Springfield –Lawmakers passed a legislative fix during the recently adjourned fall veto session which proponents say could help the state realize $380 million in annual tax revenue by increasing compliance with existing online retail transaction tax laws.

Supporters say the new law will ensure the state’s full 6.25 percent sales tax rate and any locally-imposed taxes will be collected at the point of destination on sales made through online marketplaces or by remote retailers that do a certain amount of business in the state.

That means retail products purchased online and shipped to Illinois addresses will generate the same tax revenue as products purchased locally in stores no matter where

they are shipped from.

While the state has already been collecting the revenue on several transactions, proponents say the recently passed bill is aimed at increasing compliance with an existing law created in response to a 2017 U.S. Supreme Court decision, South Dakota v. Wayfair Inc., which paved the way for state taxation on out-of-state retailers.

The Illinois Retail Merchants Association was one of the most vocal backers of the online sales tax measure. Rob Karr, IRMA’s president, said the change passed in the veto session would shift reporting requirements away from individual sellers, therefore streamlining tax remittance.

The new measure would require online marketplaces to collect and remit the tax to the state on behalf of the sellers that utilize their platforms, including third-party sellers.

“The marketplaces asked to do this because it’s just easier,” Karr said. “And it’s easier for

the department of revenue and others to do it because now instead of having to monitor, audit every single marketplace seller, they now just do that for the marketplace facilitator.”

For remote retailers selling independent of online marketplaces, the tax would apply to those that do $100,000 or more worth of business or complete 200 or more separate transactions annually in Illinois, as they would be considered under law to be maintaining a place of business in the state. Karr said that threshold was deemed reasonable by the Supreme Court in the Wayfair decision.

Per the new legislation, these sellers would have the option to contract with certified service providers, which are companies that collect and remit the tax to the state. Those providers would retain the retailer’s discount of 1.75 percent of the taxes remitted, which the sellers would otherwise have been entitled to under state law.

The new legislation also reinserts use tax

language which was removed when the original budget implementation bill passed in June.

According to IRMA, the language is needed to protect state revenue in the event of an “adverse court decision” regarding the retail tax.

Per IRMA estimates, the added compliance resulting from the legislative fixes could result in more than $460 million in combined state and local revenue in fiscal year 2021, which begins July 1, 2020, and ends June 30, 2021.

That sum breaks down to $200 million from remote retailer provisions for state government and $40 million resulting from locally-imposed taxes, and $180 million from state marketplace sales with $45 million generated for locally-imposed taxes.

The measure was passed as part of Senate Bill 119, a broad-ranging follow-up to the budget implementation bill passed in June. It had bipartisan support in both chambers and has been sent to Gov. J.B. Pritzker.

Internet service providers like Comcast and Verizon are free to slow down, block or prioritize internet traffic as they wish, without interference by the federal government. That’s the effect of an October ruling by the D.C. Circuit Court of Appeals, upholding a 2017 ruling by the Federal Communications Commission that reversed rules requiring what is called “net neutrality” – treating all internet traffic equally, regardless of where it’s from or what kind of data it is.

Giving corporate telecom giants this power is wildly unpopular among the American people, who know that these companies have overcharged customers and interfered with users’ internet access in the past.

However, people who advocate for an open internet, free of corporate roadblocks, might find solace in another aspect of the court’s ruling: States and local governments may be able to mandate their own net neutrality rules.

The effort is underway Governors in six states – Hawaii, Montana, New Jersey, New York, Rhode Island and Vermont – have already signed executive orders enforcing net neutrality by prohibiting state agencies from doing business with internet service providers that limit customers’ online access. Four states have passed their own laws requiring internet companies to treat all online content equally: California,

Oregon, Washington and Vermont. A New Hampshire bill is in the works.

More than 100 mayors representing both large urban centers such as San Francisco and small cities such as Edmond, Oklahoma, have pledged not to sign contracts with internet service providers that violate net neutrality.

These mayors are leveraging the lucrative contracts that their municipalities have with internet providers to wire public schools, libraries and local government buildings to pressure these companies into observing net neutrality throughout the city.

The emerging patchwork of local- and state-level net neutrality legislation could help ensure that millions of Americans have access to an open internet. However, people living outside of these enclaves will still be vulnerable to the whims of for-profit internet service providers. In our new book, “After Net Neutrality: A New Deal for the Digital Age,” we argue

that the best way to protect the public interest is to remove internet service from the commercial market and treat broadband as a public utility.

