Springfield – Illinois lawmakers gave final approval in the early hours of Friday morning to a new congressional redistricting plan that divides the state into 17 districts, one fewer than it currently has due to its loss of population since the 2010 U.S. Census.

It was the fourth draft plan that legislative Democrats had proposed over the previous two weeks, and it was introduced to the public after 7 p.m.

Like earlier versions, it collapses two southern Illinois districts into a single district while carving up much of downstate Illinois into a number of oddly-shaped districts that put cities as far apart as East St. Louis and Champaign into one district, with Bloomington and Rockford linked in another.

“This will be the most gerrymandered map in the country,” Sen. Don DeWitte, R-St. Charles, said during floor debate. “And this process will be used as the poster child for why politicians should never be allowed to draw their own maps.”

But Senate President Don Harmon, D-Oak Park, who carried the bill on the floor of the Senate, defended the maps, saying, “I’m here to

“We’ve shown our maps to the public. We have presented them in hearing after hearing after hearing.

We have refined them based on the input that we’ve gotten. And I’m proud of this map,” he said.

Most of the legislative wrangling over the past two weeks, however, centered on Chicago and the collar counties, and pressure from within the Democratic caucus to create a second largely-Latino district because of the rapid population growth within that community over the past 10 years.

Illinois’ congressional delegation is currently divided 13-5 in favor of Democrats. Independent analysts, including the nonpartisan Princeton Gerrymandering Project, have estimated that earlier iterations of the plan would give Democrats as many as 14 seats, and Republicans as few as three.

If that holds true, it could have national implications because Democratic congressional leaders are looking to states like Illinois and New York to help offset losses they expect to take in states where Republicans control the redistricting process.

The redistricting plan passed the Senate on a straight party line vote, 41-18. It passed the House nearly on a party line vote, 71-43, losing two Democratic votes.

Rep. Kelly Cassidy, D-Chicago, did not vote on the remap proposal. The lone Democratic “no” vote came from Rep. Angelica Guerrero-Cuellar, who was appointed to the 22nd state legislative district in Chicago to replace former House Speaker Michael Madigan, who resigned earlier this year.

Guerrero-Cuellar said on the floor that she remained upset about how the 22nd District was reshaped during the legislative redistricting process in August.

“And there was something done to that district intentionally to exclude Latinos and that representation,” she said. “So when someone tells me, ‘Hey, we’re here to represent the Latinos on the southwest side,’ I’m gonna say, hold on. That was not the case.”

The maps passed after a long day of legislative action during which it appeared rifts in the supermajority Democratic caucus might derail the proposal.

Just before 5 p.m. Thursday, House Redistricting Committee Chair Lisa Hernandez, D-Cicero, declined an interview request with Capitol News Illinois, noting she was working with fellow lawmakers.

“I don’t know yet,” she responded when asked if she thought the maps would have the votes to pass Thursday.

The maps needed three-fifths majorities to pass due to a clause in the Illinois Constitution that states any bill passed after May 31 cannot take effect until June 1 of the following year if it does not reach that threshold.

Democrats account for more than the 71 votes needed in the 118-member House, and 36 needed in the 59-member Senate, but bringing them all together proved an elusive task for much of the day.

The draft of the maps that eventually passed Thursday was largely similar to previous versions, except that it moved 3rd District incumbent Rep. Marie Newman, D-La Grange, into a district with Rep. Jesus “Chuy” Garcia, D-Chicago, into a reshaped 4th District.

Garcia’s current district has been described as the “ear muffs” district, or a C-shaped district, because it stretches from southwest Chicago westward to Westchester and Hillside, then northward along a narrow strip to the Northlake area, then back east along Chicago’s north side.

That district is being reshaped in a way that lops off part of the northern strip and forms a new 3rd District, which would be Illinois’ second Latino influence district. It stretches from the north side of Chicago westward to an area that includes portions of West Chicago and Elgin.

In southern Illinois, which saw the most dramatic population declines since the 2010 census, Republican Reps. Mike Bost, of Murphysboro, and Mary Miller, of Oakland, would be paired together in a new 12th District.

In central Illinois, Republican Reps. Darin LaHood, of Peoria, and Adam Kinzinger, of Channahon, would face each other in a 16th District primary.

Unlike the Wednesday map, the latest version left Democratic Rep Sean Casten, of Downers Grove, uncontested in the 6th District primary. Newman was drawn into that district in the Wednesday version, but was moved into Garcia’s district in Thursday’s map.

