Poll workers on Election Day will be younger – and probably more diverse – due to COVID-19

Election officials are busily trying to recruit younger volunteers to staff the United States’ roughly 230,000 polling sites on Election Day in November.

Many of the nation’s poll workers are reluctant to work during the pandemic because they are, overwhelmingly, older and at high risk of severe COVID-19 infection.

Poll workers are the gatekeepers of democracy. They check people in, verify their identity and determine their eligibility to vote. If voters do not appear on the rolls, poll workers trouble-shoot the problem or offer a provisional ballot. Poll workers also explain how the machines work, answer questions about the ballot and field complaints about long lines.

For all this, they are paid modestly – US$12 an hour in Portland, Maine, or up to $280 a day in New York City.

So local election officials are used to facing shortages of poll workers.

But COVID-19 makes the staffing challenge greater than ever.

Who are poll workers There isn’t much research on the cadre of elderly volunteers that run American elections.

The most comprehensive study of local election administrators, published in 2019 by the Democracy Fund, finds that poll worker recruitment is a constant challenge

for election officials. The majority of poll workers are 61 or older. Most are retirees, who arguably have more free time on their hands. They also have a strong sense of civic duty and patriotism, according to academic research and media interviews with volunteers.

Once people have worked the polls, they are likely to do it again, usually at the same polling location. This is in part civic duty but also because election officials – who have limited time and resources for recruitment and training – tend to recruit reliable past workers for the job.

The small, largely white and older candidate pool means certain people are less likely to serve as poll workers – namely people of color and young people.

This matters because poll workers, the human dimension of an

election, influence voter experience in various ways. As my research has documented, they have significant discretion on issues like verifying eligibility and offering provisional ballots – the ballots used when there are questions about a given voter’s eligibility that must be resolved before the vote can count.

Voters have been wrongly turned away or denied a provisional ballot because of poll worker error, though the 2002 Help America Vote Act requires that provisional ballots be offered to all voters. White poll workers have also shown biases against nonwhite voters, questioning them more intensely.

Poll workers can even invalidate a person’s vote if they determine that the signature on their mail-in or absentee ballot does not match the one on their voter registration record.

Compared to older voters, young people often give their poll workers poorer evaluations, especially when they vote for the first time. And minority voters report more positive experiences when they interact with poll workers who look like them.

Both are groups that are already more likely to feel or be politically excluded.

Meanwhile, older voters may view young poll workers with skepticism. In Mississippi’s 2018 midterm election, many of my students signed up to be first-time poll workers. Some older voters, expect-

Young people save the day?

With so many veteran poll workers refusing to work during the pandemic due to health concerns, some polling sites may not open on Nov. 3 and many others will have long lines. In Georgia’s disastrous June 9 primary, many people waited for hours to vote; some were sent home without voting when polling sites closed.

Across the country, poll workers who reported for primary duty said it was “overwhelming” to maintain COVID-19 safety protocols and still service voters who were anxious to cast their vote and leave.

To help remedy the situation in November, the federal Election Assistance Commission declared Sept.

1, 2020 to be “National Poll Worker Recruitment Day.” Organizations like Power the Polls pushed this initiative hard with younger Americans. News outlets reported that 350,000 new poll workers signed up.

For perspective, 917,694 poll workers worked the 2016 presidential election.

More volunteers are a good sign for November’s election, and it may improve the voting experience in certain ways. Young people are generally more tech savvy. And if this crowd is more diverse than the veteran poll workers, they could boost the generally low election

Experience matters The inexperience of the new poll workers, however, will present challenges. Long-time poll workers develop a familiarity with the election process and with regular voters. This can make elections run more smoothly.

Take the contentious issue of signature validation, for example. Individual poll workers may interpret state election laws differently and receive different levels of training on this topic.

In Mississippi’s 2018 midterm election, many of my student first-time poll workers reported that absentee ballots coming from retirement communities had signatures that did not match the ones on the record and should therefore be rejected. Older poll workers, on the other hand, argued that they’d known these voters for decades and that the votes should count. Research shows one’s signature is very likely to change over time.

Election officials provide training to new recruits, either in person or online, but it’s no match for years on the job. Regardless, the country needs more poll workers, veteran or otherwise.

College Graduate Discusses Experience as NASA Intern If 2020 has taught us anything, it is that life is a chaotic system, where small differences cascade into a variation of outcomes.

Recent Prairie State College (PSC) graduate, Emanuel “Manny” Gomez, who spent his summer as an intern at NASA, anecdotally agrees.

You see, if Gomez had not left the University of Illinois at Chicago (UIC) to complete his general education requirements at a community college, he would have never enrolled at PSC. And if he had not enrolled at PSC, he could not have been hanging around “the math nook”—what he calls the cloistered study area tucked in the college’s math department—the day Dr. Natalie McGathey, associate professor of mathematics, invited him to attend the NASA Community College Aerospace Scholars (NCAS) panel hosted by the PSC STEM Club.

“I was sitting in the nook, and Dr. McGathey walked past in a rush and offhandedly said, ‘Oh Manny, I’m going to this NCAS

meeting—why don’t you come?’ I wanted a break from doing homework anyhow, so I tagged along.” Gomez continued, ”NCAS is the opportunity at PSC that led to me getting an internship with NASA.” According to NASA’s website, NCAS is “an agency-wide STEM engagement activity for community college students to engage in authentic learning experiences with NASA’s diverse people, content and facilities. Funded by the Minority Undergraduate Research and Education Project’s (MUREP) competitive awards, NASA provides financial assistance to minority-serving institutions.”

Participation in NCAS meant problem-solving and learning theory, taking weekly quizzes, and exchanging ideas with other students through online forums. Ordinarily, the program would culminate in four days on-site with NASA for select students—but the heavy presence of the novel coronavirus

canceled that module. Despite its abbreviation, the program brought inspiration and opened doors for Gomez.