Corporations focus on profits Broadband giants have spent millions of dollars lobbying against federal open internet regulations since 2006.

Industry-backed efforts even included funding a network of far-right online trolls to spam the FCC’s website with anti-net neutrality propaganda. These companies continue to want the power to manipulate online traffic, such as charging users and content providers like Netflix to access each other – even though both are already paying for connections to the internet.

Cities build their own A different vision of how the internet could operate is already taking shape across the United States.

In recent years, many cities and towns around the country have built their own broadband networks. These communities are often seeking to provide affordable high-speed internet service to neighborhoods that the for-profit network providers aren’t adequately serving.

One of the best-known efforts is in the city of Chattanooga, Tennessee, which built its own high-speed fiber-optic internet network in 2009.

Chattanooga’s experiment has been an unequivocal success: According to a 2018 survey conducted by Consumer Reports, Chattanooga’s municipal broadband network is the top-rated internet provider in the entire U.S. More than 500 other communities around the country operate publicly owned internet networks. In general, these networks are cheaper, faster and more transparent in their pricing than their private sector counterparts, despite lacking Comcast and Verizon’s gigantic economies of scale. Because the people operating municipal broadband networks serve communities rather than large shareholders on Wall Street, they have a vested interest

in respecting net neutrality principles.

Thinking bigger A number of much larger-scale public broadband initiatives have also been proposed to combat the power of the giant internet companies. In the 2018 election cycle, Democratic gubernatorial candidates from Vermont and Michigan proposed building publicly owned statewide internet networks.

Several Democratic presidential candidates have announced plans to build thousands of miles of publicly owned high-speed internet connections. They vary in the details, but all are responses to the concentration of corporate control over internet access – both in terms of who gets high-speed service in what locations at what price, and what content those connections carry.

Together, these initiatives reflect a growing understanding that Americans need a more expansive vision of an open internet to truly realize the democratic promise of an internet that reaches everyone.

High-quality, affordable, restriction-free internet access can come from publicly owned providers that answer directly to the people. In our view, and in the eyes of a growing number of Americans, the broadband industry uses its entrenched market power to serve itself, not the public.

Self-Publishing Helps Parents Share New Books with Kids NewsUSA - It’s no surprise that parents today seek books that will delight, engage, and educate their children. However, some parents are seeing gaps in the available options of topics they want to share with their children.

To combat this, there is a growing trend of parents who have taken matters into their own hands and turned to self-publishing to fill these holes themselves.

Kindle Direct Publishing (KDP) from Amazon is one self-publishing option that offers editorial freedom and ease of use for busy parents looking to create something that meets their kids’ needs.

KDP success stories include Handeep Dhoot (who writes as “Dr. Dhoot”), a mom with a Ph.D. in chemistry who wanted to introduce her young daughter to STEM topics.

In fact, a survey from Vrbo revealed just how popular teddy travel is, with more than half of those surveyed (55%) citing stuffed animals as the most important thing their child brings on vacation.

However, 69% of those surveyed said their child has left a toy or stuffed animal behind while away from home. In the event a toy does get left behind, look into resources like Vrbo’s Teddy Bear Service.

Resolution Celebrating Life of Trailblazer Journalist Alice Dunnigan Introduced by Reps. Clarke and Kelly

Despite Stagnant Enrollment, International Students Contribute Nearly $41 Billion to the U.S. Economy

Representatives Yvette D. Clarke (NY-09) and Robin Kelly (IL-02) introduced a House Resolution Commending Alice Allison Dunnigan for her barrier-breaking career in journalism. H.Res. 690 was introduced by the Congresswomen recently.

Dunnigan was a pioneering journalist who overcame poverty, sexism and racism to become the first Black woman to receive press credentials from the White House, Congress and Supreme Court. She served as Washington Bureau Chief for the Associated Press from 1947 until 1961, during which time she ensured that readers throughout the nation were informed about how governmental decisions impacted their lives and she fought to ensure that public officials made onthe-record comments about policies impacting minority communities.

NAFSA: Association of International Educators announced new data recently that show that the more than one million international students at U.S. colleges and universities contributed nearly $41 billion to the U.S. economy and supported 458,290 jobs during the 2018-2019 academic year. This represents only a 0.6% increase in job support and creation and a 3.8% increase in dollars contributed to the economy from the previous academic year.
