ART SCENE Winners Selected for 'DROP: A Story of Triumph' National Creative Expressions Contest The Positive Change Foundation, in affiliation with Black Women for Positive Change (BW4PC) has selected winners for the National Creative Expressions Contest, based on the film, "DROP: A Story of Triumph."

Nine winners from Middle and High Schools and a Homeschool have been selected from schools including Darnell Cookman Middle/High School of the Medical Arts, Jacksonville, Florida; Pittsburgh School for Creative and Performing Arts, Pittsburgh, Pennsylvania; South Carolina Virtual Charter School, in Columbia, and Dr. Phinnize J. Fisher Middle School, in Greenville, South Carolina; Luke C. Moore Senior High School, Muhammad's Homeschool Coop; and H. D Woodson High School in Washington, D.C. The purpose of the Creative Expressions Contest was to provide youth an opportunity to express their reactions to messages about dropping out of school, portrayed in the film "DROP: A Story of Triumph," produced by Black Women for Positive Change.

The National Creative Expressions Contest attracted 109 applications from 18 states and the District of Columbia. Seventy-six (76) youth completed contest submissions and

entered essays, poems, videos and drawings.

Contestants were from 52 high schools, middle schools and a homeschool. Winners won prizes for 1st, 2nd and 3rd place. In a joint statement National Co-Chairs Dr. Stephanie Myers and Honorable Daun S. Hester stated, "We sponsored the Creative Expression Contest as part of the 6th Annual Week of Positive Change, Non-Violence and Opportunities. We appreciate the support of our major sponsors

Their donations enabled us to provide youth rewards for winning essays, poems, drawings and videos. The views of the youth are powerful and describe the challenges they face regarding staying in school, the dire results of dropping out, and the importance of family support when pursuing education, during and after high school.

The National Creative Expressions Contest was managed by Dr. Stephanie Myers, President of the Positive Change Foundation and BW4PC National Co-Chair, Karen Carrington, Creative Expressions Contest Committee Chair; and Nadira Akina, Creative Expressions Contest Administrator. A team of 12 Volunteer Judges evaluated the submissions and selected the winners.

TRAVEL New Rule Requires Airlines to Report Number of Lost Bags and Broken Wheelchairs As a result of legislation that was passed by U.S. Senator Tammy Duckworth (D-IL), a combat Veteran and double amputee, the U.S. Department of Transportation (DOT) has implemented a new rule that will require air carriers to disclose for the first time how many checked bags, wheelchairs and motorized scooters they damage or mishandle each month. The rule is expected to lower the large number of wheelchairs that airlines damage each year and bring a new level of transparency for passengers with disabilities that will help inform their travel decisions.

“Every airline passenger deserves to be treated with dignity and respect, but too often that is not the case. Travelers should be able to find out if certain airlines have high rates of breaking wheelchairs and other equipment that people depend on, just like we can find out if certain airlines have high rates of flight delays or cancellations,” said Senator Duckworth. “I know from personal experience that when an airline damages a wheelchair, it is more than a simple inconvenience—it's a complete loss of mobility and independence. It was the equivalent of taking my legs away from me again. No air traveler should be left in the lurch, immobile on a plane.”

Airlines losing or damaging mobility devices has been a major problem for travelers with disabilities. Airlines have now begun tracking and reporting how often they lose or mishandle scooters and wheelchairs, a rule 5 years in the making, according to a press release.

The DOT rule is being implemented after an amendment Duckworth passed became law in October, which required DOT to implement the rule within 60 days. Air carriers will now have to begin providing DOT with monthly reports detailing the total number of checked bags, wheelchairs, and motorized scooters they lose, break or mishandle. Airlines have broken 2 of Duckworth’s wheelchairs and lost numerous

parts of other wheelchairs since she started using a wheelchair 10 years ago on a daily basis.

In late 2016, former-President Barack Obama announced that by 2018 all U.S. airline services would be required to “report on how often they mishandled wheelchairs so travelers with disabilities can easily compare carriers and make informed travel decisions.” However, the rule was delayed by the Trump Administration in March 2017, hours after airline lobbyists wrote to DOT requesting the rule to be stalled.

In response, Duckworth wrote to U.S. Secretary of Transportation Elaine Chao in April 2017, calling on her to explain the delay of a rule that will protect the rights of disabled commercial air travelers and sharing her experiences, including the time her wheelchair feel apart while she was sitting in it after a titanium rod was damaged by an airline. In May 2017, Duckworth grilled an airlines lobbyist during a Senate hearing on how the delay caused more stress for disabled travelers, calling on the industry to put customers first and expand consumer www.thechicagocitizen.com

protections. Duckworth’s experiences were also cited in a lawsuit from the Paralyzed Veterans of America (PVA) demanding the rule be implemented as originally planned.