“After NCAS, I applied for the NASA Summer Internship, and I wasn’t really thinking about getting accepted. I just wanted to try,” Gomez said. “I learn best when I don’t care about the results, just that I enjoy what I’m doing.”

But Gomez was accepted. At the very end of April, he became a summer intern at NASA. Assigned a mentor, he spent approximately two months learning the National Aeronautics and Space Administration culture—he described it as a family—and participating in high-level meetings on real NASA projects.

“We worked on Artemis, the mission to put people on the moon again,” Gomez said. “I was part of the team that decided who gets the 2024 moon contract. It was down to Elon Musk’s SpaceX, Jeff Bezos’s Blue Origin, and a company called Dynetics. Being a fly on the wall for meet-

ings while they pitched and seeing the soft skills at play was amazing. They’re such heavy hitters.

It was incredible watching them interact.”

Gomez, who plans to work at NASA in the future, says he is thankful to have stumbled into such a fortunate position.

“NASA is such a big entity, but working with them this summer, I discovered they’re regular people who sought out opportunities. At NASA and PSC, I learned if you’re consistent in what you want, you’ll get there eventually.”

McGathey, who guided Gomez toward the program, said, “NCAS is one of the ways we strive to connect our students with real-world experiences that help them build their futures.

It’s an opportunity I encourage any of our STEM students to take advantage of at PSC.” NCAS is funded, in part, by the Minority University Research and Education Program.

With an open letter, the group launched the Black Girl Freedom Fund (1Billion4BlackGirls.org, #1Billion4BlackGirls) to mobilize investments “in the brain trust, innovation, health, safety, education, research, and joy of Black girls and their families.”

“At this very moment, Black Lives Matter has emerged as our nation’s largest political movement and racial justice is receiving unprecedented philanthropic support. And yet, Black girls and young women still remain adultified, victimized by violence, and erased from the very same social justice movement for which they continue to risk their lives,” said the letter. “We, Black women and Femme activists, artists, educators, organizers, and philanthropists, have come together at the historic time to call attention to the fact that Black girls in the United States are in crisis.

From discrimination in education and healthcare to sexual assault and policing, the lives and livelihoods of Black girls and young women are notably absent in the public narratives, policies, and justice movements most crucial to addressing inequality and racial trauma.”

According to the Ms. Foundation landmark study on philanthropy, women and girls of color account for 0.5% of $66.9 billion by foundations, totaling just $5.48 per woman and girl of color in the United States.

The Black Girl Freedom Fund will support work that advances the wellbeing of Black girls and their families, including work that centers and advances the power of Black girls through organizing, asset mapping, capacity-building of non-Black led organizations to better respond to Black girls organizations led by Black women and girls, and legal advocacy and narrative work to shift structural violence enacted against Black girls.

The Black Girl Freedom Fund includes important efforts like the Black Girls Dream Fund, a 10-year fundraising initiative launched by the Southern Black Girls and Women’s Consortium (SBGWC) to raise $100 million to financially empower the goals of Southern Black girls and women in the United States. The new Fund seeks to fundraise and shift current grantmaking efforts in the South, channeling greater resources toward organizations that are intentionally supporting and empowering Black girls and women.

Former state Sen. Link pleads guilty to tax evasion Agrees to cooperate with federal investigators

Springfield – Former state Sen. Terry Link pleaded guilty in federal court last Wednesday to a felony charge of tax evasion.

Link, a Democrat from Indian Creek who resigned his seat recently, admitted in a plea agreement that he willfully underreported his income on his federal and state tax returns from 2012 through 2016.

Specifically, the plea agreement noted that in 2016, Link reported income of $264,450 when, in fact, he had total income of at least $358,309. The difference included $73,159 in money from his campaign account that he used for personal purposes.

As part of the plea agreement, Link agreed to pay restitution of $71,133 to the IRS, and $11,527 to the Illinois Department of Revenue.

Federal sentencing guidelines provide a maximum sentence for

tax evasion of up to three years in prison and a $100,000 fine.

However, based on Link’s lack of criminal history and other factors, his sentence would more likely be in the range of 10-16 months, according to the plea agreement.

Link will not face immediate sentencing, however, because he also agreed to cooperate with continuing federal investigations, according to the agreement.

If link continues to “provide full and truthful cooperation,” according to the agreement, prosecutors could recommend a sentence of probation.

It has been widely reported that Link was the unnamed state senator mentioned in a federal indictment last year who wore a wire during a conversation with former Rep. Luis Arroyo, D-Chicago, who was later charged with attempting to bribe the senator to support gaming legislation that would have benefited one of Arroyo’s lobbying clients. Link has denied being that confidential informant.

Katten Renews Mansfield Rule Participation to Increase Diversity in Law Firm Leadership Katten recently announced that the firm achieved certification for Mansfield Rule 3.0 for meeting the benchmarks that women, attorneys of color, LGBTQ+ attorneys, and attorneys with disabilities account for at least 30 percent of the candidate pool considered for leadership and governance roles, equity partner promotions, formal client pitch opportunities, and senior lateral positions.

The firm also has signed on as a participant in the next iteration to further increase representation of historically underrepresented attorneys in law firm leadership and sustain a diverse and inclusive workforce in the legal industry. The Mansfield Rule, a winning idea from the 2016 Women in Law Hackathon hosted by Diversity Lab in collaboration with Bloomberg Law and Stanford Law School, was inspired by the NFL’s Rooney Rule, which requires NFL teams to inter-

view at least one minority candidate for head coach vacancies. The rule was named after Arabella Mansfield, the first woman admitted to practice law in the United States.
