SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets. Those are just some of the more than 300 new laws that take effect in the new year. The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 anThehour.law allowing public housing tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Other new laws include: Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The wage gap has not closed Women earned 82 cents for every dollar men earned in 2020, up from 80 cents in 2003. The wage disparity adds up, with women in manufactur ing earning substantially less per year than men on average—$49,540 vs. $69,449. AAUW reported that women are less likely than men to hold high er-paying jobs in the sector. Women represent more than half of all textile workers, which are paid less than half as much as oil and coal workers.

Minimum wage hike, pets in public housing among new changes

Food manufacturing has seen the greatest increase in women’s employ ment Food manufacturing has seen the greatest increase in female employ ees over time, and around 686,000 women work in food manufacturing nationwide as of 2021. This subsector employs the highest percentage of women as well (38.5%). At their lowest participation, women accounted for 34.8% of the food manufacturing workforce in 2003. Metal product manufacturing has dropped to the lowest Several types of metal are manufactured in the U.S. Nucor Corp. in Charlotte, North Carolina, specializes in steel products, while Alcoa Corp. in Pittsburgh manufactures bauxite, alumina, and aluminum. According to the U.S. Geological Survey, iron and steel make up about 95% of the tonnage produced domestically each year. Metal product manufacturing has the lowest participation of women in the workforce, totaling approximately 255,000. In 2003, more than 20% of metal manufacturers were women. Machine and equipment manufacturing has seen a slight decline in female employment. Since 2003, the percentage of women workers in ma chinery and equipment manufacturing has dipped slightly from over 28% to just under 26%. The average wage of an equipment manufacturer varies by what sort of equipment they’re manufacturing, with automobile manufactur ing workers earning on average $27.74 and apparel manufacturing workers earning on average $14.06 per hour.

As explained by Elizabeth Monkus, Civil Program Attorney for Chicago Ap pleseed Center for Fair Courts and the Chicago Council of Lawyers: “This evalu ation is long needed. For years, advocates and attorneys alike have told us how the Domestic Violence Division consistently fails their clients by creating unnecessary barriers to justice, but unfortunately, the Circuit Court has not comprehensively evaluated the Divisions’ functioning. Cook County’s Domestic Violence Division and consolidated courthouse exhibits many features associated with best practices in domestic violence courts generally, and yet is not operating at the fullness of its potential. These findings have been enlightening.”

Still, women in manufacturing often earn better wages than those in other industries: AAUW reported that women in manufacturing make 11.5% more than women in other private sector jobs. Using data from the BLS and the Census Bureau’s Current Population Survey, Get It Made compiled a list of trends about women working across the manufacturing industries. Certain data collection only began in 2003, and the graphics reflect this. Data was extracted using IPUMS-CPS from the University of “Manufacturing”Minnesota.isanumbrella term for a range of sectors, from food production equipment and nonmetal fabrication to metal product manufac turing and parts and equipment building. Women work across manufactur ing subsectors, making up a large part of the apparel and textiles manufac turing workforce (67.3% and 53.5%, respectively), and a smaller part of the primary metals (14.3%) and wood products (14.9%) industries as well.

ADVOCATES RELEASE FIRST COMPREHENSIVE EVALUATION OF

In April 2022, in the face of rising public criticism of the Division, the Of fice of the Chief Judge of the Circuit Court of Cook County established a Com mittee on Domestic Violence Court to review the court’s organization, staffing, communication, and technology. While this Committee – which included court stakeholders and community advocates – appeared dedicated to improving the functioning of the DV Court, our evaluation, which has been in the works since early 2020, is the first public report of its kind. In it, we include information from interviews with over 35 anti-domestic violence and anti-sexual assault advocates, legal aid and private lawyers, and Cook County Circuit Court judges, and observations of at least 188 court hearings. Our findings show that procedures and structures in the Domestic Violence Courthouse reflect and perpetuate systemic sexism and racism; there is a general disconnect between judges and court staff and the needs of litigants, which is exacerbated by technology and training issues and limited operational capacity; judicial culture and bias, lack of trauma-informed practice, and the need for training severely impacts quality of and access to justice; and that issues with the Clerk of the Circuit Court’s Office, which pre-date remote proceedings in the pandemic, are consistent and pervasive. Based on these findings and community feedback, we recommend that the Circuit Court of Cook County make efforts to improve accessibility, communication, holistic services for the community, and judicial training. These recommendations include, specifically, providing more flexible hours of operation; keeping remote hearings available but optional; im proving community engagement and litigant services; holding the Office of the Clerk of the Court accountable; requiring ongoing judicial training to support trauma-informed and culturally-competent practice; and more.

