BY PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.comSPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.
The law allowing public housing
tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.
By PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.comEstimates compiled by multiple media outlets projected Tuesday that the ballot measure had support on an estimated 53 percent of the total ballots cast in the election, with more than 95 percent of the ballots counted. That’s enough for approval under one of two paths to passage for a constitutional amendment in Illinois.
The amendment, which will be added to the Bill of Rights of the Illinois Constitution, states that employees have a fundamental right to organize and bargain collectively “for the purpose of negotiating wages, hours and work ing conditions, and to protect their economic welfare and safety at work.”
It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
It also prohibits state and local governments from enacting laws that interfere with that right, including passage of so-called “right-to-work” laws, which prohibit requiring membership in a union as a condition of employ ment.
The state constitution provides two pathways for passing an amend ment. It must either be approved by 60 percent of all those voting on the measure or by more than 50 percent of all ballots cast in the election.
According to projections, the amendment received about 2.1 mil lion “yes” votes and 1.5 million votes against. That’s 58.4 percent of the votes cast on that issue but about 53 percent of all the ballots cast in the election.
“From day one, the Vote Yes for Workers’ Rights campaign has been based on the simple idea that every Illinois worker deserves bet ter. Better pay, stronger benefits, and safer workplaces don’t just help workers thrive; they strengthen our state and keep us all safe,” Illinois AFL-CIO President Tim Drea said in a statement on election night.
The amendment will become effective once the Illinois State Board of Elections certifies results of the election. The board is sched uled to meet Dec. 5.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

WASHINGTON — The U.S. House of Representatives passed the Civil Rights Cold Case Investigations Support Act (S. 3655), a bill intro duced by U.S. Representative Bobby L. Rush (D-Ill.) and Senator Jon Ossoff (D-Ga.), which will bring closure to unsolved cases stemming from the Civil-Rights era.
College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
Springfield – Attorney General Kwame Raoul announced a more than $391 million bipartisan national settlement with Google after an investigation by Raoul and a coalition of attorneys general revealed Google misled consumers about its location tracking practices. Illinois will receive more than $19.5 million under the settlement.
“Consumers were deceived by Google as to when their location was being tracked and how that information was used,” Raoul said. “With the proliferation of smart devices that collect increased data on its users, today’s announcement high lights the need for updated privacy laws that more effectively protect consumers.”

“There are far too many unsolved crimes from the Civil-Rights era where there could be critical information found in Federal case files. Four years ago, my bill requiring that those files be made public was signed into law. The passage of my bill today means the law will be implemented as Congress intended and grieving families and communities are now one step closer to receiving closure on what happen decades ago,” said Rep. Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.
S. 3655 would extend the lifetime of the Civil Rights Cold Case Re cords Review Board from four years to seven years. Despite signing a bill creating the Board into law, President Trump never named any nominees to the Board. This extension will allow the board to carry out the review of unsolved cases that occurred during the Civil-Rights era, including horrific crimes like lynching, and have the time that Congress originally intended for it to carry out its work.
Raoul and a coalition of 38 attorneys general opened an investigation into Google following a 2018 Associated Press article that revealed Google recorded movements “even when you explicitly tell it not to.” The article focused on two Goo gle account settings: Location History and Web & App Activity. According to the article, the Location History default setting is “off” unless a user turns on the setting. However, Web & App Activity, a separate account setting, is automatically turned on when users set up a Google account, which includes all Android phone users.
Google uses the personal and behavioral data it collects to build detailed user profiles and target ads on behalf of its advertising customers. Location data is among the most sensitive and valuable personal information Google collects, with even limited amounts of location data capable of exposing a person’s identity and routines that can be used to infer personal details.
The review board was created by the Civil Rights Cold Case Records Collection Act of 2018 — which Rep. Rush and former Senator Doug Jones (D-Ala.) introduced and was signed into law in 2019. The law allows for citizens to request certain documents from civil rights cold cases to be declassified. The law was originally inspired by a group of high school students from Hightstown High School in New Jersey, and their teacher.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Raoul and the coalition alleged that since at least 2014, Google violated state consumer protection laws by misleading consumers about its location tracking practices in various ways. Specifically, Google caused users to be confused about the scope of the Location History setting, the fact that the Web & App Activity setting existed and also collected location information, and the extent to which consumers who use Google products and services could limit Google’s location tracking by adjusting their account and device settings.
Under the settlement, Google has agreed to a series of provisions designed to give consumers more transparency into Google’s practices, including showing additional information whenever users turn an account setting on or off; making key information about location tracking unavoidable for users (i.e., not hidden); and creating an enhanced “Location Technologies” webpage where users can get detailed information about the type(s) of location data Google collects and how it’s used.

its public health authorities from regulating or shutting down lemonade stands or similar operations that are operated by children under the age of 16. Known as “Hayli’s Law,” it was inspired by 12-year-old Hayli Martinez, whose lemonade stand in Kankakee was shut down by local officials.
The settlement also puts limits on Google’s use and storage of certain types of location information and requires Google account controls to be more user-friendly.

