Leader in Marijuana Legalization Will Resign From Senate Office To Oversee Implementation Continued from page 1

Illinois State Senator Toi Hutchinson recently announced that she will be resigning from her elected office to accept Illinois Governor J.B. Pritzker’s offer to oversee the implementation of the recently passed legislation that legalizes recreational marijuana use in Illinois.

Senator Hutchinson was a leading legislator when it came to legalizing recreational marijuana use in the State of Illinois and also advocated for the legislation, which takes effect Jan. 1, to prioritize restorative justice measures.

“I am so proud to have an instance of working on this issue that I know almost

never comes to most policymakers,” said Hutchinson.

Hutchinson said that while working on the legislation, she found herself in spaces where she had to “roll up her sleeves” and talk to people who did not agree with what she was trying to do. She said that she worked hard to show up in communities where folks were “worrying and afraid” about what marijuana legalization would mean for their communities.

“There was no one pushing us to do this, we did this because we thought it was the right thing to do,” said Hutchinson.

The passage of this monumental legislation makes Illinois the 11th state to legalize marijuana for recreational use. The law states that beginning on Jan. 1, adults who are 21 or older will legally be able to possess up to 30

grams of cannabis flower, 5 grams of cannabis concentrate, and 500 milligrams of THC contained in a cannabis-infused product.

Additionally, the Illinois marijuana legalization legislation includes the automatic expungement of convictions related to the possession of 30 grams of marijuana or less.

The law also creates the Recover, Reinvest and Renew Program (R3) program which will provide grants and assistance to communities that have been directly harmed by discriminatory drug laws in the past, according to information provided by the Office of Illinois State Senator Toi Hutchinson.

“Toi Hutchinson has been an outstanding and highly effective advocate for her constituents and all the people of Illinois,” said Pritzker in a written statement. “She has thor-

oughly impressed me with her drive, insight, and ability to get big things done. I couldn’t be more proud that she has agreed to join my administration and bring her leadership to our effort at keeping equity at the forefront of the state’s new adult-use cannabis industry.”

Lastly, the legislation lays out that after agency administrative needs and costs related to expungement are covered, the remaining revenue from taxes and licensing fees from marijuana legalization will go towards public education and safety campaigns, law enforcement training, the R3 Program, preventative substance abuse programs and mental health services, and the remaining amount will go to the state’s General Revenue Fund, according to information provided by the Office of Illinois State Senator Toi Hutchinson.

At the heart of the current crisis over President Donald Trump’s dealings with Ukrainian President Volodymyr Zelenskiy is an intelligence whistleblower whose information has finally made it into public view.

The whistleblower’s complaint about Trump’s interaction with Zelenskiy was initially withheld from the House Intelligence Committee, something which the committee chairman protested was a violation of the law.

The complaint was ultimately turned over after House Speaker Nancy Pelosi announced an impeachment inquiry of the president and almost two weeks after the committee subpoenaed it, and after the Senate had passed a unanimous resolution to provide the complaint to Congress.

For decades now, the evolving role of congressional oversight of U.S. intelligence has involved major clashes and scandals, from the Iran-Contra affair of the 1980s to the intelligence abuses that led to the 2003 war in Iraq.

Central to all of these clashes are attempts by intelligence agencies, the president and the executive branch to withhold damning information from Congress. Another common element is the use of

civilians to carry out presidential or intelligence agency agendas.

Coups and assassinations “Intelligence” is the government’s term for collection of information of military or diplomatic value.

After World War II, large, new agencies – the CIA and the National Security Agency – were established to conduct information gathering and secret operations.

From the aftermath of World War II to the 1970s, there was virtually no congressional oversight of this intelligence apparatus. And there was only intermittent presidential direction. During the Cold War, intelligence was considered too sensitive for Congress to know.

Some of the agencies’ intelligence work, called “covert activities,” was not mere information-gathering.

And some of the activities undertaken by these agencies had a profound impact around the world – without U.S. democratic institutions playing a role.

For example, in 1953 the CIA overthrew the democratically elected leader of Iran, Mohammad Mossadegh, and installed in his place the shah, an autocrat who proved happy to do what the U.S. wanted.

The public and Congress had little or no awareness that the CIA engineered this.

In the 1970s, between information uncovered in the Watergate hearings and some key investigative journalism, the lid blew off the intelligence agency’s secrecy about the CIA’s many covert interventions both in other countries’ affairs and in the U.S. A special temporary committee headed by Senator Frank Church (D-Idaho) was established in 1975 to explore “the extent, if any, to which illegal, improper, or unethical activities were engaged in by any agency of the Federal Government.”

The activities uncovered included various unsuccessful attempts to kill Fidel Castro, the communist leader of Cuba. The CIA’s plans for Castro’s assassination included help from organized crime figures like Santo www.thechicagocitizen.com

Trafficante and other people who were not U.S. government officials.

Rudy Giuliani is not an organized crime figure, but he’s similar in that he’s a civilian involved in foreign affairs: in this case, the president’s dealings with Ukraine.

The Church Committee discovered CIA plots that were known by presidents; they discovered some that were not. None was known

by Congress. The very idea that intelligence agencies could plot overthrowing or murdering foreign leaders without congressional oversight flabbergasted lawmakers.

