Undocumented immigrants may actually make American communities safer – not more dangerous – new study finds

The big idea Undocumented immigration does not increase the violent crime rate in U.S. metropolitan areas. In fact, it may reduce property crime rates. These are the key findings from our recently published article in the Journal of Crime and Justice, co-authored by Yulin Yang, James Bachmeier and Mike Maciag.

Research shows that the American communities where immigrants make their homes are more often improved by their presence than harmed by it. Immigrants bring social, cultural and economic activity to the places they live. That makes these places more vital and safer, not more dangerous.

Why it matters People from all social groups and backgrounds commit crimes. But

undocumented immigrants, and immigrants more generally, are often baselessly blamed for increasing crime rates – including, repeatedly,

by President Donald Trump. In the second and final presidential debate, Trump again claimed undocumented immigrants are rapists and murderers.

This notion has existed and been studied since the early 20th century, including in a 2005 analysis we conducted with a number of colleagues that concluded immigration did not increase crime rates in U.S. metropolitan areas.

But this research is often dismissed because most empirical studies cannot separate undocumented immigrants from the total immigrant population. That level of analysis is necessary to draw conclusions about the relationship between undocumented immigration and crime.

For example, we found in a 2017

study with colleagues that from 1970 to 2010 metropolitan areas with greater concentrations of immigrants, legal and undocumented combined, have less property crime than areas with fewer immigrants, on average. Critics suggested that our findings would not hold if we looked at only the subset of undocumented individuals.

So we decided to find out if they were right. Our new study is the result of that effort, and it confirms our original findings: Undocumented immigration, on average, has no effect on violent crime across U.S. metropolitan areas.

In statistical models that did identify a significant relationship between undocumented immigration and crime, we found undocumented immigration reduces property crimes, such as burglary.

How we do our work Using two different estimates of

the undocumented immigrant populations for 154 metropolitan areas in our most recent study – one from the Pew Research Center and one from the Migration Population Institute – we examined the effect of undocumented immigration on homicide, aggravated assault, robbery, burglary and larceny crime rates.

Crime rate data came from the FBI’s Uniform Crime Report program. Other data were from the U.S. Census Bureau.

Using a statistical method called regression analysis to examine the data, we found that as the size of the undocumented population increases, the property crime rate decreases, on average. And the size of the undocumented population in a metropolitan area tends to have no impact on the violent crime rate.

These findings build on the conclusions of a large 2018 study in

which researchers Graham Ousey and Charis Kubrin examined 51 studies on immigration and crime published from 1994 to 2014.

What still isn’t known Our analyses looked at broad metropolitan patterns, not the relationship of undocumented immigration and crime rates in distinct, specific places such as New York City and Los Angeles. Nor does our study address the reasons that immigration reduces crime, although there is plenty of other scholarship on that issue.

Olympia Fields Trustee announces Village President run

Cassandra Matz, currently a trustee of the Village of Olympia Fields, has announced her candidacy to run for village president.

“I’m thinking that I’ve done all I can, sitting in this position, that I want to do more and the residents deserve more, and that made me think about running for mayor,” she said.

Matz said she feels the residents of Olympia Fields deserve options and she wants to provide them with another option for village president.

Matz has been a resident of Olympia Fields for 27 years and has served on the board of trustees for four years. She said when she moved there, it was a place of comfort, solitude and safety for her family.

“We were looking for a place to raise our children, to make sure they were safe, secure, a beautiful area and just tranquility,” said Matz adding that’s what they found in Olympia Fields.

Matz said she has always been active in the community. As a stay-athome mom for 21 years, she was able

She was on the homeowners association and served as the welcome wagon to new residents.

Matz described Olympia Fields as a senior community and said seniors love familiarity. She said residents in Olympia Fields have that comfort and familiarity in the village, from the bank to the grocery store to the gas station and she wants to make sure the village stays that way.

Matz said Olympia Fields has always had a high standard of living.

With the Olympia Fields Coun-

try Club and housing stock, it is a village that is fiscally sound and the pandemic has not changed that.

She said the village can ride out the pandemic.

“That’s what is at the forefront of my brain, that we continue to ride out whatever hiccups come our way.

That our residents don’t feel the pain of anything,” she said.

Matz said while the taxes are considered high, what residents get for the taxes they pay, it balances out. She said they have a great police force, they drive through the community, are friendly to the residents, and know the residents. She said they have a camaraderie with the residents. “You pay for safety, you pay for beauty, you pay for comfort and you pay for neighbors of like, kind and quality who move into the community and want the same thing,” she said.

