SPRINGFIELD – Lawmakers will head back to the Capitol on Tuesday, Aug. 31, to consider changes to the legislative maps that Gov. JB Pritzker signed into law earlier this year.

Those maps – which set the new boundaries for the 118 state House and 59 state Senate districts for the next decade – were passed based on survey data in May, as the full U.S. Census block-level numbers were not made available until Aug. 12. The release of that data, however, appears to show population deviations far exceeding the 10 percent threshold allowed under Supreme Court precedent, so some changes are necessary to put the maps in compliance.

The remap effort, which occurs every 10 years after the census, was a key talking point Thursday for Republicans during their day at the Illinois State Fair, which followed Governor’s Day, a celebration of Democrats, the day prior.

In the run-up to the legislative maps passing, GOP leaders warned that using survey data as opposed to the full census results would lead to the exact problem the maps now face.

But if Democrats would have waited on the census data, they would have missed a key deadline in the Illinois Constitution that would have put mapmaking in the hands of a

bipartisan commission and possibly given Republicans a 50-50 shot at mapmaking control.

Republicans have filed a lawsuit asking a federal panel to send the matter to a commission as described in the constitution.

On Thursday, the GOP filed a motion for summary judgement in light of the census data, an effort to send the matter to a commission and void the current version of the legislative maps.

But Democrats filed a motion on Thursday to dismiss the Republicans’ amended complaint, and another Friday seeking to halt the process until Sept. 1, after the one-day session.

In their court filing to dismiss, lawyers for the Democrats called the GOP effort to send the maps to a commission one “to exploit exigencies resulting from a global pandemic, which were out of the legislature’s control, for political gain.”

The matter is otherwise set for trial at the end of September.

Senate Minority Leader Dan McConchie, R-Hawthorn Woods, characterized Democrats as trying to “pull a fast one” and acting “pure and simple for power” during a GOP breakfast in Springfield prior to Republican Day at the State Fair on Thursday.

“We are going to be pressing the federal court to do what the Illinois Constitution says, and that is to send it to the bipartisan commission, where it should have gone in the first place, and have that be the decision maker to actually draw the maps going forward,” he said.

House Speaker Emanuel “Chris” Welch,

D-Hillside, and Senate President Don Harmon, D-Oak Park, on Friday issued a joint statement confirming the Aug. 31 one-day session.

“Our goal has always been to implement a map that is fair and represents the diversity of the population of Illinois,” Harmon said in the statement. “With census data now available, we will take any necessary legislative action with that same goal in mind.”

Congressional maps The Democrats appeared to indicate the session would focus on only state, not congressional mapmaking.

Per the census, Illinois will drop from 18 to 17 congressional districts, and Democrats are expected to draw the maps in a way that would make it difficult for Republicans to maintain the five seats they have now.

How that map is drawn is expected to play a major role in how the statewide Republican field will shape up ahead of 2022’s June 28 primary, which was postponed from March due to the census delays.

That’s largely because U.S. Rep. Rodney Davis, a Taylorville Republican, is holding out his decision on what to do next until he sees the congressional maps drawn by Democrats.

“My job is to serve the constituents of the 13th District right now,” Davis said. “My ability to continue to do that job is going to depend upon the supermajority Democrats who run the House and the Senate here in the Statehouse, and also Gov. Pritzker who

has broken his promise already to the voters of Illinois, that he would not sign legislatively drawn maps.”

While Davis waits to see if continuing his congressional career can remain viable amid a new map, he’s considering a run for governor.

Davis got a speaking spot at Republican Day at the Illinois State Fair along with two of the state’s other sitting GOP members of congress, while the current gubernatorial candidates did not.

The gubernatorial field as it stands includes Darren Bailey, a state senator from Xenia who was a Pritzker antagonist throughout the pandemic, challenging the governor’s executive orders; Gary Rabine, a suburban paving business owner; and Paul Schimpf, a former state senator and 2014 GOP candidate for attorney general.

Davis’ presence in the race could affect other potential statewide candidates as well, including state Rep. Tom Demmer, who said Thursday “nothing’s off the table right now” as he considers a statewide run, although he specifically mentioned the secretary of state’s office.

State Rep. Dan Brady, of Bloomington, is also seriously considering a secretary of state run.

Pangea Cares Continues Partnership with Operation Warm for Summer Kicks Drive Pangea Properties, through its 501c3 arm Pangea Cares, continued its partnership with Operation Warm, donating $7,000 and 20 volunteers to provide new shoes for youth in Chicago.

PR.com -- Expanding a partnership started in 2017, Chicago-based Pangea Properties (Pangea) worked with Operation Warm and SGA Youth & Family Services last month for a Summer Kicks shoe drive. Through its nonprofit 501c3 community service arm, Pangea Cares, Pangea helped distribute new shoes to Chicagoans in the Brighton Park neighborhood.

