In a sweeping ruling, Judge Mitchell Goldberg denied Indivior’s motions for summary judgment, holding that the plaintiff states’ lawsuit may proceed. Noting that the volume of facts required “enormous judicial resources” to wade through, the court’s 86-page opinion denied all of Indivior’s motions for summary judg ment, and ruled in the states’ favor.
The rising cost of tuition has made it harder for students and families to pay forOvercollegethepast several decades, the cost of attending college in the U.S. has steadily risen largely due to a reduction of state funding, an increase in university amenities, and unprecedented demand from prospective students.
The Illinois Attorney General’s office filed a bipartisan lawsuit against Indivior, previously Reckitt Benckiser Pharmaceuticals Inc., in 2016. The lawsuit alleges that in order to preserve its drug monopoly, Indivior used illegal means to switch Suboxone from a tablet version to a film that dissolves in the mouth, while attempting to destroy the market for tablets. A trial has not yet been scheduled but is expected next year. In 2021, Attorney General Raoul announced a $300 million national settle ment with Indivior to resolve a separate lawsuit over allegations Indivior inappro priately marketed Suboxone, which resulted in millions of dollars in improper state Medicaid spending. In that lawsuit, Raoul and a coalition of state attorneys general alleged Indivior and its subsidiaries used deceptive marketing tactics – namely, knowingly promoting the sale and use of Suboxone for uses that were unsafe, in effective and medically unnecessary – to boost sales of Suboxone. The company’s aggressive practices resulted in false claims being submitted to states’ Medicaid programs.Suboxone is a brand-name prescription drug used to treat heroin addiction and other opioid addictions by easing addiction cravings. Suboxone and its active ingredient, buprenorphine, are powerful and addictive opioids.

The Biden administration’s forgiveness plan is expected to have far-reaching impact. It will relieve $10,000 in loan debt per federal borrower with an individual income under $125,000 and a household income under $250,000; it will provide $20,000 in relief for borrowers that attended college on income-based Pell Grants.
Stacker compiled data from the College Board, the Office of Federal Financial Aid, the National Center for Education Statistics, and the Urban Institute to visualize how student debt has grown over the past 50 years and what $10,000 of loan forgiveness could mean for borrowers.
College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale. FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.Student mental health: HB576 and SB1577 allow students in Illinois up to five excused absences to attend to their mental or behavioral health without providing a medical note. Those students will be given an opportunity to make up any work they missed during the first absence and, after using a second mental health day, may be referred to the appropriate school support personnel.Officialflags: HB605 requires state agencies and institutions to purchase Illinois and American flags that are made in the United States. Hair styles: SB817 prohibits discrimination in schools against individuals on the grounds of wearing natural or ethnic hairstyles, which include dreadlocks, braids, twists and Lemonadeafros.stands: SB119 prohibits public health authorities from regulating or shutting down lemonade stands or similar operations that are operated by children under the age of 16. Known as “Hayli’s Law,” it was inspired by 12-year-old Hayli Martinez, whose lemonade stand in Kankakee was shut down by local officials.Juneteenth: HB3922 recognizes June 19, or “Juneteenth,” as an official state holiday that commemorates the end of slavery in the United States. In June, President Joe Biden also signed a bill designating Juneteenth as a federal holiday.
SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets. Those are just some of the more than 300 new laws that take effect in the new year. The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 anThehour.law allowing public housing tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