Some people who spoke during Thursday’s hearing expressed disappointment with the latest draft, including residents of what is currently the 3rd District on Chicago’s southwest side.

In 2020, Newman edged out then-incumbent Rep. Daniel Lipinski in the Democratic primary in that district and went on to win the general election. The latest proposal,

like both other drafts before it, would put much of that district into a new 6th District.

William Beaulieu and Clare Duggan, both members of a group called Coalition for Change IL3, said that group was formed, in part, to unite the diverse communities and bring about change in the 3rd District.

Members of that coalition have testified at nearly every public hearing about new congressional maps since the hearings began in early August, and Duggan said many of them had submitted their own proposed maps through the Democratic caucuses’ mapmaking web portals.

Despite that, Duggan said, while the latest draft would keep more of the current 3rd District intact than previous iterations, significant parts of the district would be broken off into other districts.

Under questioning from Republican senators, Harmon said the proposal was based on “the totality” of input that legislative leaders received from the public as well as other sources, including private communications with staff from various congressional offices.

“We are not obviously adopting one person’s map and presenting it as our own,” Harmon said. “We are taking input from all sources and it is reflected in the maps presented to the Senate.”

ComEd Launches New Job Training Program ComEd has announced the CONSTRUCT Business Operations Academy, a new pilot program to increase the pool of qualified minority candidates for entry-level administrative and project coordinator roles in the utility, construction and related industries. The program is administered by YWCA Metropolitan Chicago and is funded by ComEd and INTREN. “As part of our commitment to lifting up the communities we’re privileged to serve, ComEd runs or supports several successful job training programs,” said Diana Sharpe, vice president of economic and workforce development with ComEd. “After placing hundreds of diverse job seekers in entry-level jobs in the construction industry through the CONSTRUCT Infrastructure Academy, we’re thrilled to expand our workforce development program with the addition of the CONSTRUCT Business Operations Academy.”

Through the CONSTRUCT Business Operations Academy, participants will learn about business operations and project management; develop the professional skills, or soft skills, necessary to succeed in an office environment; complete a capstone project with industry-specific case studies; and receive job placement and support services.

The six-week pilot program will run from late October 2021 to early December 2021, and graduates will earn a Business Administration 101 certificate from St. Augustine College in Chicago.

Since 2013, more than 600 students have completed the Academy with 70 percent of them securing employment shortly after graduating – many of them women, African Americans and Latinos who historically have faced barriers to entering these industries.

Through the ComEd Infrastructure Academy, ComEd works with 10 non-profit training affiliates and more than 40 corporate partners to recruit, train and hire candidates. Program graduates are better prepared to enter related fields with the knowledge and training that qualify them for entry-level jobs with good-paying, livable wages.

Reflecting on the impact of our commitment in Chicago

Last October, I was honored to share the stage with Mayor Lightfoot and We Rise Together, representing JPMorgan Chase as the bank announced a $600 million commitment to increase homeownership for 3,000 Black, Latino and Hispanic families in Chicago.

This announcement was part of a larger, five-year $30 billion national commitment the company made to advance racial equity. To be a part of such important work was a professional and personal highlight for me, having grown up in the Chicagoland area and witnessing first-hand the inequities for people of color in the community.

I was fortunate -- raised in a middle-class family with parents who moved to the area to provide a better life for their children. Although we had resources and support, it didn’t change the fact that I was always viewed a certain way because of the color of my skin.

My father taught me early on that I needed to work twice as hard and leave no doubt when competing – win so convincingly that the results don’t need to go to a photo finish.

He also taught me the unfortunate realities around dealing with law en-

forcement and the racial biases that we’re still coming to terms with as a country. Equipped with this knowledge, I went to college and pursued a career in banking – and still dealt with discrimination along the way.

But I grew up seeing people who look just like me on the South and West sides of Chicago who didn’t have that support growing up. They continue to face generational barriers to building wealth and stability without sufficient tools and support to help them along the way.

That’s what our commitment seeks to change, by focusing on expanding opportunities for Black, Hispanic and Latino people in key areas that help build wealth in areas like homeownership, affordable housing, small business growth, financial health, and access to banking. It is why we recently created the role of Community Home Lending Advisor

to help more customers achieve the goal of homeownership. A new team of 10 now serve as experts in hyper-local housing assistance and down payment assistance programs in underserved areas of Chicago.