In the past, Pangea has participated in Operation Warm’s annual winter coat drive, an initiative that has been providing thousands of

winter coats to children in public housing for over 22 years. Last year, Operation Warm created Warm Soles to provide new shoes as well, gifting over 30,000 new pairs to date.

Property reassessments released for Jefferson Township Residential and commercial properties in Jefferson show robust growth The Cook County Assessor’s Office released initial assessments of residential and commercial properties in Jefferson Township. This is the third of eight townships in the City of Chicago to be reassessed in 2021 and the third Chicago township to be reassessed under the leadership of Assessor Fritz Kaegi, who took office after Chicago’s last reassessment in 2018.

“We’ve seen similar, surprisingly robust real estate trends in Jefferson that we’ve seen in other areas of the city,” said Assessor Kaegi. “In some areas, home values are rising significantly, though others have plateaued. Despite the pandemic, rents have increased since 2018, driving some commercial property values higher while others still see ongoing economic effects from the pandemic.”

Increases in assessments reflect a strong market. Assessments, under Illinois law, should reflect overall market values.

The first step to ensuring property owners pay only their fair share of property taxes—without needing to file appeals to correct inaccurate assessments—is to make sure assessments of all property types accurately reflect the real estate market.

Changes in assessed value in Jefferson Township The following chart represents the increase in total assessed value in residential and commercial properties in Jefferson Township.

Note: Percentage increases and total increases are for all properties in that category. Assessment increases or decreases to individual properties vary, depending on each property’s location and characteristics.

How assessments relate to property taxes An increase in a property’s assessment does not lead to the same increase in an individual property’s tax bill. A property’s share of taxes depends on reassessments throughout all of Chicago, from homes in Chatham and Jefferson Park to commercial properties in Little Village and the Loop.

Property reassessments are ongoing for Chicago’s remaining six townships. If the growth in assessed values throughout Chicago outpaces the growth of the assessed value of an individual property in Jefferson Township, that individual property’s share of property taxes could shrink despite its increase in

property value.

Property assessments in Chicago are used to apportion taxing district levies, which pay for services such as schools, parks, libraries, and pensions. The Assessor does not set levies or tax rates.

Also, increases in assessments do not necessarily increase the revenue received by taxing districts.

At the end of the 2018 reassessment cycle, 76% of Jefferson Township’s total assessed value was residential, with the other 24% comprised non- residential and commercial multi- family properties.

The 2021 initial reassessed values have shifted this to 66% residential, and 34% non-residential and commercial multi-family properties. These percentages may change at the final stage of assessment after appeals are processed by the Assessor’s Office and by the Board of Review.

The 2021 assessments will affect the second installment property tax bill issued in late 2022.

Residential assessments l In 2020, median sale prices of single-family homes in Jefferson Township were about $320,000 for single-family homes and $190,000 for condos. l In its assessment models, the Assessor’s Office estimated most single-family homes have a 2021 market value between $300,000 and $380,000 and most condo values were between $140,000 and $200,000. Estimates depend on the individual property’s location and characteristics.

The assessments for single-family homes and multi-family apartments met all three International Association of Assessing Officer standards for high-quality assessments.

“Our assessments are tracking the market and we’ve improved uniformity of assessments for all,” said Assessor Kaegi.

“This represents a significant leap forward for fairness within all parts of Chicago.”

Third-party reporting, including a 2017 report in the Chicago Tribune, showed that the previous reassessments of the City of Chicago resulted in overassessment of some lower-value homes while higher-value homes typically were underassessed.

Commercial assessments Hotels and retail properties are among the sectors with the

largest declines since the onset of COVID, whereas rents in multi-family apartments, grocery stores, industrial buildings, and data centers have been stable or experienced positive growth since the onset of COVID. In the Assessor’s Office 2021 models: l Market values are estimated from $14,740 to $328,962 per unit. o Market rents for apartments in Jefferson range from $638 to $1,800 a month. o Market vacancy is between 3.8 and 7.90%. o Affordable housing figures are calculated separately and listed in the complete report. l Office buildings in Jefferson have an estimated market values are $51-$233 per square foot. o These properties range in size from 1,731 to 802,000 in square footage and are assessed at $5 - $28 in rent per square foot with 3-14% market vacancy.

A report from the International Association of Assessing Officers stated that commercial properties in Chicago were underassessed in 2018, which may have shifted some of the property tax burden from commercial properties to residential properties. The 2021 reassessments reflect current market data and commercial property’s share of the market.

Where is Jefferson Township?

Jefferson Township follows Western Avenue at its eastern border and North Avenue at its southern border. Its western border follows Harlem Avenue north to the Des Plaines River then north to Higgins. The northern border of Jefferson Township largely follows Higgins and Devon Avenues but extends as far as Touhy Avenue.

