SPRINGFIELD – Lawmakers will return to the Statehouse on Tuesday for what is scheduled as a one-day special session to reconsider the legislative redistricting plan they passed during the spring session.

But the General Assembly might also vote on an energy regulatory overhaul bill that has stalled on numerous occasions, including at the end of the regular session in May and during a follow-up session called weeks later.

A 980-page proposal, filed as Senate Amendment 1 to House Bill 3666 by Sen. Michael Hastings, D-Frankfort, received a subject matter hearing Monday night, meaning it did not receive a vote.

the phase-out of coal-fired power plants, specifically the Prairie State Energy Campus in the Metro East near St. Louis.

Two key Democratic interest groups – labor unions and environmental groups – have been at odds during the negotiations, with the former favoring looser carbon cap requirements for coal-fired plants, while environmentalists favored a strict 100 percent reduction or shutdown of the coal-fired plants.

Sen. Bill Cunningham, D-Chicago, said at the committee hearing, “some differences remain right now but I don’t think any of them are insurmountable.” He also noted “we seem to, every five or six years in the General Assembly, work on a new omnibus energy bill. That’s not likely to change because of this bill.”

Hastings said the language filed Monday would require Prairie State to reduce carbon emissions by 50 percent by 2040. He said it also requires that municipal coal plants “attain 105 percent carbon emission reduction by 2045 through use of carbon sequestration and/or direct air capture.”

The bill states the plant must capture 95 percent of its own carbon emissions through sequestration or plant retirement, while the remaining carbon reduction would be accomplished “through direct air carbon capture or any other available technology proven to directly remove carbon dioxide from the atmosphere.”

Outside of the decarbonization of coal plants, many facets of the bill have long been negotiated.

That includes the goal of putting Illinois on a path to 50 percent

renewable energy by 2040 and 100 percent carbon-free by 2050 through an increased fee on ratepayer bills to invest in renewables; a goal of putting 1 million electric vehicles on Illinois roads by 2030 through rebates and incentives; and increasing diversity in the renewable energy job force with training and other assistance through “clean jobs workforce hubs,” among other wide-ranging provisions.

Pat Devaney, secretary treasurer of the powerful AFL-CIO federation of labor unions, as well as representatives of the Path to 100 Coalition, which is focused on renewable energy development, testified in favor of the bill as amended.

The union groups are aiming to protect workers at fossil fuel plants as well as those at nuclear plants, while Path to 100 is focused on making more funding available for renewable projects.

Terry McGoldrick, of the International Brotherhood of Electrical Workers, said lawmakers must act as soon as possible to prevent the closure of at least two Exelon nuclear plants.

The governor has offered about $694 million in subsidies over five years to three nuclear plants in an effort to keep them profitable. Nuclear plants produce the vast majority of the state’s non-carbon-emitting energy, and two – one in Byron and one in Dresden – are already scheduled for potential closure without state action.

“We literally have 14 days to save these two nuclear plants and thousands of jobs in the communities that those facilities are located,” McGoldrick said.

Club, said his group is opposed to the bill as written due to carbon capture language, but “we have every intention of working as hard as we can to become proponents on a final bill.”

J.C. Kibbey, of the National Resource Defense Council, said “the things in this bill that claim to address emissions from these coal plants are uneconomical, they are ineffective, and they involve technologies that are unproven, and have never been deployed at scale.”

“The science tells us that we need to reduce emissions 50 percent by 2030 to avoid catastrophic climate change, and wealthy countries like the United States must do so even faster,” he said. “We are out of time for half measures that sound nice, but push action on climate off decades into the future.”

It’s unclear how long lawmakers would stay in town for the session that was originally scheduled for a one-day event to address legislative maps, which have to be redrawn to address concerns over the current maps’ constitutionality.

Despite not having official U.S. Census data in May at the end of the regular session, Democrats pushed through the current maps in order to beat a June 30 deadline spelled out in the Illinois Constitution.

Thus far, that has helped them avoid sending the process to a bipartisan commission where Republicans would have a 50-50 chance of controlling the proceedings.

Since then, official census numbers have been released showing the new districts would be vastly unequal in population and would likely be held unconstitutional.

The House and Senate Redistricting committees held a series of hastily-called public hearings over the past few days, most of which were sparsely attended.

At a House committee hearing Sunday in Aurora, only one person testified – Aviva Patt, of the Decalogue Society of Lawyers – who complained that she hadn’t been notified of the hearing schedule, despite having testified in the spring, and that she wasn’t even given the web address of the virtual meeting until after the meeting had started.

Rep. Tim Butler, R-Springfield, tweeted from that meeting, saying the doors to the building were locked well past the meeting’s 10 a.m. start time.

“No committee Dems in-person,” he wrote. “Five members of public present. No big screen/TV available for public to see those online & (PowerPoint) slides.”

Many of those who did testify at the hearings urged lawmakers not to vote on any new maps until after the public has had time to review and analyze any new proposal. New proposed drafts of Illinois House and Senate maps were posted online Monday.

