SPRINGFIELD – Gov. JB Pritzker signed into law a tax incentives package Tuesday that state lawmakers hope will help Illinois become a manufacturing hub for the budding electric vehicle industry.

The Reimagining Electric Vehicles in Illinois, or REV, Act, passed the General Assembly with near-unanimous bipartisan support during the recently concluded fall session. It provides tax credits for income tax withheld for EV manufacturers and costs to train new or retained employees.

It also applies to the manufacturers of EV parts, such as batteries. It’s an effort to lure new manufacturers to Illinois while incentivizing existing manufacturers to invest in their Illinois facilities and workers.

“With this bill, we intend to attract more EV manufacturers, charging station manufacturers and automotive parts manufacturers, more than ever before, and it will help Illinois become one of the leading EV hubs in the entire nation,” Pritzker said during a signing ceremony at the Rock Valley College Advanced Technology Center in Belvidere.

new law range from 75 percent to 100 percent of income tax withheld for creating new jobs or 25 percent to 50 percent for retained employees, depending on factors such as company location and number of employees hired. A 10 percent credit for training expenses would also be available.

Tax credits for construction wages and building materials are also included in the bill.

The added incentives complement Illinois’ other advantages when it comes to manufacturing, Pritzker said, but they are needed to make Illinois competitive with other states from a financial perspective.

Bill sponsor state Sen. Steve Stadelman, D-Rockford, said that’s particularly true in Belvidere near his district, where the Stellantis manufacturing company, which produces Jeeps at the location, is reportedly considering retooling its facility to manufacture electric vehicles.

The state has also been looking to lure a joint battery manufacturing venture announced by Stellantis and tech giant Samsung.

“I don’t think Stellantis would have conversations with the governor and the governor’s staff and lawmakers if they weren’t serious about considering the retooling of this plant here locally,” Stadelman said. “They would not be in conversations if they would not be

considering Belvedere to invest in this area. So that’s why I think this package is so important.”

The other advantages to choosing Illinois, according to Pritzker, are a centralized location in the U.S., strong infrastructure, the second-largest crop of computer science engineer graduates in the nation and a pair of major national laboratories.

Those assets helped lure the electric vehicle manufacturer Rivian Automotive to a closed Mitsubishi plant in the Bloomington-Normal area in 2017. Its vice president of public policy, Jim Chen, said the bill will be a major support for the company that already employs more than 3,000 Illinoisans in its 3.5 million square feet of manufacturing space.

“Today’s bill signing represents the next step in promoting Illinois as the Silicon Valley of EVs, as we work together to attract new investment from suppliers and other supporting players in this industry,” he said.

For Pritzker, the bill represents an opportunity to fulfill carbon reduction goals while bringing much needed economic opportunity to the state.

“The Reimagining Electric Vehicles Act is about acknowledging that there doesn’t need to be a trade-off between a cleaner environment and more jobs,” Pritzker said. “We can

do both. And today we take a giant leap forward in that quest.”

Republicans were broadly supportive of the tax incentives package. But during floor debate, they peppered the bill’s Democratic sponsors with questions as to why the governor froze a similar tax incentives package known as the Blue Collar Jobs Act as part of his budget proposal for the current year, grouping it with other policies he referred to as “corporate tax loopholes.”

Rep. Dan Brady, a Bloomington Republican who represents the area where Rivian is located, emphasized the importance of the bill’s focus on the manufacturing of EV parts, not just complete vehicles.

“This incentive plan targets companies who will supply our existing manufacturers,” he said. “This proposal will help make Illinois more competitive to attract companies who will not only be here to supply, but provide jobs – sorely needed jobs.”

The measure also has support from the state’s manufacturing industry.

Mark Denzler, CEO and president of the Illinois Manufacturers’ Association, a trade group representing the industry, said the bill will allow Illinois to “keep and grow good-paying manufacturing jobs in an exciting and flourishing industry.”