Matz is currently in the petition phase. She needs 65 signatures to get on the ballot. She has collected the 65 signatures and will submit them in December. “No one has turned me down for their signature, I think that speaks volumes,” she said. www.citizennewspapergroup.com

Free Resource Chronicles the Struggles and Triumphs of Black Americans Continued from page 1 ProQuest, a company that supports the work in the world’s research and learning communities, has launched the Black Freedom Struggle website – a curated selection of primary sources for teaching and learning about the struggles and triumphs of Black Americans.

Developed with input from Black history scholars and advisors, this resource is freely available on the web and to libraries for anyone studying U.S. Black history.

“Primary sources are essential to teaching and learning African American history because they make it possible to center the experiences and perspectives of African Americans,” said Dr. Hasan Kwame Jeffries, associate professor of history at the Ohio State University. “ProQuest’s Black Freedom Struggle website provides a rich array of source material on African American efforts to secure

civil and human rights – from slavery to the present – allowing students to pursue exciting avenues of inquiry, and enabling teachers to teach African American history accurately and effectively. It’s an incredible collection, one I’m eager to use in classroom instruction and for students to mine for research projects.”

The Black Freedom Struggle website will include more than 2,000 documents curated around six crucial phases of the U.S. Black freedom struggle: l Resistance to slavery by enslaved persons and the abolitionist movement of the 19th century l The end of slavery during the Civil War

and the Reconstruction Era l The fight against Jim Crow segregation l The New Deal and World War II l The Civil Rights Movement and Black Power Movement from 1946-1975 and the; l contemporary Black experience since 1976.

Run up to Veterans Day: Lucasfilm Releases Free Educational Content Online to Celebrate the Tuskegee Airmen Lucasfilm has launched an educational initiative and social media campaign to provide resources to students and educators and the documentary -- Double Victory: The Tuskegee Airmen at War -- is now permanently available on Lucasfilm.com. It is accompanied by an allnew educational curriculum guide for grades 6-12, created by educator Vivett Dukes.

Lucasfilm also released Celebrate the Tuskegee Airmen, a reel narrated by Leslie Odom Jr. (Hamilton, Red Tails), which spotlights the Airmen’s story and legacy.

Additionally, for the month of November, Disney+ is offering the feature film Red Tails for free via Lucasfilm.com.

History has often ignored the contributions of Black Americans, leaving heroes like the Tuskegee Airmen, the first Black military pilots, overlooked. They flew nearly 1,500 missions and shot down 112 German aircraft. These men flew above prejudice, racism and hate to serve their country and drive positive change in America. Their impressive performance earned them more than 150 Distinguished Flying crosses and helped lead to the integration into the U.S. Armed Forces.

“Black history IS American history,” says actor David Oyelowo (Selma, Red Tails). “America would be nothing akin to what it is in terms of its power and prowess and prosperity without Black people; and the Tuskegee Airmen were a huge part of that. They were rock stars in the sky and changemakers on the ground. One of the things we have all been robbed of is heroes like the Tuskegee Airmen to aspire to.”

Lucasfilm has launched a social media campaign designed to educate and amplify the Tuskegee Airmen story. Using the hashtag #FlyLikeThem, Lucasfilm will share quotes from the Airmen, highlight facts from their World War II experiences and encourage everyone to share personal stories inspired by their heroic examples. The social media campaign was devised by award-winning advertising agency TBWA\CHIAT\DAY New York who has partnered with Lucasfilm to bring these compelling stories of American heroes to a new generation.

“Everything the Tuskegee Airmen did had to be better, stronger, faster, and smarter,” says actor and singer Leslie Odom Jr. “Some of our greatest change agents throughout American history were very young—people in their 20s who believe in the dream, in the ideals that America told them to believe in. Young people need to soak up the story of the Airmen and make it a part of them, knowing they can grab the baton and run their leg of the race with full confidence, knowing what has been achieved before them by people not much older than them.”

In paying tribute to the Tuskegee Airmen, President Barack Obama said, “My career in public service was made possible by the path heroes like the Tuskegee Airmen trailblazed.”

The late Captain Roscoe C. Brown Jr., a Tuskegee Airmen and squadron commander, said: “It was a time in history that we should be very proud of. It’s a time in history when we helped change the world. And I think we set the star very, very high for anybody who’s following us.”

Leading Organizations Urge Policymakers and Higher Education Leaders to Improve Higher Education Transfer Policies and Practice Anticipating a larger-than-ever wave of students transferring across higher education institutions due to COVID-19 and the economic recession, a diverse group of 25 policy, advocacy, research and institutional membership organizations recently issued a call to action to policymakers and higher education leaders to improve transfer policies.