It is why we doubled our homebuyer grant to $5,000 to help customers with upfront costs of buying a new home — available in 412 majority Black census tracts in the Chicago area.

It is why earlier this year we opened our community inspired branch in the South Shore neighborhood to offer free financial health resources like skills training, small business pop-ups, and fintech innovation.

It is why we recently hired five Community Managers in neighborhoods like Stony Island, Chatham and Brighton Park to engage the community, increase awareness of available resources, and help connect local residents with financial health tools, products and services.

It is why we piloted a nationwide program in Chicago to help entrepreneurs in historically underserved areas

access coaching, technical assistance and capital. Chase small business consultants will provide over 1,500 Black and Brown-owned small businesses with 1:1 mentorship and digital education to help grow their businesses.

It is why in June, JPMorgan Chase announced a new $150 million, five-year commitment in philanthropic capital and low-cost loans to Chicago’s South and West sides. That brings our total business and philanthropic investments toward Black, Latino, Hispanic and other underserved communities in Chicago to $800 million by the end of 2025.

These and other steps reflect our commitment to investing in Chicago and working with local officials, community partners and others in the community to help address structural economic and racial disparities in lending, including helping more people achieve affordable, sustainable homeownership.

It has been inspiring to see this work play out over the past year work that so many of my colleagues

are passionate. I’ve been overwhelmed by the response from our community partners, non-profits, public officials, and other businesses wanting to get involved. But we need to keep pushing and know that the hard work is ahead of us to get Chicago to where we all know it needs to be. This means investing in our employees, building larger coalitions, and working with policymakers to tailor programs that help Black, Latino and Hispanic people across the economic spectrum build wealth.

It touches me personally to think about the journey that we have been on from 2020 in the wake of George Floyd’s murder, because for too many of us this is deeply personal. The country came together and stood up – across racial lines – to protest.

I marched with my children with thousands of others in my community and felt emotional thinking about my grandmother marching in Mississippi for the right to vote in the 1960s. It underscores that the fight for racial equity continues, but it also says that we’re making progress. I am proud to be a part of a company that recognizes this and uses its resources and expertise to continue this work and help close the racial wealth gap.

To work alongside a team of people who live and breathe this effort to help drive inclusive economic growth in our community and others like it, is a reason for hope.

High Profile Black Male Student Athletes Migrating to HBCUs

Dr. Charles Richburg, author of the book, A Career Guide for Black Male Student Athletes: An Alternative to the Pros, believes the awakening of Black males student athletes returning to HBCUs is attributed to being led by the “Spirit Within!”

A discerning sports enthusiast, Richburg realizes these shifts. HBCUs are the lifeline for our communities today as they were yesterday. Historically Black Colleges and Universities were considered - among sports play - the most desirable places for Black male student athletes for both academic and athletic pursuits.

Options were not as plentiful in the early 20th Century. BMSAs arrived on campuses with limited exposure while carrying in their hearts, hopes and dreams to someday make it to the pros. Many BMSAs’ attraction to the “seemingly lure and lavish life of professional sports” is exemplified through the likes of all time greats on this starter list of luminaries who went on to professional basketball careers and businesses.

Willis Reed - Grambling State, 1964 with a B.A., physical education major; Sam Jones - North Carolina Central, 1957 and first round pick of the Boston Celtics; Earl “The Pearl” Monroe, Winston-Salem State,1967, and second overall pick in the ’67 NBA draft to the Baltimore Bullets (renamed Washington Wizards).

These luminaries are an inspiration to generations of Black youth eager to compete on a platform offering competitive play-

ing levels, both physical and analytical to showcase their athletic skills. Since that time, there was a trend of BMSAs turning

to primary white institutions (PWIs) due to the desire of northern schools seeking to have a winning team and adding to its financial coffers. After decades of drawing BMSAs away from HBCUs, why has this trend reversed?

Many of the HBCUs cannot compete with the offerings of the major PWIs when it comes to facilities, living quarters and other types of compensation. Or perhaps the reason(s) for this reverse migration is more intrinsic. Chief among them could be that today’s young people of color are awakening to the realities of what this shift can offer to their self-development and overall improvement as well as aiding the financial solvency of HBCUs. This independence, coupled with the NCAA, Name-Image-Likeness (NIL) policy established in 2020, BMSAs can now capitalize financially. Dr. Richburg urges more BMSAs to return to HBCU’s.

Rest assured, as this migration occurs, PWIs are developing strategies to thwart this migration. Stand strong BMSAs, something great is coming!