“This law builds on our state’s proud history of auto manufactur-

ing and positions Illinois to become a national leader in electric vehicle and battery production,” he said in a statement.

Pritzker’s administration has been working to sell the idea of Illinois as an EV hub on the global stage.

He and top staff traveled to London then Glasgow, Scotland, earlier this month to meet with business leaders and attend the United Nations Climate Change Conference.

House Speaker Emanuel “Chris” Welch and Senate President Don Harmon joined Pritzker on the London wing of the trip.

Deputy Gov. Christian Mitchell said in a phone call with Capitol News Illinois last week the Illinois delegation met with an estimated 40 business leaders, and plans to follow up aggressively in the coming weeks in an effort to bring company representatives to the state.

“There’s a lot of interest in Illinois, as a place to really invest in green technology, as having hung up the welcome sign to say that we’re open for business,” he said.

Committee Passes Bill to Make Physical Therapy, Occupational Therapy, and other Health Fields more Diverse Less than 5% of physical therapy, occupational therapy, and speech-language pathology professionals are Black, less than 7% are Hispanic WASHINGTON — Bipartisan legislation introduced by U.S. Representatives Bobby L. Rush (D-Ill.) and Markwayne Mullin (R-Okla.) was passed by voice vote out of the House Energy and Commerce Committee, where Rush is a senior member. Rush’s Allied Health Workforce Diversity Act (H.R. 3320) would provide grant funding to colleges and universities to make physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology programs more accessible to underrepresented communities, including racial and ethnic minorities.

“Research has shown that, often, when patients and their healthcare providers share a cultural background, the patients have better outcomes,” Rush said at today’s markup. “H.R. 3320 would increase diversity in the fields of physical, occupational, and respiratory therapy, as well as speech-language pathology and audiology. The consistent lack of diversity in these fields is a disservice to minority patients all across our nation. That is why I am so proud to offer this commonsense solution, and I am delighted that we are considering it today.”

A 2017 report by the Health Resources and Service Administration (HRSA) found that more than 77% of professionals in the physical therapy, occupational therapy, and speech-lan-

guage pathology fields are Caucasian, while less than 5% of these professionals are Black and less than 7% are Hispanic. Many communities of color have a shortage of quality healthcare providers, making it difficult for patients to access appropriate and timely care.

“Studies have shown that when individuals from underserved areas go into a medical field, they are far more likely to serve in rural and underserved areas, remain there longer, and have patients who better adhere to medical advice,” Rush continued, citing recent research. “This means rural and other underserved areas benefit when programs recruit candidates from these areas.”

Last month, the Health Subcommittee held a hearing on the Allied Health Workforce Diversity Act, where Dr. Victoria Garcia Wilburn, a licensed occupational therapist who grew up in Chicago, spoke on the importance of Rush’s legislation.

“When reflecting on this legislation, I think about how different my life would have been if the Allied Health Workforce Diversity program had existed when I started my pursuit to become an occupational therapist,” said Garcia Wilburn. “I would have been provided a distinct pathway to my career, instead of spending countless hours navigating potential

college majors as a first-generation student. I would have had improved mental health, and perhaps my academic achievement would have been greater with more support.”

H.R. 3320 is modeled after the successful Title VIII Nursing Workforce Development programs. According to Dr. Garcia Wilburn, diversity in the nursing program has nearly doubled since the passage of the Nursing Workforce Diversity Act in 1964.

“The Allied Health Workforce Diversity Act would provide thousands of future students of respiratory therapy, occupational therapy, physical therapy, speech language pathology, and audiology with access to additional targeted supports beyond what I received, like mentorship and tutoring,” Garcia Wilburn said. “Students who are disadvantaged and from underrepresented communities bring a unique perspective to our health care system and improve health outcomes. If we as a nation want to improve patient care and reduce health disparities, we must increase our efforts to recruit, train, and support these students.”

