lifetime Achievement Award at the 43rd Daytime Emmy Awards and in 2016 was presented with honorary doctorates from Carnegie Mellon, Tufts University and Lehman College.

Howard University Awards Six Students with the 2019-20 Patricia Roberts Harris Public Affairs Fellowship Howard University recently announced the selection of six students who will receive the Patricia Roberts Harris Public Affairs Fellowship (PRH). Administered by the Ralph J. Bunche International Affairs Center at Howard University, the fellowship seeks to prepare Howard University students for careers in public affairs in an increasingly global world. To date, more than 200 Howard University alumni have been Patricia Roberts Harris fellows.

“We are excited to relaunch the Patricia Roberts Harris Public Affairs fellowship program after a 12-year hiatus, because it is a fitting tribute to one of our most-distinguished alumni,” says Tonija Hope Navas, director of Ralph J. Bunche International Affairs Center. “This opportunity is important because it provides mentorship from prominent public affairs professionals, and financial support to allow them to participate in internship opportunities that are typically not accessible.”

The cohort includes a mix of students, matriculating through Howard at the undergraduate and graduate levels, from various backgrounds with diverse majors of study. The six fellows are: l Hadiyah Cummings, a junior political science and criminology double major

The PRH Fellowship was established in 1987 to uphold the legacy of one of Howard’s most distinguished alumni, Ambassador Patricia Roberts Harris (1924–1985). A summa cum laude graduate of Howard’s College of Liberal Arts in 1945, Ambassador Harris was praised for her contributions to the public affairs profession, both domestically and internationally.

Ambassador Harris is legendary for achieving a series of industry firsts, including first female dean of Howard University’s School of Law (1969); first African American woman to hold a U.S. Ambassadorship with her appointment as U.S. Ambassador to Luxembourg (1965-1967); and first African American woman to hold a cabinet position with her appointment as Secretary of the U.S. Department of Housing and Urban Development (1977-1979), and the first African American to hold the position of Secretary of the U.S. Department of Health, Education, and Welfare, later renamed the U.S. Department of Health and Human Services (19791981). Upon her passing, Ambassador Harris left a bequest to Howard University to aid Howard students in

funding public affairs internship opportunities domestically and abroad.

As a first-generation college student, Grider says she admires how Ambassador Harris always made it a priority to give back to her community while working on her own career aspirations.

“Ambassador Harris’ work for the Human Rights Council and as a foreign officer is my dream. Like her, I am committed to act in great service for all people,” says Grider. “My goal is to work for a multi-lateral organization or NGO abroad. To have an opportunity where I can be able to be in an environment where I can learn and improve my skills, will allow me to enter even more spaces beneficial to my career.”

During their one-year fellowship, the cohort will be encouraged to become dynamic professionals in public affairs and engage in the three major programmatic components: mentorship, internship, and the Patricia Roberts Harris Annual Lecture in Public Affairs to be held in spring 2020. They will be aided with a minimum $2,500 stipend that’s applicable to their summer internship. The stipend amount is determined upon the fellow’s need during the summer internship, their class status (undergraduate or graduate), and internship location (domestic or international).

Police reluctance to report a fellow officer stems from the politicization of police brutality incidents and the widespread perception among police that nobody outside law enforcement understands their dangerous jobs, research shows.

Frustrated at being judged by civilians and public officials who don’t face the life-and-death decisions they do, cops tend to close ranks when things go wrong, police monitors find.

No political interference The military is also wary of political interference in military matters. That’s why it takes internal justice seriously. The Department of Defense is the only governmental or-

ganization allowed to operate its own internal criminal justice system – a privilege as remarkable as it is fragile.

The civilian judiciary has long been skeptical of the military’s judicial system. The courts used to worry about due process, particularly the ability of military commanders to improperly influence the outcome of trials. In 1969, the Supreme Court severely restricted the jurisdiction of military courts.

“Courts-martial as an institution are singularly inept in dealing with the subtleties of constitutional law,” the court wrote in O’Callahan v.

Parker.

That ruling limited the military justice system to handling purely military offenses, such as abandoning their post or behaving insubordinately. Serious allegations like murder and rape had to be tried in

civilian courts.

After Congress and the American Bar Association made significant structural changes to strengthen due process in the military, the Supreme Court in 1987 restored the jurisdiction of the courts-martial.

Today, military judicial proceedings are supposed to be free from political interference, even by the commander-in-chief.

Undue influence When Trump turned Gallagher’s court-martial earlier this year into a media spectacle by tweeting his support for the former commando, he almost certainly influenced the outcome of the trial. Gallagher was acquitted of all but one charge and sentenced to time served.

The president also punished the prosecutors who handled Gallagher’s court-martial, revoking their service medals.

When I was the chief of military justice for the California National Guard, I tried dozens of courts-martials, convicting soldiers for larceny, battery and rape. I could usually get soldiers to level with me, even when telling the truth meant revealing the malfeasance of friends or superiors.

They had confidence in the integrity of the military’s legal system, I felt – an understanding that they would be safe if they did the right thing.

In the post-Gallagher era, is that still true? Or will a “camouflage wall of silence” rise?