Appealing property assessments If the property characteristics listed on an assessment notice are incorrect, or if the estimated market value of a property is significantly more than what it could sell for in the current real estate market, property owners should file an appeal.

Property owners are encouraged to use the Assessor’s Office’s new, award-winning online system to file their appeals.

NEWS NEWS 2020 Cook County property tax analysis: A heavier burden for businesses, Black and Latino suburban property owners Businesses in Cook County and Black and Latino suburban property owners are bearing the brunt of 2020’s property tax increases, according to a first-of-its-kind analysis of nearly 1.8 million bills by Treasurer Maria Pappas’ office.

The county will collect more than $16.1 billion in property taxes this year. That’s an increase of $534 million, or more than 3.4%, from last year. Second Installment bills were posted online August 12 and will be mailed to taxpayers later this month.

The analysis, along with more than 100 pages of detailed tables on suburbs, townships and Chicago, is available at cookcountytreasurer.com.

Key findings include: • Commercial and industrial property owners in Cook County – in its suburbs and in Chicago – are carrying a heavier share of the increased tax burden. Businesses are being billed more than $7 billion, an increase of $410 million, or 6.2%. Homeowners are being billed $8.9 billion, an increase of $114 million, or 1.3%.

• Property tax increases are hitting majority Black and Latino communities – both their homeowners and businesses – the hardest. These communities make up six of the top 10 areas with the largest tax increases for homeowners and seven of the top 10 increase for commercial properties.

• In the south suburbs, where taxes are already greater than in other parts of Cook County, some property owners are paying three to five times as much in taxes as the owner of an equally valued property in Chicago.

“Our research shows that inequities in the property tax system persist, particularly for businesses and Black and Latino property owners, and especially in the south suburbs. The 2020 property tax increases are exacerbating financial stresses in these communities

and thwarting economic progress and generational wealth-building,” Pappas said.

Not all property owners will see their bills increase because a number of factors determine property taxes. For 2020, several items affected the tax bills: • As scheduled, the Cook County Assessor’s Office last year revalued all properties in the suburbs south of North Avenue.

• The Assessor’s Office lowered the assessed values of many properties elsewhere in Cook County, citing the economic effects of the COVID-19 pandemic. The value of all residential properties was reduced by about 10%. Not all commercial properties received COVID reductions.

• Elected leaders in several suburbs increased the overall amount taxed, meaning property owners in those communities will see much higher bills.

The analysis found commercial and industrial property owners generally will see bigger increases in their bills than homeowners, as the overall tax burden continues to shift to them. The higher taxes come as many businesses continue to struggle with a loss of revenue as a result of the COVID-19 pandemic.

In 2020, business properties in the south and southwest suburbs took on another 1.5% of the tax burden, compared with a 1.1% shift from residential to commercial in the north and northwest suburbs and a 1.3% shift from residential to commercial in Chicago. The shift in the tax burden in the south and southwest suburbs is striking, particularly for commercial property owners: • In Rich Township, which includes all or portions of Matteson, Olympia Fields, Flossmoor and Richton Park, the median business property tax bill rose by $3,895, or 13%, to $33,075. The median bill for homeowners declined by $114, or 2%, to $5,518.

cago Heights, South Chicago Heights, Lansing, Lynwood, Ford Heights and Sauk Village, the median 2020 tax bill for commercial and industrial properties is $12,563, an increase of $1,459, or 13%, from a year earlier. The median residential bill declined by $117, or 3%, to $3,321.

• In Calumet Township, which includes all or portions of Blue Island, Calumet Park and Riverdale, the median business property tax bill rose by $1,712, or 17%, to $11,508. The median bill for homeowners declined by $380, or 13%, to $2,652.

The 18 highest Cook County tax rates, which are multiplied by a property’s assessed value to determine how much a property owner pays, are in the south suburbs. Park Forest tops the list, with tax rates almost five times as high as Chicago, followed by Phoenix, Riverdale, Harvey, Markham, Ford Heights, Calumet City, Country Club Hills and Hazel Crest — all of which have tax rates that are three or more times higher than Chicago.

In the western suburbs, property owners are not immune to higher bills because tax levies rose and properties were reassessed.

As a result, homeowners in suburbs including Bellwood, Maywood, Hillside, Cicero and Berwyn will see significantly higher 2020 bills.

In the north and northwest suburbs, the median residential tax bill this year is $6,015, a decrease of $26, or 0.4%. The median commercial tax bill is $27,651, an increase of $2,026 or 7.9%. More than 80% of business property owners, and about half of homeowners, received higher bills than they did last year.

In Chicago, tax bills vary widely from ward to ward. About 84% of business property owners, compared with half of homeowners, are being billed more than last year. The median residential tax bill is $3,341, down by $1.63, or .05%. The median commercial tax bill is $9,659, an increase of $761, or 8.6%.