Keeping Congress informed The Church Committee and its sister committee in the House recommended a major reform: the creation of House and Senate Intelligence Committees that would have oversight over intelligence agency activities.

These oversight committees were to be kept fully and currently informed by the intelligence agencies.

Nothing was to be withheld from Congress.

The notion that President Trump could force a Ukrainian government investigation of Joe Biden, and that this would be withheld from the House Intelligence Committee, directly contradicts the imperative of congressional oversight established

by Congress in the late 1970s.

In the 1980s, the House Intelligence Committee faced one of its greatest challenges – the Iran-Contra affair. President Reagan had kept secret from the committee that he had approved arms-for-hostage deals with Iran and used the proceeds for resupplying arms to the Contras, who were opponents of the Sandinista regime in Nicaragua.

These covert measures fulfilled some of Reagan’s major foreign policy goals. They were not matters of personal political benefit for the president, as the Ukraine affair represents with Trump. When the scandal broke from news about hostage-trading and about a plane crash in the Contra resupply operation, the House formed an Iran-Contra investigating committee. I was special deputy chief counsel of that committee, which was a select committee drawn in part from the House Intelligence Committee.

The Iran-Contra initiatives, although led by Oliver North of the national security staff, also relied on civilians to carry out plans, not unlike Rudy Giuliani. These were Richard Secord, with a military background, and Albert Hakim, an accountant who spoke fluent Persian.

School Spending Cuts Triggered by Great Recession Linked to Sizable Learning Losses for Students in Hardest Hit Areas Substantial school spending cuts triggered by the Great Recession were associated with sizable losses in academic achievement for students living in counties most affected by the economic downturn, according to a new study published recently in AERA Open, a peer-reviewed journal of the American Educational Research Association.

The estimated declines in student math and English language arts achievement in school districts with the most severe school spending cuts represent a loss of approximately 25 percent of the expected annual gains in achievement for students in grades 3 through 8, compared to their peers in the districts least affected by the Great Recession.

According to the study, conducted by scholars Kenneth Shores of Pennsylvania State University and Matthew Philip Steinberg of George Mason University, the steepest declines in expected math and English language arts achievement gains were in school districts serving the poorest students—districts where an average of 72 percent of students

received free or reduced-price lunch— and in school districts serving the most African American students—39 percent African American, on average.

As a result, the authors note, the Great Recession was associated not only with declines in average academic achievement among counties most adversely affected by the Great Recession but also with increases in achievement gaps between poor and wealthy school districts and between school districts with many and few African American students.

“Our results reinforce what other recent studies have demonstrated: that there is a link between educational spending and student achievement,” said Shores, an assistant professor of human development and family studies at Pennsylvania State University.

“What is different about this study is that we show that divestments in educational spending matter nearly as much for student achievement as do investments.”

For their study, the authors used a dataset consisting of test scores for 2,548

counties across the continental United States for the 2008–09 through 2014–15 school years, combining student achievement information from the Stanford Education Data Archive, demographic information from the U.S. Department of Education, and county-level economic data from multiple sources. The study sample includes test scores for 86 percent of the population of U.S. students who are annually tested in grades 3 through 8.

Although the authors found that the recession resulted in a decline in per pupil revenues of nearly $900 on average for the entire U.S., the consequences for school spending varied substantially among counties. Comparing counties with employment losses in the top and bottom quartiles, school spending declined at a faster rate in the hardest hit areas—by about $600 more per pupil per year—for the first two years of the recession (2007-08 to 2009-10).

In contrast, in the five years leading up to the start of the Great Recession in December 2007—that is, 2002–03 through 2007–08—changes in school

spending differed little across the counties that were most and least affected by the downturn. After the recession hit, school spending continued to decline until the 2012–13 school year, but after the first two years, it declined at similar rates across the two groups of districts.

The resulting achievement gap between students in counties most and least affected by the recession persisted for more than three years following the 2009-10 school year.

“Our findings suggest that the first two years of differential declines in school spending were enough to put those hardest hit students at an academic disadvantage, even after spending levels began to increase,” Shores said.

“The Great Recession’s effects varied significantly among U.S. counties; yet the federal response, in the form of the American Recovery and Reinvestment Act of 2009, neglected this variation,” said Steinberg, an associate professor of education policy at George Mason University. “Our findings suggest that greater fiscal support should be targeted

to schools that not only serve the most vulnerable student populations but that also are located in communities that are the most vulnerable to the adverse consequences of an economic recession.”

The study also found that achievement decreased more for older students than for younger students, a finding that surprised the authors. Prior evidence had found that divestments in resources for younger children tended to be more consequential than equivalent divestments for older children.

“While our data do not speak to this, one potential explanation is that teacher layoffs were concentrated in older grades,” Steinberg said. “If true, parents with older children would rightfully be concerned that schools’ responses to spending cuts were affecting those students disproportionately. Improving the understanding of how districts redistribute resources differently across schools and grades during periods of districtwide spending declines in the wake of recessionary events is an important line of future research.”