The Allied Health Workforce Diversity Act is cosponsored by 41 Members of the House of Representatives. The legislation has also been introduced in the Senate by Senators Bob Casey (D-Pa.) and Lisa Murkowski (R-Alaska).

Eiteljorg’s Fifth Third Bank Jingle Rails returns INDIANAPOLIS – The Eiteljorg Museum of American Indians and Western Art welcomes back families during the holidays with the opening of the Fifth Third Bank Jingle Rails: The Great Western Adventure Nov. 20, as well as the reopening of the museum’s family discovery area that has been newly reimagined.

Expert tips for managing asthma and allergies during the holidays

(BPT) - What's in those delicious holiday cookies?

How come it's hard to breathe while decking the halls?

Is that adorable puppy in the big red bow causing you to have a big red nose?

"The holiday season is full of fun festivities and beloved traditions, many of which present unique challenges to people with allergies or asthma," explained Dr. Mark Corbett, president of the American College of Allergy, Asthma and Immunology (ACAAI). "Fortunately, with a thoughtful mindset and proactive approach, you can enjoy a season full of merriment and good cheer."

Corbett and the experts at ACAAI share tips for managing asthma and allergy triggers throughout the winter holidays: Don't let achoos interrupt celebrations Indoor allergens are often invisible. When rotating holiday decor in your home, make sure to wipe down items to remove triggers like dust and mold. Additionally, whether you're decorating for Hanukkah or Christmas, opt for allergy- and asthma-friendly decorations to set the holiday mood. Try battery-operated flameless candles rather than traditional candles which produce smoke and can cause an asthma flare.

While you can take steps to limit allergy and asthma triggers in your own home, you have less control when traveling. Whether it's an afternoon celebration or weeklong escape, plan ahead by bringing everything you need, including allergy medicine and asthma inhalers. Some people opt to travel with their own allergy-proof pillow or pillow case and other personal items to ensure comfort if staying overnight.

Plan a paws-itively fun holiday Whether it's cozy snuggles, playing games or capturing a special picture, pets can help make holidays bright.

However, when pets are around, dander is a concern.

Even if pets spend much of their time outdoors, they may be inside more as t emperatures drop, and this means increased dander throughout your home.

To help with pet allergies, try to keep your pets only in certain rooms rather than giving them access to the whole home. It can be especially effective to keep them out of bedrooms to facilitate better sleep. If you're staying at someone else's home with a pet, close the door to the room where you're sleeping. You should also be mindful of limiting how much you pet your cat or dog, and when you do, wash your hands immediately afterward.

Food allergies don't bring good cheer

If you or a loved one has a food allergy, it's important to remain vigilant in asking about ingredients before trying foods. Never assume that just because you cook something without certain ingredients, other people will do the same. People with severe allergies might be sensitive to even trace amounts of certain foods, so it's important to ask. When in doubt, pass on a treat with unknown ingredients. And always carry two epinephrine auto injectors in case of an emergency.

When visiting someone's home for a gathering, make sure they are aware of your allergy so they can plan accordingly. To ease the ask, offer to bring a dish to share that you know is safe to eat. That way if options are limited, you know there is something you can enjoy. And remember, if you are hosting an event in your home, extend kindness by asking if any of your guests have allergies so you can prepare a thoughtful menu.

It's the most sniffle-filled time of the year In addition to the ongoing pandemic, the holiday season aligns with respiratory illness season. If you have asthma, it's particularly important to wash your hands regularly. The best way to eliminate germs is to wash your hands with soap and water for at least 20 seconds. That's about the time it takes to sing the chorus of Jingle Bells twice.

If you haven't already, get a COVID vaccination and your annual flu vaccination. It's OK to get them at the same time, according to the Centers for Disease Control and Prevention. If you've been invited to other people's homes, you may want to ask in advance if they are vaccinated against COVID. Some people choose to wear masks indoors and at private gatherings, so continue to do this if it makes you more comfortable.