The Senate Redistricting Committee was scheduled to hold one final virtual hearing at 6 p.m.

Fixing New York City’s Homelessness Crisis Is An American Priority

I congratulate New York City’s Democratic mayoral nominee, Eric Adams. He will be a strong new mayor of our nation’s largest and most diverse city. Adams has promised to address homelessness in the city, a problem that has grown increasingly desperate as the COVID-19 pandemic continues to cripple the economy and drive record numbers of individuals into bleak and unwelcoming shelters.

In May 2021, almost 52,000 New Yorkers – including 15,930 children – were sleeping in shelters, the highest rate of homelessness the city has experienced since the Great Depression. Worse still, homeless families are often forced to live in deplorable conditions, including shelters with mold and mildew, mouse and roach droppings, poor heating, bed bugs, asbestos, and broken bathrooms.

This is not what Mayor Bill de Blasio had in mind when he brought new leadership into the city’s Department of Homeless Services (DHS) in 2016 after ordering a comprehensive review of the homeless policies and of conditions at city shelters. As part of that overhaul, the mayor appointed Steven Banks to lead the Department of Homeless Services (DHS).

Banks, a veteran Legal Aid attorney who de Blasio had tapped in 2014 to be commissioner of the city’s Human Resources Administration, was widely praised at the time as the right person to champion the city’s most vulnerable citizens.

Now, Adams – who is all-but-guaranteed to be our next mayor – says that he is considering

keeping Banks in his new administration to implement his bold vision for homeless services, including new facilities for those struggling with mental health challenges.

But that, in my opinion, would be a mistake. While Adams lauded Banks for his “fresh ideas” during a recent interview, Adams might want to take another look at the city’s distressing experience managing its homeless population in recent years before reappointing Banks.

After a litany of poor management decisions made during the pandemic, when New York’s most vulnerable could least afford bureaucratic mistakes, it has become painfully obvious that it is time for new leadership at the city’s Department of Homeless Services.

In particular, African Americans, Latinx Americans and other people of color are disproportionately, devastatingly impacted by COVID-19 and are also disproportionately entrapped with homelessness across America. The New York City homeless rates are at the tipping point of this growing national problem.

Consider how the city dealt with homeless people living in street “encampments” during the pandemic. The Centers of Disease Control (CDC) warned localities not to clear homeless encampments if emergency shelter is unavailable, arguing that dispersing the homeless people “increases the potential for infectious disease spread” and interrupts any connections they have with local service providers. But during the pandemic, the city nearly doubled the number of encampments and other places that homeless people used to sleep, according to published reports.

The bungling does not end there.

The city was also behind plans to house homeless individuals in hotels during the pandemic only to boot them back on the street amid the rise

of the highly contagious Delta variant.

And the city’s policies have allowed our subway system to become inundated with homeless people looking for safe, warm places to sleep.

The pandemic may have exacerbated these issues, but it certainly did not start them. A report last year from city Comptroller Scott Stringer’s office clearly laid out the poor conditions that have been allowed to take hold in the city’s shelters in recent years.

Of the 91 individual units at shelters examined by inspectors, 92 percent had at least one violation and over a third, 32 units, had four or more violations. Overall, auditors found 264 deficiencies, including missing or broken window guards; ramshackle cribs; babies living in

shelters with vermin infestations; exposed electrical outlets, and mold and mildew growth.

No one person, of course, should be held entirely responsible for the failures of a system as vast as New York City’s Department of Homeless Services. But the buck ultimately stops with the person at the top, and in this case it’s Banks. Even The New York Times, after praising Banks in 2015, wrote a critical piece just a year later lambasting the DHS chief for the rising homeless rate and his flip-flopping on housing the homeless in hotels.

There are ways to solve the homeless crisis in New York – getting people into high-quality transitional housing run by culturally attuned and sensitive organizations, making sure shelter staff and outreach workers have the proper tools and training, and improving access to mental health care and drug and alcohol recovery programs, to name just a few.

But these are long-term solutions.

For now, the best thing the incoming Adams’ administration can do to remedy the city’s protracted homeless crisis is to pick fresh new leadership for the Department of Homeless Services. It’s long overdue.

In fact, New York City efforts to fix and prevent homelessness should serve as a national model for all American cities.

Loyola University Chicago to Host Angels Unawares Sculpture Loyola University Chicago is hosting the Angels Unawares sculpture on its Lake Shore Campus. Loyola will be the sculpture’s final stop on a year-long nationwide tour sponsored by The Catholic University of America and is only the second Jesuit university to host the piece.

Angels Unawares embodies the Catholic Church’s teachings on immigration, particularly the importance of welcoming the stranger and celebrating the many contributions of migrants and refugees to our society. It depicts more than 140 immigrants from across history densely packed onto a boat with the holy family. It is based on Hebrews 13:2: “Be welcoming

to strangers, many have entertained angels unawares.” Through this national tour, people across the country will have the opportunity to share in its message of welcome and hope.

Angels Unawares is a second casting of a piece commissioned by Pope Francis and was created by Canadian artist Timothy Schmalz.