Changing the Game: Thurgood Marshall College Fund and Hennessy Partner to Develop Next Generation of Corporate Leaders

When companies announce a commitment towards achieving more corporate diversity, what do they really mean? For too many young African Americans, these commitments seem more like empty promises.

To date, there have only been fourteen black CEOs at Fortune 500 companies, and according to Fortune, there are just three in 2019. So how can corporations remove barriers and create access for emerging, multicultural leaders?

Diverse Partnerships to Drive Change Since 1987, Thurgood Marshall College Fund (TMCF) has prepared and identified students at 47 publicly supported Historically Black Colleges and Universities (HBCUs) to thrive in the business sector. applying for unpaid internships or frequenting professional events. An estimated 86.8% of black students borrow federal student loans to attend four-year public colleges, as opposed to 59.9% of white students, according to the National Center for Education Statistics. Hennessy Fellows seeks to offset these financial burdens – focusing on graduate-level candidates who don’t have as many financial assistance opportunities – with an investment designed to maximize students’ full potential across educational, professional and personal pursuits.

Scrutiny grows After 9/11, when al-Qaida terrorists destroyed the World Trade Center, the CIA and President George W. Bush came under congressional scrutiny for how much they had known in advance – and ignored.

Initially, they were reluctant to divulge what they knew, much like Trump at first fought oversight about his talks with Zelenskiy.

But eventually it came out that President Bush’s daily briefing from the intelligence community had warned of plots to crash airplanes into buildings.

In 2002 came what many consider one of the greatest abuses of intelligence. President Bush and Vice President Richard Cheney bent the CIA’s intelligence reporting to support a United States invasion of Iraq. Internally, the CIA knew its intelligence was extremely weak about whether Iraq had weapons of mass destruction.

But the CIA served Bush and Cheney and made the public case to invade Iraq. Only after the war was over could the House Intelligence Committee penetrate the secretiveness of the CIA and find out the case for the Iraq war was built on foundations like the extremely dubious tales of the informant known as “Curveball.”

in general, and the House Intelligence Committee in particular, has waged to exercise democratic accountability over presidential actions. That accountability is made impossible when private citizens – Richard Secord, Albert Hakim, Rudy Giuliani – are used by presidents to carry out foreign affairs.

Another lesson is the power of the CIA to withhold from Congress what it knows would embarrass the president.

And yet another lesson is the disastrous foreign affairs repercussions when the intelligence system is abused by presidents.

The Ukraine affair is the latest intelligence crisis in the troubled control of foreign affairs by the representatives of the American public.

Is There Enough Creativity in Your Life?

StatePoint - New research suggests that Americans may be picking up paint brushes over remote controls.

Two-thirds of adults in a recent survey say they seek to use their creativity more in life, and 77 percent would rather give up their Netflix subscription for a year than their favorite creative hobby. The study, conducted by Bluprint, NBCUniversal’s state-of-the-art digital lifestyle learning platform and streaming service, in partnership with IPSOS, explores the growth of creativity, and what brings people joy in 2019.

“What’s clear is that Americans crave a greater sense of personal fulfillment,” says Catherine Balsam-Schwaber, GM of Bluprint. “This may be the first time in American history that mothers are wishing for their children to be starving artists rather than wealthy and unhappy.”

This is good news, as experts say that creativity has the potential to make people happier and improve their overall well-being.

“The scientific community knows that creativity offers huge benefits to individuals, both directly and via benefits to health and happiness,” says Mark Runco, director of Creativity Research and Programming at Southern Oregon University.

Two-thirds of adults in a recent survey say they seek to use their creativity more in life, and 77 percent would rather give up their Netflix subscription for a year than their favorite creative hobby.

The survey also revealed the following insights: • Doctor prescribed creativity: Science has legitimized creativity as a critical component of well-being, and doctors are increasingly prescribing creative pursuits as part of medical prescription regimens. If given the choice, 57 percent of U.S. adults would rather take up a new creative hobby than start a new medication, if assured by their doctor it would have the same health benefits.

• Handmade happiness: The majority of those surveyed love both the process of making something from scratch, as well as the joy they received from the finished project. Three in four U.S. adults currently participate in at least one creative activity, with baking, gardening, cooking (beyond everyday meals), home décor and DIY crafting being the most popular.

• Happy accidents: Success as an end-goal is increasingly being put on the back-burner, as more people realize that mistakes are just a natural part of the creative journey. Indeed, 75 percent of those surveyed say making a mistake doesn’t take away from their enjoyment in what they’re creating.

• Parents on board: Seventy-seven percent of parents want their children to have more opportunities to be

creative than they did when they were young. In thinking about their future, 79 percent would rather their children make just enough to get by in a creative job that they love, over making lots of money in a job they aren’t passionate about. Unfortunately, in parents’ eyes, today’s education system doesn’t place enough emphasis on creativity, with 61 percent agreeing that public education lacks creative arts focus and 72 percent saying that standardized test scores are prioritized more than creative thinking.

• Ego Booster: Participation in creative activities also appears to have a positive influence on adults’ perceptions of themselves. Those who participate in creative activities are more likely than those who don’t to describe themselves as optimistic, happy, passionate and joyful.
