SPRINGFIELD – The deficit in the state’s Unemployment Insurance Trust Fund remains over $4.3 billion and interest payments on the debt began accruing on Sept. 6.

Thus far, more than $6 million in interest has accrued on the money Illinois owes the federal government, according to the U.S. Treasury, and interest will continue to accrue at a rate of 2.27 percent. The state earmarked $10 million for interest payments this fiscal year.

Less than three weeks ahead of the fall veto session scheduled for Oct. 19-21 and Oct. 26-28. – the final six days of legislative action scheduled for calendar year 2021 – lawmakers have still not devised a plan for paying down the federal debt.

The ongoing interest accrual is one of two time-sensitive factors in addressing the deficit in the trust fund, which is the pool of money that is paid into by employers to fund unemployment benefits.

The second is that Illinois law has “speed bumps” written into it that would increase employer tax burdens and decrease claimant benefits beginning next year. Those “speed bumps” are built into law at regular intervals as a method of encouraging negotiations be-

tween business and labor based on the needs of the unemployment system.

Without action from the General Assembly, they take effect in January, shortening the benefit period for someone claiming benefits from 26 to 24 weeks, lowering wage repayment for claimants from 47 percent to 42.4 percent, and increasing by 16 points the state “experience factor” which determines an employer’s tax rate, while adding a 0.325 percent surcharge to employer tax rates.

Rob Karr, president and CEO of the Illinois Retail Merchants Association, said if those speed bumps take effect, it would essentially amount to $500 million in tax increases to employers and $500 million in benefit cuts for claimants.

Rep. Jay Hoffman, a Swansea Democrat and one of the lead negotiators on unemployment issues in the House, said unemployment discussions normally move forward as an “agreed bill,” meaning lawmakers don’t take action until Republicans, Democrats, business and labor sign off on a proposal. Karr is one of the negotiators on the business side.

There’s no agreement yet, but with veto session quickly approaching, Hoffman said, one option is putting off the effective date of the speed bumps until sometime in the future. While that would give lawmakers more time to understand the scope of the problem, it would also mean interest would continue to accrue at a rate of tens of mil-

lions of dollars annually.

“You could change the statute and extend it out, and I think there is a good argument to be made for that,” Hoffman said. “And the reason is … because we still are unclear as to how much and how big the deficit will be, number one. But number two, what type of federal assistance we may be able to still obtain in order to close that deficit. And then third, there’s the outstanding issue of whether or not some of the (federal) money can and should be used in order to close that deficit.”

One factor that makes things hard to predict, he said, is that added federal benefits only recently expired in mid-September, so the absence of those benefits could affect the number of people currently in the workforce.

In its September report to the Employment Security Advisory Board, the Illinois Department of Employment Security estimated the deficit could grow to between $4.55 billion and $4.68 billion by year’s end, and could reach as high as $5.14 billion next year in a pessimistic scenario.

Illinois still has between $4 billion and $5 billion in unspent money received through the American Rescue Plan Act from the federal government, and groups like IRMA have suggested using a large sum of that remaining funding to pay down the trust fund deficit to avoid “crippling” tax increases to already struggling businesses and benefit cuts to claimants.

Hoffman said “there’s a good argument to be made” that federal funding should be dedicated to reducing the deficit, but any discussion of doing so would be part of budget negotiations next year.

“And so that would generally, I believe, be a part of a larger budget discussion in the spring,” he said. “So I think there’s some logic to looking at extending the deadline to act.”

In a previous interview with Capitol News Illinois, Karr said the closest precedent the state has for addressing such a deficit comes from its effort to dig out of a $2.3 billion hole from 2010 which followed the nationwide financial crisis that began in 2007.

He was part of the negotiations to address that deficit, which ultimately included benefit cuts and raised premium rates for employers. But lawmakers also dedicated a portion of those premiums as a revenue stream to pay back 10-year bonds, which they used to replenish the trust fund. Those bonds were paid back in about 7.5 years, Karr said, and the trust fund was back above water by 2012, according to IDES. City Launching “Face Forward” Project Participants will get their very own portrait and personal work of art depicting their vision for the future The City of Chicago is partnering with renowned photographer Sandro Miller to offer Chicago youth aged 12 to 18 their very own portrait to be transformed into a one-of-a-kind work of art as part of a COVID-19 vaccination campaign that celebrates young people who are protecting themselves by getting the vaccine.

Photos will be captured in a custom-built mobile photo studio that will visit locations throughout the City between September 26 and October 5. In addition to the portrait session with Miller, participants will talk about their vision for the future which will be used to create a unique, customized artwork from the portrait using AI technology.

The art will be showcased on The Face Forward Project website and Instagram channel.