Highlighting the racial justice implications at stake, the organizations elevate the urgency of addressing practices and policies that result in credit loss.

The signatories are all members of the Scaling Partners Network convened by the Bill & Melinda Gates Foundation. The organizations work together under the principle that greater connection and coordinated action will enable the higher education field to scale innovations faster, more efficiently and with deeper impact.

are hardest hit by practices and policies that result in credit loss when they transfer (or contemplate doing so).

Transfer student outcomes are deeply inequitable by income as well. Challenges with transfers in the higher education systems are primary drivers of serious inequities and injustices by income, race and ethnicity.

“I understand how burdensome it can be to servicemen when courses don’t apply and you lose time and benefits taking them over again,” said Russell Otway, a father of two who served in the U.S. Navy.

“Like many veterans managing injuries, my kids’ learning and my online courses during the pandemic, when I hit roadblocks with applying credits, I can get discouraged.”

The call to action is particularly relevant because the national movements toward providing two free years of college and increasing dual enrollment for high school students could lead many more students to enter college with credits earned in community college.

Four-year colleges and universities often refuse to apply credits earned at community colleges toward degree requirements.

“Everyone engaged in delivering and setting policies for higher education should aspire to 100% of students’ credits applying to a credential when they transfer,” said Martha Ellis of the Charles A. Dana Center at The University of Texas at Austin. “To ensure we are ready for the coming wave of student mobility, policymakers and higher education leaders must be laser-focused on dismantling barriers to the applicability of all credits and verified learning.”

Scaling Partners Network members identified essential transfer actions informed by research and exemplary credit applicability practices.

Actions for policy leaders include, among others: l interrogating policies related to transfer with a racial equity lens; l designing state aid to be portable when students transfer; and l incentivizing institutions to develop, scale and sustain programs that promote collaboration between institutions.

Actions for higher education leaders include, among others: l prioritizing transfer through disaggregating, analyzing and regularly distributing data from both sending and receiving institutions

to community colleges to facilitate understanding of current student outcomes; l developing tuition price guarantees and scholarships for transfer students that replicate similar-situation students who began at the institution in their first year; and l creating clear pathways for students by developing and formalizing robust dual-admissions agreements that map student pathways, build a sense of belonging for transfer students and guarantee applicability of credits upon transfer.

“State and institutional policies and practices should recognize that traditional inequities are exacerbated in the current pandemic crisis,” Scaling Partners members reflected in the call to action. “We must focus on closing equity gaps that have taken on increased urgency as the health, education and workforce impacts of COVID-19 have disproportionately affected low-income communities and Black, Latinx and Indigenous populations.”

NEWS Collaboration Seeks to Eliminate Barriers for Students Pursuing Graduate Degrees in Computer Science The Center for Minorities and People with Disabilities IT (CMDIT) Future Leadership in Computing (FLIP) Alliance ensures that students without GRE scores have the opportunity to pursue graduate studies and contribute to inclusive innovation, paving the way toward greater diversity in academia. The Alliance serves to increase diversity in the professoriate in computing at research universities as a way to achieve greater diversity across the field.

The CMD-IT FLIP Alliance includes the following institutions, which were found to be the largest producers of computer science faculty at research universities: Carnegie Mellon University, Cornell

University, Georgia Tech, Harvard University, Massachusetts Institute of Technology, Princeton University, Stanford University, University of California at Berkeley, University of Texas, University of Illinois at Urbana-Champaign, and University of University. Most of these universities currently have an existing policy to ignore or forbid consideration of GRE scores in computer science Ph.D. admissions.

For 2020-2021 admissions, some of the universities will make the GRE optional for Ph.D. admissions. Applicants should check each institution’s official website for details.

New book calls on world leaders to unite in response to health threats At the occasion of the World Health Summit 2020 and the 75th anniversary of the United Nations, a new book has been launched that calls on world leaders and politicians to unite in their response to the COVID-19 pandemic and other threats to health and the global economy. Health: A Political Choice – Act Now, Together is the latest in a series of titles published by the Global Governance Project in collaboration with the World Health Organization (WHO.)

Dr Tedros, WHO Director-General, said: “It has never been clearer that health is a political and economic choice. In the past 20 years, countries have invested heavily in preparing for terrorist attacks, but relatively little in preparing for the attack of a virus – which, as the COVID-19 pandemic has proven, can be far more deadly, disruptive and costly.” The first book in the series Health: A Political Choice.