A note about gendered statistics: Data has historically been collected using a binary understanding of sex and gender, making it difficult to repre sent or capture the full story of the general population. For the purposes of incorporating BLS and Census data, the language specified therein has been used for purposes of consistency. Women continue to make up about 30% of employees in manufactur ing About half of all employees in the U.S. are women, but they make up approximately 30% of the manufacturing sector. This figure has remained relatively unchanged from 2003 to 2021. The American Association of University Women reported in 2020 that the “loss of manufacturing jobs in the early 2000s disproportionately hurt women,” and those who remain face sexual harassment and pay/opportunity inequality. These factors, combined with inadequate family leave policies, lead to women in manufacturing being more likely to leave their jobs than women in other industries.

On Tuesday, Aug. 16th, the U.S. Department of Education (Department) announced that it will discharge all remaining federal student loans that borrowers received to attend ITT Technical Institute (ITT) from January 1, 2005, through its closure in Sep tember 2016. The decision, which follows Departmental findings based on extensive internal records, testimony from ITT managers and recruiters, and first-hand accounts from borrowers, will result in 208,000 borrowers receiving $3.9 billion in full loan discharges. This includes borrowers who have not yet applied for a borrower defense to repayment discharge. These borrowers will have the federal student loans they received to attend ITT discharged without any additional action on their part.

Frito-Lay Invests $500,000 in Scholarship Program with the United Negro College Fund to Provide College Education for Black and Hispanic Students

The snack leader is investing $500,000 in need-based scholar ships to help reduce the financial barriers of attending and graduating college. Education Department approves $3.9 billion group discharge for 208,000 borrowers who attended ITT Technical Institute

Finally, the Department announced the approval of discharges for just under 100 borrowers who enrolled in the Medical As sistant or Medical Billing & Coding Program at Kaplan Career Institute’s Kenmore Square location in Massachusetts from July 1, 2011 to February 16, 2012 when the institution stopped enrolling new students. These are borrowers identified by Massachusetts Attorney General Maura Healey after an investigation found that the institution repeatedly lied about its job placement rates to borrowers, among other deceptive practices. The location closed in February 2013.

The Illinois Attorney General’s office has long been a national leader in investigating and enforcing consumer protection violations in the higher education field. Since entering office, Attorney General Raoul has secured over $160 million in relief for Illinois borrowers who were deceived by their school, private lender, or servicer. Earlier this year, Raoul’s office announced a $1.85 billion national settlement with Navient, formerly the nation’s second largest student loan servicer. Under the previous administration, attorneys general sued the department for gutting the rule and replacing it with a wholly inadequate regulation that benefited predatory schools at the expense of victimized borrowers.Raoul and the coalition commend the department for undoing the harm caused to borrowers by the prior admin istration’s unlawful rule by proposing a more equitable and streamlined process.

Chicago — Attorney General Kwame Raoul co-led a coalition of 20 attorneys generals in commending the U.S. Department of Education for its far-reaching proposed reg ulatory reforms and in urging the department to adopt additional improvements to achieve equitable and transparent relief for student borrowers. The coalition submitted public comments to Education Secretary Miguel Cardona, sup porting the department’s proposed changes to its Borrower Defense, Public Service Loan Forgiveness (PSLF) and Closed School Discharge regulations, while recommending additional changes to further benefit borrowers.

In particular, the coalition commends the department’s decision to reinstitute provisions that limit schools’ use of binding predispute arbitration agreements and class action waivers, increase the department’s ability to hold predatory schools financially accountable for the costs of their misconduct and provide a basis to expand borrower relief. These proposed regulatory changes are es sential to ensuring that students have access to critical relief and that students and taxpayers are no longer left holding the bag for predatory schools’ misconduct.

To further strengthen the proposed regulations’ ability to fully protect borrowers and taxpayers, the coalition urges the department to bolster and clarify the presumption of full relief for borrowers with meritorious claims, to allow states and individuals to raise claims under state law and based on state attorney general actions in the first instance, and to ensure that borrowers with pending claims are protected from financial harm.

The letter also applauds the department for undertaking rulemaking to create formal fixes to the problems that have plagued the administration of the PSLF program. The pro posed regulations would expand the definition of qualifying payments and create a formal reconsideration process. The coalition urges the department to further increase the scope of individuals who qualify for relief and to automate the PSLF process as much as possible, pointing to the perva sive loan servicer misconduct that has imperiled loan relief for borrowers across the country

Designed to help Black communities heal from American racialized violence, “What to Send Up When It Goes Down” is a vital theatrical work. It is a participatory, shapeshifting experience intent on creating space for collective catharsis, cleansing and healing. Breaking the fourth wall, cast members enact the script differently in each performance as members of the audience are invited not only to behold the piece as spectators, but to become part of the current that holds the story together.