Since she was first elected to Congress, Duckworth has been a fierce advocate for disability rights and consumer safety. She has led efforts to protect the Americans with Disabilities Act (ADA) and, earlier this year, gathered enough support from her colleagues to block a bill that passed the House of Representatives this year and would have gutted enforcement of the ADA, rewarding businesses that have failed to make their facilities accessible to people with disabilities. She has also introduced the Air Carrier Access Amendments Act (ACAA) with Senator Tammy Baldwin (D-WI) to protect air travelers from discrimination and Duckworth is a co-sponsor of U.S. Senator Chuck Schumer’s (D-NY) Disability Integration Act, which would help ensure Americans with disabilities are given the option to live independent lives and access care in their communities rather than being forced into institutional care.

White nationalist groups are really street gangs, and law enforcement needs to treat them that way

Law enforcement has a classification problem, and it’s making America more dangerous.

For the last two decades, local police and the FBI have categorized the criminal activities of white power groups as isolated incidents or hate-related.

We believe that’s wrong and leads to a lack of understanding of the power of these groups and the direction they are taking. It also leads to the under-policing of these groups.

As criminologists, our research is based on the rationale that “altright” groups are no different from conventional street gangs.

A uniform definition for a “gang” does not exist among scholars or law enforcement. However, criminal codes usually define a street gang as an ongoing group, club or association composed of five or more individuals that participate in either a felony, simple assault or destruction of property.

Categorizing alt-right groups as gangs would increase the attention they get from law enforcement and likely stem their violence. When police use traditional crowd control techniques to corral alt-right gangs at public demonstrations, it only reduces the chances of violence and does not address the root cause of white supremacy.

Unless law enforcement changes their approach accordingly, these groups will likely continue to grow and contribute to increases in extremist violence, particularly anti-Semitic attacks.

scholars point out that the alt-right is not composed of “lone wolves” or a bunch of “Internet trolls.”

Nor is it a monolith with a unified ideology.

Instead, the alt-right is composed of a variety of factions that oppose multiculturalism, feminism, political correctness, globalism, establishment politics and immigration, and support President Donald Trump.

The group’s core, however, is a racist movement revolving around beliefs of white nationalism including anti-Semitism and fear of “white racial genocide.”

Over the last two decades, the white power movement has adapted to thrive with the growth of the internet and social media. Digital communication platforms such as message boards, blogs and social media have provided an cheap way to promote white supremacy ideology, recruit members and maintain social ties between members.

Even though the alt-right evolved in the digital world, it has manifested in the real world. Alt-right gangs are regularly seen demonstrating

and rallying in public, as in Charlottesville, Berkeley and Portland, Oregon. All of those events ended in violence. Recently, in New York alt-right gangs have abandoned the pretense of peaceful gatherings and are now openly participating in street brawls.

Since 2017, the nonprofit Jewish organization, the Anti-Defamation League, has documented 54 farright extremist protests and demonstrations, particularly in more progressive urban centers across the United States.

In the past year, the ADL has also documented more than 900 incidents of white power propaganda on or near college campuses.

Over the last two years, alt-right groups have also engaged in murder, stockpiled firearms and explosives, and plotted terrorist attacks.

The alt-right’s other activities include assault and harassment and hate-related crimes.

PROUD BOYS: AN ALTRIGHT GANG Proud Boys is a self-described

“Western chauvinist” men’s club that was founded in 2016 by Gavin McInnes. Like conventional street gangs, many of the characteristics used by scholars and law enforcement to identify a member of Proud Boys are used to identify members of a street gang.

Members are initiated with violent rituals. They routinely gather to socialize in spaces guarded from outsiders. Members are encouraged to engage in criminal acts of violence. Finally, McInnes has publicly called the group a gang – a documented predictor of gang membership.

McInnes claims that Proud Boys have chapters sprouting up all over the globe. There are, however, only about 30 chapters documented in the United States. A half dozen exist in Canada. Even fewer exist across Europe, and McInnes has promised that chapters are “coming soon” to the rest of the globe.

Proud Boys are just one example of three known right-wing groups that are emerging as alt-right gangs.

Rise Above Movement and Atomwaffen Division are two other groups whose members, like Proud Boys, celebrates anti-Semitic violence, stockpiles weapons and regularly participates in violence against counterprotesters.

RESPONDING Policymakers, law enforcement and analysts have the opportunity to change course and start addressing the lapse in policing of these domestic far-right extremists.