But effectively canceling most (or all) student loans for borrowers with the smallest amount of debt would target Americans who are most likely to miss payments. Analysis from the Federal Reserve shows that people with the least amount of education debt often have more difficulty paying it off, likely be cause borrowers with more debt often have higher levels of education and in creased earning power. In fact, from 2020-2021, 21% of borrowers with less than $15,000 in outstanding debt were late on payments, compared to 17% of borrowers with more than $15,000 in debt. The number of borrowers who fell behind on their loan payments temporarily decreased in the fall of 2021 due to COVID-19 relief efforts; however, for many, student loan payback is a long-term challenge: According to data from the Department of Education, it takes borrowers 17 years on average to pay off their student loans.
According to the National Center for Education Statistics, average undergrad uate tuition rose a full 20% between 2011 and 2021 alone. Tuition at private, nonprofit institutions increased more than tuition at public schools during this time period. Loan balances rose right alongside tuition, too. Since 1990, the average loan balance at graduation has nearly quadrupled from just under $7,000 to $30,000 in 2020, according to the Education Data Initiative, which looked at averages across all colleges. The amount of federal grant money available to students hasn’t kept up with continually increasing tuition or with the growth of federal loans. Moreover, federal grants only cover up to a few thousand dollars per year per student.
Chicago – Attorney General Kwame Raoul announced that the U.S. District Court in the Eastern District of Pennsylvania ruled that 42 states, including Illinois, can proceed with their litigation against the makers of Suboxone, a prescription drug used to treat opioid addiction. Raoul and the coalition have alleged Indivior Inc. (Indivior) unlawfully engaged in a scheme to block generic competitors, forcing people to pay artificially high prices during a time when the manufacturing companies reaped more than $3 billion in profits. “Our lawsuit alleges that at a time when our country was grappling with a massive opioid epidemic, Indivior was working behind the scenes to limit competi tion and maximize profits for its drug used to treat opioid addiction,” Raoul said. “I am committed to holding accountable companies that unlawfully took advantage of the opioid crisis, and I am pleased that this lawsuit will continue.”

And not all students who are eligible even secure federal grant funding: A recent study found that the high school class of 2021 left $3.7 billion in Pell Grants unclaimed by not filing the FAFSA, a federal form the government uses to determine student eligibility for grants Today, loans are one of the most widely distributed forms of federal aid For students who don’t come from families that can cover the cost of an undergraduate education, navigating the financial aid application process can be challenging and confusing. Not only do you need to apply to col leges and universities, but you also have to file the FAFSA and sometimes a supplemental form called the CSS Profile to see if you qualify for federal and institutional financial aid. Unless you earn a coveted academic or athletic scholarship, qualify for need-based aid like Federal Pell Grants, or attend a university with a no-loan financial aid policy, you might turn to some form of student loan to cover the cost of your college degree. According to a survey conducted by Sallie Mae, 47% of families bor rowed money to pay for college in 2021. About 40% of outstanding student loan debt is held by people who attended public schools. The rest is held by those who attended private nonprofit and private for-profit schools.
If a student doesn’t want to take on debt, federal grants—financial aid that doesn’t need to be repaid—are an attractive alternative. The problem?

Obama Foundation Outpaces City Goals for Diverse Hiring, Awarding 52 percent of Contracts to Diverse Vendors
In 2021, the Foundation committed $850,000 to a partnership with local workforce development organizations, including Hire 360, Chicago Women In Trades, IBEW-NECA Technical Institute, Revolution Workshop, and St. Paul’s Community Development Ministries, to train 400 new apprentices from the South and West Sides. The Foundation is using this model to recruit and train the workforce that will build the Obama Presidential Center, but to also create more opportunities in construction for South and West Side residents to work on projects across the city. Graduates of the Craft Academy will develop skillsets that are prioritized in hiring for new frontline jobs at ComEd, including overhead helper positions that ComEd will begin accepting applications for later this month.
ComEd announced the first-ever cohort of the ComEd Craft Academy program has graduated, with nine participants demonstrating the knowledge and physical competencies required to enter the craft workforce, comprised of roles in the skilled trades, including entry-level positions such as line workers and construction workers. The Craft Academy launched earlier this year to expand training opportunities for prospective skilled trades workers, a key focus of ComEd’s plan to grow its workforce to meet the demands of the clean energy transition underway in Illinois.

Epic Burger, known for its burgers, fries and shakes, is celebrating its 14th Anniversary. With that celebration comes special deals every Thursday in Sep tember. They are offering $5 Deals and $2 Epic Fries. David Grossman knew Epic Burger, the product, the quality and the people. He was at the opening of the first Epic Burger on State Street 14 years ago. When he was approached to take over the company two years ago, he saw a golden opportunity to take an amazing brand and an amazing product and bring it back to the way it was in 2008. For last year’s celebration, on one day in Septem ber, Epic had $1 burgers all day. Grossman described it as complete madness, in a good way. There were lines at all seven locations.