There is a renewed hope for Africa. Young African Christian leaders have pledged to play their role in transforming Africa. A resolution to this effect was adopted by the youth leaders at the end of the All Africa Youth Congress in Ghana’s capital, Accra this November. The confer ence was held at a time when economic hardships are forcing youths to flee Africa at an alarming rate at the risk of their lives. Africa has the world’s youngest population, with 70 percent of young people under 30 years old, according to data released at the conference.
With the theme, “Africa, My Home and My Future,” the conference attracted about 1,000 delegates from all parts of Africa, the Diaspora and people of Afri can descent. Sponsored by the All Africa Conference of Churches, prominent Af rican clergymen deplored Africa’s plight, and empowered the youths. Fired up, the youth leaders vowed to do their part and prayed for divine intervention on their side. Among the stirring songs, delegates sang, “God, our guide in ages past, our hope for years to come.”
“The Accra congress is bound to have an enormous impact on the conti nent, ‘’ said Min. Dr. Nicholas Okai jah-Thompson, executive director of the Chicago-based Africa Resurrection and Restoration Ministries (ARRM).

Dr. Kofi-Noonoo, president of the Council of Ghanaian Churches, offered a moving summary prayer. It was proposed that an annual day of prayer be observed by all African Christians worldwide on the Saturday following Africa Liberation Day, May 25.
At another event, other African Christian leaders welcomed the initiative of the youth congress. “The meeting of the African young Christian leaders in Accra is of great interest for Africa and Christianity. We are obliged to support the future leaders of the continent,’’ declared Rev. James Sheldou of Liberia and pastor of the Living Sacrifices Church, Chicago. He moved for a message of support to be sent to the youth congress.
Equally supportive of the congress was Rev. James Acquaah, pastor of the Ghanaian Presbyterian Church, Chicago. A motion by Rev. Acquaah and Min. Okaijah Thompson was adopted to form a united African christian body to work with the youth congress and the All Afri ca Conference of Churches. The group, tentatively the US-Africa Christians Organization (USAMCO), would be open to all Africans, African-Americans and Caribbeans. A meeting is planned in the next few weeks to involve other interested persons.

Lung cancer is the leading cause of cancer-related deaths in the United States and affects some communities more severe ly than others. Small cell lung cancer is a fast-growing type of lung cancer commonly caused by smoking; however, it often af fects non-smokers who have been exposed to secondhand smoke, radon, air pollution, or other factors. When small cell lung can cer is detected early, before it has spread, patients benefit from more treatment options that can significantly increase survival rates. Black Americans are 18% less likely to be diagnosed early and Latinos are 16% less likely, compared to white Americans. This PSA campaign aims to generate awareness in these communities about the need for regular lung cancer screenings, with a goal of early detection and diagnosis to have the best opportunity for optimal treatment outcomes.

As the national guidelines outline, the need for developmentally and culturally
appropriate crisis response services for youth is crucial, and yet while many crisis response systems have robust services in place for adults, there are often consider able gaps in capacity to serve youth and families.
SAMHSA’s guidelines recommend that youth in crisis from mental health and substance use disorders receive care in the least restrictive setting possible, and if it is safe, at home and in the community. Whenever possible, hospitalizations and justice system involvement should be safe ly reduced or prevented.
As with adults, the guidelines recom mend that crisis services for children and families ensure that youth and families have:
Someone to Talk To: Crisis Call Cen ters, including the new national 988 Sui cide & Crisis Lifeline, offering 24/7/365 access to counselors with specialized train ing to respond to youth and families.
Someone to Respond: Mobile Re sponse Teams, to respond to crises at homes, schools and elsewhere in the com munity, keeping youth in their homes when safe to do so.
A Safe Place to Be: Crisis Receiv ing and Stabilization Services, including

in-home services, at crisis care facilities, emergency departments and hospital set tings
According to SAMHSA’s recommen dations, crisis response systems should partner with agencies across the continuum of care for children and youth: including schools, family and peer support, com munity organizations, child welfare and foster care, juvenile justice, pediatricians and other primary care providers, and law enforcement when appropriate.
The guidelines further recommend that crisis care providers be trained to respond to the diverse needs of all youth, including those of different age ranges, races and ethnicities, sexual and gender identities, immigration status, homelessness and intellectual or developmental disabilities. They also recommend that clinicians and peers reflect the diverse communities they serve.