Education and exposure are effective remedies at limiting the racist message of the alt-right. But law enforcement could be more

proactive.

A good starting point would be to begin systematically monitoring members of alt-right gangs, particularly individuals that are regularly engaging in street violence. The consistent and responsible collection of information for a gang database can be a tool to effectively target violent crime while also protecting individual civil liberties.

It is equally important for police agencies to be able to easily share such intelligence amongst themselves. This would greatly help police agencies identify those alt-right gang members that are participating in street violence across various jurisdictions.

Next, police agencies could utilize a “focused deterrence” approach that targets problematic groups engaging in violence. Such a strategy concentrates on chronic offenders and sends the message that violence will be met swiftly with enhanced sanctions. It also involves offering opportunities and resources to these individuals, such as vocational training, housing and substance abuse treatment to help end their criminal behavior.

Such approaches have consistently produced significant reductions in gang violence and can be part of the process to limit street violence of alt-right gangs.

NEWS IBHE approves a fiscal year 2020 budget, includes 16.6 percent increase in funding for higher education The Illinois Board of Higher Education has approved a fiscal year 2020 budget that would include $314 million new dollars, or a 16.6 percent increase in funding, for higher education operations in Illinois. “This next fiscal year is beyond critical for the future of higher education in our state,” said Tom Cross, chairman, IBHE. “The board believes that a $2.208 billion budget request will mean reinvestment in higher education, and a commitment to ending the pattern of outmigration of Illinois students.”

The board action was taken Tues, Dec. 4.

“For the public universities, we feel that a ten percent increase, or $110 million in

additional revenue, is reasonable and will allow those institutions to start to heal after 16 years of budgets below the benchmark of fiscal year 2002,” explained Cross. “Universities still haven’t come close to recovering from the worst blow, which was the stopgap budget of fiscal 2016.”

In the budget request, IBHE is asking for additional money for grant programs. IBHE Executive Director Dr. Al Bowman said, “If Illinois wants more of its high school graduates to attend Illinois colleges and universities, an important incentive is the availability of grants. This budget request will go a long way

toward keeping more students here.”

The new or increased grant lines include: • Monetary Award Program (MAP) $100 million • AIM HIGH $20 million • Veterans and National Guard $26 million • Assistance for Nonpublic Institutions $25 million “It’s important to note that even with a 16.6 percent increase, next year’s budget would still be lower than the $2.417 billion amount approved by lawmakers for fiscal year 2002,” said Cross.

connection between tuition increases and the woefully inadequate budgets for higher education. “Revenues for public universities used to come primarily from the state budget, at 72 percent of the total in fiscal 2002. That meant that only 28 percent came from tuition and fees. That ratio has flipped, so that students are largely responsible for almost 65 percent of university revenue.”

The board is also requesting $664 million in Capital Renewal funding to pay for imperative deferred maintenance. That is in addition to $1.5 billion that is necessary for regular capital projects.

Chicago Child Care Society Looks At Two-Generation Approach To Community Service Continued from page 1

As the Chicago Child Care Society (CCCS) prepares to celebrate their 170th year of operation, the organization has been focusing on a new approach to providing services to the people of Chicago. The organization will soon adopt a two-generation approach that will look at the needs of children in the city, their families, and work to create economic security that can be passed from one generation to the next.

“As we embark upon our 170th anniversary next year, we went into strategic planning and really thought about what it would take for us as an organization to further demonstrate our commitment to the human potential that exists within the family and the children of the families that we serve. We decided to take a two-generation approach, which we are piloting in Englewood, to put the entire family on a path to economic security,” said Dara Munson,

CEO of the Chicago Child Care Society.

The Chicago Child Care Society is a nonprofit organization that provides children, youth, and families the tools to reach their full potential. The organization is based in Hyde Park and provides community-based education and human services in Chicago’s south, southwest and south suburban areas, according to the Chicago Child Care Society website.

“Right now, the majority of the families that we serve are from low-income communities so that creates a plethora of challenges and barriers in their day to day lives and while we knew that we are doing a great job of providing early education there is more to be done,” said Munson. “This idea is really about providing services to parents and children together and holding ourselves accountable for outcomes achieved on the part of the parent or caregiver in the same way that we currently do for the children that we serve.”

Chicago Child Care Society has chosen to explore the two-generation approach because

they have found that by providing support for the whole family and helping them to create a more stable pathway it increases the child's chances of graduating high school and going on to college, according to Munson.

“Increasing a family’s income during early childhood can have a lasting effect on their life,” said Munson. “When you think about providing not just financial security but also a reduction of stress for our families, it is easy to see not only the moral reason to do this but also the economic reason to do it knowing that this work can have a long-term effect on the children that we serve and their ability to become active and contributing members of society.”