As of September 16, 61.5 percent of Chicagoans age 12 to 17 have received at least one dose of vaccine, and 51.8 percent have completed a vaccine series.

Young Children Gained Weight During The Pandemic A Kaiser Permanente study shows youngsters gained excess weight during the pandemic, with kids age 5 to 11 gaining more than 11- to 17-year-olds.

PASADENA, Calif. PRNewswire -- A Kaiser Permanente study of nearly 200,000 children showed that children gained excess weight during the COVID-19 pandemic, especially those between 5 and 11 years old.

The study was published in the Journal of the American Medical Association.

“When we compared the weight gain among children from 2019 to 2020, we found that there was more weight gained during the pandemic for youths of all ages,” said the senior author, Corinna Koebnick, PhD, of the Kaiser Permanente Southern California Department of Research & Evaluation. “And, this weight gain fell disproportionally on the youngest children. On average, 5- to-11-yearolds gained 5 extra pounds, while 16- to-17year-olds gained 2 extra pounds. The result was an almost 9% increase in the youngest children falling into the categories of being overweight and obese.”

“As children go back to school it will be important to focus on health and physical activity to help children not carry unwanted extra weight into adulthood.”

To determine if children picked up extra weight during the pandemic, researchers analyzed the electronic health records of 191,509 members of Kaiser Permanente in Southern California who were age 5 to 17 from March 1, 2019, to January 31, 2021.

The study found that during the COVID-19 pandemic there was an increase in body weight and in the prevalence of obesity, particularly for children 5 to 11 years old.

Youth age 5 to 11 years gained 5.07 pounds more during COVID-19 than during the same time period before COVID-19, while youth age 12 to 15 years and 16 to 17 years gained an excess of 5.1 pounds and 2.26 pounds over the prior year, respectively.

Among 5-to-11-year-olds, this weight gain resulted in almost 9% more children becoming overweight or obesecompared to

5% in youth ages 12 to 15 years and 3% in youth ages 16 to 17 years. Most of the increase among youths 5-11 and 12-15 years old was due to an increase in obesity.

“We need to immediately begin to invest in monitoring the worsening obesity epidemic and develop diet and activity interventions to help children achieve and maintain a healthy weight,” Dr. Koebnick said.

(StatePoint) Health equity means that everyone has a fair and just opportunity to be as healthy as possible. Yet, according to a recently released report, Black women in the United States face a perfect storm of issues spanning across every aspect of the health care system and society at-large that are causing them to die about 40% more often from breast cancer than white women. Indeed, in some metropolitan areas, the gap can be as high as 74% Why is this happening? As the report, “Closing the Breast Cancer Gap: A Roadmap to Save Lives of Black Women in America,” by breast cancer leader Susan G. Komen highlights, despite advances in science and increased access to early detection nationally, Black women face the combined effects of racial, gender, ethnic and other forms of bias while navigating systems and institutional structures in which entrenched inequities remain the status quo. This experience is felt by Black women nationwide, regardless of their income, education or insurance status.

For example, one Black health care professional who participated in a focus group for the report noted that her own experience is poor when she goes for treatment without her “white coat.” “I was ignored until the doctor came into the room and started asking me very specific questions. The way I answered made the doctor stop and ask my background. I asked, ‘why does it matter?’ She said, ‘Do you work in the health care field?’ I said, ‘More or less.’... She stopped, and she said, ‘Oh, so what's your title?’ I said, ‘It’s Dr.,’ and within 30 minutes I was upstairs in a room. If I get treated this way, then what do other people go through? I really felt like I was just another Black face, until they understood that this Black face came with a level of influence and authority.”

These issues are exacerbated by the socioeconomic impacts of segregation, unfair employment practices and racist policies like redlining that still divide many metropolitan areas today. For example, many Black women face difficulties finding high-quality cancer care located near them. In the report, one Dallas-area health care provider recounted how a 65-yearold woman walked about 10 miles in the July heat to get to her screening mammogram. By the time she got to the hospital she was dehydrated and had to go to the emergency room to get fluids before her screening. And those who rely on Medicaid or similar insurance are often turned away once they arrive or are forced to wait hours to see someone.

These transportation and insurance issues are just a few of the barriers tragically impacting Black women today. Whether it’s substandard care, the availability and affordability of diagnostics and follow-up care, unfair public policies, insurance practices and implicit bias and racism, the report authors stress that Black women are dying more than white women because our systems are failing them at every step in their breast cancer journey.

Leveraging the insights and solutions recommended in the report, Komen is launching a new initiative called Stand for H.E.R. – a Health Equity Revolution, to take specific action in each of the 10 U.S. metropolitan areas where disparities are the greatest. Foundation, this initiative will include several specific interventions to improve the quality of care and to overcome obstacles and bias, including connecting women to care through culturally competent patient navigators.