Delivering Universal Health Coverage 2030 was launched in 2019.

Top-Tier Lawyers Honored With 21st Annual John Paul Stevens Award The Chicago Bar Association has selected five influential attorneys who stand out in their respective areas of practice as recipients of the association’s top legal award, bestowed to lawyers who demonstrate the highest commitment to integrity and public service.

Named in honor of the legendary Supreme Court Justice and native Chicagoan John Paul Stevens, the awards were recently presented

by The Chicago Bar Association and The Chicago Bar Foundation at the 21st Annual John Paul Stevens Celebration which was hosted virtually on October 28.

This year’s recipients were Marisel Hernandez, Partner at Jacobs, Burns, Orlove & Hernandez and Chairwoman, Chicago Board of Election Commissioners; Jennifer Nijman, Founding Partner, Nijman Franzetti; Terry Murphy, Retired Executive Director, the Chicago Bar Association and Judge E. Kenneth Wright, Jr. The awards recognize lawyers and judges who best exemplify Justice Stevens’ commitment to integrity and public service in the practice of law. WTR Names Award-Winning Broadway Actor T. Oliver Reid To Advisory Board World Trade Resource (WTR), a workforce solutions organization specializing in diversity, equity and inclusion, intercultural and leadership development, has named T. Oliver Reid, an award-winning Broadway actor and founder of the Black Theatre Coalition to the Advisory Board.

T. Oliver Reid has spent the past 20 years working on Broadway (Hadestown; Once On This Island; Sunset Boulevard; After Midnight; Sister Act; Mary Poppins; The Wedding Singer; Chicago; La Cage Aux Folles; Never Gonna Dance; Thoroughly Modern Millie; Follies; Kiss Me, Kate) in shows which have garnered more than 20 Tony Awards from the American Theatre Wing’s Tony Awards. He is also an accomplished cabaret artist and multiple award winner for his solo show, “Drop Me Off in Harlem” which he directed, wrote and starred in.

He has produced and directed concerts for Feinstein’s 54 Below and continues to work in film and television. He is on the faculty at NYU-Tisch’s Graduate Acting Program, Ohio University, Rider University and the Columbia University School of the Arts’ Graduate Acting program.

He sits on the Board of Visitors for the University of North Carolina School of the Arts. He is currently starring in the critically acclaimed and Tony Award-winning Hadestown on Broadway. In the spring of 2020, Mr. Reid co-founded the Black Theatre Coalition with the mission of building a sustainable, ethical roadmap that will increase employment opportunities for black theatre professionals, who currently make up less than 1% of the workforce.

inclusion, we will examine the role of the entertainment industry in creating both conscious and unconscious biases. Mr. Reid will provide invaluable strategic direction and thought leadership that will most assuredly move the needle from conversation to action.

Jay Cameron’s New Children’s Book Series Emphasizes Africa Travel Adventures Author, playwright, and philanthropist Jay Cameron introduces two books in a series about the amazing adventures of twins, Darren and Destiny, as they travelled to African diaspora destinations around the world.

Cameron drew on his experience after his life-changing trip to Ghana to write seven children’s books about the beauty, culture, and history of several countries in Africa. Much of the information he was taught about Africa was inaccurate, negative and misleading, according to a press release and he was inspired to share his firsthand experiences with children.

This series was written for ages six through ten, yet all ages can learn about the popular landmarks and the traditions of the people.

In The Adventures of Darren and Destiny: Ghana, Darren, Destiny, and their parents take their first trip abroad to Accra, Ghana in Africa. They experience the amazing culture and history of the

west African gem. While traveling to some of Ghana’s most popular landmarks, they meet Nana, Esi, Philip, and Isaac along the way.

They ventured deep inside the cocoa forest and watched artisans make original African art.

In The Adventures of Darren and Destiny: Tanzania, Darren and Destiny joined their parents for an amazing Serengeti safari adventure in Tanzania located in East Africa.

They travelled with Godfrey, their tour guide. They observed animals in their natural habitat, jumped with the Maasai tribe, and learned how to make fire.

They also caught a birds-eyeview of the Serengeti on a spectacular balloon ride. The twins share a special birthday celebration they will not forget.

The upcoming books in this series are Zanzibar: The Spice Island, Conquering Kilimanjaro: Journey to the Summit, Ethiopia: The Land of Origins, Salvador, Bahia: A Taste of Africa in Brazil,

and Benin and Togo: Hidden Treasures.

According to a press release, the book series is written for parents who are looking to expose their children to the beauty, art, music, traditions, landmarks, and many cultures of African countries while countering the westernized narrative.