The original casting was installed in St. Peter’s Square in Rome and unveiled by Pope Francis on the 105th observance of the World Day of Migrants and Refugees on September 29, 2019. This second casting was gifted to Catholic University last year, where it was unveiled and blessed in observance of the day in 2020.

“We are honored to host the Angels Unawares sculpture on our campus this month,” said Dr. Jo Ann Rooney, president of Loyola.

“Loyola was founded 150 years ago to serve the immigrant communities of Chicago, and today our international students and faculty are valued partners in our global mission.

We welcome Angels Unawares as part of our 150th Anniversary observance, and the opportunities presented to reflect on the journey and contributions of migrants and refugees.”

The piece will be commemorated with a special Mass presided by Cardinal Blase J. Cupich of the Archdiocese of Chicago at 6 p.m.

Saturday, Sept. 11, at Loyola’s Madonna della Strada Chapel. Following the Mass, which is open to the Chicago community, the Cardinal will lead a precession to Angels Unawares.

The 3.5-ton, 20-foot sculpture will be located near the southwest corner of the West Quad on Loyola’s Lake Shore Campus and will be installed this Friday between 9 and 10 a.m. It will remain on campus until Monday, Oct. 4.

Loyola invites the entire Chicago community to visit the sculpture. Campus visitors must follow the University’s COVID-19 health and safety protocols, which can be found on Loyola’s Return to Campus website.

Welcoming Our Students (BPT) - The classroom environment changed tremendously throughout the pandemic, with many children studying at home full- or part-time. This meant additional gear for many, such as tablets and workbooks, while some items like backpacks went unused while studying remotely. As millions of students head back to the classroom for the start of the 2021/22 school year, backpacks will be a necessity again, and experts have some advice to ensure a safer start to the school year.

"With a focus on getting back in the classroom and returning to 'normal,' it's easy to overlook possible injuries caused by everyday school supplies," said American Academy of Orthopaedic Surgeons spokesperson Emily Dodwell, MD, MPH, FAAOS, a pediatric orthopaedic surgeon at Hospital for Special Surgery in New York. "Backpacks might not seem that high on the list of safety hazards for children, but if too heavy or worn improperly, they can cause pain or injury to muscles and joints.

Some potential problems could include wearing the backpack on only one shoulder, or a small child carrying heavy objects like a textbook, tablet or computer."

As part of its "Prevent Injuries America™" campaign, the AAOS is spreading the word that backpacks that are too heavy or are worn incorrectly can cause numerous problems. Improperly used backpacks may injure or overuse muscles and joints. This can lead to back, neck and shoulder pain, as well as posture problems. This is especially concerning for students in hybrid learning environments because they may need to carry more items back and forth to school and home throughout the week.

Tips for selecting and using school backpacks Shopping for a backpack is a fun part of preparing to go back to school, but many kids will prioritize fashion over function.

Caregivers can help guide children to choose a backpack they like that also benefits their well-being.

AAOS recommends backpacks that are lightweight with a waist or chest strap and two shoulder straps that are wide and padded.

Rolling backpacks are a good option as well. If your child resists using a traditional two-strap backpack, a well-structured crossbody bag may be a reasonable compromise.

3. Keep A Pulse on New Educational Resources. Stay updated on new resources and information that could positively impact your students. The great thing about this is that teachers and parents can both get involved. A few ways you can stay up to date are reading blogs, educational articles, and looking for resources on social media. One learning resource to check out is 3M’s Science at Home video series.

This online library of DIY science experiments uses common household items to help make STEM learning fun and accessible while showing kids they can connect science to just about anything.

Teachers will also note that the step-by-step resources include national science teaching standards for easy lesson planning.

Preheat oven to 400° F.

Cooking:

1/2 teaspoon milk

1/2 cup blackberries 1/2 cup granola 2 tablespoons sliced almonds Cooking spray for griddle pan and sheet pan Directions:

Heat a griddle pan on medium heat. Spray the griddle with cooking spray.

Dip 4 slices of bread into the egg mixture separately then place on the griddle pan. Cook about 4 minutes each side or until golden brown. Spray the griddle again and repeat steps with last 4 slices of bread.

1) Pre-heat oven to 350°F. 2) Set aside 1 tablespoon parsley, 1 tablespoon chopped bacon and 1 tablespoon diced tomatoes for garnish.

3) In a standing mixer, combine cream cheese, white cheddar cheese, bacon, deli roast beef,

sour cream, Romano cheese, tomatoes, paprika, garlic, mustard, parsley, Worcestershire sauce, bourbon and pepper until well incorporated.

4) Remove bowl from mixer and refrigerate for at least 30 minutes or until ready to bake.

5) Spread the dip into an 8" cast iron or oven-proof skillet.

6) Bake in a 350°F oven for 25 minutes or until golden brown and edges are bubbling.

7) Remove from oven and top with remaining bacon, parsley and tomatoes. Serve warm with crackers, toasted bread or celery and carrots - it's the ultimate finger food for a cold day!