Although there is not a finalized timeline for when this programming will launch across each CCCS Center, Munson said that she anticipates being able to set a launch schedule in less than a year.

GINGERBREAD MEN COOKIES Prep time: 20 minutes Cook time: 8 minutes Servings: 24 3 cups flour 2 teaspoons McCormick Ground Ginger 1 teaspoon McCormick Ground Cinnamon 1 teaspoon baking soda 1/4 teaspoon McCormick Ground Nutmeg 1/4 teaspoon salt 3/4 cup (1 1/2 sticks) butter, softened 3/4 cup firmly packed brown sugar 1/2 cup molasses 1 egg 1 teaspoon McCormick Pure Vanilla Extract In large bowl, mix flour, ginger, cinnamon, baking soda, nutmeg

and salt. Set aside.

In separate large bowl, using electric mixer on medium speed, beat butter and brown sugar until light and fluffy. Add molasses, egg and vanilla; mix well.

Gradually beat in flour mixture on low speed until well mixed.

Press dough into thick, flat disk.

Wrap in plastic wrap. Refrigerate 4 hours or overnight.

Heat oven to 350 F. Roll out dough to 1/4-inch thickness on lightly floured work surface. Cut into gingerbread men shapes with 5-inch cookie cutter. Place 1 inch apart on ungreased baking sheets.

Bake 8-10 minutes, or until edges of cookies are set and just begin to brown. Cool on baking sheets 1-2 minutes. Remove to wire racks; cool completely. Decorate as desired.

TRIPLE CHOCOLATE GINGERBREAD Prep time: 10 minutes Cook time: 50 minutes Servings: 16 1 package (2-layer size) chocolate cake mix 1 package (4-serving size) chocolate instant pudding mix 4 eggs 1 tablespoon McCormick Ground Ginger 1 teaspoon McCormick Ground Cinnamon 1/2 teaspoon McCormick Ground Allspice 1/2 cup sour cream 1/2 cup vegetable oil 1/2 cup molasses 1/2 cup water www.thechicagocitizen.com

1 cup miniature chocolate chips nonstick baking spray with flour Heat oven to 350 F. In large bowl, using electric mixer on low speed, beat cake mix, pudding mix, eggs, ginger, cinnamon, allspice, sour cream, vegetable oil, molasses and water until moistened, scraping sides of bowl frequently. Beat on medium speed 2 minutes until well blended. Stir in chocolate chips.

Bake 50 minutes, or until cake pulls away from sides of pan and springs back when touched lightly. Cool in pan 15 minutes. Invert cake onto wire rack. Cool completely.

South Suburban College Cuts Ribbon on SSC Circle South Suburban College hosted a ribbon-cutting and dedication ceremony for a new state-of the-art facility called SSC Circle recently.

SSC Circle is a student assistance center that will serve as a “one-stopshop” for students with questions about the registration, financial aid and payment processes, and will be a new “front door” for firsttime students, said Robin Rihacek, executive director of enrollment & retention services.

“This facility has been a goal of ours for almost eight years,” said Rihacek. “It is so rewarding to see it come together because of donations as a part of our 90th Anniversary.

SSC Circle is going to a great benefit to our students.”

The SSC Foundation launched the 90 for 90 Capital Campaign in 2017 in hopes of finally making SSC Circle a reality on campus.

The campaign sought donations from college employees, alumni, board members and community partners throughout the college’s 90th Anniversary year with a goal to raise $90,000, which the college matched. All donors are recognized on a donor display in front of SSC Circle, located on the 2nd floor of the Main Campus in South Holland.

Five Cases Of Hepatitis A Recently Diagnosed

The Illinois Department of Public Health (IDPH) has received confirmation of five hepatitis A cases in east-central Illinois during November. On average there are 70 cases of hepatitis A reported in Illinois each year. To date, 69 cases of hepatitis A have been confirmed statewide in 2018.

“These recent cases are a reminder that states across the country, including states bordering Illinois, have been seeing hepatitis A outbreaks,” said IDPH Director Nirav D. Shah, M.D., J.D. “We encourage those at highest risk for infection, including men-who-have-sex with men, homeless individuals, and those who use drugs, to get vaccinated against hepatitis A.” Hepatitis A is an infection that can damage the liver, and is passed easily from one person to another through food, water, drug use, and sex. Hepatitis A infection is a vaccine-preventable illness. Symptoms include fever, fatigue, loss of appetite, nausea, vomiting, abdominal pain, dark urine, clay-colored bowel movements, joint pain, and jaundice.
